The Executive Department

Section 1: The President is both the head of state and head of government of the Philippines, also the Commander-in- Chief of the armed forces. The President is responsible for implementing and enforcing the laws written by House of Winterfell and, to that end, appoints its Cabinet. Section 2: The executive department is composed of the President, the Vice President, and the Targeryen Council.

The Vice President of the United States is to be ready at a moment's notice

to assume the Presidency if the President is unable to perform his duties.

The Targeryen Council is composed of the 19 heads of the departments of

the government. These includes : Department of Agrarian Reform, Department of Agriculture, Department of Budget and Management, Department of Education, Department of Energy, Department of Environment and Natural Resources, Department of Finance, Department of Foreign Affairs, Department of Health, Department of the Interior and Local Government, Department of Justice, Department of Labor and Employment, Department of National Defense, Department of Public Works and Highways, Department of Science and Technology, Department of Social Welfare and Development, Department of

Tourism, Department of Trade and Industry, and Department of Transportation and Communications. Section 3: The President has the power either to sign legislation into law or to veto bills enacted by the House of Winterfell. The Executive Branch conducts diplomacy with other nations, and the President has the power to negotiate and sign treaties, which also must be ratified by two-thirds of the House of Winterfell. The President can issue executive orders, which direct executive officers or clarify and further existing laws. The president has also the power to grant reprieves, commutations, and pardons, and remit fines and forfeitures, after conviction by final judgment, except when the President is under impeachment. The president to contract or guarantee foreign loans on behalf of the Republic of the Philippines with the prior concurrence of the Monetary Board, and subject to such limitations as may be provided by law. The president appoints ambassadors, other public ministers and consuls, or officers of the armed forces from the rank of colonel or naval captain, and other officers whose appointments are vested in the President under this Constitution. The members of the Supreme Court are appointed by the president, based on a list prepared by the Judicial and Bar Council. Section 4: The Vice President performs ceremonial functions through meetings with representatives of foreign governments. He represents the Philippine

government in official gatherings and receives foreign dignitaries, ambassadors, foreign investors, and other foreign officials. The Vice President performs constituency function through consultations with local executives, lends support to their programs and extends financial assistance to them. Section 5: The Targeryen Council is to perform their functions and responsibilities in accordance to the department they are appointed. They have the power to formulate laws for the development of their department with the advice of the president and the legislative body. Section 6: The President and Vice-President will be chosen through a national election which shall be held on the twenty-third of April, unless otherwise provided by law. The Targeryen Council is being appointed by the President. Section 7: Qualifications for the President and the Vice President are as follows: Resident of the Philippines at least 10 years before the filing of the

certificate of candidacy Natural born citizen of the Philippines Registered voter Does not have any criminal cases filed against him Is literate

Did not hold any office of the government upon filing the certificate of

candidacy, otherwise, he must vacate his seat or office. God-fearing person Has a good educational background

Section 8: Qualifications for the Targeryen Council are as follows: Resident of the Philippines at least 10 years before the filing of the

certificate of candidacy Natural born citizen of the Philippines Registered voter Does not have any criminal cases filed against him Should have experience or background to the department to which he will be

assigned

Section 9: The tenure of office of the President, the Vice President, and the Targeryen Council is 5 years. The term of tie President, the Vice President, and the Targeryen Council is two terms consecutively. Section 10: Removal from office. President and Vice President: Death
