9 9.1

CAR BODY INTERIOR Interior Finish

9.1.1 General Metal sheets, etc., used for lining the interior of the car shall be applied to commercially acceptable tolerances with respect to flatness, finish and fitting of joints. No sharp edges or protrusions shall be permitted. The interior linings shall be attached to the structure by means of screwed molding of aluminum or an approved equal, with an approved screw covering material insert. Plastic and plastic faced material shall be integrally colored in the exposed face. It shall be of low glare, suede, or equal finish unless otherwise specified. All materials and construction methods shall be of high quality and have a proven service record. The Contractor shall include samples of all proposed interior aesthetic materials with their proposal. [CDRL 9.01]. These samples shall demonstrate color, pattern, finish, texture, and all other attributes apparent to passengers. All these samples must comply with all applicable requirements of 49CFR238.103. 9.1.2 Side Finish a. A formed panel suggested by the manufacture and approved by VRE [CDRL 9-02] shall be made of materials meeting specified flammability and smoke emission standards, as stated in Section 15.23. The panels shall be as close as possible to the center of the windows, and the joint shall be covered by an approved batten suggested by the manufacture, applied in an approved manner. Edge radii shall be adequate to prevent stress cracking. b. The frieze panels construction methods and design will be submitted for VRE approval [CDRL 9-03], the frieze panels suggested by the manufacture will be of a high quality and have a proven commuter rail service history. c. The wainscot panels design and construction methods shall be submitted for VRE approval [CDRL 9-04], the wainscots panels suggested by the manufacturer will be of a high quality and have a proven commuter rail service history.

9.1.3 Headlining a. The headlining in the passenger occupancy sections shall be constructed of a material that is durable, easy to clean, and easy to maintain. The design, materials, and construction methods shall be submitted to VRE for approval. [CDRL 9-05] b. The material for the flat ceiling over the lower section seats and forming the bottom of the upper level floor shall be easy to clean and maintain and shall be submitted to VRE for review and approval. [CDRL 9-06] c. The bottom section of the upper level air distribution ducts is to be specified by the Contractor, but subject to VREs approval. [CDRL 9-07]

d. If used vestibule ceiling shall be stainless steel. Hinged access panels for servicing the air conditioning units shall be provided with limit chains, safety catches and uses VREs coach key to access them. e. A hinged access panel with limit chains, safety catches and VRE coach key locks shall be provided in the passageway ceiling under each plenum chamber for servicing of air filters. 9.1.4 Partitions, Lockers, Etc. The design of all partitions shall meet the flame and smoke requirements of section T15.23 and will be submitted to VRE for approval [CDRL 9-08]. 9.2 Flooring a. The lower level floor can be constructed of 3/4 inch thick plymetal, faced on both sides with stainless steel. The floor shall be adequately protected on the bottom by stainless steel floor pans. All exposed edges of the plymetal and joints between panels shall be sealed with an approved sealant such as chloroprene rubber sealant. Penetrating piping shall be sealed with a fire barrier. Floor panels shall be isolated from the floor beams by a suitable packing material. The contractor shall submit all previous smoke and flame test records, including the thirty-minute fire resistance test (ASTM E-119) to VRE. A composite floor similar to the Baultar Abrastop/Bee-Lite II Structural Flooring could be substituted in place of the plymetal floor. Either design must be submitted for VRE approval. [CDRL 9-09] b. The panels shall be insulated from the metallic structure by an approved elastomeric tape. Before applying the floor covering, all voids, fastener heads, cracks between floor panels shall be filled and the floor made smooth and true with an approved leveling compound within 0.0625 inch over three (3) feet in any direction. c. Floor covering shall be provided on all levels of the car, including cab control station, and shall be easy to clean and maintain. Floor covering shall conform to ADA guidelines for surface slip resistance. Proposed floor covering shall be specified by the Contractor, but shall be subject to VRE approval. d. All stair risers in vestibule (if applicable) and interior shall have the upper 4 inch covered by Fluorescent Yellow, 3M Scotchlite No. 480-71 or equal, warning material, applied to resist peeling. All vestibule and gallery step treads shall have a full length, 3-inch wide application of anti-skid material on the outer edge. e. A floor fire test shall be performed per the following requirements and the procedure, results and report are to be submitted for review. [CDRL 9-10] All floor panels shall be capable of withstanding the requirements of ASTM-E-119 when exposed for 30 minutes at up to 1400F (760C) on the material underside. Tests submitted for previous projects will be acceptable provided that the contractor can demonstrate that the floor configuration of the completed test adequately represents the worst-case conditions for the floor.

