The Technical and Standard Specifications shall be the Ethiopian Roads Authority Standard Technical Specifications (2002). These Standard Specifications are subject to the variations and additions set out in Section - 7 of this Bid Document Special Provisions. SPECIAL PROVISION
TO THE STANDARD TECHNICAL SPECIFICATION 2002

Preamble These Special Provisions shall be regarded as additions, amendments and modifications to the Ethiopian Roads Authority Standard Technical Specification-2002. Divisions and Clauses in Special Provisions carry the number of the Division and Clauses in the Standard Technical Specification 2002, which they amend. The Special Provisions prevail over the Standard Specifications. Bidders should particularly note that Division 1700: Overhaul of the Standard Specifications does not apply to this project and that any reference to free haul and overhaul elsewhere in the Standard Technical Specification should be considered null and void.

SERIES 1000: GENERAL

DIVISION 1102: TERMS AND DEFINITION Add the following to Division 1102: Drawings: The drawing which the location, character and dimensions of the prescribed work, including layouts, profiles, cross-sections and other details Materials: Any substance specified for the use in the construction of the project and its appurtenances. Standard Drawings: Drawings approved for repetitive use, showing details to be used where appropriate. Superstructure: All parts of structures above and including the bearing of simple and continuous spans, skewbacks of arches, decks slab bridges, etc Surface (Wearing) Course: One or more layer a pavement structure designed to accommodate traffic loads, resisting skidding and traffic abrasion Utility Lines: All infrastructures like Telephone, Power, water and sewer systems, etc; laid for public services Add the following under sentence under Road Reserve: The limit of the road reserve shall be shown on the plans and generally includes the planmetric limits of the earthwork plus three meters on either side of the road. DIVISION 1200: GENERAL REQUIREMENTS AND PROVISIONS 1201 Scope Add the following: Matters covered by the General Conditions of Contracts are not repeated in this division, except where necessary in order to provide more detail information. Description of the Works The Works to be carried out under this contract comprises the Periodic Maintenance of Tepi - Gore Road Periodic Maintenance Project Contract 1; Tepi-Km 72 with a total length of 72 km. Major items of work in the Contract include but are not limited to the following: Provision and maintenance of site laboratory and accommodation, office, transport, equipment as per Bills of Quantities; Site clearance and setting out; Earthworks for excavation Earthworks for embankments and sub-grade Widening of carriageways Construction of granular sub-base Demolishing and/or extension or rehabilitation of existing culverts, headwalls and aprons, and construction of additional new culverts; Repair or rehabilitation of bridges; Provision and erection of road furniture; Accommodation of traffic passing throughout the construction period; Ancillary operations to xcomplete the execution of the Works; and Taking care of the Works prior to the issue of a Taking-Over Certificate and rectification of defects during the Defects Liability Period of 120 calendar days. The Contractor shall maintain the site in a clear and orderly manner, and clear up all debris and reinstate the site, as closely as possible to the original condition, to be Engineers approval.

The Contractor shall provide, maintain and staff his own site material laboratory at his own expense throughout the Contract, to the satisfaction of the Engineer. The Contractor will not be allowed to commence permanent work until the Contractors laboratory and staffs have been approved and the laboratory building completed and furnished with all equipment to the Engineers satisfaction. The cost of all supervision and process control, including testing, so carried out by the Contractor, shall be deemed to be included in the rate tendered for the relevant items of work except that the cost of certain tests and the provision of certain items of testing and sampling equipment will be paid for separately as provided for in those sections of the specifications where this applies. The Contractors attention is drawn to the provisions of the various Divisions of the Specifications regarding the minimum frequency of testing that will be required to undertake process control. The Contractor shall at his own discretion increase this frequency where to ensure adequate control. The Contractor shall submit to the Engineer the results of all relevant tests, measurements and levels indicating compliance with the Specifications on completion of every part of the work and submission thereof to the Engineer for examinations. The Contractor shall supply the Engineer with certificates of compliance obtained from the supplier for cement, bitumen, steel reinforcement and gabion boxes. Should the Contractor wish to change supplier, certificates from the new supplier must be approved by the Engineer. (a) Contractors Quality Control System and Manual The Contractor shall appoint a Quality Control Manager as a senior member of his staff who shall be responsible for ensuring that the quality control procedures set out in the Project Quality Control Plan, are adhered to. The Quality Control Manager shall have independent control of all quality control activities and shall be an experienced professional reporting directly to the Contractors Representative. The Contractor shall employ only competent quality control technical staff to carry out testing and other quality control procedures. The Project Quality Control Plan shall be developed by the Contractor in consultation with and entirely to the satisfaction of the Engineer. Notwithstanding his approval of the Project Quality Control Plan the full provisions of Sub-Clause 36.1 of the Conditions of Contract shall remain in force and the Engineer shall have the right to amend any part of the Project Quality Control Plan as and when he deems necessary to ensure that the quality of the Works is maintained in compliance with this Specification. The Contractor shall submit to the Engineer within 28 days of the commencement of works a proposed Project Quality Control Plan. The final Project Quality Control Plan shall be produced by the Contractor and in its final form shall comprise a bound manual that defines in separate sections the procedures for the quality control of materials, equipment and workmanship. The Contractor shall supply the Engineer with five signed copies of the agreed document in its final form (two for ERA and three for the Engineer). The Contractors Proposed Project Quality Control Plan shall demonstrate his ability to control the quality of the Works and shall include but not be limited to: General quality control procedures; Complete documentation to ensure that all materials that are to be brought to Site comply with the requirements of this Specification and that such compliance shall be maintained throughout the currency of the contract;

a complete schedule of sampling and testing procedures including test type, frequency, timing, reporting and signing-off procedures and confirming that the frequencies are as per the specification; Acceptance criteria for payment purposes and procedures in the event of substandard or late test results; Procedures for the checking, testing and approval of Temporary Works; Testing, acceptance and monitoring of Contractors methods and equipment; Procedures for assurance of acceptable continuity in methodology and workmanship quality correlated with levels of supervision including numbers and type of Contractors supervisory staff; Standard report forms for timely submission to the Engineer; Reporting procedures; Procedures for rectifying deficiencies identified; Standard Formats proposed for use in the system with a description of how they are to be used during the project; Software proposed for use in maintaining system records and reporting. Where the Contractor proposes software for use in the system copies must be provided for the free use of both ERA and the Engineer; and The methods of reporting and any standard formats proposed must be compatible with the inputs required by ERAs record system. The QC Manual must be in conformance with the requirements of the Standard Specification and these Special Provisions.

The schedule of testing in the Project Quality Control Plan shall take cognizance of the key stages of construction so that tests are timely, informative, relevant and do not cause unnecessary delay. The purpose of the Project Quality Control Plan is for the Contractor to provide records that demonstrate to the Engineer, in the fullness of time, that all the requirements of this Specification have been met. In preparing the Project Quality Control Plan, the Contractor shall take into consideration that: a) No operation shall be carried out without full and complete written notice having been given to the Engineer by the Contractor sufficiently in advance of the time of the operation to enable the Engineer to make such arrangements as he may deem necessary for its inspection, Testing and checking. b) The Contractor shall give the Engineer not less than 24 hours notice in writing of his intention to set out or give levels for any part of the Works in order that arrangements may be made for checking and testing. No specific pay items are provided as compensation for the above obligations, including the provision of all samples delivered to the Engineer, for which compensation shall be included in the contract rates of the Contractor for the various items of work to which these obligations apply. 1204 Setting-out of Work and Protection of Survey Monuments Delete the 2nd paragraph and replace with: The Contractor shall check for the existence of original marks (control points and benchmarks), lines and levels of reference not less than one month prior to commencing works in any section, to allow sufficient time for reinstatement of markings, and checking of lines and levels. Any discrepancies encountered shall be reported at once to the Engineers Representative, for instruction and coordination. The Contractor shall be deemed to have allowed in his tender price for checking and reinstatement of all markings.

