Practice Support
The RAIC provides a variety of documents that help Architects in their
day-to-day practices, including:
The Canadian Handbook of Practice for Architects (CHOP) and its
regular updates;
Standard contract documents such as Document Six the Canadian
Standard Form of Agreement Between Client and Architect, and other
contract documents;
The sale and distribution of industr y documents prepared by the
Canadian Construction Documents Committee (CCDC), books and
materials, and the National Master Specification.
Professional Development
The RAIC is committed to producing a quality professional devel-
opment pr ogr am and to ensur e, to t he extent possibl e, t hat all
courses receive credits from the provincial and territorial associations of Archi-
tects and from the American Institute of Architects.
For example, the RAIC of fers the Field Review / General Review,
which looks at the role of the Architect on a construction site and the role
of others (such as owners, consultants, etc.)
To date, the RAIC has developed and delivered eight courses in this
series from SDCB 101 Fundamentals of Sustainable Design to SDCB
305 Beyond Green: Adaptive, Restorative and Regenerative Design.
In 2007, it introduced a session on Building Information Modelling (BIM).

RAIC: The voice of architecture and its practice in Canada
The Royal Architectural Institute of Canada, established in 1907, is a vol-
untar y national association representing almost 3,700 architect s,
faculty and graduates of accredited Canadian Schools of Architecture
from every region of the country. RAIC provides the national framework
for the development and recognition of architectural excellence.
Members include Licensed (or Registered) Architects, Architectural
graduates, Intern Architects or Interns, as well as full-time faculty mem-
bers of a University School of Architecture. Architects who are resident
outside Canada can become International Associates. Architects who
have graduated outside Canada and are resident here in Canada may make
a special application to be considered for full membership. A full-time
student from an architectural program in a Canadian accredited University
School of Architecture or in the Syllabus program can become a Student
Associate. Also, those who are involved in the design and construction
industry and who are associated with the architectural profession can
become Affiliates.

In helping to highlight a piece of important
Canadian history, Lydon Lynch Architects Ltd.
itself made history.
The Halifax-based architectural firm led
the design and renovation of the interpreta-
tion centre at Pier 21, a national historic site
that was judged to be one of Canadas seven
wonders from a nationwide poll conducted
by CBC this year.
Most significantly, Pier 21 was the only
building to make the list and join such other
natural Canadian wonders as Niagara Falls,
the Rockies and the Prairie skies.
Its a cool thing for architects to brag
about, says Andy Lynch, FRAIC, a senior
partner in the firm.
This is a building that has an emotional
connection to a great many people in Canada.
In 2001, Attractions Canada honoured
Pier 21 with the best new attraction award
in the country.
From 1928 to 1971, Pier 21 ser ved as
Canadas Ellis Island, welcoming over one
million immigrants, refugees, troops, wartime
evacuees, displaced persons, war brides and
their children.
During the Second World War, half a mil-
lion Canadians passed through Pier 21 to
serve overseas.
In 1999, Canadas last remaining ocean
immigrant shed was reopened following a $10-
million refurbishment project funded by the
Federal Government and the private sector and
in which Lydon Lynch played a major role.
The firm designed and renovated the 5,574-
square-metre exhibition facility within the his-
toric Pier 21 sheds on the Halifax waterfront.
Occupying portions of sheds 21 and 22,
the centre includes a central welcome pavil-
ion; immigration exhibition hall housing a
multimedia theatre and exhibits; multicultural
performance hall and a gift shop.
The Rudolph P. Brat ty Hall the cen-
trepiece of Pier 21 features multimedia
exhibits that follow the immigrant experience
through their cross-Atlantic voyage, arrival
and processing at Canadas waterfront door,
and subsequent journey across the country.
The Kenneth C. Rowe Heritage Hall, where
multicultural performances are held, features
a raised stage with fully equipped and pro-
fessionally designed acoustics, lighting and
sound systems.
Floor-to-ceiling windows overlook the
Halifax Harbour and a vaulted ceiling rises
from five to nine metres.
A research centre was recently added,
along with a 464-square-metre Harbourside
Gallery that will host travelling and special
exhibitions on themes related to Canadian
immigration and nation building.
The long-term plan is to make Pier 21
Canadas national immigration museum, given
the sites history of serving as the gateway to
and from which newcomers and Canadians
passed through over many decades.
Millions of stories have been told about
how peoples lives have been affected by Pier
21 its really a matter of if the walls could
talk, explains Lynch, whose father boarded a
ship from there to serve in the Second World
War and later returned there at wars end.
Pier 21 is all about the stories and less
about the architecture we were more on the
periphery.
We were dealing with the existing water-
front and warehouses that had played this
role in welcoming to Canada millions of peo-
ple over the years.
Theres very little new architecture there.
We just tried to work with what was there.
Yet by helping to preserve and highlight
one of Canadas most precious historical

