No 115/2003 To All concerned Sub: Delegation of powers to authorities Subordinate to the General Manager in Establishment matters (SOPEST-2003) A Schedule of powers (SOPEST-2003) in respect of both Gazetted and non Gazetted establishments as approved by the General Manager is forwarded for information and guidance. This shall be effective from 1 st September 2003. For any items not covered by this Schedule, the extant orders will apply. 2. Subject to the observance of (i) the delegation contained in this Schedule and (ii) canons of financial propriety and also subject to the provisions of the existing code Rules and Regulations and other orders issued from time to time, the officers at various levels have powers to accord sanction or to issue orders in exercise of their authority as specified in the present schedule. 3. No officer is empowered- except in any emergency to suspend the exercise of, or to withdraw the powers delegated in this Schedule, if any curtailment of the powers delegated to any official is considered necessary, a reference should be made to the Chief Personnel Officer, who will obtain General Managers orders. 4. To enable the Financial Adviser & Chief accounts Officer/ Divisional Finance Manager/ Deputy Financial Adviser & Chief Accounts Officer/ Senior Assistant Finance Advisers to exercise a check over financial sanctions, they should be furnished by each sanctioning authority with a copy of each sanction, in duplicate, immediately after issue. 5. It is emphasized that the powers delegated to officials of various grades can be exercised only by those officials in respect of officers/ staff under their administrative control. The powers cannot be exercised by any other official for or on their behalf. 6. In respect of the items other than those mentioned in the enclosed schedules, GM will exercise full powers except for those mentioned in the Negative list issued by the Railway Board from time to time. 7. As far as delegation of powers under the Railway Servants (D&A) Rules, 1968 as amended from time to time, is concerned, such powers shall be those as have been laid down in the Schedules concerned and published under the said rules. 8. Correction slips embodying amendments to the specific items of the schedules will be issued as and when necessary serially numbered. Delegations reproduced from Codes and extant orders shall deemed to have been modified by the amendments to such Code Rules and extant orders from the dates the amendments take effect pending issue of necessary correction slips. 9. Suggestions, if any, to modify this delegation may be submitted to CPO. Similarly, if conflicting situation is noticed in any of the items mentioned herein with the provisions of code/manual, the same should be reported to CPO. An effort has been made in framing this Schedule of powers to empower the officers so that they can function effectively and take speedy decisions to make SECR A Railway with a Difference . I am sure that this enhanced delegation of powers to the officers will greatly help in streamlining the functioning of this organization and that the officers will exercise these powers with due vigil and sense of responsibility and thus reinforce the trust reposed in them.
