TACLOBAN CITY An Waray party-list Rep. Florencio Bem Noel said he is amenable with the rae for the official placing of party-list organizations in the ballots to be used in the May 13 midterm elections. Its okay. I think it wont affect us. People would look for the name of the party-list they want to vote for, Rep. Noel said in an interview with reporters. Yes, we will participate in the rae scheduled by the Comelec [Commission on Elections], Noel added. About 135 party-list groups participating in the midterm elections have participated during yesterdays rae. But according to the Comelec, only 84 have been allowed by to run while 51 party-list groups have secured a status quo ante order from the Supreme Court (SC). PRO-8 vows relentless eorts vs wanted criminals in 2013


CAMP KANGLEON, Palo, Leyte The Police Regional Office 8 (PRO8) vowed relentless pursuit operations against criminals wanted by law as its top official reported that the Regional Special Operation Group (RSOG) scored anew in manhunt operations conducted in the cities of Ormoc and Catbalogan recently. The RSOG accomplishments should serve as a warning to lawless elements that the long arms of the law always catches up with criminals wherever they may hide, Police Chief Superintendent Elmer Ragadio Soria, PRO8 regional director, said. Soria added that for this year, PRO8 will continue to account for wanted persons as he cited the cooperation extended by Eastern Visayas communities to his men in the arrest of undesirable personalities. The regional director informed that in the evening of January 2, an intelligence driven operation paid-off when RSOG led by SPO4 Ananias Monteroso collared Dionisio Sedon, Jr. alias Karing, 63, married, self-employed and formerly residing in Brgy. Rama, an island village in Catbalogan City. Sedon is ranked number 9 Most Wanted Person in Samar provinces capital Catbalogan City, and was arrested in his hide-out in Purok 2, Brgy. Tongonan, Ormoc City. The police team was armed with an Alias Warrant of Arrest issued on June 21, 2011 by acting presiding Judge Manuel Torrevillas, Jr. of the Regional Trial Court Branch 27, 8th Judicial Region based in Catbalogan City for a murder case that transpired sometime in 2010. Judge Torrevillas did not recommend any bail bond for the suspects temporary liberty in the complaint docketed under Criminal Case Number 7893. Sedon was pinpointed by the witnesses as the suspect in a brutal killing of his neighbor Mary Jane Sarayan that transpired in the evening of July 9, 2010. Police records showed that the suspect stabbed Saraya from behind with a bladed weapon locally known as sipol and went

immediately into hiding. He is presently detained at Bureau of Jail Management and Penology jail facility in Brgy Lagundi, Catbalogan City awaiting trial of his case. Meanwhile, in Catbalogan City, a 42-year old jobless man wanted for 13 long years for allegedly raping a minor in the evening of March 20, 1999 in Brgy Old Mahayag was also nabbed by RSOG. Alejandro Mabansag alias Anling, was arrested by a police team led by Police Inspector Constantino Jabonete, Jr. in the evening of on December 21, 2012 in the outskirts area of said village. BFAR-8 to stop destructive tuna catching in E. Samars high seas


TACLOBAN CITY The Bureau of Fisheries and Aquatic Resources vowed to stop destructive tuna catching in Eastern Samars Pacific Ocean High Seas, adhering to conservative measures that should be observed within the period of tuna fishing ban exemption. BFAR Eastern Visayas Regional Director Juan Albaladejo said their monitoring have been closely watching 10 fishing vessels based in Eastern Samar that are using fish aggregating devices. The fishing method contributes to indiscriminate fishing of tuna, including juveniles. There are only 35 registered fishing boats in Eastern Samar and they are only using hook and line methods, which is more sustainable. Despite of the small size of their catching vessels, they still managed to penetrate high seas with the support of big carrier boats, Albaladejo said. The High Seas Pocket 1 is the area bounded by the exclusive economic zones of the Federated States of Micronesia to the north and east, the Republic of Palau to the west, and the Republic of Indonesia and the Independent State of Papua New Guinea to the south. Even if hospitals get reclassified to infirmaries, their accreditation with PhilHealth remains but will just be adjusted based on their new classification, Zabala said. We assure our

