B.C. Fire Code Regulations: Subsection 1.1.1.1 Unless otherwise specified the OWNER or his authorized Agent shall be responsible for carrying out the provisions of this Code.

FIRE & EMERGENCY SERVICE ACCESS REQUIREMENTS 10.1 Fire Safety Plan Requirements 10.1.1. Pursuant to the Fire Code Emergency Planning, all buildings, sites, storage areas or other areas shall have a Fire Safety Plan. Measures within a Fire Safety Plan shall conform to the Fire Code Fire Safety Plan and shall be produced and submitted to the Nelson Fire Department for approval. 10.1.2. All Fire Safety Plans shall be submitted on a form and diagram template, acceptable to the Fire Chief. All owners or occupants of occupancies where a Fire Safety Plan is required, shall review their Fire Safety Plans annually and submit updated plans to the Nelson Fire Department for review. 10.1.3. Should occupancies not have the need to update their current plan, annual notification shall be forwarded to Nelson Fire Department. 10.1.4. Any changes to a Fire Safety plan shall be submitted to the Nelson Fire Department for review. 10.1.5. A fee shall be charged for review of Fire Safety Plans. SCHEDULE A COST RECOVERY

EMERGENCY EVACUATION To establish a systematic method of safe and orderly evacuation of an area of the building, by and of its occupants, in case of fire or other emergency. To facilitate the evacuation the following fire safety plan and evacuation instructions have been established in conjunction with the Nelson Fire Department. TRAINING To provide a Manual upon which training classes, handouts and fire drills will be based. With the exceptions of some lists, tables and charts, this Manual is not intended to be relied upon during an emergency because of the explicit nature of its instructions. However, it is intended to be utilized as a training aid, prior to an emergency occurring, so that procedures are second nature. The explicit instructions ensure that the intent of the procedures will not be misinterpreted. Fire Prevention In their day-to-day routines, the building occupants shall be aware of potential fire hazards. Some are as follows: Accumulation of combustible material, rubbish or flammable liquids in unapproved areas. Dangerous ignition sources, i.e. worn extension cords, oily rags, overheating equipment. Defective exit lights or inadequate lighting in public corridors and stairwells. Defective fire or exit doors (includes self-closing hardware). Doors should not be wedged open under any condition. Obstructed exit routes. Obstructed/defective/inoperative fire fighting equipment.
In addition to training, the FIRE SAFETY DIRECTOR will co-ordinate and conduct annual fire drills (detailed in Fire Drill section). The FIRE SAFETY DIRECTOR shall ensure that there is adequate monitoring and control of all building systems and equipment, and that the maintenance of these systems and equipment is being performed by qualified individuals in accordance with local Codes. All hazards must be documented and appropriate action shall be taken to remedy them. Proper records shall be kept by the FIRE SAFETY DIRECTOR of equipment issued, lists of current Floor Wardens, number and quality of fire drills, training periods, fire incidents in the building, fire prevention activities, list of physically disables people and the minutes of emergency meetings.
IN THE EVENT OF FIRE: Sound the fire alarm in the building by activating the nearest pull station Telephone the Fire Department at 911 Fight minor fires with appropriate equipment and with due regard for personal safety. Follow the instructions of the Fire Safety Plan until the Fire Department arrives on scene and takes charge. Assist in the evacuation of the building as directed.
Check to see if the exits are clear of fire and smoke. Choose an alternate route if necessary. Check the floor area to ensure that all people have left the area. Notify the Fire Department of any handicapped persons and their exact whereabouts. Close all doors, DO NOT LOCK. Ensure that no one re-enters the building. Once everyone is safely at the assembly area, notify the Fire Department.
Pull pin or activate extinguisher according to manufactures instructions. Aim extinguisher at base of fire Squeeze trigger or release retardant following manufactures instructions Sweep from side to side.

