Two new polls have recently
been released for Virginia 2013
Governors race, a campaign
that increasingly is looking like
the absolute marquee political
match up of the year for the en-
tire country. Tey tell two slight-
ly diferent stories, but agree on
the basic premise that the race is
very competitive and many vot-
ers are undecided and potentially
up for grabs for both campaigns.
In a Public Policy Polling In-
stitute survey released this week
showed presumptive Democratic
nominee Terry McAulife leading
Attorney General Ken Cuccinelli
by 5 points, 46 to 41 percent.
However, before local Democrats
get carried away with enthusi-
asm it must be noted that PPP
is a Democratic polling frm and
their results do at times show a
slight lean toward Democratic
candidates.
Another survey by Quinnip-
iac showed the race much more
even, with McAulife leading by a
single point, 40 to 39. Tey also
tested the race with Lieutenant
Governor Bill Bolling, who has
not shut down some speculation
that he could run as an Indepen-
dent. In that scenario, both can-
didates would have 34 percent of
the vote to Bollings 13 percent.
One thing should be clear
to political observers here in
Northern Virginia: the race is
indeed close but Cuccinelli has
much higher name recognition
in the state, giving him less room
to grow than McAulife. Te
Democratic nominee is a much
more unknown commodity to
most Virginia voters. Tis gives
Cuccinelli an important oppor-
tunity to defne McAulife as out
of step or too liberal for the state.
However, if Cuccinelli really does
start with only 40 percent sup-
port, it could be hard for such a
lightning rod of controversy to
grow beyond that number. Te
conservative base loves him, but
swing voters in Northern Virgin-
ia will likely be uneasy with many
of his positions.
However, while McAulife has
more room to grow than the Re-
publican, Cuccinelli does have a
massive advantage. Te election
will be taking place in an of-year,
something almost always leads
to more Republican electorates.
While Virginia is undoubtedly
trending more and more Demo-
cratic in presidential years (for
evidence, look at 2008 and 2012
elections), of-year elections are
still a Republican opportunity
(for evidence, see the 2009 and
2010 elections). Indeed, this fact
could end up being decisive. Te
more conservative the electorate
that shows up to the polls in No-
vember, the more likely they will
be enthused by the very same
Cuccinelli positions that may
scare more moderate voters.
One thing is certain, that the
eyes of the political nation will
be on Virginia this summer
and fall and that another mas-
sive amount of money is about
to spent on local television ads.
With two polarizing candidates
in an increasingly purple state,
this election will almost certainly
be a nasty and negative one. And
at the moment, both candidates
have reasons to be hopeful and
reasons to be deeply worried,
while Bill Bolling remains a huge
unknown variable in the race.

Frederick County Crime of the Week - December 31, 2012
The Winchester Police Department is investigating a Robbery
On 12/11/12, at approximately 9:12 p.m. offcers responded to the Ca-
ribbean Food Store located at 226 Kern Street for a report of an armed
robbery. According to the witness, three males entered the business, as-
saulted the clerk, displayed a handgun and took an undisclosed amount
of money before running from the area on foot.
Suspect # 1-black male, wearing a khaki suit, approximately 62,
180lbs.
Suspect #2-black male, between 54-62, wearing a black toboggan.
Suspect # 3-black male, wearing sweatpants.

Frederick County Crime of the Week -January 7, 2012
The Frederick County Sheriffs Offce is investigating a burglary and
grand larceny from 128 Christo Rey Drive between October 28th and
29th, 2012. Unknown suspect(s) kicked in a door to the residence and
removed several saws, drills, impact drill bit sets and small miscella-
neous tools. During the same time frame, a storage shed located on Lot
9, Christo Rey Drive was also forcibly entered and a chain saw and a
shop vacuum were reported missing.

