DTI invested P3.61B in 2012 for MSMEs

PALO, Leyte Department of Trade and Industry (DTI) assisted micro small and medium enterprises (MSMEs) have invested P3.61 billion in 2012, a big jump from the 2011 capitalization, fueled by higher demand for locally-produced goods. DTI Regional Director Cynthia Nierras said that from P2.5 billion investment the previous year, it went up by 44% in 2012, surpassing the P2.15 billion target for last year. The Kasambahay Act ensures the rights and welfare of the estimated 2 million household helps all over the country and also pegs their minimum salaries. Under the new law, the minimum salary of a domestic helper is pegged at P2,500 in Metro Manila, P2,000 in chartered cities and first-class municipalities, and P1,500 in the rest of the country. The law orders the Regional Tripartite Wages and Productivity Board to determine succeeding salary increases following consultations with stakeholders. Apart from monetary compensation, which includes a 13th-month pay, the law also mandates employers to enroll their househelpers in Social Security System, Philhealth, and Pag-ibig Fund and to pay part of their monthly contribution. Also, domestic helpers should be afforded at least eight hours of rest every day and a day off a week. Most household helps have very little education, Ejercito Estrada said. That is why Im
glad that my proposal to require employers to allow their household helps to complete their basic education has become part of the new law. A similar bill was first filed 15 years ago. The current bill went through countless modifications before it was finally approved in the 15th Congress in the first week of December. The San Juan lawmaker, as vice chairman of the Committee on Labor, is among those who shepherded the bill through the House of Representatives. (PR)

TACLOBAN CITY As the election campaign period draws nearer, candidates for the May 2013 polls were warned by the Bureau of Internal Revenue to remit taxes they withheld from their campaign suppliers otherwise they would be fined. It is clearly stated in a memorandum order that candidates are required to withhold and remit 5% withholding tax whether they win or lose, or else the penalty for a delinquent candidate would be 30 percent surcharge and 25 percent interest per year. The candidates who engaged the services of a supplier in a particular month should withhold the five percent and pay it in the first ten days of the following month. Meanwhile, the Comelec is reminding all the candidates to submit a statement of their campaign donations and expenses to the poll body, and must have a file record of their expenses as well as a list of their donors for it is also stated in the law that the names of contributors and the amounts they gave to the candidate or to the party must be disclosed. No person shall make any contribution in any name except his own. No candidate or treasurer of any political party shall receive a contribution or enter or record the same in any name other than that of the person by whom it was actually made, the Omnibus Election Code said.

No substitute to peaceful elections
he credibility of the 2013 midterm elections will largely depend on how peaceful it would be. At the moment, it appears that the Philippine National Police is on track with their initial success in confiscating unlicensed firearms as reported. It has been an incontrovertible fact that some over-ambitious and greedy politicians possess a burning desire to get a contested political position at all cost. Along that intention that eats up all that is good and true in aspiring for that position, a private army is clandestinely organized. This armed group is primarily employed to harass and threaten candidates of the other camp; instill fear into their hearts and minds up to the time that other camp realizes that their lives are worthier than the dream to win a political post and so eventually withdraws.
In many instance, the private armed group is used to intimidate voters on the eve of elections and on the day of voting to toe their lines and if they dont, they simply refrain from going to the polling places. In rare instances, the private armed group is employed to kill political opponents. It is the dream of our nation that we conduct free and peaceful elections in 2013. It is the desire of our people that they are given this freedom and privilege to elect their officials, a vibrant and living spirit of democracy where sovereignty resides on them. So candidates should refrain from using the barrel of the gun as their way to political supremacy. Respect the rights and privilege of our people whom they want to lead them after this electoral exercise.
Human Rights Reparations Bill approval by bicameral body seen this week
For victims of martial law human rights victims, this could be a piece of good news. The compensation which they have been expecting for a much long time may now see a bright light. In the Philippine Congress, the expected action may already be realized. As of last Thursday, senator Chiz Escudero expressed his expectation that most likely within this week the human rights reparations bill will be approved by the bicameral committee. amount of compensation shall be in proportion to the gravity of the violation committed. If a victim died or has gone missing, it receives the highest points, from 7 to 10 points. If the
victim was tortured or was sexually abused depending on the evaluated gravity, I think 3 to 7 points. The amount really depends on how many claimants there are, Escudero explained. Escudero, chairman of the Senate Committee on Justice and Human Rights, said members of the bicameral committee are just ironing out issues on claimants in the US Federal District Court of Honolulu, Hawaii. Of course, politicians from the Albuera-side (Leytes 4th District under beauteous Rep. Lucy Torres-Gomez, should dialogue seriously with her counterpart veteran legislator Rep. Sergio Apostol, so that the road constructions time-line is strictly monitored and followed to the later! It is certain that both Albueranons and Burauanons bank heavily for the realization of the long-delayed project if only for the impending economic benefits it will bring to the two towns of Leyte. Definitely, to the LGUs to flex those muscles and show to their constituents that they are doing/have done something tangible for the entire peoples of Burauen and Albuera. The road project is a worthy LEGACY! Once completed, farm products will be easily transported, travel time between the eastern and the western towns as well as to the capital cities of Tacloban and Ormoc (even to Southern Leytes Maasin City), will be considerably shortened by an average of 80 kms. Business will be brisk in the area, people will be encouraged and made busier cause they dont observe parallelism. It should have been Lineyte-Sinamar, or Leytenhon-Samarnon, and not the above word formation, if parallel structure must have it. Still, the new compound name does not settle the old problem of ignoring the Cebuano speaking parts of the two islands. The only most qualified name for our language is Winaray. It connotes how the language is spoken. If you ask the question, how is your language spoken, or written? Winaray is the right answer. It suggests action, direction, and procedure. It is very active. Besides, it cannot be used like the word waray to refer to people, or to the areas speaking the language, but only to the language of these people and nothing more. We can strongly assert this name. Next time you refer to our language, say its Winaray. Spread it far and wide. Tell people its the name. Its not only appropriate; it is also very precise. Thats the name above other names.