Add the following: Detailed Setting-out In addition to the above setting out, the Contractor shall set out the line and level of the Works at intervals of not more than 20m or such lesser intervals as are required to construct the Works to the tolerances specified in this Specification. Reference pegs and batter rails, clearly and indelibly marked with all relevant information, shall be provided clear of the road and perpendicular to it such that the centreline, batter of cut and fill slopes and pavement layer levels can be directly established at any time. These shall be maintained by the Contractor for as long as they are needed to check and monitor the Works. Timber reference pegs shall be 50 x 50 x 600 mm long, driven 400 mm firmly into the ground. The part above ground shall be painted white. The offset from the centreline shall be indicated by a 25 mm long nail with its head driven flush with the top of the peg. Chainage and offset distance shall be clearly and indelibly indicated on the sides of the peg to the satisfaction of the Engineer. After completion of the site clearance and setting-out, the Contractor shall take a longitudinal section and cross-sections of the cleared ground level at intervals of 20m along the proposed road centreline over the full road reserve width. Similarly the Contractor shall take a longitudinal section and crosssections along the centrelines of all existing and proposed culverts and structures. Cross-sections shall be plotted to a natural scale of 1:200 utilising a suitable computer program and plotter. Longitudinal sections shall also be plotted to a scale of 1:2,000 horizontal and 1:200 vertical. Both the cross section and long section shall be submitted in hard and soft copy to the Engineer for examination and agreement. The Contractor shall make any amendments as necessary after the long and cross-sections have been agreed. The Engineer shall issue final road, culvert and structure levels not more than 28 days after receiving the amended agreed cross-sections from the Contractor. Those cross-sections shall be submitted for a minimum length of road of 5 km at any one time. The usual length of road for submission of crosssections shall be 10 km. If the Contractor submits cross-sections for more than 10 km of road within any 28 day period then the initial 28 day period for issuance of final levels by the Engineer shall be extended by 28 days for each additional 10km or part thereof. The final road, culvert or structure levels instructed by the Engineer may be different from those levels shown on the Drawings. The Contractor shall be deemed to have taken the requirements of this Clause into consideration for the submission of his tender and preparation of his program pursuant to Sub-Clause 14.1 or any subsequent program. On receipt of the final road, culvert and structure levels, the Contractor shall enter the revised data in the program and the revised cross-sections shall be plotted. An original plot and one copy of those cross-sections shall be provided free of charge by the Contractor to the Engineer. Formation level is defined as the level of the interface between the top of subgrade layers and the bottom of the pavement layers and shoulders. Before the finishing of the formation layer and prior to the construction of pavement layers, the Contractor shall establish steel pins at a constant offset to the edges of the carriageway shoulders. The steel pins shall be clearly and indelibly marked with all the relevant information necessary to directly establish the centreline and level at any point across the carriageway. The interval between pins shall be no greater than 10m and the pins shall be maintained by the Contractor until the Engineer no longer requires them to check the work and authorises their removal.

Delete Clause 1205 of the Standard Specification entirely, including Table 1200-1, and replace with: (a) Equivalency of Standards and Codes American, British and Ethiopian standards are used in this Technical Specification. In the absence of any definite provisions in the Specification on any particular issue, reference may be made to the latest Codes of AASHTO, ASTM, BS or Ethiopian standards in this order of precedence. Where such standards and codes are national, or relate to a particular country or region, other authoritative standards which ensure an equal or higher quality than the standards and codes specified will be accepted subject to the Engineers prior review and written approval. Differences between standards specified and the proposed alternative standards must be fully described in writing by the Contractor and submitted to the Engineer at least 28 days prior to the date when the Contractor desires the Engineers approval. In the event the Engineer determines that such proposed deviations do not ensure equal or higher quality, the Contractor shall comply with the standards set forth in the documents. The construction and completion of the Works and relevant tests shall conform to sound engineering practice and, in case of any dispute arising out of the interpretation of the above, the decision of the Engineer shall be final and binding on the Contractor. (b) Compliance with Specified Standards and Codes All materials and workmanship shall comply in all respects with the relevant requirements of the specified standards and codes. Wherever reference is made to specific standards and codes to be met by goods and materials to be furnished and work performed or tested, the provisions of the latest current edition or revision of the relevant standards and codes in effect shall apply. Latest editions shall in this context be as at 28 days before the date for submission of tenders. If, after the date of issue of the Tender, there is an amendment to a standard or code, the Engineer will determine whether the amendment is to apply. (c) Supply of Standards and Codes The Contractor shall, within 6(six) weeks of the receipt of the Notice to Commence, provide the Engineer with two copies of the latest edition of all codes of practice and standards referred to in the Technical Specification including the following: AASHTO: AASHTO LRFD: ASTM: BSI Standard Specification for Transportation Materials and Methods of Sampling and Testing, 24th or latest Edition plus subsequent provisional standards. Bridge Construction Specification, 2004 or latest Edition. Annual Book of ASTM Standards, Volumes 01.03, 01.04 and 04.01 to 04.09 inclusive and volume 04.13. British Standard Institution Construction Material Testing

Where the documents are available on CD of the two copies requested one copy should be printed on paper and one copy on CD.

Protection of the Works and Requirements to be met before Construction of New Work on Top of Completed Work is Commenced In the 3rd paragraph of Sub-Clause (f), delete:

and for the Contractors establishment on Site as specified in Division 1300. 1207 Existing Public Utilities Add to the first paragraph: The Contractors investigations shall include but not be limited to (a) obtaining copies of the services plans from local authorities and service authorities, (b) the excavation and backfilling in accordance with the specifications of trial pits to locate services, and, (c) the preparation of service drawings to a suitable scale or scales showing the location of all services at site. The Contractor shall appoint a Services Engineer to carry out these duties, liaise with the authorities and the public and maintain and report on services records. Add to the second paragraph: These records shall be in a form or forms approved by the Engineer. Add to the third paragraph: The project may include certain work relating to the moving of existing services that may be affected by the construction of the works and their reinstatement. The Contractor shall take all reasonable precautions not to cause damage to the existing services during construction. All pipes, cables, conduits or other services of any nature whatsoever damaged as a result of the Contractors operations shall be repaired and reinstated forthwith by the Contractor or by the Authority concerned, all at the expense of the Contractor and to the satisfaction of the Engineer. Whenever services are encountered which interfere with the execution of the works and which need to be relocated, the Contractor shall immediately notify to the Engineer. The Engineer will arrange the relocation or removal of utilities such as telephone and electricity lines, water and/or sewerage pipes, taps etc. with the relevant authorities and the Employer shall make payment for any such compensation associated therewith. Up to 3 months will be required for the relocation or removal of these services in rural areas and up to 4 months in urban areas. It shall be clearly understood that, in certain instances, existing services can be relocated only after the Contractor has advanced sufficiently on or has completed certain sections of the works or certain structures. The Contractor shall co-operate with owners and authorities who will relocate / remove the existing services. 1208 Remedial Work Add the following paragraph at the beginning: When any part of the works or any plant or material is found upon examination by the Engineer not to conform to the requirements or is at any stage before final acceptance damaged so that it no longer conforms to the requirements of the specifications, the Engineer may order its complete removal and replacement, at the Contractors expense, with satisfactory work, plant or material or he may permit the Contractor to apply remedial measures in order to make good any such defects or damage. The actual remedial measures taken shall be at all times be entirely at the Contractors own initiative, risk and cost, but subject to the Engineers approval regarding the details thereof. 1209 Water Add the following paragraph: The Contractor shall submit water analyses carried out by an acceptable laboratory for all water sources when submitting the source for approval of the Engineer. Each source accepted for use in the