9.3.1 General a. Details of the seats, seat arrangements and installation shall be submitted to the Engineer for review and approval. [CDRL 9-11] Each seat shall be designed to comply with 49 CFR 238 and APTA Standards SS-C&S-016-99. b. The seat shall have a fixed bottom, back and shall face the longitudinal center of the car. The design and arrangement of the vehicles may require the Contractor to provide various configurations of the basic seat types to satisfy the installation requirements. The Contractor shall identify the differences for each seat configuration and their locations in the vehicles. Each seat configuration shall be included in the design review process. c. An engineering design and ergonomic analysis shall be performed by the Contractor in conjunction with the seat manufacturer on the proposed seat design arrangement and installation and shall be submitted for the Engineers approval. [CDRL 9-12] The analysis shall take into account all aspects of the seat design, including as a minimum the materials used in the seat construction, human factor related dimensions, passenger ingress and egress, cushion contours including lumbar support, seat pitch (37.5 Inches suggested, but 33.5 inches acceptable), cushion comfort, seat attachment method, and maintenance. VRE requires that a minimum distance of 27.5 inches be maintained between the front of the seat backrest to the back of the seat located in front of that seat. Final approval of the detail design of the seat shall be after review of proposed samples. d. The seats shall reflect high standards of quality, comfort, and appearance. Resistance to wear and ease of cleaning shall be important considerations and shall be demonstrated during the design review process. e. Seat spaces shall be defined by contouring or bucketing of the seat bottom and back cushions. 9.3.2 Seat Construction a. For seats with a fixed back and bottom, the seat assemblies shall use two seat designs; the low back shall be used for installations adjacent to interior bulkhead walls, and shall not include a headrest and handholds; and the high back shall be used in all other knee-to-back and knee-to-knee installations and shall include headrests and handholds.. The seat shell shall be a one-piece part constructed from Tedlar covered composite material. The seat assembly shall provide seating for two passengers. The seat knee-to-back assemblies shall include an armrest to separate the two individual seats. b. The seat cushion assemblies shall be designed to define two individual passenger placements Seat cushion construction shall be of an approved fire retardant foam compliant with Section 15. c. Cushion covering shall be specified and proposed by the Contractor, and submitted to VRE for review and approval. [CDRL 9-13]. Seat Construction shall be evaluated for comfort, maintainability, and durability standpoint. All proposed cushion construction must meet the flammability, smoke emissions and toxicity requirements of Section 15.23.

d. Where folding seats are required, either of two types shall be provided; those with legs identified as fold-up seats and without legs identified as flip-up seats. These seat assemblies shall include provisions for the moveable bottom to return to the up position when not in use. These seat assemblies shall be located in the wheelchair parking stations and bicycle storage rack area with final arrangement subject to VRE review and approval. These seats shall not include armrests. Seat assemblies mounted in longitudinal positions may not include headrests. 9.3.3 Strength Seat frame construction and attachments to the carbody shall be sufficient to withstand, without permanent deformation, the stresses to be expected in commuter rail operation. Each seat type shall be designed to comply with 49 CFR 238 and APTA Standard SS-C&S-016-99. Each seat type, seat base assemblies and all respective attachments to the carbody or floor shall be tested to and meet the requirements of APTA Standard SS-C&S-016-99 Section 3.1.1, 3.1.2, 3.1.3 and 3.1.4. All seat configurations shall be dynamically tested in accordance with APTA Standard SSC&S-016-99 Section 3.2. The test results shall be submitted to VRE for approval. [CDRL 9-14] 9.4 Parcel Racks a. Parcel racks accessible to all passengers shall be provided on each level and in each passenger seating area of the coach. b. The design and construction of the Parcel Racks shall comply with 49CFR238.233. c. The Contractor shall submit the parcel rack design to VRE for review and approval. [CDRL 9-15]. d. The design of the parcel racks shall include space for an Automated External Defibrillator (AED) portable defibrillator (18-in. H x 16-in. W x 8-in. D). e. Parcel Racks shall be attached to the carbody with sufficient strength to resist loads due to the following individually applied accelerations acting on a representative luggage weight of 25 pounds per foot, in addition to the weight of the rack itself: 1) Longitudinal: 8g 2) Vertical: 4g 3) Lateral: 4g f. The racks shall be of an open design to prevent the buildup of dust, dirt and other debris. g. Racks shall be arranged to slope downward toward the outside walls of coach, and the aisle edge of all racks shall be provided with a 1-in. (25.4 mm) high guard edge. h. The parcel racks shall also incorporate integral restraint against the longitudinal movement of stowed articles against forces experienced in service. i. Racks shall be secured in brackets to prevent chattering under any condition of coach operation for ten years. j. Racks and brackets shall be brush finish anodized aluminum suitably treated to prevent soiling of garments. Page 9-6 of 13

