Political Commitment Needed Pakistan Trade Corridor in Limbo


All the great empires in the world had one thing in common: Trade

The chief business of the American people is business said President Calvin Coolidge. This simple statement appears to have been the cornerstone of the America way of thinking. Most developed countries have also followed this principle to the point that their defense forces were also used mainly to enhance their economic potential or protect their economic interests.

Providing a trade route to achieve shorter access to a neighboring market or supply source is a well practiced idea all over the world and earns handsome economic dividends for the countries concerned. Envisioning The National Trade Corridor In 2006 a plan to create a National Trade Corridor (NTC) in Pakistan from the North to the ports on the Arabian Sea was planned. This would provide a straight trade route from the main ports of Pakistan to China, Afghanistan through to the CIS countries. In the North, this corridor would connect to Afghanistan, China, Central Asian States and India to the south. Pakistans Strategic Location The geographical location which Pakistan enjoys can bring favorable results in both internal and external trade. neighbors. Pakistan planned to become the trade hub of South Asia and started to put in place the trade logistics and infrastructure for developing into a trade corridor. For improving inland operations and for increasing external trade and connectivity to the regional markets, continuous efforts were required to bring about improvements in all the segments of transportation and infrastructure in terms of road networks, ,modern long haulage trucking system and a balanced trade facilitation regime. It was the need of time for Pakistan to tap this potential since China's western provinces were consistently going on with their economic up life plans while the emerging developmental projects in land locked Central Asian States was creating bright opportunities for imports and exports through Pakistan. NTC: The Reality Government of Pakistan started to develop the North South corridor by initiating National Trade Corridor Improvement Programme (NTICIP) back in 2006-07 with the objective to modernize the trade and logistics of the country and to make Pakistan a hub of regional economic activities. The strategic thrust was to gain competitive advantage in the fast globalizing world and to enhance efficiencies through provision of world class infrastructure, efficient logistic chain and smooth interface between public & private sectors.

Task forces were established headed by the respective bureaucrats on Ports & S h i p p i n g , Tr u c k M o d e r n i z a t i o n , Highways Modernization, Railways and aviation with a system of periodic reviews and monitoring at the Planning Commission consistently for at least two years of its inception. However, not much was achieved or reported except, improvement in Port & Shipping and Highway infrastructure. NHA increased its road networks, flyovers, bridges, interchanges as was envisaged in spite of damage caused by floods.

In the transport sector, Roads and Railways are the two main pillars of Pakistan transportation system. The sector has direct and indirect, diversified backward and forward linkages with all other important sectors of the economy influencing economic and social development. An efficient rail network is a key for efficient trade and passenger movement in any country but the role of Pakistan Railway as a freight carrier has been on a low and to date needs . As reported in Economic Survey of Pakistan 2011-12 the passenger traffic was reduced to only 25 million numbers against 64.9 million numbers during 2010-11 and 74.9 million number during 2009-10. Freight carried by Pakistan Railways amounted to Rs 0.9 million ton during 2012 (JulyFebruary) against 2.6 million in 2010-11 and 5.8 million ton during 2009-10. In these circumstances the only solution for improvement and sustenance is through private sector intervention. With the state of affairs, planners could look forward to the road freight sector to play a crucial role to connect the North and South. Providing connectivity to Central Asian States like Kazakhstan and Kyrgyzstan and China through Gawader Port is vital and in our own interest to enhance countries exports in these regional states where a large potential exists. The pre requisite for which are Modern, long haulage trucks and trailers c o m p l y i n g t o international standards to ply on the regional routes of the North South Corridor if Pakistan has to take advantage of its geopolitical position. U n f o r t u n a t e ly formulation of Truck and trailer standards which was once initiated under the Trucking Policy has not progressed. It is hoped that GoP/ PQSCA could take concrete steps to revitalize this issue of implementing standards which will go a long way for having Quality Vehicles plying along the trade corridor and regional routes.

The road freight sector is presently taking care of 96% of the land freight movement on a current road network of about 26000 KMs with 11 million vehicles playing on them.