landmarks, Lydon Lynch has played one of the
lead roles in revitalizing the southern end of
Halifaxs waterfront an area along Piers 20
to 23 known as the Seaport.
MacKay-Lyons Sweetapple (MLS) Architects
Ltd. has also been involved in developing the
Halifax Port Authority seawall.
In 2005, the Halifax-based firm was chosen
to design a new oceanside campus for NSCAD
University formerly known as the Nova Scotia
College of Art and Design in one of the old
warehouse buildings along the waterfront long
used by the arts community as studio space.
The development of this area required a
vision that continued to foster the arts and
bring a public connection to the waterfront,
explains architect Peter Blackie, senior proj-
ect manager with MLS Architects.
This new facility represents a visceral
connection between the arts and the industri-
al aesthetic, and serves as a catalyst for this
rapidly changing cultural district of the city.
NSCAD Universitys new $14-million port
campus is located in the two-storey Shed 21,
which also houses the Pier 21 centre.
Within the new 6,500-square metre cam-
pus, almost three-quar ters of the existing
space for the project were renovated, while
the remainder consists of a new addition.
The renovated area includes 13 bays of
the existing shed that will house many of the
universitys more industrial program compo-
nents, including sculpture and ceramic stu-
dios, wood and metal shops, a foundry and a
product-design area.
To bridge the link between water and land,
MLS designed two facades. One is oriented
toward the edge of Halifaxs downtown area,
where NSCAD Universitys original stone-iron-
concrete-brick campus has been located
since the institutions establishment (as the
Victoria School of Art and Design) in 1887.
The other facade faces Halifax Harbour.
We opened up the wall so that when
youre in the space on the harbour side,
i t feel s as i f youre r ight on the water,
explains Blackie.
The idea behind i t i s to provide the
best address potentially in the province for
working ar tists to dialogue from the water
to the building.
He says the vision promoted by Brian
MacKay-Lyons, FRAIC who founded the firm
in 1985 was to balance the old with the new.
He wanted to keep the qualities of the
monumentality of this robust structure with its
large, grand open spaces, while at the same
time, having the functionality it required,
explains Blackie.
Adding a component for gallery space
allowed us to fully exploit the existing quali-
ties of the old building without changing it.
NSCADs port campus features six-metre
ceilings, plenty of natural lighting and an
uninterrupted view as the university boasts
of the harbour from the second- and third-
floor studios through a glass curtain running
along the entire length of the north side.
The 60-metre-long galler y, in the new
addition, faces the land on the city side of
the campus.
Says Blackie: Our urban design challenge
was to convert this old, underused portion of
waterfront real estate into a very vibrant and
lively component of a growing arts district.
NSCAD Us water front campus is also
green, with 19 ground-source pumps provid-
ing heating and cooling, and sensors lowering
the temperature and lighting in sections of the
complex not in use.
To the west, new municipal buildings are
required to be green.
I n 2003, Cal gar y became t he f i r st
Canadian municipality to adopt a Sustainable
Building Policy advocated by long-time eco-
friendly Alderman Bob Hawkesworth.
The policy states that city facilities are
to be designed, developed and operated to
provide leadership in the conservation, pro-
tection, improvement and sustainability of the
environment for the benefit of Calgarians.
New buildings or renovations of occupied
facilities over 500 square metres must meet
or exceed the silver-level rating of the green
Leader ship in Energy and Environment al
Design (LEED

) system.

standard, he explains.
It seemed like such a great idea to me that
I brought a notice of motion to Calgarys city
council and it endorsed it. And as soon as the
city adopted that policy, it had a transformative
masters degree in resources and the environ-
ment from the University of Calgary says the
inspiration to form the policy came from former
RAIC president Vivian Manasc, PP/FRAIC,
whose Edmonton-based firm is renowned for
its focus on sustainable architecture.