project shall be retested at three-month intervals while in use or at the request of the Engineer to confirm its continued acceptability for use in the works. 1210 Use of Explosives and Demolition Add the following paragraphs: (a) General The Contractor shall comply with the current Government regulations in respect of transport, storage and use of explosives and radioactive materials. (b) Compliance for state Laws The Contractor shall keep in his office at the Site copies of state laws applying to the supply, transportation, handling, storage and usage of explosives and shall supply one copy of each of those state laws to the Engineer. The Contractor shall also submit to the Engineer a copy of any instructions or notices that the Contractor may issue to his staff or workers or post about the Site in compliance with such state laws. The Contractor shall submit to the Engineer details of the explosives that he proposes to use and of his proposals for their storage on and transportation to the Site. (c) Directions for use Explosives shall be used in accordance with the recommendations of the British Standard Code of Practice BS 5607. In the use of explosives, the Contractor shall exercise the utmost care not to endanger life or property and shall obtain any necessary permits from, and comply with the requirements of all authorities having jurisdiction with the area before any explosives are used. The Contractor shall use explosives for blasting in connection with the Works only at such times and places and in such a manner as the Engineer may approve, always provided that such approval shall not relieve the Contractor from his responsibility for injury, loss, inconvenience and annoyance to persons, damage to the Works and adjoining or adjacent structures, roads, places and things, consequent on the use of such explosives. The Contractor shall be entirely liable for any accident that may occur and shall save the Employer harmless and indemnified from all claims arising there from. The Contractor shall give warning each time of his intention to blast and shall station personnel on the roads and elsewhere with flags, horns and whistles and prevent persons, animals and traffic entering or remaining within the danger zone. He shall arrange for control of traffic on main roads by the Ethiopia police during all blasting operations within 400 m of such main roads. The Contractor shall furnish and erect special signs to warn the public of his blasting operations. Such signs shall be placed at appropriate points within the project limits, shall be maintained so as to be clearly visible to the public during all critical periods of the blasting operations and if blasting is by means of electronic detonators, it shall include a warning set to have radio transmitters turn off. (d) License The Contractor's Engineer in charge of blasting operations shall have a current license held valid by the appropriate authority of Ethiopia for all types of blasting required including restricted blasting, and the license shall be made available to the Engineer for verification.

(e) Storage The Contractor shall provide proper buildings in suitable locations for the storage of explosives to the satisfaction of the Engineer and any statutory regulations in force in Ethiopia. Such storage locations shall be clearly marked with Danger Explosives signs in bold script in all languages normally spoken on Site. (f) Precautions to be taken The Contractor shall take all proper precautions and comply with all laws or other statutory regulations governing the handling and use of explosives including the display on Site of warning notices explaining the procedure to be used in blasting operations, such notices to be displayed in all languages normally spoken by the personnel working on Site. The Contractor shall select the number, position, orientation, depth and spacing of holes for blasting, the amount and type of explosive to be used per hole and the number and sequence of delays such that fracturing or otherwise damaging the ground below or beyond the required excavation limits is avoided. Final holes shall stop short of the final limits of excavation by the amount required to ensure that, after detonation and the removal of all loose material, the final surface is in the correct position. In areas where it is necessary to restrict blasting in order to protect installations of significance or whenever he wishes to blast within 400 m of any public road, railway line, overhead power line or telephone line, the Contractor shall: inform the authority concerned of his intention to carry out blasting within the vicinity of their property and ensure that all conditions imposed by them, including attendance by the representatives of such authority, are met, provide cover to the area to be blasted, to the approval of the Engineer and the authority concerned, to prevent damage by flying debris to such services, ensure, by the use of controlled delayed detonations or by limiting the amount of charge used at any blasting site, that the peak particle velocity at any existing building, structure or service does not exceed 50 m/s, provide a suitable vibrometer and, whenever called upon to do so by the Engineer, demonstrate by the use of this instrument that the charges he proposes to use comply with this Specification. Neither the Contractor's compliance with these restrictions nor any approval given by the Engineer shall relieve the Contractor of any of his liabilities or responsibilities in respect of any damage to any building, structure or service resulting from his use of explosives. Notwithstanding all of the above, the Contractor shall cease blasting and continue excavation in rock by barring, wedging or other approved methods, whenever called upon to do so by the Engineer. If firing is to be done electrically, all precautions shall be taken to prevent premature detonations. If blasting is to be carried out in the vicinity of overhead electrical power cables the licensed supervisor shall check for stray electric currents at the blasting site prior to laying charges. All personnel other than the licensed supervisor and one skilled person shall withdraw to a safe distance before firing wires are connected to the firing cable. The connection of the firing cable to the firing battery shall be the last operation. No charging or firing shall be permitted when there are electrical storms or audible thunder claps in the vicinity of the blasting site. After blasting no person shall approach the danger zone until the blasting site has been examined by the licensed supervisor or other responsible person and, in the case of misfires, before the proper precautions have been taken. The Contractor shall keep records of all blasting carried out showing the time and location of each

blast, the type and amount of explosives used and any other relevant data. Copies of these records shall be sent to the Engineer weekly relating to the previous week's work. (g) Explosives included in the Rate of excavation The Contractor shall be deemed to have included in his rates for items covering excavation for the supply of all explosives including, but not limited to, their transportation, storage, handling, supervision and compliance with the requirements of this Clause of the Specification. 1211 Photographic Records

Delete the whole of Clause 1211 in the Standard Specification and substitute the following: The Contractor and Engineer shall jointly make photographic and other records of the surfaces and condition of the site as agreed by the Engineer immediately prior to entering the site for the purpose of constructing the works. The records must include all work sites including borrow pits, quarries, camp sites, water sources etc. The Contractor shall send a signed hard color copy of these records to the Engineer under their letterhead along with a digital copy of the records on compact disc or similar. After commencement of the works the Contractor shall take not less than 36 monthly progress photographs as agreed with the Engineer. These shall be in an approved digital format shall be forwarded to the Engineer on compact disc or similar. All photographs provided by the Contractor shall be labelled in a manner approved by the Engineer with the following data: Project name and reference number Date of exposure (automatically recorded on the photograph) Photograph identification number, brief description, chainage, location and direction of view The Contractor shall also provide and maintain digital cameras, complete with charging facilities approved software for labeling / cataloguing record photographs and compact disc for preparing backup records, for the use of the Engineer for the duration of the contract. Working Drawings

The Contractor shall submit to the Engineers Representative for his approval, at least 15 days before their proposed use, three printed copies of all working drawings such as stress sheets, shop drawings, erection plans, false work plans, cofferdam plans, bending diagrams for reinforcing steel, or any other supplementary plans or similar data necessary for construction of the Works as agreed with the Engineers Representative. The drawings shall be A3 size in general conformity with the requirements of the Specification, the tender drawings and the requirements of the Engineer Representative. Where the Engineers Representative requests change(s) one copy of the drawing submitted marked up with the change(s) requested shall be returned to the Contractor who shall incorporate the change(s) and return three printed copies of the changed drawing and one digital copy. Where the Contractor objects to the change he shall inform the Engineers Representative as soon as possible who shall refer the matter to the Engineer for a final decision of which the Contractor shall be informed in writing within 15 days of receipt of their refusal to accept the change. The decision of the Engineer shall be final and the Contractor shall then incorporate the changes in the drawings. No separate payment will be made for these drawings. Their cost is deemed to be included in other unit rates. 1217 As-built Drawings

The Contractor shall prepare satisfactory as-built drawings for all aspects of the Works, three printed copies of which shall be submitted to the Engineers Representative for review no later than 30 days after completion of the Works. These drawings will be A1 size and generally follow the same format as the design drawings, which were made available to the Contractor. If the Engineers Representative requires any change(s) to be made one copy of the submitted drawing marked up with the change(s) shall be returned to the Contractor who shall incorporate the change(s) and return three printed copies of the changed drawing and one digital copy. Where the Contractor objects to the change he shall inform the Engineers Representative as soon as possible who shall refer the matter to the Engineer for a final decision of which the Contractor shall be informed in writing within 15 days of receipt of their refusal to accept the change. The decision of the Engineer shall be final and the Contractor shall then incorporate the changes in the drawings. No separate payment will be made for these drawings. However, any retention money due to the Contractor at the required time of their submission will be withheld until they are submitted. 1218 General STD and HIV/AIDS Alleviation Campaign

(a) Scope This Division covers matters, which relate to the General STD and HIV/AIDS alleviation measures to be undertaken the Contractor to his staff and Engineer. (b) General In general conformity with the Ethiopian Governments nationwide strategy introducing general STD and HIV/AIDS alleviation measures to its construction projects, roads projects attracting the highest

priority, the Contractor shall prepare and implement STD and HIV/AIDS alleviation measures which shall include but not be limited to those listed below all as described in (c): Preparation of an implementation manual and a program alleviation measures for the project for the Engineers approval. The provision of educational materials (leaflets, posters etc.) for distribution. Conducting Information, education and consultation campaigns. Provide male and female condoms of approved type. Liaise with the Ministry of Health and local officials. (c) Alleviation Measures The primary activities/responsibilities of the Contractor shall include, but not limited to the following: Advising all Site Staff and Labor (including all the Contractors employees, all sub contractors and consultants employees, and all truck drivers and crew making deliveries to Site) of the dangers and impact of Sexually Transmitted Diseases (STDs) in general and HIV/AIDS in particular. To this end, Contractor shall conduct Information, Education and Consultation (IEC) campaigns at least every two months addressed both to the aforementioned site staff and labor and to the immediate local communities, including the supply of educational materials. Make available at least 100 condoms per year for each member of the above-mentioned site staff and labor. The condoms shall be of the male and female types, which shall be provided in accordance with the gender of the recipient. The condoms shall comply with the respective current WHO/UNAIDS Specification and Guidelines. Liaise with the Ministry of Health (MOH) and their designated local representatives or agents and contacting NGOs experienced in this field in drawing up the works STD and HIV/AIDS alleviation program (including IEC) Report progress to the Engineers Representative including the coordination of the STD and HIV/AIDS alleviation measures on site with the MOH National program.