FIRE EVACUATION Use a building telephone only if you are safe from the fire. While exiting, walk, do not run. Shut all doors behind you and alert those who have difficulty hearing that an emergency evacuation of the building underway. Proceed along corridors and through exits in a calm and orderly manner. High heeled shoes are hazardous while proceeding downstairs, and it is advisable to remove them before entering the stairwell. Do not push or jostle. Assist handicapped persons to reach the nearest safe exit: Try to keep exits clear by permitting others to pass. It may be necessary to locate handicapped persons in or near the exit, and wait for fire department assistance. If you must use an escape route where there is smoke, stay as low as possible. Crawling lets you breathe the cleaner air near the floor as you move toward the exit. Before you open a closed door, feel it with the back of your hand. If it is hot, leave it closed and use your alternate escape route. If it feels normal, brace your body against the door and open it a crack - be prepared to slam it shut if heat or smoke starts to rush in. If all exits are blocked by fire or smoke, enter a room preferably with an exterior window, and seal the cracks in the door with available material to prevent smoke entering the room. Phone 911 to report your situation, and attract the attention of someone outside the building by any possible means. When you have reached the outside of the building, move away from the exit allowing others behind you to emerge.
Do not attempt to drive your vehicle from the parking area. Do not enter the building again until permitted by a fire department officer or the fire safety director.
PORTABLE FIRE EXTINGUISHERS Portable fire extinguishers are useful only if you know how to use them, if they are right for the type of fire you are fighting, and if the fire is discovered immediately. You should not attempt to fight even a small fire until people have been evacuated from the fire area and the Fire Department has been called. Never attempt to fight a fire if any of the following is true: You are uncertain about how to use the extinguisher. The fire is spreading beyond the immediate area where it stared. The fire could block your escape route. You are alone.
How To Use A Multi-Purpose Dry Chemical Type Fire Extinguisher Remember the word: PASS 1. PULL the pin 2. AIM low...pointing the extinguisher nozzle at the base of the fire 3. SQUEEZE the handle. this releases the extinguishing agent 4. SWEEP from side to side...at the base of the fire until it appears to be out. Watch the fire area. If fire breaks out again, repeat use of the extinguisher. REPORT to fire department officer. Most portable fire extinguishers work according to these directions, but some do not. Read and follow the directions on the fire extinguishers within your building.

Front Desk Receptionist Emergency Procedures At the sound of a fire alarm, the Receptionist shall immediately: Stop all interaction with staff or guest. Put red FD identification vest on. Determine location of fire indicated on Fire Panel located at front door. Respond to location to determine cause of alarm. If you discover a fire you shall Call 911 from nearest phone. NOTE:
The response by the Nelson Fire Department to the following alarms shall be as follows: Electronic voice or other technically activated alarms shall activate the initial response of the Nelson Fire Department as per department regulations. In no way shall the response be terminated. The initial response may be down graded to a code 2 response as per department regulations when the following conditions exist: The recognized building Fire Safety Director or Manager indicates via telephone or other radio communications that no hazardous conditions exists. That a second electronic alarm is received by the fire department indicating a fire alarm restore.
However, under no circumstances shall the response of the Fire Department be terminated. The initial response shall continue, so that the Fire Department can determine the cause for the fire alarm signal.
Fire Extinguishers

Fire Detection and Alarms System Where the Alarm system cannot be repaired such that it is in full operation by the evening the following precautions should be implemented: Insure Fire detection and Alarm technician has been advised to complete repairs as soon as possible. Notify Fire Department of System Status. Have Front Lobby Desk clerk perform inspection rounds every half hour or assign a floor warden to conduct inspections. Fire Extinguishers Where a service company needs to remove a fire extinguisher from the building for an extended length of time, a fire extinguisher of the same type should be provided temporarily in its place. Building During alterations and repairs ensure the building and its occupants are not exposed to undue fire hazards created by contractors equipments or supplies which are brought into the building. Frequent inspections of the affected area is suggested in order to ensure the following: Exits are free of obstructions Work Areas are inaccessible to the building occupants Contractors have obtained necessary building and operation permits Flammable and combustible liquids are handled and stored safely. Heat producing equipment such as welding/ cutting equipment and portable heaters are used safely. All fire and safety equipment in place and functional.

All tenants shall exit the building by way of the stairs, according to their predetermined evacuation route. After exiting the building, all guest and personnel shall meet in the underground parking lot located on Vernon St. A head count shall be taken and any problems resulting from the evacuation shall be noted. Prior warning of the Fire Drill to the tenants is left to the discretion of the FIRE SAFETY DIRECTOR.

