Provisions
Study Leave is guided by the relevant provisions in the Central Civil Services (Leave) Rules, 1972. Some of the important provisions of the said rules are as under:

The maximum amount of study leave that can be granted to a Government servant is 24 months during his entire career (inclusive of similar kind of leave for study or training granted under any other rule). Study leave is granted ordinarily for 12 months at any one time. Rule 50 provides for the purposes for which Study leave could be granted to an officer. In respect of IES officers, the said rule, inter-alia, provides that Study leave to an IES officer could be granted for prosecuting a course of study for obtaining PhD on a research thesis, subject to the following conditions: o the subject of research and the institution at which such research is to be undertaken are approved by the Chief Economic Adviser to the GOI; o the applicant obtains a certificate from the said authority to the effect that such study will be valuable in the matter of increasing the efficiency of the officer in the performance of his/her duties as a member of the IES; and o in cases where the study is to be undertaken at a foreign university, the applicant obtains a further certificate that the facilities for research on the particular subject chosen for study are not available at any University or other institution in India. Rule 50 of the Leave rules also provide that Study lave may be granted to a Government servant: o who has satisfactorily completed the period of probation and has rendered not less than five years regular continuous service including the period of probation under the Government; o who is not due to superannuate from Government service within three years from the date on which he/she is expected to return to duty after the expiry of the leave; and o who executes a bond as laid down in Rule 53 (4) undertaking to sere the Government for a period of three years after the expiry of the leave. Application for grant of Study leave, specifying the course(s) of study contemplated by the applicant officer and any examination which he/she proposes to undergo, should be submitted through proper channel. The IES Cadre Division would process from the point of view of granting Cadre clearance for grant of Study leave to the applicant. The Study leave is to be sanctioned by the Ministry/Department to which the applicant officer is posted as payments of leave salary to the officer availing of Study leave will have to be from the budget of the concerned Ministry/Department and he/she will remain on Study Leave/other kinds of leave from that Ministry/Department. Moreover, the concerned Ministry/Department will be responsible for monitoring with regard to completion of course of study, date of termination of the course of study, submission of certificates of examination passed, etc.

Study leave may be combined with other kinds of leave (other than Extra Ordinary Leave) involving a total absence (including period of vacation, if any) of up to 28 months generally and 36 months for courses leading to PhD degree.