The Contractor shall throughout the contract period (including the defects liability period) also provide /maintain and operate STD and HIV/AIDS clinic or make alternative arrangements with an existing suitably qualified clinic shall be suitably staged and equipped for the professional screening, diagnosis and counseling of STD and HIV/AIDS cases within the site staff and labor (as defined above). The clinic shall also provide professional treatment of the general STD cases, while the HIV/AIDS cases shall be put in touch/ referred to the national HIV/AIDS program coordinated by the Ministry of Health 1219 Occupational Health and Safety Program

The Contractor shall implement an Occupational Health and Safety Program for the project aimed at minimizing illnesses and accidents among his workers and the public during the construction period. This shall comply with the requirements of national health and safety legislation and any industry standards. He shall prepare a Health and Safety Manual including a staff education program to the Engineer for review and approval. The Contractor shall nominate a suitably qualified Health and Safety Engineer for the approval of the Engineer. The Health and Safety Engineer shall to operate the program and report on all heath and safety issues and incidents in a format or formats to be agreed with the Engineer.

Coverage of the Health and Safety program shall include, but not be limited to, such items as work camp facilities and hygiene, work site safety including machinery operations, workers occupational education, traffic safety etc. 1220 Fire Protection

The Contractor shall take all appropriate measures for the prevention of, and protection against fire on the Site during the performance of the Works. In particular the Contractor shall ensure that charcoal burning activities are not carried out within any of the worksites. Any incidents of charcoal burning or fire on the worksite shall be reported to the Engineer. The Contractor shall provide and maintain an adequate number of appropriate fire extinguishers at suitable locations on the Site, in the Engineer's vehicles, and in the vehicles of his own supervisory staff. No separate payment will be made for Fire Protection as this is deemed to be included among the Contractors general obligations. 1221 Project Signboards

The Contractor shall provide, erect and maintain Project Notification signboards to the layout, colors and dimensions shown on the Drawings. Signboards shall be erected at the main entrance of the site, at the site camp, and at end of the site, as directed by the Engineer. The signboards shall be erected within fifty six days of the date of commencement of the works. The Contractor shall remove the signboards at the end of the Defects Liability Period. The boards, with suitable inscription shall include the name of the project, the name of the Employer, the name of the Financing Institution, the name of the Consultant and the name of the Contractor, etc. The boards shall be prepared, with sound weatherproof construction and painted by approved firm of sign writers, which shall be previously approved by the Engineer before erection. 1222 Measurement and Payment

DIVISION 1300: CONTRACTOR'S ESTABLISHMENT ON SITE 1302 General Requirements (a) Camps, equipment and testing facilities Delete the Employer from the first line of the third paragraph and replace by the Contractor. It is the Contractors responsibility to provide for the Engineers facilities. Add the following: In addition to any other requirements and to the satisfaction of the Engineer the Contractor shall: Ensure the safe and effective disposal of sewerage from his establishment and treatment of latrines; Ensure safe and effective disposal of waste and garbage. Oils and greases shall be recycled or disposed of by burning; solid waste shall be disposed of by burning or by burial; under no circumstances will disposal on the surface or to water courses be tolerated Provide his staff and labor with suitable prophylactics for the prevention of AIDS. Employ only qualified drivers and operators; provide refresher training; ensure careful and responsible driving and operating; apply speed limits in settlements, on open road and through construction areas, violation to render the operator or driver subject to dismissal; Liaise and consult regularly and frequently with the affected local communities in order to promote good community relation. Provide adequate supply of water treated to world health organization standards Ensure that the servicing and repair of all plant and vehicles, whether hired by the Contractor, or owned by him, is carried out in his compound and not on the site. Shall submit proposals to the Engineer for approval and subsequent recommendation to the Employer for the location of temporary diversions, access roads, haulage roads, camps and borrow pits. Camps proposed by the Contractor shall be subject to review and approval by the Environmental Protections and Safety Branch of ERA and shall be located to minimize disruption to local population, fauna, flora and watercourses. Ensure that all quarries and borrow pits shall be trimmed and drained to the approval of the Engineer to ensure that no pounding of water remains. The Employer shall be responsible for all negotiations and compensation to property owners. To that end the Employer requires up to 3 months for the acquisition of land in rural areas and up to 4 months for the acquisition of land in urban areas. The Contractor shall not enter property outside the road reserve without written confirmation from the Engineer / Employer that the necessary negotiations with the property owner have been satisfactorily concluded. On completion of construction, the Contractor shall be responsible for the complete reinstatement at his own cost, of all property that he has occupied, used, damaged or destroyed during the course of the contract. Camp sites shall be located to minimize disruption local population, Fauna, Flora and water course. Once construction is completed, the Contractor shall dismantle and remove the camp and workshop and reinstate these areas to the approval of the Engineer.

The Contractor shall not enter property outside the proclaimed road reserve without written confirmation from the Engineer / Employer that the necessary negotiations with the property owner have been satisfactorily concluded. No separate payment shall be made for Contractors Establishment on Site as it is deemed that this cost is included in other rates. (b)Legal relations and responsibility to the public Add and Conditions of Particular Application after the General Conditions of Contract 1303 Measurement and Payment Delete Item 13.01 (a), (b) and (c) including (i), (ii) and (iii) entirely. 13.01(a) Fixed Obligations Item 13.01(a) is entirely deleted as it is deemed included as indirect cost in other relevant unit rates. 13.01(b) Value-related Obligations Item 13.01(b) is entirely deleted as it is deemed included as indirect cost in other relevant unit rates. 13.01(c) Time-related Obligations Item 13.01(c) is entirely deleted as it is deemed included as indirect cost in other relevant unit rates. All general site and office overheads, profit, financing costs, risks, legal and contractual responsibilities, third party insurances, sureties, insurance of construction plant & equipment and other costs and obligations of a preliminary or general nature which are not specifically measured for payment under any other items of payment are considered as indirect cost and built-in each unit rate. Delete DIVISION 1400 of the Standard Specification entirely and substitute with the following:

DIVISION 1400: ACCOMMODATION, SERVICES, AND ATTENDANCE FOR THE ENGINEER'S STAFF 1401 SCOPE

This section covers the provision of accommodation and transportation for the Engineers supervisory staff. This accommodation shall include the necessary office and laboratory accommodation, houses and quarters for employees, and the provision of all the necessary services. The provisions of this section are to be read in conjunction with the various sub- sections of 1409. 1402 GENERAL The various units of accommodation and the fittings shall be constructed in accordance with the requirements setout below and in sections 1409 and the details provided by the Engineer. Buildings for offices and laboratories shall be constructed from prefabricated materials, which shall be constructed with timber, fiber cement or other approved material. The buildings shall have double walls filled with insulating material and lined on the inside with timber or other approved material. Ceilings shall be provided for both office and laboratory buildings. Office buildings shall have concrete floors with vinyl floor tiles and laboratory buildings shall have concrete floors. Window areas of these buildings shall be at least equal to 25% of the floor area. Each building shall be provided

with a verandah on one side, running for the full length of the building. The verandah shall be 1.5 m wide and shall have a 100 mm thick concrete floor. Stores shall have galvanized corrugated steel roofs and 100 mm thick concrete floors. The sides of the stores shall be fenced off from floor level to the roof with 50 mm diamond-mesh wire. Each store shall have one lockable door. Office and laboratory buildings shall be painted with an approved paint after erection. The paintwork shall be maintained during the contract period, whenever instructed by the Engineer. Each door shall be provided with a lock and two keys. All external doors shall also be fitted with self-closing insect screens. The sitting, orientation and materials to be used for construction of all offices, laboratories, housing or other accommodation shall be to the Engineers satisfaction and shall be decided in consultation with him and confirmed by him in writing before erection. All accommodation shall include the provision of 220 volt electricity, and where required, fresh clean potable water and sewerage, including septic tanks, if necessary, which will be considered as part and parcel of the accommodation provided and will not be paid for separately. The clear height of all offices between floor and ceiling shall be 2.6 m minimum. All windows shall be of the type that can open over the full window area. All windows shall also be fitted with self-closing insect screens. The area of the Engineers office and laboratory shall be secured with a minimum of 1.8m high chain link or barbed wire with security fence. The Contractors Site Office shall be situated in the vicinity, but at reasonable distance from the Engineers Site Office. All accommodation shall meet with the approval of the Engineer. 1403 OFFICE AND LABORATORY ACCOMMODATION (a) Offices

The size, layout and other details of the offices shall be in accordance with the schedules of fittings, equipment and furniture contained in sub-section 1409(a). All office equipment fittings furniture, etc., shall be new and shall be maintained in full working conditions throughout the Contract period. The offices, fittings, furniture and equipment shall also conform to the following requirements: (i) (ii) (iii) Each office desk shall have a surface area of at least 1.5m and shall be provided with at least three drawers, one of which can be locked. General purpose steel cabinets shall have at least 1.5 m shelf area and a volume of 0.70 m each. Each cabinet shall have a lock with two keys. Steel filing cabinets shall each be fitted with four drawers on runners. Each

cabinet shall be fitted with a lock and shall be 1 300 mm high, 460 mm wide and 600 mm from front to back. (iv) (v) (vi) Shelves shall be suitable for storing all the contract drawings or shall else be as detailed on the Drawings. Each wash hand basin shall be fitted with taps and a drain. Air-conditioning units shall be as specified in Sub-clause 1403(e).

Lights shall be of the fluorescent type either double 80 watt, single 80 watt or double 55 watt or of the incandescent type according to what is required or specified. Each draughts man's stool shall be fitted with a padded seat with an adjustable seat height. Electric power plug points shall be provided. Each office shall have at least two 15 ampere plug points. Each drawing table shall have either an inclined or a horizontal surface as specified, and a smooth top built to the dimensions shown on the Drawings or as approved by the Engineer. Chairs shall be robust and comfortable. A complete telephone service, together with an exchange line and the number of extensions specified or ordered by the Engineer shall be provided. The rates in the Bill of Quantities shall also include the cost of all telephone calls in connection with the project administration. Each conference table shall be large enough to seat twelve people and shall have an area of at least 5 m. Adjustable Venetian blinds or opaque roller blinds shall be supplied to the Engineer s satisfaction so as to permit light to enter the room but excluding direct light.

(2) Type B: IBM Compatible Desktop with a Pentium 4. 3 GHz processor or higher, EISA Bus, IDE controller, random access memory of 512 million bytes, multiscan 21 SVGA colour monitor (low radiation) 1024x768 resolution, 70 Hz refresh rate, graphics card 128 MB, and fitted with a 3.5 inch (1.44Mb) floppy disk drive, a CD-Drive (52xspeed) and a hard disk with a capacity of 40.0 Gigabytes. The computer shall have two serial ports, one parallel port, four USB ports and be supplied with a mouse. A voltage regulator and emergency power interrupt unit with a 30 minutes duration shall also be supplied. All to the satisfaction of the Engineer. The tendered amount shall include for the maintenance and replacement of the computer throughout the Contract period.

(3) Type C: Notebook computer with a 15 XTFT colour screen, a Pentium 4. 3 GHz processor or higher, EISA Bus, IDE controller, random access memory of 512 mega bytes and fitted with a 3.5 inch (1.44 MB) floppy disk drive, a CD-Drive/Recorder CD-RW of type compatible with the computers of types A and B and a hard disk with a capacity of 40 Giga bytes minimum. The computer shall have two serial ports one parallel port, two UBS ports and be supplied with a mouse. A separate multiscan 17 svga colour monitor (low radiation) 1024x768 resolution, 70 Hz refresh rate, ET 400graphics card and a 201 keyboard shall also be provided with necessary adapter cable. A voltage regulator and emergency power interrupt unit shall also be supplied all the satisfaction of the Engineer. The tendered amount shall include for the maintenance and replacement of the computer throughout the Contract period. (xviii) Computer printers shall be Laserjet technology with speed of 15 pages per minute resolution 600*600 size A4 and deskjet A3 & A4 size colour & Black and white resolution 1200*1200 DPI or more recent. At least one printer shall be suitable for printing colour photographs from a digital camera. Each printer shall be supplied with suitable cables and switches to connect the printer to the computers all to the satisfaction of the Engineer.

Computer software for each computer of Type A, B and C shall include: MS windows XP or higher MS office 2002 professional. Approved virus detection software with update support. Lap link for windows with associated cable (type C computers only) MS Project 2003 or higher for Windows. Computer software for each computer of Type B and C shall include also: (6) AutoCAD 2005 or more recent for Windows (7) The following modules of Eagle Points Civil Series software for Windows for road design and earthworks calculations: Roadcalc, Surface Modeling, Profiles, COGO, Data Transfer, Data Collection, Drafting, Intersection Design, running in AutoCAD environment. In alternative to the above mentioned modules of Eagle Point Civil Series software for road design, the Engineer may instruct the Contractor to provide software, of similar characteristics, for road design from a different software producer. The latest versions of the above mentioned software, compatible each other, shall be supplied. All to the satisfaction of the Engineer.

External CD-Drive/Recorder CD-RW of type compatible with the computers Types A, B and C and as approved by the Engineer. Photocopy machine- Administration Office The photocopy machine have speed of 15 pages per minutes A3 size with good zooming capacity and shall be capable of self feeding and producing copies up to A3 size, with capabilities for the reduction and enlargement of documents. The tendered rate shall include for the provision installation and maintenance of the machine.

Plotter The plotter shall be of the Hewlett-Packard Design Jet 750type or approved similar type and shall be used for the automatic plotting of road surveys alignment drawings and cross-sections at up to A0 size. The tendered rate shall include for the provision installation and maintenance of the machine and the supply of all consumables, including suitable paper, toner,

developer, etc. (xxiv) Digital camera The camera shall be of the Casio digital camera type or equivalent, image resolution 640 x 480, high resolution, 61 image memory type or similar as approved by the Engineer and should be supplied with all relevant computer hardware accessories and software. The camera should also be compatible with the supplied computer hardware and software as in (xvii) to (xx) above. (b) Laboratory The size, layout and other details of the laboratory shall be in accordance with the schedules of fittings, equipment and furniture contained in subsection 1409(b). All laboratory equipment fittings furniture, etc., shall be new and shall be maintained in full working conditions throughout the Contract period. The laboratories, fittings, furniture and equipment shall also conform to the following requirements: (i) Ordinary chairs, telephone extensions, 15 ampere 220 volt electricity plug points, air-conditioners, lights shall meet the same requirements as specified for offices. Shelf space provided against walls shall be of robust construction and shelving shall be of suitable timber or fibers cement material depending on requirements. Shelving below work tables shall be 390 mm above floor level and above working areas 1 980 mm above floor level.

(ii)

(iii) Work bench areas shall be of two types as specified. (1) Of wooden construction. The tops shall be hard and smooth, free from warping or other defects. (2) With concrete tops. The tops shall be at least 75 mm thick concrete slabs with a smooth hard steel-trowelled finish.