RICHMOND With the General
Assembly set to convene, Gov. Bob
McDonnell proposed Tuesday in-
creasing Virginias sales tax and
abolishing its nearly 27-year-old gas
tax, making Virginia the frst state
in the country to do so.
Te measures are a part of the
governors proposed $3.1 billion
plan to fund improvements to Vir-
ginias transportation system over
the next fve years. Te funds would
supplement $14 billion of transpor-
tation projects already under way
in the commonwealth, the most in
Virginias history.
Declining funds for infrastructure
maintenance, stagnant motor fuels
tax revenues, increased demand for
transit and passenger rail and the
growing cost of major infrastruc-
ture projects necessitate enhancing
and restructuring the common-
wealths transportation program
and the way its funded, McDonnell
said at a press conference.
McDonnell described the states
gas tax as outdated because of
infation and better fuel economy
since it was last changed in 1986.
He said boosting funding for trans-
portation was the only way to en-
sure Virginia could continue its
economic growth.
Among his proposed changes:
Te current 17.5 cents per gal-
lon gas tax, which accounts for
more than 30 percent of the states
transportation revenues, would be
eliminated; instead, the sales tax
would increase from 5 percent to
5.8 percent. McDonnell predicted
this would generate more than $600
million in additional transportation
funds. Te 17.5 cent tax on diesel
would remain intact.
To supplement the increase in
sales tax, a higher percent of the
states sales tax would go directly
to transportation funds from
.5 cents to .75 cents over the fve
years.
Te plan would impose an in-
crease of $15 for each vehicle reg-
istration, resulting in an average
vehicle registration cost of $56 per
vehicle, McDonnell said.
Te state would impose an annu-
al $100 alternative fuel vehicle. Te
governor dismissed the idea that
the fee would deter people from
buying alternative fuel vehicles.
More than 91,000 are currently reg-
istered in Virginia.
McDonnells plan would use new
revenues and more money from
the general fund an approach he
said would appease lawmakers on
both sides of the aisle. In the past,
Republicans have supported using
money from the general fund for
roads as a core function of govern-
ment. Democrats, on the other
hand, have rejected previous at-
tempts to use general fund dollars
for transportation.
Te General Assembly will con-
sider the governors proposals dur-
ing the 45-day legislative session
that begins Wednesday.
If passed, the measures would take
efect July 1. Te Republicans hold
a majority in the House of Dele-
gates and a tie-breaking vote in the
Senate. Lt. Gov. Bill Bolling, who
presides over the Senate, expressed
support for McDonnells plan.

Gov. McDonnell outlines transportation overhaul
Armed robbery under
investigation
Te Winchester Police Department is investigating an armed
robbery that happened on January 5, 2013. At 10:10 a.m. of-
fcers were called to Approved Cash Advance at 726 Berryville
Avenue. Two males between the ages of 20 and 30 came into
the store and demanded money. Tey left the business and were
last seen heading westbound on foot. An unknown amount of
cash was taken. Te males are described as being around 6 tall
and had on dark clothing, dark gloves, and ski masks. A gun was
shown during the robbery.

CALM Act regulates volume
of TV commercials
Te Federal Communications Commission (FCC) established
new rules for the volume of television commercials that started
on December 13, 2012. Te new regulation, known as the Com-
mercial Advertisement Loudness Mitigation (CALM) Act, re-
quires commercials to have the same average volume as the pro-
grams they accompany. Te CALM Act requires TV stations,
cable operators or other multichannel video program distribu-
tors to apply specifc FCC practices to commercials they trans-
mit.
If you hear a commercial louder than the TV show it accom-
panies, you can fle a complaint with the FCC by providing de-
tailed information about the commercial.

When the clock struck midnight on December 31, 2012, and the world

Steve Edwards says, We have had discussions for the past few years
about how social media could be used to enhance our communications
program. After successfully using Twitter as one means of communi-
cating information regarding the development of the school budget the
past few years, we decided to launch a Facebook page as another tool to
share the many success stories taking place in our schools each day.
Edwards adds, Tose who like us on Facebook will be able to learn
about many of the projects and activities undertaken by students
and staf that arent frequently covered by the local media. We plan
to maintain a page that is visually appealing and includes many pho-
tographs. We also will provide numerous links to our website (www.
frederick.k12.va.us) where visitors can get additional information about
many of the stories we share via the divisions Facebook page.
Schools Superintendent David Sovine says, Social media has taken
the world by storm and when used appropriately can be a powerful
communications tool. Im particularly excited about the launch of the
Frederick County Public Schools Facebook page because it will ofer
the community another way of learning about the many positive things
being accomplished in our schools.

Completing the Free Application for Federal Student Aid (FAFSA) is
the frst step toward getting federal aid for college, career school, or
graduate school. Federal Student Aid provides more than $150 billion
in grants, loans, and work-study funds each year, but in order to receive
that money, college-bound students must start by flling out the FAF-
SA.
Secretary Arne Duncan took to his Twitter account to announce the
availability of the 2013-14 FAFSA, tweeting, Dont leave money on the