The policy has taken flight in a major way.
Cardel Place a $26-million multipurpose
building in northeast Calgary that opened in
2004 became the first Alberta building to
receive a gold LEED

rating and is Canadas first


recreation centre to obtain that designation.
A joint venture project between Gibbs Gage
Architects and CannonJohnston Architecture
Inc. (now known as Cannon Design) with
Barry Johns Architecture Ltd. serving as design
and LEED

consultant Cardel Place is com-


posed of three facilities in one building. It
includes a sport, recreation and wellness cen-
tre; regional library; and a community centre.
The spaces were designed to expose the
structure to use all available volume and to min-
imize the amount of needless applied finishes,
according to Doug Gage, MRAIC, a senior part-
ner with Gibbs Gage, who led the project.
As a result, the entire building is com-
prised of spartan finishes, a minimal palette
of materials, and relies on an aggressive use
of natural light in all areas.
To qualify for the gold LEED

rating, Cardel
Place uses water-efficient landscaping and
irrigation including the use of a storm pond
that collects rainwater and runoff from the
surrounding fields which led to a 65-per-
cent reduction in outdoor water use. Inside the
building, indoor water consumption has been
reduced by 47 per cent through the use of dual
flush toilets, waterless urinals, low-flow faucets
with sensor activation, and low-flow shower
heads that are touch time-activated.
As well, the centre consumes 35 per
cent less energy than expected by the Model
National Energy Code of Canada for Buildings.
The United States Green Building Council,
which developed and administers the pro-
gram, called Cardel Place a pioneering exam-
ple of sustainable design.
Explains Gage: The design and decision-
making process focused on a cost-neutral
agenda for LEED

designation.

by Manasc Isaac and Calgary-based Sturgess
Architecture brings together about 800 admin-
istrative and operational employees of the
municipal water services and water resources
business units, previously in five different loca-
tions, under one roof for the first time.

The building is four storeys at the west
end and features an atrium that connects
the previously distinct departments; a green
roof covers the one-storey operational wing to
reduce overheating.
To satisfy the requirements of Calgarys
Sustainable Building Policy, The Water Centre
is completely day-lit, and sets forward several
target goals as compared to measurable stan-
dards, including:
a 58-per-cent savings in annual energy
use estimated at $108,000 per year;
a water-use reduction of 59 per cent;
a 72-per-cent reduction in waste water;
a 95-per-cent recycling rate of excess
construction material spared from trans-
port to a landfill site; and
a r educt i on of 800 met r i c tonnes of
carbon dioxide, the equivalent to about
430 fully inf lated
hot ai r bal l oons
not ent er i ng t he
atmosphere.

these targets, the
design team had to
be innovative.
For i nst ance,
radiant ceiling slab
cooling is used in
combination wi th
under-floor ventila-
t i on. Evapor at i ve
cooling is employed
in the air-handling
units to minimize the amount of mechanical
cooling. Heat recovery is also facilitated in all
air-handling units.
As a result, the amount of heating and
cooling systems can be adjusted manually.
In addition, rainwater from the roof will
be collected and used for plant irrigation.
Recycled water is used for all toilet flushing.
As well, over 700,000 kilograms of the
reinforcing steel used was recycled.

There are also aesthetic features that
brighten up the municipal building.
The galvanized aluminum used to clad the
building reflects light, and the green-blue pat-
tern of the curtain-wall glass on the south has
a shimmering of water effect.

building to date, the Water Centres design
was left in the hands of the experts, explains
engineer Russ Golightly, the citys project
manager for sustainable building infrastruc-
ture and an LEED