Trucking fleet in Pakistan comprises of small/ single ownerships, which are generally cash strapped and are operating at very low margins within an environment of intense competition. Moreover the present truck fleet is not efficient in terms of fuel consumption and operations. The overloaded trucks are a source of cost externalities causing road damages, pollution and accidents. NTC & The National Trucking Policy With a national consensus to modernize the road freight sector, The National Trucking Policy was formulated and approved in 2007 and trucking sector was declared as an Industry in January 2008.

An efficient transport system would positively contribute towards lowering- production/ operating costs resulting in integration of other economic factors and improving competitiveness of the products both locally as well as in the international markets.

Political commitment is needed to turn around the r a i lw ay s a n d Pa k i s t a n i politician must look for a Lalu Prasad among themselves! The Trade Corridor would not only generate economic activity but would be a source of income generation for the exchequer in the form of road user charges, custom fees, road cess and toll charges.

A revamped Motor Vehicle examination system is required to be put into place for regular fitness testing alongside introducing financing schemes for buying new trucks to replace old obsolete fleet. ? Building and investing in the projects of international standards where truck parking facilities are available with well established resting areas.

The Way Forward


The challenges and the opportunities arising out of expanding trade regions across the National Trade Corridor needs to be highlighted as any missed opportunity can be explored and picked by the neighboring trade partners and other international operators. ? There is a need to activate the NTC task force and have more members from the related private sectors and donor Agencies to support the NTCIP initiatives for having commercially sustainable infrastructure as well as internal and external trade operating systems ? In the present scenario when the railway is not performing, high focus should be on the Road freight sector with improved service delivery systems and efficiencies along the trade corridor.

With the implementation of this policy Pakistan can achieved a modern trucking and logistic base, alongside curtailing the fuel import bill by 25% and road maintenance cost by about a billion dollars a year.

Caterpillar Unveils First Hybrid Excavator


he Cat 336E H uses a new hydraulic hybrid technology developed by Caterpillar. A hybrid is independent of any particular technologyit doesn't have to be electric, said Ken Gray, global product manager for large hydraulic excavators for Caterpillar's Excavation Division. There are many ways to store and reuse energy, including our patented hydraulic hybrid system featured on the Cat 336E H. Caterpillar has developed, built, and tested electric hybrid excavators, butuntil nowwe had not found a hybrid approach that would actually lower our customers' owning and operating costs, Gray said. Large excavators operate in highproduction applications in which fuel is a very significant operating cost for our customers. So, the 336E H, the hybrid version of our workhorse 336E, is ideal for introducing our new hydraulic hybrid technology, with its more than 300 filed patents. The 336E H meets stringent Tier 4 Interim/Stage IIIB emission standards. It is extraordinarily quiet, too. So it's a socially responsible machine for our customers to own, and they will sacrifice nothing in terms of performance, power, force, speed or production. Once more, the owning and operating costs for the 336E H are actually lower than the standard machine. That's the value customers expect from Cat excavators. Technology: Caterpillar has an extraordinary team of people working on hybrid technology solutions for the next generation of Cat hydraulic excavators, added Gray. They are from every corner of the world, are among the very best and brightest minds, and they are listening very closely to our customers. It's exciting for me to see their enthusiasm for this project and the quality product they have developed in the 336E H, and we're just getting started. Since the introduction of the 300 Series in 1994, the family of excavators has become the industry standard in a large variety of general, quarry and heavy construction applications. Caterpillar introduced the standard 336E in 2010 as a direct replacement for the 336D. The 336E was introduced primarily to meet Tier 4 Interim/Stage IIIB emissions standards, and like any new Cat machine, the 336E includes several enhancements over its predecessor, including more horsepower with greater fuel efficiency, more lift capability, higher digging force and automatic after treatment regeneration. The 336E H has all of the same powerful advantages of the 336E with the biggest difference between the two models being even greater fuel efficiency. To achieve added fuel savings, the design of the 336E H uses three building block technologies that: 1) Conserve fuel with engine power management via the Cat Electronic Standardized Programmable (ESP) pump, which smoothly transitions between the hydraulic hybrid power sources, engine and accumulator. 2) Optimize performance using restriction management via the patented Cat Adaptive Control System (ACS) valve, which intelligently manages restrictions and flows to seamlessly control machine motion with no loss of power, and to ensure operators experience no difference in control, hydraulic power 9 Pakistan Construction & Quarry November 2012