9.5.1 Specifications The cars built to these specifications shall comply with regulation 49 CFR Part 38, subpart E. The Contractor shall also be guided by the latest issue of the following, to the extent that the following do not conflict with the above requirements, which shall govern: a. Title 49, CFR, Part 37 Transportation for Individuals with Disabilities. b. Title 49, CFR, Part 609 (Transportation for Elderly and Handicapped Persons) c. ANSI A117.1, American National Standard for buildings and facilities - providing accessibility and usability for physically handicapped people. 9.5.2 General Accessibility provisions shall be similar to those provided on VREs other cars. To the greatest extent possible, all entry and exit, passage, and turning routes to and from wheelchair positions shall conform to the requirements of the ANSI A117.1-1986 as to clearances, turning radii and pathway impediments. All requirements for reaching, control and device activation, and other use of manual dexterity imposed by carborne equipment shall also comply with ANSI A117.1-1986. In all cases, the Car Builder shall take into account all potential hazards related to hand, knuckle and finger clearances of persons operating wheelchairs, as well as potential hazards to others created by wheelchair operation. Bulkheads and partitions in the route of wheelchairs between the vestibule and the wheelchair positions shall not incorporate any wings protruding into the aisle. 9.5.3 Lower Level Requirements The lower level of the car shall have provisions for two (2) wheelchairs. The locations of the wheelchair placements are to be design to allow maximum seating capacity with in the car. Flipup seats in the wheelchair location are acceptable. Final approval of the detail design of the seat will be after review of proposed samples. 9.5.4 Vestibule Requirements (If Applicable) The vestibule steps shall be divided into two (2) passageways by a stanchion assembly. The width of each passageway shall be dictated by the needs of the wheelchair lift mounting. The stanchion assembly shall be located in such a manner as to avoid potential hazards related to the hands of patrons while the wheelchair lift is in use. The wheelchair lift shall be installed such that a continuous threshold/lower track is maintained for the entire width of the side entrance door opening. 9.5.5 Wheelchair Lift a. One cassette type wheelchair lift, Ricon Corp, Mirage F9C or equal shall be provided on each side of the of each car, to permit the raising and lowering of passengers in wheelchairs, or between station platform level and car lower level floor height. The station platform height shall be assumed by the Builder to be top of rail. Page 9-7 of 13