-accredited professional.
We allowed the architecture to happen
from the perspective that paid professionals
gave me their opinion as to what was need-
ed, he explains.
Normally, architects build on the opinion
of the clients theyre working for, and my client,
the City, would have expected us to build a 10-
storey tower or a very large five-storey box.
In turn, the architects involved in the four-
year project appreciated Golightlys approach.
The client was fantastic, says Jeremy
Sturgess, FRAIC, the principal of Sturgess
Architecture.
Russ Golightly was a torch of wisdom and
we couldnt have progressed anywhere where
we got to without him.
Sturgess describes the designing of the
Water Centre as a collaborative process
and credits Calgarys water and wastewater
services staff with not only embracing the
architectural vision but also becoming cham-
pions of it.
He adds that Dominion Construction,
which built the Water Centre, totally gets
it when it came to following a sustainable-
design model.
The fact that they had to recycle the
construction waste on the site and it didnt
slow them down reinforced the collabora-
tive effor t.
La ville de Qubec revitalized
While sustainable buildings are popping up on
Calgarys landscape and existing historic struc-
tures are being refurbished in Halifax, Quebec
City has been the site of a long-term downtown
revitalization involving the old and the new.
Once a bustling 19th-century working-class,
industrial district that featured a tannery, sawmill
and brassiere-and-corset factory that in more
recent years degenerated into one of Quebec
Citys roughest neighbourhoods, quartier Saint-
Roch has been transformed into a dynamic
arts-and-culture district as a result of an urban
renewal program called RevitalizAction, which
the city implemented in 1992.
The driving force behind the revitalization
strategy was Quebec Citys former and four-term
mayor Jean-Paul LAllier. He opposed a plan pro-
moted by his predecessor to develop Saint-Roch
along the model of a traditional American down-
town area with shopping centres, according to
architect and urban planner Serge Viau, who
serves as Quebec Citys deputy city manager.
He says the City hired the Montreal archi-
tecture firm, Groupe Cardinal Hardy, to estab-
lish guidelines for Saint-Rochs development.

living accommodations for visiting artists.
Saint-Roch is now also home to Laval
Universitys school of visual arts as well as an arts
and crafts centre that brings together schools for
ceramics, sculpture, textiles and bookbinding.
The idea was to preserve the historic flavour
of the area while breathing new life into it.
We wanted to revamp the whole area and
I think we succeeded in that, says Viau, whose
official title is adjunct director general of sustain-
able development responsible for urban planning,
economic development, environment, engineering
and public works for the City of Qubec.
The municipal government has a strong
presence in Faubourg Saint-Roch, having relo-
cated the citys economic development and
city planning departments in the La Fabrique
building the old Dominion Corset factory.
Cultural organizations are housed in the
Centre de production artistique et culturelle
Alyne-Lebel in a former building owned by the
provincial government. Also there is Mduse,
a multi-ar ts complex consisting of 10 ar ts
companies covering photography, video pro-
duction, graphic arts and which includes a

The Universit du Qubec has a presence
there too as do the National Institute for
Scientific Research, the National School of
Public Administration as well as a cluster of
high-tech organizations and start-up compa-
nies given incentives from the Quebec govern-
ment to set up shop in the district.
Instead of trying to count on commercial
development, we decided to capitalize on cul-
ture, education and high-technology activities to
give a new identity to the area, explains Viau.
He says the municipal government also
established a grant program to help artists
purchase rather than rent workshops, and
also live in these mixed-use spaces.
Between 1992 and 2000, Quebec City
also invested $31.7 million on greening proj-
ects that established public gardens through-
out the Saint-Roch quarter.
A muni ci pal pr oj ect , cal l ed ZoneAr t ,
allowed an autoroute overpass to become
a public canvas for al fresco mural s and
graffiti.
And, to the delight of many, an outdoor
roof, which covered a kilometre-long stretch
of retail space along Saint-Joseph Street, has
been completely removed.
It never worked, it was ugly it was com-
pletely a disaster, says Viau.
Beautiful historic buildings that were com-
pletely hidden by this roof can now be seen.
The current challenge is to attract more
Quebec City residents and tourists to the area.
People are used to going to shopping
malls in the suburbs, and have lost the habit
of going downtown. We have to convince them
to come back, says Viau.
But its a bit of a Catch-22.
As it approaches its 400th anniversary,
Quebec City would like specialty shops to
spring up in the district, yet some developers
are waiting for customer traffic to increase
before making any commitments.
Shops are coming, but more slowly than
we thought, says Viau, who adds that it will
take about 10 years to completely revitalize
the commercial activities in Saint-Roch.
Still, the 25-year veteran Quebec City offi-
cial is heartened by the progress made in giv-
ing Saint-Roch a new lease on life.
There are now bar s and rest aur ant s
filled with ar tists, students and people liv-
ing and working in the area, says 64-year-
old Viau.
Our overall success has come more rap-
idly than what we planned, and for that I am
very glad.

