In the wake of the Chateauguay Summit 2020 organized in the fall of 2010, the development of a downtown core was clearly at the heart of the preoccupations of Chateauguay citizens. As proposed in the special downtown urbanism program, the objectives of this program are to create a dynamic downtown core on the economic plane, a milieu where life is pleasant, an example to follow at the level of sustainable development, as well as a place that is connected, modern and convivial.
Evaluation committee
An evaluation committee will analyze the projects submitted and will establish the calculation of incentives for which the applicant is eligible according to the pre-established criteria. The evaluation committee will present the projects to the municipal council and to the urbanism advisory committee (CCU), will assure itself of the synchronization between the information provided before the start of the works and after the work is finished, and will communicate with the applicant. This program is in force from January 1, 2013 to December 31, 2015.
Territory designated
This program is addressed to owners of land and buildings situated in the following areas of the territory: On the north side of DAnjou Boulevard whose civic addresses are located between 67 and 237 DAnjou Boulevard, between Normand Avenue and Bell Street, at the time the bylaw goes into effect. On the south side of DAnjou Boulevard whose civic addresses are located between 100 and 102 Danjou Boulevard, at the time the bylaw goes into effect. On the west side of Maple Boulevard whose civic addresses are located between 121 and 124 Maple Boulevard, at the time the bylaw goes into effect.
Financial aid
Part 1 of the financial incentives program related to the revitalization of the downtown core seeks to improve the setting built within the sections of its territory designated by the granting of a property-tax incentive. The property-tax incentive applies itself on the difference between the amount of the property taxes which are effectively due as the result of modifications and the amount of property taxes which would have been due if the evaluation of the building inscribed in the municipal evaluation roll had not been modified according to the municipal evaluators certificate because of the expansion of an existing building or the construction of a new building. The modification of the evaluation of the building inscribed in the triennial property evaluation roll after the work must be at least $100,000 in order for the program to be applied.
Evaluation system
In order to determine the number of months for which the project would be eligible for property-tax incentive benefits based on the increased value of buildings, the evaluation system must be completed. To be admissible for a property-tax incentive, the number of months must be a minimum of twelve (12). The total maximum of the number of months for the property-tax incentive based on the increased value of buildings is sixty (60).
Modes of payment
The property-tax incentive is applied for all of the months during which said property-tax incentive is available, and this, in function of the tax rates applicable at the first financial accounting period according to the following options: Option 1: maximum of 50% of the total property-tax incentive which is reimbursed during the first financial accounting period. Option 2: the total amount of the property-tax incentive which is applied on the amount to be paid for each of the eligible financial accounting periods.
Program funds
$5 million for the value of all of the property-tax incentives for the duration of the current program. 4
Financial aid
Part 2 of the program of financial incentives linked to the revitalization of the downtown core seeks to improve the esthetic aspect of DAnjou Boulevard through the granting of $10,000 per space for arranging indoor parking spots (storeys and/or underground). The number of indoor parking spaces must consist of at least five (5) spaces in order for the current program to be applied.
Program funds
$1 million for the total cost of eligible works to lay out indoor parking spaces (storeys or underground) for the duration of the current program.
Financial aid
Part 3 of the program of financial incentives linked to the revitalization of the downtown core seeks to make the downtown core more dense through the granting of the amount of $10,000 per residential housing unit created.
Program funds
$1 million for the total cost of the eligible work for the creation of residential housing units for the duration of the current program.
Part 4 Reimbursement of expenses for engineeering and architectural honorariums and for demolition costs
Objectives:
To replace buildings that are outdated and in poor condition; To generate a long-term growth of property evaluation.
Financial aid:
Part 4 of the program of financial incentives linked to the revitalization of the downtown core seeks to improve the setting built within its territory designated by: - the granting of an amount representing 50% of professional honorariums in engineering and architectural services incurred to produce the project without ever exceeding $50,000, conditional on the project including at least five (5) indoor parking spaces, at least five (5) housing units and the acquisition of a LEED certificate (certified, silver or platinum); - the granting of an amount representing 100% of the cost of demolition of buildings without ever exceeding $25,000.
Program funds
$1 million for the total cost of the eligible expenses for honorarium fees for engineering and architectural services and for the cost of demolition of buildings for the duration of the current program.
Financial aid:
$4,000 applicable to a reimbursement of registration fees and certification fees to the Canadian Council of Sustainable Buildings (CBDCa), conditional on the obtaining of LEED certification (certified, silver or platinum) (proof of payment issued by the CBDCa is mandatory).
Program funds
$40,000 for the reimbursement of expenses from the Canadian Council of Sustainable Buildings (CBDCa) for the duration of the current program.