or lift capability. 3) Reuse energy via the hydraulic hybrid swing system, which captures the excavator's upper structure swing brake energy in accumulators, and then releases the energy during swing acceleration. Fuel Savings The 336E H delivers industry-leading productivity with up to 50 percent greater fuel efficiency, which is measured in tons per liter, over the 336D. Customers can expect the 336E H to use up to 25 percent less fuel compared to a standard 336E, and up to 33 percent less fuel than the 330/336D. All three of the technology building blocks, Conserve, Optimize and Reuse, are integrated together to maximize fuel savings in a variety of applications. Even in low-intensity swing applications, customers will still experience significant fuel savings because of the Conserve and Optimize technologies. (Additional factors, such as operator skill and job site conditions, also affect fuel savings.) Durable and Reliable: Caterpillar designed the 336E H to deliver the same durability and reliability customers expect of all Cat machines, including large excavators like the standard 336E. The design of the 336E H uses Cat hydraulic components with a long track record of proven durability and reliability for maximum uptime and productivity. Also like a standard machine, 336E H components can be replaced or rebuilt to maximize the hybrid's service life. Validation: Customers have been using field follow machines, which are first production machines built for customer acceptance testing, to validate fuel burn, controllability, reliability and performance of the 336E H. In a formal production study completed in August 2012, results were impressive, including greater fuel efficiency, and lower cab and spectator noise levels than the 336E and 336D. Additionally, the ACS valve, which intelligently manages restrictions and flows to seamlessly control machine motion, has been in the field since 2008 with superior performance and reliability. The ACS and hybrid system have also proven to work well together to maximize performance and controllability of work tools, including hammers, shears and grapples.

Pakistan's Coal Reserves & Energy Potential: The Untold Story


Coal deposits in the country are up to 185 billion tons. The largest deposits are in Thar desert, which is about 850 trillion cubic feet spanning over 10,000 square kilometers, surprisingly more than the oil reserves in Saudi Arabia having a collective quantity of approximately 375 billion barrels.
According to the World Energy Statistics 2011, published by the International Energy Agency (IEA), Pakistan's per capita electricity consumption is one-sixth of the world average. World average per capita electricity consumption is 2,730 kilowatt hours (kwh) compared to Pakistan's per capita electricity consumption of 451 kwh. feet is spanning over 10,000 square kilometers, surprisingly more than the oil reserves in Saudi Arabia having a collective quantity of approximately 375 billion barrels. At present, 40.6% of world's electricity is being generated from coal and it is the single largest contributor to world electricity generation. By looking at the electricity generation mix of the countries that are blessed with coal, it is evident that coal is the largest contributor. Countries like Poland, South Africa, China, India, Australia, Czech Republic, Kazakhstan, Germany, USA, UK, Turkey, Ukraine and Japan are generating 96%, 88%, 78%, 78%, 77%, 72%, 69.9%, 52.5%, 52%, 37%, 31.3%, 27.5% and 22.9% of electricity from coal respectively. In comparison, Pakistan generates only 2.27% of electricity through coal. However, coal reserves of only Thar can generate 20,000 MW of electricity for the next 40 years without load shedding and at a rate Rs 4 less than the current cost of electricity production. The government has given the task to experts to enhance energy efficiency by focusing on coal and ensure large scale power generation through this resource. How coal produces electricity Technically, producing electricity through coal is a simple process. In most coal-fired plants, chunks of coal are crushed into fine powder and are fed into a combustion unit where they are burnt at a very high temperature. Following this, the burning coal is used to generate steam that is used to spin one or more turbines to generate electricity. However, during the process, sulfur dioxide and nitrous oxides are produced as well, which cause an increase in smog, ozone depletion and acid rain. Nitrous oxide is also a very powerful greenhouse gas. Even before power is produced, the transportation of coal also poses health risks due to coal dust and emissions from vehicles. Lastly, heavy metals from coal mine waste can seep into groundwater and rivers. Despite the negative aspect, the significance of coal is not easy to ignore. Recently, work on a 50 MW Underground Coal Gasification (UGC) project has started, which is expected to cost Rs8.898 billion with foreign exchange component of Rs5.847 billion. It has been approved by the Executive Committee of National Economic Council (Ecnec). According to the Pakistan Energy Year Book 2011, the country's installed power generation capacity is 22,477 megawatts and demand is approximately the same. The country needs to redesign the electricity portfolio and substitute oil and gas with an abundantly available indigenous fuel source. It must develop indigenous energy resources to meet future electricity needs and can overcome energy crisis by utilizing untapped coal reserves. Fortunately, Pakistan has a very inexpensive source to get energy through coal. Coal is economically viable and a long-term solution to balance the demand and supply chain of electricity in the country, which has the fifth largest coal deposits in the world. coal power projects as the country initially requires $1.2 billion to build power generation infrastructure in Thar. Japan is keen to finance transmission lines from the Thar coalfield to the national grid and Chinese companies have expressed interest in developing coal-based power plants in Thar and Badin.