Il y a trs peu de nouvelle architecture. Nous
avons simplement travaill avec ce qui existait.
En contribuant la prservation et la mise
en valeur de lun des lieux historiques les plus
prcieux, Lydon Lynch a jou un rle majeur
dans la revitalisation de lextrmit sud du front
de mer dHalifax un secteur qui longe les quais
20 23, connu sous le nom de Seaport.
La firme MacKay-Lyons Sweetapple (MLS)
Architects Ltd. a aussi particip au projet de
reconstruction de louvrage longitudinal de
lAdministration portuaire dHalifax.
En 2005, la firme dHalifax a t retenue
pour concevoir un nouveau campus de la
NSCAD University anciennement connue
sous le nom de Nova Scotia College of Art
and Design dans lun des vieux entrepts
qui longent la mer, utilis depuis longtemps
comme studio dartistes.
Il fallait que le dveloppement de ce
secteur perptue le rle artistique du lieu et lui
apporte un lien public avec le front de mer ,
explique larchitecte Peter Blackie, gestionnaire
principal de projet chez MLS Architects.
Cette nouvelle installation illustre un lien
viscral entre les arts et lesthtique industrielle
et sert de catalyseur pour ce quartier culturel
de la ville o tout volue trs vite.
Le nouveau campus portuaire de 14 millions
de dollars de la NSCAD University est situ dans
le Hangar 21, un immeuble de deux tages, qui
abrite galement le centre du Pier 21.
Des 6 500 mtres carrs du nouveau
campus, prs des trois quar t s sont des
espaces rnovs, le reste est un ajout.
La partie rnove comprend 13 baies du
hangar existant qui hbergeront plusieurs

MLS a conu deux faades. Lune est oriente

fer, bton et brique de la NSCAD University,

Victoria School of Art and Design) en 1887.
Lautre faade donne sur le port dHalifax.
Nous avons ouvert le mur de sorte que la
personne qui est dans lespace donnant sur le
port a limpression dtre sur leau , explique

Nous voulions of frir aux ar tistes le
meilleur endroit de la province pour tablir un

Il ajoute que la vision privilgie par Brian
MacKay-Lyons, FRAIC qui a fond la firme
en 1985 tait de crer un quilibre entre le
vieux et le neuf.
Il a voulu conserver la monumentalit
de cette structure solide avec ses grands
espaces ouver t s, t out en of f r ant l a
fonctionnalit ncessaire.
Lajout dun volet pour accueillir une
galerie nous a permis dexploiter pleinement
les qualits existantes du vieux btiment,
sans le changer.
Le campus du port de la NSCAD comporte
des plafonds de six mtres, offre une lumire
naturelle abondante et une vue ininterrom-
pue sur l e por t comme sen vante
luniversit partir des studios des deuxime
et troisime tages, grce un mur rideau de
verre sur toute la longueur du ct nord.
La galerie de 60 mtres de long, dans
lajout, donne sur la ville.
Notre dfi de design urbain tait de
convertir cette vieille partie sous-utilise du
front de mer en une composante dynamique
et vivante dun quartier artistique en pleine
croissance , conclut Blackie.
Ajoutons en terminant que le campus
por tuaire de la NSCAD University est un
btiment vert chauff et climatis laide de 19
pompes gothermiques et muni de dtecteurs
qui rduisent la temprature et lclairage quand
les espaces ne sont pas occups.

Ainsi, la Place Cardel un btiment
polyvalent de 26 millions de dollar s au

trois installations en un mme btiment : un

Les espaces ont t conus en vue dexposer
la structure pour utiliser tout le volume disponible
et minimiser la quantit de revtements de finition
inutiles, selon Doug Gage, MRAIC, un associ

Le btiment entier comprend donc des

Pour atteindre de tels objectifs, lquipe
de conception a d faire preuve dinnovation.
Par exemple, on a install des systmes
refroidissement par rayonnement dans les
dalles de plafond, de concert avec un systme
de ventilation sous le plancher. Les appareils de
traitement dair utilisent le refroidissement par
vaporation pour minimiser le refroidissement
mcanique. Les appareils de traitement dair
facilitent aussi la rcupration de la chaleur.

Gnralement, les architectes se basent
sur lopinion de leurs clients, et mon client,
la ville, se serait attendu ce que nous lui
construisions une tour de dix tages ou une
grande bote de cinq tages.
Les architectes qui ont particip au projet
qui sest chelonn sur quatre ans ont bien
apprci lapproche de Golightly.
Ctait un client extraordinaire , dit
Jeremy Sturgess, FRAIC, lassoci principal
de Sturgess Architecture.
Russ Golightly a fait montre dune grande
sagesse et nous naurions pas progress
autant sans lui.