b. The wheelchair lifts shall be electro-hydraulic drive. The lift shall stow in an undercar enclosure. The entire lift shall be of modular in design to facilitate removal of the lift for servicing. Weather resistant stainless steel enclosure(s), with provisions to drain any accumulation of moisture shall be provided to protect undercar components. The back of the enclosure shall have a drain of sufficient size to discharge dirt and water when cleaning the lift with a pressure washer. c. The lift platform shall conform to the length and width requirements of 49 CFR Part 38 Subpart E Paragraph 38.95[b][6]. The surface of platform shall be treated with an approved skid resistant material. The lift platform shall be equipped with a barrier at both the inner and outer ends, which shall automatically rise to contain a wheelchair and prevent roll off during operation (in either powered or manual modes). When lift platform has been fully lowered, the outer barrier flap shall lower and shall serve as a transition surface between the wheelchair lift and the station platform. When the lift is fully raised inner barrier shall lower and aid in transition between lift and vestibule. d. Side rails shall be permanently fixed to the platform to prevent side roll off. The platform shall be capable of safely lifting and lowering loads of up to 600 pounds (272 Kilograms) in either powered or manual modes, without lift platform deflection in excess of 3 degrees. e. The lift shall also be suitable for raising or lowering a standing passenger. f. There shall be no failure mode, in either manual or powered, loaded or unloaded operation, in which the lift platform is capable of uncontrolled free fall. g. Handrails shall be provided on both sides of the platform for safety of the rider when the lift is in use and for the safety of other passengers when it is not. The handrails shall not contain any electrical circuitry or switches. 9.5.6 Wheelchair System Requirements a. The wheelchair lifts shall be powered from 120 Vac. The wheelchair lifts shall be circuit breaker protected. Control of the lifts shall be local and side-specific. Lift control shall not be commingled with side passenger entry door control. b. The lift controls will, however, be interlocked with the car's air brake system and locomotive control system. A switch, keyed to VRE's standard coach key, shall be provided for each lift in an approved location. When in the "on" position, power is provided to the lift (enabling its controls), a magnet valve is energized to apply brakes to the individual car, a signal is provided to the controlling cab and the amber indicator lights (one next to the switch, with sun shield and the exterior pilot lights) are energized. These events will also be triggered when the key switch is in the off position and the lift is manually deployed (pulled out). c. Two (2) sets of operating controls shall be provided for each lift. The first set of operating controls shall be mounted in the enclosure contained within the stanchion assembly. The enclosure shall be located to provide two inches of clearance with the angled rail and shall have an area recessed back from the outboard vertical stanchion. d. Controls shall consist of two (2) heavy-duty, center-off, rocker switches arranged vertically and a push button switch. The top rocker switch (momentary) shall control the deployment and stowing of the lift platform. The push button switch (momentary) enables the stow mode. Page 9-8 of 13

The bottom rocker switch (momentary) shall control the raising and lowering of the lift platform. e. The second set of operating controls shall be the same as above but mounted in an enclosure in the carbody to the left of the doors (when facing the doors from the outside). The enclosure shall have a cover hinged from the top with a spring to hold the cover in the open position. f. A lock, keyed to VRE's standard coach key shall retain the cover in the closed position. When the cover is opened, the controls in the enclosure shall be activated, with the controls in the stanchion disabled. An audible signal shall be activated as wheelchair lift is being deployed or when the lift is in the stow mode. g. The logic circuitry of the wheelchair lift shall prevent a lift platform from being lowered unless it has been fully deployed. It shall be possible, however to stow a lift in powered mode in any position. h. When raising the lift from the lowered position the outer barrier shall automatically close and will operate normally regardless if the barrier was lowered automatically or manually. No manual correction will be required to reposition the barrier. i. In the event of a lift failure or a power failure, it shall be possible to operate the lift to and from any position in the raise/lower cycle, whether loaded or unloaded, and to fold and unfold the lift platform by hand if it is unloaded. Operation in this manual mode shall not damage the lift or any of its components. j. Under powered operation, a complete cycle of unfolding the platform, lowering the lift platform to station platform height, raising it to floor height, and folding the lift platform, shall take no more than 45 seconds plus or minus 15 seconds. In manual mode, this operation shall take no longer than three times the maximum time allowed for the powered cycle, when operated by a person of average manual dexterity. k. Any operation in manual mode, including operation under load, shall require no more than average strength, with no more than the equivalent of 40 pounds (18 kilograms) lifting force required. The wheel chair lift system and setup shall be reviewed and is subject to approval by VRE. [CDRL 9-16] 9.5.7 Wheelchair Lighting A pilot light shall be installed on each side of the car directly below door open indicator. These shall illuminate on both sides of the car when a wheel-chair lift is energized, regardless of the actual position of the lift. 9.5.8 Barrier A fold down barrier shall be mounted on each side across from the lift on that side to prevent a wheelchair from rolling down the vestibule steps on the opposite side. The barrier shall be constructed of tubular stainless steel. The top and lower portions of the barrier shall be covered with an alternating black and yellow striped vinyl film to enhance visibility. The design of the barrier is subject to VRE approval. [CDRL 9-17]