Daily Inspections
Fire Alarm System 6.3.1.2.(a) Check the principal panel and remote panel for trouble light indication.
Inspection of the AC power light shall be carried out to ensure its normal operation only if main power supply failure is not electrically supervised. Means of Egress 2.2.2.4(1) PROCEDURE: Doors in fire separations shall be inspected to ensure that they remain closed unless the door is equipped with an acceptable hold open device that will permit the door to close automatically in the event of fire. Corridors used by the public and exits shall be maintained free of obstructions Exterior passageways and exterior exit stairs shall be maintained free of snow and ice accumulations.
WEEKLY INSPECTIONS Water Supplies for Fire Fighting 6.6.1.2 Valves controlling water supplies to fire protection systems shall be inspected weekly to ensure that they are wide open and are sealed or locked in that position. Sprinklers and Standpipes 6.5.4.1. Except for electrically supervised valves, all valves controlling water supplies to sprinklers and alarm connections shall be checked weekly to ensure that they are in the open position.
MONTHLY INSPECTIONS
Note: For monthly inspections, use form provided by Fire Department. All annual inspections and tests including servicing, must be completed by a certified technician and records provided to Fire Department upon request.
Fire Pumps 6.6.3.3. The fire pump(s) shall be started and run to full operating speed while recording pressures, oil levels, condition of relief valves, priming water levels and general operating condition. An indication of the satisfactory performance of the controller can be obtained by activating the pump by reducing the water pressure in the controller sensing line. Because of excessive wear on impellers due to cavitation, and on seals and thrust bearings due to the higher operation pressure and increased vibrations, centrifugal fire pumps should not be operated for prolonged periods under shut-off conditions or at low rates of flow. Portable Fire Extinguishers 6.2.4.1. Check portable fire extinguishers for the following: Located in designated place No obstruction to access or visibility Operating instructions on nameplate legible and facing outward Seals and tamper indicators not broken or missing Determine fullness by weighting or hefting Examine for obvious physical damage, corrosion, leakage, or clogged nozzle Pressure gauge reading or indicator in the operable range or position
RECORD KEEPING: Monthly Inspection & Testing Report Serial number of extinguishers requiring maintenance should be recorded on report for qualified contractor. Fill-out extinguisher tag with following information: Date extinguisher was inspected Initials of person performing inspection
Fire Alarm System (notify alarm monitoring company) 6.3.1.2. The following tests shall be conducted and, if a fault is established, appropriate corrective action shall be taken.
Notify the alarm supervisory service, the Fire Department and the tenants that you are testing the system. Notify them all when you have completed testing. Under the emergency power, one manual alarm initiating device shall be operated on a rotation basis and shall initiate an alarm condition. Intended function of all alarm audible signal appliances shall be ensured. The enunciator panel shall be checked to ensure that the tested devices enunciate correctly. Intended function of the audible and visual trouble signals shall be insured Fire alarm batteries shall be checked to ensure that: Terminals are clean and lubricated where necessary Terminal clamps are clean and tight where necessary Electrolyte level and specific gravity, where applicable, are specified by the manufacturer
Inspect hose cabinets to ensure hose position and that equipment is in place and operable.
6.5.3.2.(2) Except when the alarm line discharge is subject to freezing, water flow alarm tests using the alarm test connection located at the sprinkler valve shall be performed monthly on all sprinkler systems. 6.5.3.12 Sprinkler system water flow tests shall be conducted monthly from the main drain valve determine whether or not the normal water supply is available to the system and to indicate the possibility of closed valves or other obstructions in the supply piping. 6.5.4.1.(2) Inspect and confirm valves controlling water supplies to sprinklers are in the open position.
EMERGENCY POWER SYSTEMS Self-contained Emergency Lighting Units 6.8.1.6. (1) Self-contained emergency monthly to ensure that: lighting unit equipment shall be inspected
a) pilot lights are functioning and not obviously damaged or obstructed, b) the terminal connections are clean, free of corrosion and lubricated when necessary, c) the terminal clamps are clean and tight as per manufacturers specifications, and d) the battery surface is kept clean and dry.
(2) Self-contained emergency lighting unit equipment shall be tested monthly to ensure that the emergency lights will function upon failure of the primary power supply. MEANS OF EGRESS 2.2.3.7. Doors in fire separations shall be operated to ensure that they are properly maintained. Doors equipped with a hold open device must release automatically in the event of a fire. TWO MONTH INSPECTIONS Sprinklers 6.5.3.5. Test all transmitters and water flow actuated devices for system connected to electrical supervisory signal service (i.e. fire alarm system or central station monitoring service). Inspect all electrically supervised control valves. SIX-MONTH INSPECTIONS Sprinklers 6.5.3.5. Test gate valve supervisory switches and other sprinkler and fire protection system supervisory devices. YEARLY INSPECTIONS