la ville de Qubec entreprend un projet de
revitalisation long terme de son centre-ville.
Cest ainsi que le quar tier Saint-Roch,

sicle, qui comprenait une tannerie, une
scierie et une fabrique de corsets, et qui
tait devenu au fil des ans lun des quartiers
les plus durs de la ville de Qubec, a t
transform en un quartier dynamique dvolu
aux arts et la culture, dans le cadre dun
impor tant programme de renouvellement
urbain, nomm RevitalisAction, mis en uvre

La ville a embauch la firme montralaise
darchi tectes, urbanistes et archi tectes-
paysagistes, Groupe Cardinal Hardy, pour
tablir les lignes directrices de lamnagement
du quartier Saint-Roch.
Lobjectif tait de prserver le caractre
historique du secteur tout en lui insufflant
une nouvelle vie.
Nous voulions remodeler tout le secteur et
je crois que nous y sommes parvenus , ajoute
Viau, qui porte le titre officiel de directeur
gnral adjoint au dveloppement durable
et qui est responsable de la planification
urbaine, du dveloppement conomique,
de lenvironnement, du gnie et des travaux
publics de la ville de Qubec.
Ladministration municipale a dmnag
ses services de dveloppement conomique
et durbanisme dans ldifice La Fabrique,
lancienne usine Dominion Corset, assurant
ainsi une for te prsence dans le Faubourg
Saint-Roch.

organismes culturels dans un ancien btiment
dtenu par le gouvernement provincial. Par
ailleur s, Mduse, un complexe ar tistique

et abrite une station de radio, un thtre et
des logements pour les artistes en visite.

et entreprises en dmarrage qui ont reu
une aide du gouvernement du Qubec pour
stablir dans le quartier.
Pl ut t que de compt er sur l e
dveloppement commercial, nous avons
dcid de miser sur les activits culturelles,
ducatives et de haute technologie pour
donner une nouvelle identit au secteur ,
explique Viau.
L a vi l l e a gal ement i nst aur un
programme de bourses qui aide les artistes
acheter leurs ateliers, plutt que de les louer,
et habiter dans ces espaces polyvalents.
Entre 1992 et 2000, la ville de Qubec
a par ailleurs investi 31,7 millions de dollars
pour des projets cologiques visant doter le
quartier Saint-Roch de jardins publics.

Serge Viau. Il faudra environ 10 ans pour

Le directeur adjoint, lemploi de la Ville
depuis 25 ans, est toutefois encourag par
les progrs raliss jusqu ce jour qui ont
donn une nouvelle vitalit Saint-Roch.
Il y a mai ntenant des bar s et des
restaurants frquents par des artistes, des
tudiants et des rsidents et travailleurs du
quar tier , dit larchitecte et urbaniste de
64 ans.
Le succs gnral du projet est venu plus
vite que prvu et jen suis trs heureux.

For decades, it was an abandoned and dilapi-
dated landmark located on a prominent cor-
ner of downtown Torontos Parliament and
Front streets: a three-storey heritage structure
built in the late 19th century that long served
as the Consumer Gas purification plant.
But seven years ago, the Toronto Police
Ser vice enlisted the assistance of a team
of ar chi tect s to t r ansf or m t he decayi ng
eyesore in the citys Corktown district into a
welcoming and vibrant community-oriented
facility for the TPSs 51 Division in one of
the citys highest crime and most at-risk
urban neighbourhoods.
I thought it was incredibly courageous
of the police to choose this site if you had
seen the state the building had been in grey
stucco was baked onto the beautiful brick and
stone work, says Michael Moxam, FRAIC,
design principal of the Toronto office of Stantec
Architecture Ltd., which led the project.
But its a great community gesture to
take an old heritage building and give it back
to the community.
51 Division also needed a new home.
Its previous location in a facility built in
1953 in the low-income neighbourhood of
Regent Park was too small, had insufficient
parking space and, from a security perspec-
tive, was poorly designed, says Moxam.
The front entrance was very small and
tight. People could come and go up a few
stairs, which didnt give the visual command
police at the front desk needed.
Theres no lack of visibility in the new
space, which opened in 2004.
The front lobby of the police building was
designed to allow for a very broad visual com-
mand of the entrance, explains Moxam.
Complementing that is a newly defined
civic plaza along Parliament Street that estab-
lishes a community cour t to accommodate
public functions.
At 51 Division, the main entrance leads
to a public space that interlocks two build-
ings. The public lobby i s def ined by the
space bet ween t he new cont empor ar y
inter vention, which passes into the exist-
ing building, and the volume of the historic
building. The lobby provides the neces-
sar y visibilit y and securit y for the police
while fully connecting to the adjacent key
urban intersection, explains Moxam, who
describes the site as a dialogue between
ver y modern, new archi tecture (and) old
heritage architecture.
As he says: The whole idea of policing
today is about being in partnership with the
community for crime prevention, and archi-
tecture has to express that.