9.6.1 Coat Hooks Folding coat hooks per Adams & Westlake Drawing BML-4906 or equal, will be mounted in pairs on each window mask on the lower level only. 9.6.2 Ticket Clips Spring steel ticket clips shall be provided for all seating. The clip shall be mounted using screws and shall be sized to hold standard card stock tickets as well as VREs Smart Card. The location and design of the ticket clips shall be approved by VRE. [CDRL 9-18] 9.6.3 Waste Receptacles Two stainless steel waste receptacles shall be located one at each end of the car. The receptacles shall be designed such that they will be capable of containing any fluids that may be disposed of by passengers. The receptacles shall be located in the A-2 and B-1 lockers respectively with inlets on the locker doors. [CDRL 9-19]. 9.6.4 Coach Keys Three hundred (300) VRE Standard Coach Keys shall be provided. 9.6.5 Emergency Tool Kit Each car shall be equipped with one (1) emergency tool kit, consisting of the following: 18-inch pry bar, hacksaw with metal cutting blade,

Tools shall be mounted in a stainless steel case with a clear acrylic front. The acrylic shall be cut with a finger hole to facilitate access in emergencies. The pry bar and hacksaw shall be marked with "Property of VRE". 9.6.6 Glow Sticks Glow sticks must be strategically placed throughout the car, visible and accessible to passengers, at locations approved by VRE. These glow sticks shall be stored in holders identical to those currently in use on VREs existing cars. Additionally, space must be provided for enough bulk storage to hold extra glow sticks that, when added to the amount of sticks in the wall-mounted containers, provide one glow stick per seat. Glow sticks shall be "fresh" at the time the car is delivered to VRE.

9.6.7 Fire Extinguisher Each car shall be equipped with three (3) dry chemical type fire extinguishers.. One (1) fire extinguisher shall be located in the cab and one (1) fire extinguisher shall be located in each of the passenger compartments near the stairwell. The fire extinguishers shall be marked Property of VRE. 9.6.8 First Aid Kits Each car shall be equipped with one (1) E.C. Bullard Model 200 First Aid Kit or approved equal, at a location also approved by VRE. Each kit shall be colored and lettered to indicate that it is a first aid kit and is the "Property of VRE. All kits shall be secured by a hand breakable a lead and wire seal. First Aid Kits shall be "fresh" at the time the car is delivered to VRE. Additionally, each cab car shall be equipped with a pathogen kit approved by VRE in a location approved by VRE. Pathogen kits shall be marked in the same manner as the First Aid Kits. 9.6.9 Ad Holders Poster holders shall be provided to maximize the number of ad holders in the car. The ad holders shall be 21-in. w x 22-in. h; and they must be deep enough to hold "heavy cardboard". Arrangement of the ad holders shall be submitted to VRE for review and approval. [CDRL 9-20] 9.6.10 Announcement Holders The cars shall be equipped with clear plastic holders for VREs tri-fold pamphlets and a VRE pocket schedule. The tri-fold pamphlet holders are to be 3-in. deep and shall hold a 3 -in. x 8 -in. pamphlet. The pocket schedule holders are to hold schedules measuring 2 3/8-in. x 3 3/8in. A set of three tri-fold pamphlet holders and one pocket schedule holder shall be positioned at each of two locations in the cars, with the proposed locations and design of the announcement holders shall be subject to review and approval by VRE. [CDRL 9-21] 9.6.11 Cup Holders One (1) cup holder per passenger shall be supplied on all double occupancy seats and single occupancy non-folding seats. The cup holder shall have sufficient depth to secure a full cup. The cup holder location is subject to VRE review and approval, but can be located on the armrest, interior wall, or seat back of the set located in front of the passengers. The cup holder shall be provided with a drain. [CDRL 9-22] 9.6.12 Bike Racks Two (2) bike racks shall be located at the end of the car near each toilet and will be designed to store bikes in the vertical position. The bike racks arrangement may require folding seats. Bike racks must meet all applicable requirements of 49CFR238 for interior car fixtures. Designs are to be submitted for VRE approval. 9.6.13 Step Stool A step stool shall be provided on each vehicle, along with a storage space for it, to assist passengers in boarding or getting off the vehicle. The storage area shall be readily accessible to the train crew. The storage location and stool design shall be approved by VRE. [CDRL 9-24] 9.6.14 Convenience Outlets Convenience outlets are not required. 9.6.15 Low Level Exit Path Markings (LLEPM) The coaches shall be equipped with LLEPM that meets APTA SS-PS-004-99 requirements. The proposed layout of LLEPM must be submitted for review and approved by VRE.