The day year 2012 was to close, drew this writers attention to the news item carried by The Philippine Star which read: Work on Leyte Road to resume. What caught the interest of the writer was that the project being referred to is the Burauen Albuera Road the same road started as early as the presidency of the Late Ramon Magsaysay (not during the Arroyo Administration as reported)!. This writer vividly remembers that as a secondary school student then, Burauen folks were
already talking about the same Burauen Albuera Road having been started already! After more than half a Century, the much-hyped project is again being floated and is hoped to be finished before the new year (2013) ends. The report, if realized, is a much welcomed though an equally much much delayed project! Not even the almost Two (2) Decades of the dominant political family of the Apostols and those who have reigned as Leytes District 2 representative have succeeded in completing the
road project. From the sidelines is heard bangin la tungod nga ma eleksyon na liwat yana nga tuig nga nagawas ine nga road project (= maybe its because its an election year that the project is being resurrected!). doms pagliawan I made this stand before and I still do so up to nowthe name of our language in Leyte and Samar should be Winaray. You see, our language here in Eastern Visayas is called by different names such as Waray-waray, Waray, Lineyte, Sinamar, Leytenhon, Samarnon, Lineyte-Samarnon, and Winaray. I would like to argue, however, that if we are to have only one name for our native language here, it should be the latter and nothing more. Why, the rest of these names pose some semantic problems that disqualify them as official names for our native language. Their meanings themselves create those disqualifications, as you can see in this brief discourse. Look at the name Waray. This means none or nothing which doesnt make a good name. Nothing good comes out of nothing. What do you have if you got none at all? Seriously, this name refers more to the people speaking the language, not to the language itself. When used in reference to people, it gathers a heavier meaning, because it then points to an identity of a person or people living in this part of the country. If, semantically, waray is void and empty, then waray-waray doubles that tragedy. It aggravates the worst. Whoever had coined these words must have been prone to idleness, because thats what this two-word combination suggests. Its a word for inactivity, passivity, hopelessness, desperation; a very negative word, indeed. Surely, it should not be the name of our beloved mother tongue.
Consider the name, Lineyte. Is it an appropriate name? Is the language spoken only in Leyte? No way; its well spoken in Samar, too, thats why the people here also came up with the name, Sinamar, seemingly dividing the two islands linguistically. However, both of these names are disqualified in that not all of Leyte, and not all of Samar, speak the language. There are large parts of the two islands that speak Cebuano and should not then be covered with these names. As an offshoot to the above debate, the names Leytenhon and Samarnon also surfaced. But you will notice that these are merely simple deviations from the former issue, a variation of some sort. The names still suggest the divided places seemingly speaking different languages when in fact, they have the same language. The disqualifications of these names, too, are the same. So the name LineyteSamarnon came out, hoping to settle the issue. But its still the same names coined together to create a funny structure. Why funny, be-