approachable and inviting, and be accessible
in a real way. But you still have to very clearly
define the public zone from the secure zone,
and make sure that line cannot be breached
unless its under the control of the police.
The 51 Division site is divided into three
zones: a public zone, a community buffer zone
and a secure zone. A garden wall runs along
the south and west of the site providing dif-
ferentiation between interior and exterior and

planes pass through the fabric of the his-
torical building, defining program volume and
exterior space.
The secure of fices, work and detention
areas of the facility are set back from the
original brick walls and contained within a
new enclosure insulated to ensure the walls
remain exposed.
Moxam explains that this building-within-
a-building approach minimizes temperature
and moisture stresses within the historic
walls, and enables the public to experience
the relationship between community history
and contemporary architecture.
To highlight that community connection,
the lobby features public exhibition space
depicting the history of the neighbourhood,
the building and the Toronto police.
One of the real driving forces behind this
project was to create a sense of accessibility
and urban connectivity to be inviting to the
public, says Moxam.
But we also treated the existing building
as a bit of site archaeology that needed to
be preserved. So the new building sits both
outside and inside the old building.
The idea was not to follow the usual
approach of recycling heritage buildings,
he explains.
We could have filled the old building with
floors, wall-to-wall. But we felt that denied the
opportunity of experiencing the volume of the
old building as it was.
As a plant, the existing structure consisted
of an open core that accommodated large
machiner y used to purif y gas an indus-
trial process that created other challenges for
Moxam and his team.
The site was contaminated with metals,
petroleum hydrocarbons and polycyclic aro-
matic hydrocarbons.

brick was restored. In addition, the roof was
replaced and the original wood windows were
refurbished.
A l ot of of ten painst akingl y int r i cate
work was involved in rejuvenating the build-
ing and site.
For tunately, the Stantec team had key
allies on the project.
Toronto-based E.R.A. Architects Inc. con-
tributed their expertise in heritage restora-
tion, while the TPS provided valuable input,
says Moxam.
The great thing about working with police
groups is that theyre very organized and they
know how they need to work. So you can in
turn collaborate with them to develop a very
functional and efficient space for them, and
in this case, also contribute something posi-
tive to the public realm in a socially and eco-
nomically diverse part of the city.
Moxam has considerable experience work-
ing in the law enforcement sector.
He helped design the building for one of
Halton Regional Polices divisions as well as
the Ontario Provincial Police headquarters in
Orillia, done in joint venture with W.M. Salter
and Associates Ltd.
All of these projects subscribe to the idea
of reinventing the established idea of what a
police station should look like, says Moxam.

develop an architectural image thats very
community friendly, ver y inviting and not
something thats threatening even though
it has everything a police station needs from
a security point of view.
It has to be something that becomes a
real par t of the community and not some-
thing thats going to separate it from the
community.
And the 51 Division project itself proved
to be a community effort of sorts.
Moxam says about 20 dif ferent groups
within the TPS from detectives and com-
munity patrol officers to the folks working in
forensics, security and building maintenance
were involved at the design stage.
Working with the detectives was interest-
ing, explains Moxam.

Review Certificate of Merit and more recent-
ly, a 2007 Ontario Association of Architects
Award for Design Excellence.

Journal: The broader, more urban-oriented
approach to the design of 51 Division has
generated a new understanding of how der-
elict urban sites can be recycled in a posi-
tive manner, and how careful consideration
of public space relative to the immediate
program can have an influence well beyond
its own site boundaries.

louest du site et distingue lintrieur de
lextrieur et les zones publiques des zones
scurises. Des plans nord-sud de couleur
ocre traversent le gros uvre du btiment
historique et dfinissent ainsi le volume du
projet et lespace extrieur.
Les aires scurises abritant les bureaux,
les espaces de travail et les cellules de
dtention sont en retrait des murs de brique
originaux recouverts dune nouvelle enveloppe
isole qui les laisse apparents.
Moxam explique que cet te approche
du btiment dans un btiment protge
les murs historiques contre les contraintes
thermiques et les stress dus lhumidit et
permet au public de saisir la relation entre
lhistoire communautaire et larchitecture
contemporaine.