Enforcing gun ban on private citizens


is something that makes one audacious to the point of being foolhardy, arrogant and easily provoked. After the stray bullet incident that claimed a hapless 7 year old, the government must do utmost effort to retrieve all unaccounted guns from the citizenry. Authorities must be able to recover all lose firearms from the public. Only those who are legally authorized to carry firearms must be given the right to own or carry one. There should be no exemptions to the rule, even politicians and other powerful people must not be permitted to own such weapons. It usually makes it easy for them to form private armies and goons that lead to unsavory incidents and deaths of innocent people. Look at the Maguindanao Massacre

The belief that private people have to own a gun or guns to protect him or his family is a myth and is entirely untrue. Owning one would either put him in danger or would cause harm to others. A month after, at the JCI-Philippines National Convention JCI-Tacloban earned the Presidential Award for Membership Growth. This membership growth could be counted as kind of fulfillment of the LO in the challenge of Mayor Alfred Romualdez during the induction of 2012 set of officers held in December last year where the Mayor, his wife Councilor Cristina, and Philippine Drugs Enforcement Agency former Regional Director Julius Navales were inducted as associate members. But the increase in quantity is beyond expectation, although another hefty challenge to the incoming set of officers to be led by businesswoman Peluchi Jasmine Senaca. This year will be another year to behold as Peluchi takes her turn for one-yearto-lead. Yet, families cannot do well in this aspect if the garbage collectors will not do their job. It is irritating to know that garbage collectors are in full force collecting garbage during Christmas as they also timed this for asking gifts and money taking advantage of the holidays. Christmas time is giving time but when certain people only do good because of the extra they get from families especially in subdivisions during the holidays, the spirit of giving becomes a hollow things as the love that must come with it is substituted with resentment. Garbage management will be more effective and efficient if it will be taken up at the barangay level by barangay officials. They cannot just throw this concern to the city government. They must be able to discipline their people, making sure that each family properly disposes their wastes responsibly. The barangay officials must also see to it that the garbage collectors do their job regularly or as scheduled otherwise the barangay council can sanction their inefficiency. As is, the barangays have shown a callous stance even if they see the situation in their own front yards.

DENR, VSU sign MOA to improve watershed rehabilitation eorts


The Department of Environment and Natural Resources recently inked a memorandum of agreement (MOA) with the Visayas State University which shall seek to improve results of watershed rehabilitation efforts in the country. Dubbed Improving Watershed Rehabilitation Outcomes in the Philippines Using a Systems Approach, the project shall identify the key technical, socio-economic and policy drivers for successful rehabilitation of critical watersheds. Results of the project shall serve as inputs to design and pilot test initiatives to improve the outcomes from watershed rehabilitation including improved watershed health and sustainable land use. Funding support for the project shall be from the Australian Centre for International Agricultural Research (ACIAR). In signing the memorandum of agreement, the DENR commits to assist in carrying out the four major objectives of the project: 1.) identify success and failure factors of watershed rehabilitation/ reforestation in the country; 2) identify key intervention points and design initiatives to improve watershed outcomes by working with communities, LGUs and DENR; 3) pilot test initiatives to improve watershed rehabilitation results and implement local level policy changes; and 4) develop policy recommendations and advocate national level policy changes on watershed rehabilitation projects. Set to be implemented within the Community Based Forest Management Agreement area in Caibiran, Biliran, the research activities to be conducted by the project shall be in line with the National Greening Program. For 2013, the DENR commits to characterize the Caibiran watersheds in Biliran province that will be the research sites of the Project. The DENR likewise commits to facilitate the approval of timber utilization permits needed for harvesting trees from the reforestation projects within the CBFM area. Harvested trees shall be used as inputs for livelihood activities of communities including green charcoal and furniture productions which are part of the research activities of the Project. For its part, the Visayas State University shall lead in the overall conduct of biophysical and socioeconomic research activities. Technical assistance through training workshops and demonstrations on nursery establishment, silvicultural practices and other reforestation activities related to the National Greening Program shall be provided by the VSU. We are optimistic that in forging this partnership with VSU, present and future watershed rehabilitation efforts will be remarkably sustainable and successful, says DENR Regional Executive Director Manolito D. NMP to establish database for seafarers


TACLOBAN CITY Thirty percent of the worlds 1.2 million seafarers are Filipinos yet currently the country doesnt have a database on it, said director Atty. Forter Puguon, Sr. of the National Maritime Polytechnic. To solve this, Puguon said they are keen on establishing a Public Employment Service Office by 2013 that will link to the local government units in getting the records. We are trying to put up a PESO to do this.