NEWS 'Tight gas' from Kirthar block: Polish firm, SSGC sign GSPA
30 Million Cubic Feet (MMCFD) of 'tight gas' added
Polish oil and gas production firm and Sui Southern Gas Company Limited (SSGC) signed Gas Sales Purchase Agreement (GSPA), adding 30 Million Cubic Feet (MMCFD) of 'tight gas' from Kirthar block in Sindh in SSGC's system. After the signing ceremony, Dr Asim Hussain, the Prime Minister's adviser on Petroleum and Natural Resources, said that this is the first-ever 'tight gas' GSPA in Pakistan. The agreement was signed by Pakistan Petroleum Limited (PPL), Sui Southern Gas Company Limited (SSGCL) and Polskie Gornictwo Naftowe i Gazownictwo (PGNIG). The Kirthar block is jointly owned by the Polish firm and Pakistan Petroleum Limited

(PPL). Officials said that the price of 'tight gas' would be $6 per mmbtu, which would be much higher than the current gas price. Hussain said that 'tight gas' production would start in May 2013 and SSGC would lay a 52-kilometre-long pipeline at an estimated cost of Rs 325 million, carrying gas from the Suleman Range to the Nooriabad industrial estate. Production from two wells would produce 15 million cubic feet gas per day (mmcfd) each. The Polish firm and PPL would further provide gas to the Sui Southern Gas Company limited and supply it to industries in the Nooriabad industrial estate in Sindh. Hussain said that polish firm had invested $40 million to explore tight gas from Kirthar block in Dadu district while $20 million

would be further invested. The agreement was a significant step in the implementation of Pakistan's Tight Gas Policy announced in 2011 for providing economically viable sources of energy. He stressed that the government had introduced incentives and investor-friendly policies for boosting investment in the Oil and Gas sector for substantially bridging the demand and supply gap of natural gas. Waldemar Woiciech Bak, Managing Director of PGNiG Pakistan thanked MD PPL for the support PPL has extended as a joint venture partner throughout this period to bring the project to its current status.

MC Administrator Muhammad Hussain Syed said that ongoing construction work of Shahrah-e-Quaideen would be completed by December. The repairing work of the drain walls in the middle of Shahrah-e-Quaideen and RCC covering work would also be done to improve the flow of traffic on this corridor; he said this while inspecting construction work of Shahrah-e-Quaideen. In a briefing, he was informed that all work including carpeting from Khudadad Colony to Noorani Chowrangi had been completed. Lyari Expressway to Be Completed in 2013