of food or recreational purposes,
such as campfres (no greater
than 3feet wide and 3feet high)
are permitted. As described be-
low, only approved materials can
be used (#1 & 5) and safety pre-
cautions (#6) shall be followed.
1. Burning of brush, leaves,
grass, trees, and other naturally
occurring material are permitted.
2. Te location of the burn shall
not be less than 500 feet from
ANY occupied building unless
prior approval from the occu-
pant has been given in writing. 3.
Burning within 500 feet of ANY
woodland or brushland is also
not permitted
.4. Burning conducted by busi-
nesses or for commercial purpos-
es require a permit issued by the
Fire Marshals Ofce.
5. Burning of household garbage,
rubbish, rubber tires, asphaltic
materials, used oil, construction
waste or similar materials that
produce dense smoke are NOT
permitted.
6. Open burning, bonfres, or
recreational fres shall be con-
stantly attended until the fre is
extinguished. A minimum of one
portable fre extinguisher com-
plying with Section 906 with a
minimum 4-A rating or other
approved on-site fre-extinguish-
ing equipment, such as dirt, sand,
water barrel, garden hose or wa-
ter truck, shall be available for
immediate utilization. (2006 IFC
Sec. 307.5).
7. If smoke or fre produced
from the burn becomes a nui-
sance to surrounding residents
or businesses, and complaints are
received, the party burning will
be required to extinguish the fre,
regardless of permit.
8. During the period from May 1
through the 14 of February each
year, burning shall be conducted
between the hours of 7:00 a.m.
and 12:00 midnight.
9. During the period from Feb-
ruary 15 through April 30 each
year, burning shall be conducted
between the hours of 4:00 p.m.
and 12:00 midnight ONLY.

At its Annual Meeting on De-
cember 18, 2012, the Wayside
Foundation for the Arts Board of
Directors put in motion a series
of changes going forward in its
current season.
According to Board President,
Dr. Byron Brill, Wayside Te-
atre has come to recognize that
it cannot sustain itself without
community support consider-
ably above existing levels. While
we are not prepared to give up
the fght to keep our doors open,
we have given ourselves 90 days
to determine if we can continue.
As future plans are indetermi-
nate, Wayside Teatre will not
be selling subscriptions for the
2013-14 Season at this time. We
will go forward with our next
production as scheduled. Smoke
on the Mountain Homecom-
ing will open on January 26 and
run through March 17, 2013. At
this time, the Board of Directors
has determined that, depending
on the results of our eforts in
the next 90 days, Smoke on the
Mountain Homecoming may be
the fnal production of the 51st
Season.
Last year Wayside Teatre ap-
pealed to its community in a cri-
sis. Over 700 individuals stood
up and raised $106,000. Tose
funds helped us to retire the im-
mediate short-term debt that,
without that support, would
have forced the theatre to close
its doors. However, it became
clear that unless $250,000 can
be generated each year in annual
donation/sponsor/gift support,
Wayside Teatres existence as a
professional theatre is not sus-
tainable. In this years campaign,
we were only able to generate
$30,000 of support towards this
fscal years goals. Tat, coupled
with less than expected ticket
sales in both the fall and Christ-
mas seasons, places us in a dire
fnancial bind once again. We
need to raise $90,000 in the next
90 days in order to go forward
with Season 51 and are mounting
an appeal to our loyal supporters
and the community-at-large.
Our fnancial profle has radi-
cally changed since the market
crash of 2008.
Corporate funding is currently
55% below pre-2008 levels annu-
ally. State and national grant rev-
enues are down by 60% of pre-
2008 totals. Prior to the fnancial
collapse, we totaled 30,000 cus-
tomers- for the past two seasons,
our attendance averages 20,000.
Tere has also been an across
the board decline in ticket sales
by 30% and overall individual
donation by another 37%. Con-
sequently, we have slashed our
annual operating budget by more
than
$300,000 - a reduction by a full
third. Still, if we continue as pre-
viously planned, we would see a
projected loss of $82,000 at the
end of this season - a loss we
cannot sustain.
Te campaign of the next 90
days is tacit recognition that to
continue next season and for the
foreseeable future to come, Way-
side Teatre must secure perma-
nent and lasting changes in its
fnancial base. At the same time,
we afrm our belief in the loy-
alty and level of commitment of
our supporters and are confdent
they will work with us in part-
nership to secure that Wayside
will remain a centerpiece of the
cultural life of the Shenandoah
Valley for many years to come.