All work benches shall be robust and their upper surface shall be 920 mm above floor level. (iv) Gas installations shall consist of the necessary gas cylinders, regulators, tubing, and taps. (v) High stools for use at work benches shall be robust and, if of fixed height, shall be 800 mm high.

(vi) A 380 volt 3-phase electric power supply shall be provided. Power points for ovens and a crusher shall be suitable for the purpose. Power points in oven rooms shall be 1,2 m above floor level.

(vii) Concrete working floors shall be at least 125 mm thick and provided with a hard smooth finish. The working areas shall be either entirely open or under a shelter as required. (viii) Wash basins shall be as prescribed either of stainless steel or precast concrete with an area of at least 0.3 m and minimum depth 0.3 m. They shall be provided with swan neck type laboratory taps and drain pipes. (ix) A supply of fresh clean potable water at a constant head of not less than 3 m at the taps shall be provided. Storage capacity in respect of the laboratory water supply shall not be less than 700 liters. (x) Fire extinguishers shall be of the BCF (Bromochlorodifluoromethane) type manufactured to BS 1721 and suitable for Types A, B, C and E fires. The extinguishers shall contain not less than 2.5 kg of extinguishing fluid and shall be fitted to the wall at suitable positions by means of quick release brackets. They shall be freshly charged and the seals shall be unbroken.

(xi) Extractor fans shall be mounted as to operate noiselessly. They shall have a capacity of at least 0.15 KW each. (xii) Fume cupboards shall be constructed in accordance with the details shown on the Drawings. (xiii) Where required, concrete footings and pedestals shall be constructed to the dimensions indicated by the Engineer for installing certain testing equipment. (xiv) Baths for curing concrete test cubes, beams and cylinders shall be provided. The baths shall be rectangular in shape and regarding the inside dimensions the width shall not exceed 1.0 m and the depth shall not exceed 0.6 m. The baths shall be made from concrete, plastered brick, or other suitable material. (xv) A 0.3 m capacity refrigerator shall be supplied. (c) Car ports Car ports shall be so constructed as to protect the vehicles parked under them at all times against the direct rays of the sun. The car ports shall be at least 20 m in area and the floors shall consist of a layer of broken stone to alleviate dusty and muddy conditions. No separate payment shall be made in respect of car ports which shall be included for in the rate and prices of other items in the Bill of Quantities. (d) Areas around Engineers office, laboratories and accommodation The access and other roads around the offices shall be treated to make them dust free either by crushed stone, suitable dust laying oils or bituminous surfacing being used or other

approved means being adopted. They shall be well-drained and kept trafficable and free from mud at all times. Foot paths shall be similarly treated to provide convenient access to all buildings. No separate payment shall be made in respect of the maintenance of the areas around offices, laboratory and accommodation this shall be included for in the other rates and prices in the Bill of Quantities. (e) Air-conditioning units Where required by the Engineer, the Contractor shall provide and install air-conditioning units with heating and cooling systems. The Contractor shall clean, maintain and service the air-conditioners at regular intervals of one month or as directed by the Engineer. If, in the opinion of the Engineer, the air-conditioners do not work satisfactorily, these shall be replaced by the Contractor at his own cost as ordered by the Engineer. The air-conditioning units shall be of the electrically operated compressor type with closed circuit. The capacity of the air-conditioning units shall be at least 2.2 KW each. (f) Ablution units Ablution units shall be well-ventilated units. They may be constructed from fiber-cement sheeting with steel frames or from other suitable approved materials, and the floors shall be of concrete with vinyl floor tiles. Latrines shall be provided with vitreous enamel W.C. pans with PVC seats and covers and flush cisterns. Wash basins shall be in vitreous enamel, complete with taps and drains. Provision shall be made for suitable sewerage as specified in clause 1405. Where required a separate shower and changing room provided complete with shower, hot and cold running water and drain each shall be provided with a door fitted with a latch. Each ablution unit shall be provided with an outside door with a lock. At least two keys shall be provided for each lock. No separate payment shall be made for ablution units, which shall be included for in the rates and price of other relevant items of the Bill of Quantities of this division. (g) a) Survey Equipment The Contractor shall supply new surveying equipment as specified in sub-section 1409 (e) and shall maintain them in full working order during the progress of the works. The Contractor is responsible for the supply of expendable material and the attendance of chainmen and other like helpers, laborers as required from time to time in connection with the works. The equipment shall become the property of the Employer after completion of the works and shall be in a state of good repair, taking into account fair wear and tear.

b)

The Contractor shall provide the surveying equipment specified in 1406 including walky-talky of the type suitable for satisfactory communication during the carrying out of the surveying work and as approved by the Engineer, each with spare batteries and charging units. In addition, all necessary equipment such as compasses, plumb bobs, hand levels, staffs, range roads, tapes, pegs, templates and other items necessary for checking the survey, setting out and measurement of the works shall be supplied by the Contractor. All equipment shall be new. The Contractor shall provide adequate supplies of approved expendable materials such as pegs, brushes, paint and other similar items as required by the Engineer. The surveying equipment shall be supplied to the Engineer within three months from the Engineers order to commence the Works. Radio Communication System for the Engineer

The radio system shall be entirely separate from any provision for radio communication made by the Contractor for his own use except that the aerial installation may be shared. The system shall have an operating range, which ensures reception at all parts of the Site and with Addis Ababa. The Contractor shall maintain the system, dismantling and removing it on the completion of the Contract. An equivalent replacement shall be provided if the system is out of service for more than 24 hours.
(1) Two-way radio's for long-distance communication, including data facilities When instructed by the Engineer, the Contractor shall provide new radios, handsets, power supplies, antennas and data modems for use by the Engineer's site personnel. The equipment shall include the following: i. ii. iii. Kenwood TRC80 SSB radio telephones, including handsets and power cables to connect the radios to 12 V batteries, or approved equivalent. Approved mounting brackets for mobile radio units. Power supplies, comprising two approved maintenance-free, deep cycle type batteries and an approved 220 V (AC)/12 V (DC) battery charger with 8 A charging capacity including all wires, battery clamps and connectors, for each base station required (offices). Approved mobile antennas including tuner, co-axial cable, fuses and mounting brackets required for the installation of the radios as a mobile unit. Approved multi-band base station antennas (for the offices) including all co-axial cables, connectors, masts, anchor ropes, stakes and

foundations required to connect the radio unit to the antennas and ensure the stable installation of the antennas. vi. An SCS PTC2 type modem (for data transfers) per base station including all required software, properly licensed, or approved equivalent. (2)Two-way radios for on-site communication When instructed by the Engineer, the Contractor shall provide approved two-way radios for

use by the Engineer's site personnel. The radios shall be capable of transmitting and receiving messages on suitable wavelengths to effect communication between the Engineer's site personnel and the Contractor's site offices and personnel. The radios shall be installed in and removed from the vehicles indicated by the Engineer by qualified auto-electricians. Damage to the vehicles during installation and removal of the radios shall be repaired to the Engineer's satisfaction at the Contractor's expense. (i) Maintenance consumables or replacement of equipment and provision of

All equipment provided shall at all times be kept fully serviceable by the Contractor. The Contractor shall repair/replace any defective equipment within three days after notification by the Engineer's staff. The Contractor shall also provide all paper (including special photo quality paper) Laser Jet toner cartridges, color ink cartridges, 1.44 MS 3.5" HD diskettes, CDRs, diskette and CD storage containers and black ink cartridges required by the Engineer. 1404 HOUSING ACCOMMODATION FOR THE ENGINEER a) General

Housing shall be provided as described below, and in the quantities listed in sub-section 1409 (c). All housing provided under the Contract shall be furnished and equipped according to the lists contained in sub-section 1409(c).
i. The Contractor shall not order any housing, office, laboratory, vehicles, survey, equipment or fittings and materials on the basis of what is specified or scheduled without written confirmation from the Engineer. No buildings shall be erected without the Engineers written instructions as to the exact position and orientation of the buildings. Unless otherwise agreed on, the offices and laboratories shall be erected in close proximity to the Contractors offices and laboratories. Should the Contractor decide to move a substantial or essential part of his own offices and/or laboratories to a new site, the offices, laboratories and other buildings erected for the use of the Engineer shall be moved to the new site and re-erected, if so ordered by the Engineer, at no additional charge.