NOTE: All annual inspections and tests including servicing, must be completed by a certified technician and records provided to Fire Department on request..
Fire Alarm System 6.3.1.2. Every year the following tests shall be conducted and, if a fault is established, appropriate corrective action shall be taken. This testing to be done by qualified personnel. a) Every reasonable effort shall be made to test all components in the system. b) The fire alarm shall be operated under general alarm conditions
c) A minimum of six manual alarm initiating devices, most remote from the stand by power supply, shall be actuated individually with the main power supply disconnected. d) Each manual alarm initiating device on each floor, including sub-grade areas, shall be activated on the main power supply. e) Operation of every audible and visual signal appliance shall be ensured during the testing of the alarm initiating devices. f) Each automatic alarm initiating device shall be tested for its intended function in accordance with manufacturers instructions. g) Each alarm signaling and alarm initiating circuit and Annunciator shall be checked for electrical supervision and trouble indication. h) Correct annunciation shall be ensured for each initiating device tested. i) The fire alarm system control unit shall be visually checked to ensure that the control unit has not been altered. j) The testing of the fire alarm system shall be in conformance with the ULC Standard S536, 1986.
Sprinklers 6.5.3.2.(1) Water flow alarm tests using the inspectors test connection shall be performed annually on all wet pipe sprinkler systems. All Systems: Water flow tests using the main drain shall be conducted to ensure that water supply available has not deteriorated. Drainage facilities shall be tested to ensure that the drains are capable of taking the full flow from the main drain pipe with overflowing. Sprinkler control valves are accessible. Pits containing sprinkler control valves are free of water and protected from freezing. Sprinkler piping and hangers are in good repair. Sprinklers are inspected for damage, corrosion or accumulation of grease, paint or other deposits and are replaced where such conditions would impair the operation of the sprinkler. Spare sprinklers shall be checked to ensure that the stock on hand is not less than: 6 spare sprinklers (up to 300 system sprinklers) 12 spare sprinklers (between 301 - 1000 system sprinklers) 24 spare sprinklers (greater than 1000 system sprinklers) Spare sprinklers shall correspond to the types of temperature ratings of the sprinklers in use. A sprinkler wrench shall be kept where the spare sprinklers are stored.
FIRE PUMP Contractors test procedure which shall include the pump being tested at full rated capacity to ensure that it is capable of delivering the rated flow.
SELF-CONTAINED EMERGENCY LIGHTING UNITS 6.8.1.6(1) Self-contained emergency lighting unit equipment shall be tested to ensure that the unit will provide emergency lighting for a duration equal to the design criterion under simulated power failure conditions. Minimum operating time of 30 minutes. After completion of the test, the charging conditions for voltage and current and the recovery period shall be tested to ensure that the charging system is functioning in accordance with the manufacturers specifications. PORTABLE FIRE EXTINGUISHERS 6.2.4.1. Thoroughly inspect portable fire extinguishers to ensure that the extinguisher external components are operational, intact, and without evidence of corrosion. The extinguisher must be inspected by qualified personnel and certified by signing and dating the tag. The extinguisher must be weighed and a percussion test performed to loosen power (in the case of dry chemical extinguishers). FIRE DAMPERS AND STOP FLAPS Ensure that fire dampers and fire flaps are in place and are not obviously damaged or obstructed.
COMMERCIAL KITCHEN HOOD SYSTEMS DAILY AND INSPECTION Prior to use, ensure that all visual components of extinguishing system in place and pressure gages read normal. Check all indicator lights and or switches to insure in on position. Inspect all grease traps and vapor filters are clean and in place. Upon completion of each work day inspect and clean all grease traps and vapor filters of hood system as per manufactures guide. COMMERCIAL KITCHEN HOOD SYSTEMS
YEARLY At lease once a year or as required, the complete hood system, including the built in extinguishing system, must be inspected tested and serviced according to NFPA 96. Annual inspection, test and service must be completed by a certified technician. A copy of the inspection, test and maintenance report shall be forwarded to the Fire Department for verification.
50 YEAR INSPECTIONS Sample sprinklers from sprinkler systems which have been in service more than 50 years shall be sent to a recognized testing laboratory for testing, and this procedure shall be repeated every 10 years thereafter.