The Mass is the Sacrament of sacraments. At Mass, Jesus Christ continues to act the ideal High Priest (Heb 7:26) as he did on Calvary. The death and the resurrection of Jesus are not only historical events, but a source of continuing power for the moment, and the power of Jesus death and resurrection have been captured sacramentally and made available to us through the Mass. Through our celebration of the Eucharist, Jesus continues to build us as his people forgiven and healed, moulding us into one people. So, as the people of our Lords time, afflicted in any way, were crowding forward to touch him (Mk 3:11), we, even today, crowd around the Eucharist to touch and to be touched by the same Jesus, so that we continue to grow into a loving and caring community. Mass is the Church at its best! But, as we come in big crowds around the Eucharist, do we know each other as brothers and sisters in Jesus Christ? If we are anonymous to one another as we approach Christ, if we are indifferent to each others needs, I am afraid, Christ himself may remain anonymous to us. As Christ calls us to participate in the sacrifice of the Mass, he calls us to get up! Up, out of our self-centered living! Up , out of our indifference! We recently received the following statement and analysis of the situation in Syria from revolutionary Maoists in Brazil. Views of revolutionary internationalists have too rarely been heard on this issue, and so we present these views as a good counterpoint to the prevailing revisionist and reactionary accounts. NGCP nears completion of Visayas expansion project

TACLOBAN CITY The National Grid Corporation of the Philippines (NGCP) has nearly completed its Visayas Substation Expansion I Project in line with its efforts to build a stronger transmission for a stronger nation. Elmer Cruz, NGCP Visayas corporate communications officer, said the project involves the installation of one 50 Megavolt Ampere (MVA) transformer at NGCPs Kabankalan Substation in Negros Occidental, and another at its Calungcalung Substation in Cebu. A 100MVA transformer at the Ormoc Substation in Leyte is likewise to be installed under this expansion project. These transformers will accommodate the growth in demand and facilitate the efficient and reliable delivery of electrical power in Visayas. This project, amounting to P349.07M, started in April 2011 and is expected to be completed in the first quarter of 2013, Cruz said. Cruz added the new transformers at Ormoc and Kabankalan were energized on December 29 and December 30, 2012, respectively. NGCP is investing P349.07 million for this project that will improve power transmission services in the Visayas. According to NGCP, the transformers will accommodate the growth in demand and facilitate the efficient and reliable delivery of electrical power in the Visayas. Meanwhile, NGCP has announced a power interruption in parts of Leyte and Samar. From 8:00 a.m. to 5:00 p.m. on Jan. 26, NGCP serves notice of the scheduled shutdown of some of its transmission facilities in Samar I Electric Cooperative, Inc. (SAMELCO I) franchise area. This is in connection to the replacement of poles along the 69kV Calbayog-Palanas Cara-Catarman transmission line. About 30 minutes between 8:00 am-9:00 am and 30 minutes between 4:00 pm-5:00 pm, portions of Samar I Electric Cooperative, Inc. (Samelco I) franchise area will have shifting of load, in line with the maintenance activity along the 69kV Catbalogan-Calbayog transmission line. Normal operations will immediately resume after work completion. NGCPs customers and the general public are advised to take the necessary preparations and precautions for this scheduled interruption. TACLOBAN CITY The Department of Health has declared an outbreak of mosquito-borne disease chikungunya in the town of Villareal in Samar as the disease has now afflicted at least 535 people in its four villages. Cases of chikungunya fever have been identified in the villages of Mahayag, Tayud, Miramar , Banquil and Guintarcan, while other remote areas are still being monitored. No casualties however were reported to date, Department of Health-region 8 information officer Bryant Labastada told Leyte Samar Daily Express. World Health Organization officials said that like dengue, chikungunya also strikes during rainy seasons. Chikungunya is common in tropical and sub-tropical countries in the continents of Asia and Africa. Its symptoms include severe joint pains, fever and rashes. DOH has advised that surrounding should be clean and free from stagnant water to avoid the presence of Aede mosquitoes which transmit these kinds of viruses. If infected, one should consult a physician immediately and avoid self-medication. One can also apply insect repellent or wear long sleeves to avoid mosquito bites, health officials said.