The cost of providing necessary land for the Contractors Camps, the Engineers Camp and other buildings for the project shall be at the Employers expense. iv. Housing, office and laboratory supplied by the Contractor for the use of the Engineer shall be ready for use within three months of the date of such instruction, but the Contractor may not proceed with the permanent works before the required houses, offices and laboratories have been erected by him. If the houses and office for the Engineer's site personnel are not ready for occupation when the permanent works are commenced, the Contractor shall provide suitable temporary office, board and lodging, at his own cost, to the satisfaction of the Engineer and an amount of Ethiopian Birr 50,000 per month or part thereof shall be debited to the Contractors account for the period of delay in the supply of houses and or office. v. If any further accommodation is required during the period of the Contract the Engineer shall inform the Contractor at least three months before such additional accommodation is to be ready for use.

vi. The Contractor shall take all reasonable precautions to prevent unauthorized entry to the offices and laboratories and ensure the general security of the offices and laboratories. vii. The Contractor shall ensure that all accommodation complies with the appropriate statutory provisions operative in the area concerned. viii. If any of the vehicles, equipment, or furniture becomes unavailable to the Engineer for any reason, including theft, the Contractor shall immediately replace the unavailable vehicle, equipment or furniture. ix. The Contractor shall pay all charges associated with the use of the radio, demanded by the Telephone/Telecommunication Service, or other Bodies and for their maintenance throughout the Contract Period. x. All housing, offices, laboratories, furniture, testing equipment, office equipment, computers, accessories, vehicles, survey instruments and walky-talky, water supplies and sanitation facilities and anything else supplied for the use of the Engineer shall become the property of the Employer upon completion of the Contract, except the Radio Communication Equipment, that shall become the property of the Contractor. b) Houses Buildings for houses shall be constructed from prefabricated materials, which shall be constructed with timber, fiber cement or other approved material. The buildings shall have double walls filled with insulating material and lined on the inside with timber or other approved material. Glass fiber insulating material shall also be provided on top of the ceilings. Floors

shall be of timber or alternatively of concrete covered with suitable carpeting or vinyl tiles. All timber used shall be of a good quality, properly oven dried and treated against pests. All fittings shall be accurately installed. Unless otherwise instructed by the Engineer, each house shall, after erection, be properly painted inside and outside with an approved paint and the paint-work shall be maintained during the contract period. The Contractor shall be responsible for providing cook and cleaning staff at his own cost to the Engineers staff. Each house shall be provided with the following: (i) (ii) A bath and shower with drain and inside flush toilet. A wash basin with drain pipe.

(iii) A metal kitchen sink unit with stainless steel basin and draining boards and cupboard with shelves. (iv) A kitchen dresser, linen cupboard, and built-in wardrobes in the bedrooms. (v) A suitable hot water geyser, a kitchen stove and refrigerator. The hot water geyser shall have a capacity of approximately 140 liters with a water supply from an outside tank or from a water main. The stove shall be a fourplate stove complete with grill, oven and splash plate. The refrigerator shall have a volume of at least 0.4 m, electric, frost free.

(vi) Cold water pipes from a suitable source to the bath, shower, wash basin, toilet and sink units, complete with taps where required. (vii) Hot water pipes from the geyser to the bath, shower, wash basin and sink unit, complete with taps. (viii) Electric lights in all rooms and passages, with plug points in the kitchen, living-room and all bedrooms. The house shall be fully wired and connected to a 220/250 volt AC power source. (ix) (x) Good quality locks on all doors. Where the water supply of the house is not connected to a water main, an external elevated cold water storage tank with a capacity of at least 3 000 liters shall be provided in order to obtain a minimum head equal to 3 m of water at the taps, together with the pipes leading to the supply tank. Furnishings and other equipment for houses shall be as listed in sub-

section 1406(c) of the specification and shall be supplied new. c) Outbuildings A carport as described in Sub clause 1403(c) for one car shall be provided with each house. No separate payment shall be made for outbuilding which shall be included for in the rates and prices for the accommodation. 1405 SERVICES (a) Sanitary arrangements

The Contractor shall be responsible for providing all sanitary Public Utilities necessary for keeping latrines in a clean, neat and hygienic condition. When no municipal sewage treatment is available, the Contractor shall provide the necessary septic tanks for all latrines. Waste water and septic tank effluent shall be taken into properly designed French drains. The Contractor shall also make provision for the removal of all rubbish. Where the construction of septic tanks or water borne sewerage is unfeasible, the Contractor shall construct conservancy tanks and arrange for the removal and disposal of sewage. (b) Water, electricity and gas

The Contractor shall provide a constant supply of clean potable water suitable for human consumption as well as the necessary electric power at 220/250 volts to the offices, laboratory and housing. The Contractor shall, at his own cost, provide and maintain a supply of electricity and the reticulation thereof to the housing, offices and laboratories. The power source shall be suitable for domestic, office and laboratory use with an anticipated large variance in load factor. Three- phase power shall be supplied at a nominal voltage of 400/231 volts and a nominal frequency of 50 HZ. The source of power shall be either from a recognized powersupply authority or by an on-site generator supplied by the Contractor. The electrical load shall be determined by an appropriate diversity factor being applied to the sum of the connected load, due allowance being made for the starting load, efficiency and power factor of motors, or shall be estimated on the basis of 10 kVA single phase per house, 1.2 kVA per m of laboratory floor area (three phase) and 0.35 kVA per m of office area. Allowance shall be made for a spare capacity of 15% with a minimum of 15 kVA. A detailed load estimate shall be submitted to the Engineer for approval prior to any final arrangements being made for a source of power. In the event of electricity being generated by the Contractor, the motoralternator shall be suitable to maintain the voltage so that it will not deviate by more than +- 5% from the nominal voltage and to maintain the frequency so that it will not deviate from the nominal frequency by more than +- 2 Hz over the entire load range from 0% to 100% of full load, also in the event of switching on and off all normal loads connected to the supply. Power shall be available to the housing and the laboratory for 24 hours per day and between 06h00 and 22h00 for other accommodation.

Power shall be distributed by means of enclosed distribution boards with adequate weather and tamper protection, suitably rated circuit breakers, earthleakage units or fuses, and by means of adequately sized underground cables and earth conductors. Sizing of cables and rating of protective and control devices shall take into account the load and fault currents that can occur on the system. The reticulation network and the wiring installation of all buildings and structures shall be installed and maintained to ensure absolute safety and high standard of reliability, with particular reference to the earthling installation and safety and protective devices. The installations shall comply with the requirements of Ethiopian Building Code Standard for Electrical Installation and other references. The Contractor shall at all times maintain the power supply, the distribution network and the wiring installation of all buildings and structures at the highest standard of safety and usability. The Contractor shall also supply liquid petroleum gas for the burners used in the laboratory, office and houses. (c) Maintenance

The Contractor shall provide all labour, equipment and material, which may be necessary for keeping all the buildings in a neat and clean condition, and any repairs shall be made immediately at the request of the Engineer. (d) Food supply and messing facilities

The Contractor shall be responsible for providing cook and cleaning staff at his own cost to the Engineers staff. 1406 VEHICLES The Contractor shall provide new vehicles for the sole use of the Engineer and his staff in accordance with the following requirements and sub-section 1406(d). From these vehicles, one type B vehicles shall be assigned for the use of ERAs Counterpart Engineer and Right-of-Way agent. a) Vehicles supplied by the Contractor shall be ready for use within three months of the commencement date. If the vehicles are not ready for use with in this period, the Contractor shall provide suitable temporary vehicles at his own expense. The temporary vehicles shall be approved by the Engineer. b) The vehicles shall be insured comprehensively to cover any driver and registered. The insurances and registration shall be kept current. c) The following vehicle types shall be provided: (i) Vehicle type A: four wheel drive, 5 doors, station wagon, back door lift up type, heavy duty diesel, complying with the minimum requirements specified in 1406.