Te Stephens City town council is
planning on building a War Memo-
rial in the Newtown Commons on
Main Street in Stephens City. Town
councilor, Ron Bowers, is leading a
special subcommittee of the Parks
and Recreation committee in imple-
menting the memorial. Te subcom-
mittee has already designed the me-
morial. Currently the subcommittee
is working on raising funds so they
can break ground on the project.
Councilor Bowers said that after
he and his wife travelled south on
Rt. 11 to Harrisonburg they noticed
that most of the communities they
passed through had war memori-
als. When they returned to Stephens
City, Councilor Bowers broached
the idea of a war memorial for all
veterans with the town council. Te
council approved the project and a
subcommittee was created.
Commander Richard H. Van Nor-
ton of Winchester Post 18 of Ameri-
can Veterans is thrilled with the idea.
It is most appropriate that we have
a memorial to our service men and
women here in Frederick County.
Tere are very few families here that
cant say they have a relative that has
served or is currently serving. A me-
morial will give county residents a
center point to gather in their hon-
or.
According to Brian Henshaw, town
planner and assistant town manager,
local businesses have pledged ma-
terials to build the memorial. Te
subcommittee needs funds to break
ground. Te subcommittee plans on
working with local veterans groups,
businesses and individuals to raise
funds. Bricks are for sale through the
town hall for $50. A soldiers name
or a saying can be engraved on the
bricks. Councilor Bowers says the
subcommittee is planning a meeting
this month to formalize additional
fundraising plans.

Councilor Bowers is looking for-
ward to working with anyone who
wishes to contribute to the project,
regardless of their jurisdiction. Any-
one wishing to help with the project

Stephens City Police Department responded to 271 calls for ser-
vices during the month of December. We assisted the Frederick
County Sherifs ofce in handling 4 calls and the Middletown Po-
lice Department in handling 5 calls. We wrote a total of 23 ci-
tations for the month and 5 parking tickets for no town decal. A

On Jan. 23, 1849, Elizabeth Black-
well is granted a medical degree from
Geneva College in New York, becom-
ing the first female to be officially rec-
ognized as a physician in U.S. history.
In 1857, she founded the New York
Infirmary for Women and Children.

Geographic Society is founded in
Washington, D.C. Readership in its
magazine did not grow, however, until

Nancy Johnson Eure
April 10, 1930 - December 9, 2012
Nancy Johns Eure 82, formerly of Portsmouth,
passed away Dec.9 in Front Royal, VA. She was
preceded by her husband Paul Eure, a brother
Carl Roy Johnson, a sister Jean Workman. She
is survived by her daughters Julie Klien and
husband Robert, Jamie Doherty and husband
Chuck, 3 grandchildren Joanna Lawson,
Nancy Oldfield, Jaimie Oldfield and 3 great
grandchildren Ashlan, Jessica and Brennan
and a brother Tommy Johnson. Service will be
scheduled at a later time.

Linda H. Golightly
Linda Louise Heckert Golightly, 71, of Winchester,
Virginia, died Sunday, January 6, 2013, in her home
surrounded by her loving family.
Mrs. Golightly was born in 1941, in Winchester, Virginia, the daughter of
the late Carl Ray and Stella Heckert. She was a Cafeteria Aide with Daniel
Morgan Middle School, serving for 11 years. Mrs. Golightly was a member
of Burnt Factory United Methodist Church and a member of the Judges
Athletic Association. She truly loved Handley Football, Apple Blossom,
yard sales and time spent with her family.
She married James F. Grease Golightly on July 13, 1957, in Winchester,
Virginia. Mr. Golightly preceded her in death on June 1, 2011.
Surviving are fve daughters, Melanie Melester and husband, Steve, of
Winchester, Donna Peanut Golightly of Stephens City, Dorothy Dottie
Carter and husband, Spanky, Teresa Golightly, all of Winchester, Susan Wil-
liams and husband, Billy, of Strasburg; fve grandchildren, Ben Melester,
Sam Melester, Josh Carter, Emily Melnikoff and Evan Williams; two great
grandchildren, Abby Melester and Levi Carter; and a special little girl,
Hannah Merriner.
Her son, Christopher Ray Golightly and her sister, Ann Heckert Fletcher,
preceded her in death.
The family will receive friends on Friday evening, from 6:00-8:00 PM, at
Omps Funeral Home, Amherst Chapel.
A funeral service will be conducted at 11:00 AM on Saturday, at Omps
Funeral Home, Amherst Chapel, with Reverend Steve Melester offciating.
Entombment will be in Shenandoah Memorial Park Mausoleum.
Pallbearers will be Lenny Millholland, Tim Mondell, Keith Roberts, Joe
Hulver, Mark Taylor and Bobby Orndorff.
Honorary Pallbearers will be the cafeteria workers of Daniel Morgan
Middle School.
Memorial contributions may be made to Burnt Factory United Methodist

1 lb. lean ground beef
1-1/2 c. grated cheddar
cheese
1/2 chopped onion
1(6oz) box cornbread mix
1 (15oz) can pinto beans
Directions:
Bottom beef and onion with de-
sired seasoning; drain. Spread
meat in bottom of casserole
dish. Drain beans and spread
on top of meat. Cover beans
with cheese. Mix cornbread ac-
cording to directions. Spread
over top. Bake at 350 degrees
for 20-25 minutes until done.
Cut into squares. Makes 6-8