GSIS has new policy on retiring members

TACLOBAN CITYRetiring members of the Government Service Insurance System (GSIS) who have outstanding service and housing loans with the pension fund will now get to enjoy their retirement benefits, without worries of having their unpaid obligations deducted or clipped from their retirement proceeds. This developed after the current GSIS Board of Trustees approved a resolution modifying its Claims and Loans Interdependency Policy or CLIP and allowed retiring members to have an opportunity to decide on the mode of settlement for their outstanding loan obligations. CLIP is a policy under which GSIS deducts the arrears incurred by members from the proceeds of their new loan or retirement benefits. The new policy, called CLASP or the Choice of Loan Amortization Schedule for Pensioners, gives retirees the choice to settle their outstanding loan obligations in full or in partial terms (75 percent, 50 percent or 25 percent) which shall be deducted from their retirement benefits. The balance of the outstanding obligation shall be restructured as a loan with a rate of 10 percent per annum compounded annually, payable over a maximum period of three years. The total arrearages or outstanding balance of the retirees housing loan shall not be deducted from their retirement and cash surrender value or termination value proceeds, and shall be settled separately.

PRO8 arrest 4 gun ban violators, seize 10 firearms

CAMP KANGLEON, Palo, Leyte The Police Regional Office 8 (PRO8) announced that four persons have been arrested for violating the election gun ban 10 days since its implementation on Sunday, January 13. PRO8 Regional Director Police Chief Superintendent Elmer Ragadio Soria informed that two of the violators were arrested in checkpoint operations in Samar while one was arrested as a result of implementation of search warrant. Another violator was a suspect in a murder incident wherein 2 firearms were confiscated after a lawful arrest. Soria added that since the start of the gun ban, they have confiscated 10 assorted firearms while 11 other firearms were deposited by their owners in various police stations regionwide pending the processing for renewal of their respective licenses. We are appealing for the support and cooperation of the public. The strict implementation of the gun ban as shown by our intensified checkpoint operations and implementation of search warrants forms part of our commitment in securing a secure and fair midterm elections, Soria said. In Samar, two men were separately arrested in checkpoint operations for violating the gun ban in Sta. Rita and Calbayog City. Soria identified the violators as Enrico Espino y Cajepe, 55, farmer, who was arrested in the morning of January 17 in a checkpoint established by the police along the national highway in Brgy. Tominamos, Sta. Rita, Samar while carrying a caliber .22 air rifle bearing serial number 98221 with 18 pellets. The other suspect, identified as Bonifacio Dalion y Rosana, 41, businessman, was arrested last January 16 in a checkpoint at Brgy Migara, Calbayog City by a police team led by Police Superintendent Elmer B. Cinco, Chief of Police. Dalion was in possession of one unit caliber .45 Colt pistol with serial number 374821 and 3 magazines loaded with 7 ammunitions each.

City District Engineering Office constructs drainage systems

TACLOBAN CITY -- The City District Engineering Office has constructed four drainage systems in different areas that are flood-prone in order to lessen the flooding crisis in Tacloban. These drainage systems will serve as the primary way to reduce, if not prevent, frequent flooding in the city, said Arnaldo Bonifacio, district engineer. Also, he said in a statement that the drainage systems were constructed at Rizal Avenue Extension Road in Barangays Abucay 59-B and 87. On December 17 last year, the drainage system at Rizal Avenue was completed at a cost of P4 million while the drainage in Daan Maharlika, Barangay Abucay, was completed on December 20 costing P4,008,500. However, the newly constructed drainage system at Tanghas Creek along Caibaan Road of Brgy. 59-B will solve the flooding in the said area. The project cost is P3.9 million. Drinking spree turns to heated argument

TACLOBAN CITY - Edlyn Gacillos, 31 years old and a resident of Brgy. 55 El Reposo, this city, is reportedly a victim of maltreatment allegedly perpetrated by a man named Ireneo Manadong, 50 years old and living in the same address. The incident reportedly happened at about 8:30 p.m, January 20, 2013 at their residence. Complainant came to the Sagkahan Police Station and requested to put on record the incident. The complainant alleged that she and the mother of the suspect were having a drinking spree and conversation about the upcoming election, but this ended up in a heated argument between her and the suspect. Without any apparent reason, the suspect allegedly choke and maltreated her, which caused some injuries on the complainant. The complainant managed to escape and seek from the barangay chairman.