urrently the project requires Rs 3.2 billion for completion by 2013, officials maintained. The project was designed to provide higher service level for local and national transport, besides improving transport and commute service to the central business/industrial area and the national port. Approximately 16 million vehicles per annum are expected to utilize the facility. The project was initiated in May 2002 with a PC-1 of Rs 6 billion and was expected to be completed by November 2004. However the project cost was revised several times and now it is expected to be completed by December 2013 at a cost of over Rs 12 billion. The contract for the Lyari Expressway Project was awarded to M/s Frontier Works Organization (FWO). The supervision of this contract was awarded to the consultant M/s EA Consultants (Pvt) Ltd. According to officials Southbound of the project was completed (16km) and inaugurated in February 2008. The Northbound section between Sir Shah Suleman Road and the Sohrab Goth Interchange (6.5km) of the project was completed and opened for traffic in July 2009. The project starts from the Sohrab Goth Bridge and ends at the Mauripur Road Bridge with a total length of 38.417 kilometers, in addition to a 25-km-long service road. The project also includes four interchanges and eight overpasses.

50 Mega Watt Wind Energy Farm has been completed in a record time by FFC Energy Limited (FFCEL) FFC CSR has initiated a community uplift and support program at Jhimpir, focusing on villages surrounding FFC Wind Energy Farm. The US$100,000/- program equivalent to Rs.9.4 million for 2012 has been launched in partnership with NORDEX, the Wind Turbine manufacturer. FFC will focus on the up gradation and rehabilitation of health facilities at Jhimpir Town BHU, educational infrastructure, provision of clean and safe drinking water, uplift program for native farming community and improvement in road tracks in the surrounding villages. FFC will be constructing a gynecology ward for Jhimpir Town BHU, the sole health facility accommodating 37,000 residents from surrounding communities. The up gradation will also include provision of water supply and storage facility, installation of electric water cooler for patients along with construction of washrooms at the BHU. The rehabilitation will include infrastructure improvement including civil work, installation of water supply (hand pumps), and construction of children s playing area, provision of furniture for teachers and students and renovation of washrooms. Community Mosque at Goth Suleman Palari will also undergo up gradation with necessary civil works and electrical amenities. At Goth Umer Chang, FFC will be upgrading transportation network with the rehabilitation of existing 2km road track. To assist farming communities in the proximity of FFCEL s wind energy farm, FFC will be distributing 400 Sona Urea Bags among 60 families to assist them in poverty alleviation and overhaul the existing farming practices prevailing in the area.

Lahore Metro Bus Project Heading For On Time Completion
Metro Bus is a unique project of public welfare, which has taken the form of a mission unjab Chief Minister Muhammad Shahbaz Sharif has directed that the construction work of Metro Bus Project should be completed within the stipulated period as no compromise will be made o n t h e t i m e l i n e g ive n t o t h e contractors. Addressing the meeting, the Chief Minister said metro bus is a unique project of public welfare, which has taken the form of a mission. He said work on the project s h o u l d b e a c c e l e ra te d w i t h a missionary spirit. He disclosed that 11 parks and ride stations will be set up on the route of metro bus service. Issuing instructions to provide complete security at parks and ride stations, he said every moment is precious and all out resources should be utilized for the early completion of the project. No delay will be tolerated in the completion of the project. There is also a need to expedite work on the

construction of special depot for metro buses. Metro bus is a splendid project and a milestone in the transport history. The Chief Minister directed the P&D Chairman that case study of the project should be conducted and a comprehensive report be prepared from the launching of the project till its completion after reviewing all affairs. He met the contractors working on various sections of Metro Bus Project and issued instructions to them to further accelerate the pace of work as the timeline will not be extended. The PHA DG gave a briefing to the Chief Minister on horticulture on the route of the project . He said beautiful horticulture and landscaping be made on the route. He further stated that stations should be beautified and a detailed briefing should be given to him after completing the project within seven days. He directed PHA DG to consider outsourcing the sites of horticulture and landscaping.

This was stated by General Manager Operations Pakistan Railways Junaid Qureshi while speaking at the Lahore Chamber of Commerce and Industry (LCCI). He added that the Pak Railways is ready to provide track facility to private sector if it wants to run own locomotives. About trade with India, he said that the Pak railways is willing to enhance free day demurrage period from existing 24 hours to 48 hours. He said that the railway is fast heading towards revival as a number of steps are being taken to turn it into a profitable institution. He said that the Railways earned Rs 650 million more than what it earned last year. He said that Pakistan Railways has been left with a fleet of around 100 locomotives to run its entire operation, including 200 train and freight services. The LCCI former Vice President Aftab Ahmad Vohra and Executive Committee Member Amjad Chaudhry said that the railway authorities are providing facilities to Prem Nagar Dry port and need to focus on Lahore Dry Port as well, which is under its own possession and control.

