PURPOSE This method statement describes all the works and relevant activities for the Concrete Precast Block installation for the quay walls in a systematic and safe manner and in accordance with the Project Specification. The description of what is regarded as good working practices in the offshore industry should not be deviated from unless alternative remedy or instructions are deemed to be identical or better than those set out in this procedure. Any changes or additional information that will inscribe shall be agreed by relevant parties. 2. SCOPE This method statement describes the proposed method of construction of the Quay Wall Block Works for the King Abdul Aziz Port 2nd Container Terminal Project in Dammam, Kingdom of Saudi Arabia. The scope of Quay Wall block works includes construction of about 600m long quay wall. A crushed rock base is to be constructed in a trench to serve as a foundation of a mass concrete gravity quay wall. The quay wall is constructed by successively placing mass concrete precast block units, up to a mass of approximately 100ton on the prepared base. Placing of a scour protection apron in front of the quay wall and the rock fill at the base will be part of the quay wall but will be discussed separately . All necessary means and precautions will be taken and provided to ensure that the various types of concrete precast block units are installed on appropriate positions and in a safely manner. 3. DEFINITIONS PROJECT COMPANY CONTRACTOR SUBCONTRACTOR TRA HSE 5. WORK SEQUENCE 5.1 General Quay wall blocks will be transported to site from pre-cast yard located at site. These QW blocks will be transported according to the approved Transportation Procedure for Quay Wall Blocks. 5.2 Vessel Mobilization Vessels winch wire will be connected to its approved mooring anchor with assistance of tug. Utilizing the winch wire and guidance of DGPS monitor, Vessel will move to the location where leveling is completed to install the blocks. Where applicable, the Vessel will be located directly with assistance of tug. 5.3 Block Linear Line Survey - The crane barges shall be positioned firmly at each location as nearest to the boundary limit as possible. The location will be determined by DGPS monitor. - In order to position accurately the toe quay wall blocks, the divers use small off-set concrete blocks, survey towers and a leveling Staff (see attachments). - The basic principle consists of installing a polypropylene rope underwater which would serve as a reference line which from the quay wall block will be installed at the predetermined offset. If the first layer and subsequent layer of block placement is taking longer days than required, a 3rd party diving inspection will be required to check the irregularity & siltation of the leveled 40mm surface and block top surface

respectively before starting the reference line survey. If tidal conditions cause strong currents instead of polypropylene rope, wire rope or angle beams can be used to form the reference line. - The above mentioned rope is attached between two off-set blocks, previously positioned with the use of survey towers. These survey towers will either be installed on the foundation or on the seabed (depending on site conditions). In case they have to be placed on the seabed, divers will make sure that they are placed on a flat surface. - The top of the tower, fitted with a prism, will always be above water, enabling the survey team, on land, to determine its position. A plumb attached at the tip of a survey tower will indicate to the divers for the position on the seabed where to locate the off-set blocks. Once 2 offset blocks alongside the block wall have been installed at say 20 to 50m center to center, the rope is stretched in-between. - The reference line shall be installed on the front with a certain distance (e.g. 50mm) than the actual designed front face to avoid blocks touching the line when submerged as it might cause the deviation of the base line. - For first block or for corner areas, a second set of off-set blocks with a wire rope is also positioned perpendicularly to the cope line. - Once the ropes have been positioned, the divers will assist the crane operator in positioning the toe blocks at the required offset from the rope.

Fig.2 Principle of Offset Block and Reference Line 5.4 Lifting Preparation - The material barge will be alongside the Vessel, and the location shall be checked through the DGPS monitor. - Then, the Vessels location will be re-checked and by operating the winch or tug, the Vessel will move its location to install the blocks. - The lifting device & the gears will be checked by HSE team. - The block will be connected to the lifting device of the Vessels hook by the riggers under rigger foremans instruction and supervision. - The lifting device (lifting beam, wire ropes) may vary according to the type of block (length, weight). And the relevant certificates will be on board along with the lifting gears certificates. And also will be checked regularly its expiry dates and carry out the visual inspection by HSE team.

5.5 Installation of Quay Wall Blocks - The diver will check the irregularity of the leveled surface by visual when carrying out the reference line survey if the first layer of the block placement is taking longer than expected. If found irregularity of the seabed, the diver will do re-leveling for that particular area based on the completed area. - Upon completion of the line surveys, the Vessel will move to the point where it starts and the divers will be deployed. - The installation of the blocks shall start with well-experienced divers. - The Vessels crane operator will maneuver the crane under the diving supervisors instruction.

- The crane operator will lower the block to near the leveled foundation (approx 1~2m above the foundation) and with divers guidance, the block shall be placed finally. - The divers and the diving supervisor shall continuously communicate and advise the directions of the block to be moved and the diving supervisor shall instruct the operator how and where. - From our experience we noticed that the quay wall has tendency to settle after all layers are placed and to move forward (to the sea) after backfilling. To prevent that, a solution would be to place the foundation slightly higher (tentatively around 2030mm, depending on site conditions) than shown on the drawings, and to have the toe blocks placed with a limited slope towards the back. This will enable the quay wall to be in the accepted tolerances after completion.

- When block is in place on the foundation, the diver shall check the distance between the front face of the block and the reference rope. The verticality of the block faces will be checked with spirit level. If acceptable, the diver will disengage the lifting device from the block otherwise re-positioning shall take place.

Fig.5 Disconnecting the Lifting Device by Divers - In case there is a several weeks gap between the leveling foundation and the placing of blocks, a survey will be carried out to check the irregularity of the 40mm leveling foundation layer. - Precast units shall be placed to achieve the lines and levels stated on the drawings within the tolerances specified. Except where otherwise stated, blocks shall be set hard up against one another to make a close bond; joints or part of a joint shall not be open by more than 30 mm. Care shall be taken that adjacent surfaces of blocks are clean and free of loose material. All blocks shall be placed in a controlled manner so as to avoid damage. - Once a certain section of toe blocks are installed, actual offsets of the blocks from the reference line are measured with a ruler and top levels are measured using a floating staff. The staff reading range will be verified and the data will be recorded on the inspection sheet. - The blocks for the other courses will then be placed. The joggle/key in between block courses will act as a guide for the divers to install the blocks. The divers will ensure that the steps between adjacent blocks and between courses are within specified limits. If the blocks are found to be out of tolerance, a notification will be sent to COMPANY and an agreed action plan shall be put in place.

- The sequence of installing blocks will be decided prior to the actual installing and the type and number of block shall be recorded. - When the last block is installed, level will be checked. It is essential to conduct the survey with minimal wind possible as the survey will be conducted PD (+1.25m).

9. QUANTITY ESTIMATE

10. SAFETY - All appropriate PTW to be prepared well in advance. PTW implemented as and when require Risk assessment and Control Measure clearly communicated to all Personnel. Good housekeeping to be maintained before, during and after any work activities.

- All activities should be under complete supervision of Frontline Supervisors at all times. - Marine movement and positioning activities within Construction Area is restricted to DAYLIGHT hours only. - Weather parameters complied with. (Environmental weather condition agreed by all parties within recommended limits). All marine movement must be informed to Authority - Maintain clear and good communication between barge / vessels (marine spreads) Master / Authority / Barge Superintendent - All relevant documents and certification of lifting equipment, plant are in place and 3rd Party Approved - All personnel to wear appropriate and required PPE at all times whilst working (i.e. Work vest over water, body harness when working at heights, EEBA, etc.) Emergency Nos. will be distributed over site and visible in clear locations.