Un des principaux objectifs du projet

Nous avons toutefois voulu traiter le
btiment existant comme sil sagissait dun
si te archologique quil fallai t prser ver.
Cest pour quoi l e nouveau bt iment est
rig lextrieur et lintrieur du vieil
immeuble.
Nous navons pas voul u sui vr e l es
modes usuels de recyclage des btiments
patrimoniaux, explique-t-il.
Nous aurions pu amnager plusieurs
tages et riger des cloisons dans tout le
vieux btiment, mais nous avons pens que
cela aurai t nui lexpression du volume
original.
La structure existante tait celle dune
ancienne usine. Elle comprenait un grand
espace ouver t qui abr i t ai t l i mposant e
machinerie ser vant purif ier le gaz un
processus industriel qui a dailleurs pos
dautres dfis lquipe de conception.
Le site tait contamin par des mtaux,
des hydr ocar bur es pt r ol i er s et des
hydrocarbures aromatiques polycycliques.
Nous avons rapidement dcid dexcaver
le moins possible et dutiliser des fondations
de caissons et donc de ne pas construire
de sous-sol pour simplifier les processus
dapprobations environnementales.
Une membr ane r ecouvr e l empr ei nte
du btiment et lespace den dessous, qui
est quip dun syst me de vent ilat i on
par extraction. La plupar t des substances
enfouies dans le sol demeurent sur le site,
sous ce pare-air ventil.

tout en le dotant de tous les lments
de scurit que doit compor ter un poste
de police.
Il faut en faire une par tie intgrante
de la collectivit et non pas un lment

sorte le rsultat dun effort communautaire.
Moxam r acont e quune vi ngt ai ne de
groupes diffrents du service de police de
Toronto des dtectives et des patrouilleurs
communaut ai r es, et des empl oys des
services de mdecine lgiste, de scurit et
dentretien du btiment ont par ticip au
projet ltape de la conception.
Il tait intressant de travailler avec les
dtectives, ajoute larchitecte.
La direction de la police, tout comme
nous, privilgiait rellement un environnement
de travail aires ouver tes, alors que les
dtectives avaient toujours travaill dans des
bureaux ferms.
Il s tenai ent pouvoi r amener l es
prisonniers de leurs cellules leurs bureaux
vous pouvez imaginer limportant problme de
scurit que cela soulevait dans le btiment.
Aujourdhui, les dtectives travaillent dans
un environnement ouvert.
I l s ont r si st au dbut , mai s
maintenant, ils sy plaisent beaucoup.
La scurit est galement renforce autour
des dtenus et des suspect s. Les salles
dinterrogation sont situes dans le mme bloc
scuris que les 24 cellules de dtention.
Pour son architecture remarquable, le
projet de la 51
e
division a remport un prix
dexcellence du magazine Canadian Architect
et un certificat dexcellence dans la catgorie
tablissements de justice de lAmerican
Institute of Architects. Tout rcemment, il se
mritait galement un prix dexcellence 2007
de lOntario Association of Architects.

Corktown est encore assez rcente, mais

As a reader of this magazine, you are prob-
ably one of the most important decision mak-
ers regarding the design and construction
of municipal buildings. And, we at the Royal
Architectural Institute of Canada believe that
the next generation of municipal facilities
must be the best ever designed, and the most
sustainable buildings possible.
We need to ensure the citizens of Canada
and your taxpayers, get the best value for
their construction dollars. That is why it is
so impor tant to choose the best architect
for your project. Architects fees represent a
very, very small percentage of the life cycle
cost of any building. Small design enhance-
ments can mean enormous improvements
i n human pr oduct i vi t y and oper at i ons.
Furthermore, most architects are trained to
deliver energy efficient and environmentally
sound buildings and this must be demanded
for all future projects.
Sustainability and long-term value
Decisions made during project planning
and design stages have ramifications over the
entire service life of any building. The public,
municipal personnel and administrators have
to live with those decisions for decades, even
generations. An appropriate investment in
professional services at the onset of a project
can potentially reduce capital, maintenance
and operating costs while improving reliabil-
ity and extending service life (not to mention
increasing the value of the asset through
good, timeless design). Conversely, reducing
that investment at the design stage can result
in significantly higher capital, operating and
maintenance costs throughout the service life
of the project.