Lowari Top Tunnel Widening, Rs 18 Billion Budget


he federal government has approved the widening of the road inside the Lowari Tunnel by 7.3 meters. The work on tunnel expansion was initiated from October 9 this year, officials of the National Highway Authority (NHA) told Federal Minister for Communications Dr Arbab Alamgir Khan Khalil. The briefing, which was held at the NHA headquarters, was attended, among others, by Khyber Pakhtunkhwa Minister for Population Welfare Saleem Khan, Federal Secretary Communications Anwaar Ahmad Khan, Chairman of the NHA Mohammad Javed Iqbal Awan, Member, Construction, Yusuf Ali Khan and a representative of the Korean construction Company, Sambo. Participants of the meeting were informed that the project would be completed at a cost of Rs 18.13 billion. According to the NHA 18 Pakistan Construction & Quarry November 2012

officials, till now, Rs 7.28 billion had already been spent on the project. Highlighting the project's importance, the Federal Minister said that the Ministry of Communications was utilizing all available resources for the project's completion. He said that for this purpose, NHA had engaged a world reputed Korean company called Sambo while consultants had been hired from Austria and Spain. He said that after the completion of the project, Lowari Tunnel would allow easy access to the Central Asian Republics, besides establishing land routes with other neighboring countries. According to him, the project would help promote trade, industry and tourism, besides ushering in economic stability in the region. The provincial Minister for Population Welfare, who represents Chitral district in the provincial assembly, declared Lowari Tunnel a lifeline for the people of Chitral and Malakand division.

Multan Dry Port Connects To Railway Line


akistan Railways (PR) and Multan Dry Port Trust (MDPT) have signed an agreement to connect the dry port with railway track and construction of a new railway station to facilitate the importers and exporters. The agreement was signed by Project Manager of Dry Port Dildar Hussain Shah, Traffic Manager Abdul Razzaq Shah and Chairman of the Port Syed Muhammad Ahsan Shah. Dryport committee's convener Syed Muhammad Aasim Shah and General Manager Dry Port Trust Maj Javed Musarrat (retd) were also present there. Under this agreement, the project would be completed with an estimated cost of Rs3, 850 million under a master plan. The railway station would be equipped with automatic modern system and it would be completed in a year. The body of Multan Dry Port Trust expressed their reservations and fears keeping in view the financial position of Pakistan Railways.

Turkmenistan Pushes TAPI Gas Pipeline


The 1,700-kilometre (1,050-mile) pipeline aims to transport more than 30 billion cubic meters of gas annually from Turkmenistan to consumers in Pakistan and India and relieve shortages in Afghanistan. urkmenistan is pushing ahead with plans to build a hugely ambitious pipeline to transport its gas through Afghanistan to India and Pakistan. Turkmen officials speaking at Oil and Gas Conference in Ashgabat took every opportunity to talk up the pipeline while showing less interest in a similar project that would transport gas across the Caspian Sea to the EU. The TAPI (Turkmenistan-Afghanistan-Pakistan-India) natural gas pipeline, which is backed by the Asian Development Bank (ADB), is regarded as a wildly ambitious pipedream by some analysts. Turkmenistan in May inked sale-purchase agreements with India and Pakistan for the yet-to-be-built pipeline in a move hailed by the United States as a boost for regional integration. The road ahead is long for this project, but the benefits could be significant and are certainly worthy of the diligence demonstrated by these four countries so far. The project would diversify Turkmenistan's energy market options, provide revenue and jobs for Afghanistan and bring clean fuel to the growing economies of Pakistan and India. According to British auditors Gaffney, Cline and Associates, Turkmenistan has the second largest gas reserves in the world.