(ii) Vehicle type B: four wheel drive double cabin pick-up, with canopy, heavy duty diesel, complying with the minimum requirements specified in 1406. d) All vehicles shall be provided with air conditioning units, reserve fuel tanks and one spare wheel. e) All vehicles shall be maintained to comply with the laws of Ethiopia. f) All vehicles shall be registered and fully- comprehensively insured to comply with the Laws of Ethiopia. g) On the instruction of the Engineer, the Contractor shall be responsible for replacement whether temporary or permanent, of any vehicle through repair accident or loss. h) Ownership of vehicles is to be transferred to the Employer , on completion of the Contract, i) The Contractor shall provide each vehicle with an experienced driver or drivers who shall be available to the Engineers Representative whenever required by the Engineer. j) The vehicles shall be provided with fuel and lubricants as required and shall be serviced and maintained including for replacement parts and repaired by the Contractor so as to be in a safe, reliable and roadworthy condition at all times. 1407 ATTENDANCE The Contractor shall provide the Engineer with, and maintain continuity of operatives equal to the tasks and capable of performing the functions described in the Contract. Survey operatives shall be capable of assisting Surveyors in manual tasks. Laboratory assistants shall be capable of assisting the Engineers laboratory staff in manual tasks. Drivers provided for the Engineers site vehicles shall have a valid driving license and driving experience suitable for the vehicles supplied. Cleaning staff and day and night watchmen shall be capable of carrying out duties to the satisfaction of the Engineer.

The Contractor shall provide soap and towels in the offices and laboratories of the Engineer, the services of cleaners and sanitary staff, together with cleaning equipment, and day and night watchmen.
The Contractor shall provide all assistance such as labourers, all tools and protective clothing, wooden pegs, iron picks and pickets, water, cement and aggregate for concreting, transport for labourers and materials, as may be required by the Engineer and his staff for checking, setting out, surveying, measuring or testing the work. It is anticipated that 3 survey assistants and 6 chainmen will be required together with 4 laboratory assistants and 6 labourers. The Contractor shall include in his rates in the Bill of Quantities, the cost of all attendance upon the Engineer and his staff. No other payment shall be made in respect of attendance, except where a specific item is provided for in the Bill of Quantities. Progress photographs

The Contractor shall also be responsible for supplying and developing 35mm colour films and printing the required number of copies from photo camera and/or digital camera as and when requested by the Engineer.

There shall be no direct payment for the progress photographs. Full compensation for the progress photographs shall be deemed to be included in the tendered rates for the various items in the Bills of Quantities. Assistance to the Engineer The Contractor shall provide at all times during the period of the Contract , for the exclusive use of the Engineer, all such workmen as the Engineer may deem to be necessary for the carrying out of his duties in connection with the contract: (a) Drivers (b) Labourers (office boys, helpers, etc.)

Such staff shall be approved by the Engineer and shall be responsible to him, although they will be the employ of the Contractor. The Contractor shall include in his rates in the Bill of Quantities, the cost of all attendance upon the Engineer and his staff. No separate payment shall be made in respect of assistance to the Engineer, except where a specific item is provided for in the Bill of Quantities. Otherwise, full compensation for assistance to the Engineer shall be deemed to be included in the tendered rates for the various items in the Bills of Quantities.
Emergency Equipment The Contractor shall supply to the Engineer the emergency equipment listed in Sub-section 1406(f). No separate payment shall be made in respect of emergency equipment, except where a specific item is provided for in the Bill of Quantities. Otherwise, full compensation for the supply of emergency equipment shall be deemed to be included in the tendered rates for the various items in the Bills of Quantities for houses, offices and laboratory. 1408 TEMPORARY FACILITIES OF THE ENGINEER The Contractor shall provide and maintain temporary facilities including office accommodation, laboratory, housing, fully furnished and equipped as the permanent facilities (in number, type and quality), vehicles and surveying equipment to the approval of the Engineer, from the date of commencement of the works to the time of hand over of the completed Engineers site facilities by the Contractor. No separate payment will be made for providing temporary facilities. Their cost is deemed to be included in other unit rates. In the event that any permanent facilities for the Engineer and his staff are not made available in accordance with the requirements of this contract within 90 days of the commencement of the works through default by the Contractor, the Contractor shall continue to provide the individual temporary facilities free of charge without prejudicing the Engineers right to take additional contractual

measures in order to rectify the situation. Such temporary housing may, at the Engineers discretion be the provision of suitable hotel accommodation including full board and lodging. If the Contractor fails to provide the permanent facilities for the Engineer within 90 days of the date of commencement of the works, he shall continue to provide the temporary houses, office, laboratory and buildings at his own cost.

No construction of permanent works shall be permitted until the temporary Engineers site laboratory building has been provided to the Engineer as fully furnished and equipped. 1409 FURNISHINGS AND EQUIPMENT FOR THE ENGINEERS OFFICES, LABORATORIES AND HOUSINGS

1501 Scope Add the following paragraph: This section also covers the maintenance of the existing project road for public traffic where the existing road has been handed to the Contractor. 1502 General Requirements (a) General Add the following at the beginning: The Contractor shall be responsible for providing a good quality access to the public through or around the works at least equal to the access provided by the existing road. He shall be at liberty to pass traffic through the works. For the purpose of this Clause the road reserve means the Site as defined in Division 1100. No vehicle shall be held by the Contractors work for more than 10 minutes at any one working area, except at river crossings where construction of service road is practically impossible. Add the following to the 1st paragraph: Road sections for which the Contractor has occupation shall be maintained to the satisfaction of the Engineer. Add the following 6th paragraph: Non-compliance by the Contractor to ensure that traffic is accommodated safely may result in suspension of the Works by the Engineer until he is satisfied that all necessary safety measures are in place. The Contractor shall before construction commences submit a detailed plan concerning all temporary traffic diversions for the approval by the Engineer. 1503 Traffic Barriers, Signing and Lighting Add the following Sub-clause: (d) Traffic-control devices Traffic-control facilities such as STOP and GO signs and two-way radios shall be available at both ends of those sections of the Works where the road is barricaded and only one-way traffic is accommodated. A set of two-way radios in good working order shall be available in such instances. When movable temporary signs are used, provision shall be made for sandbags on the sign bases to prevent the signs from being overturned by wind or eddies formed by passing vehicles. The Contractor shall erect movable shelters to protect the personnel who man the points, as well as the equipment, against the elements. For safety purposes, the jackets of the flagmen shall be of a retroreflective material. Accommodation of traffic at rivers shall be effected by means of traffic signals on a one-way system traffic flow, over the existing bridge structures. 1504 Construction of Temporary Traffic Diversions a) General Add the following: The Contractor shall ensure dust suppression, pedestrian access and access to property along the whole length of each diversion for the duration of its use and shall remove the diversion on completion of the works. The unit rate of pay item 15.01, Accommodating traffic and maintaining temporary diversion, is inclusive of all payments associated to construction and maintenance of service road, drainage facilities, removal of traffic diversion, reinstatement to natural condition and all necessary traffic management required throughout the project period. Delete pay item 15.02 15.12 entirely DIVISION 1600: ENVIRONMENTAL PROTECTION AND MITIGATION MEASURES 1601 Scope This Division covers the works as described in the Standard Specification or as amended herein and also the additional items also described herein. The Contractor is also referred to Division 1200, particularly to Clause 1218: STD and HIV/AIDS Alleviation Campaign, and to some SERIES 9000 Clauses. These Environmental Protection and Mitigation Measures shall include for the Contractor meeting any Regional and National statutory requirements and for liaison with Local, Regional and National Authorities with respect to environmental issues. Environmental aspects of the works shall include all camp sites, quarries, borrow pits, water sources, temporary diversions, existing roads used as diversions and storage sites etc. in addition to the main project work site. 1610 Environmental Management Plan (a) General At least 30 days prior to commencement of the Work the Contractor shall submit a comprehensive Environmental Management Plan (EMP) for the approval of the Engineer. The EMP shall include among others: The Contractors general approach to environmental management of the project A list of relevant documentation and references (i.e. Local, Regional and National statutory requirements, ERA standards and policies, Environmental Impact Assessment (EIA) Report for the project and the Specifications) copies of which shall be appended to the EMP. A list of sites along the project road corridor identified as being of particular interest and concern from the environmental point of view and a description of the impact, if any, of the works on each site. A list of sites and types of potential environmental impacts of the project on the local environment and the Contractors proposed mitigation measures. A detailed description of each type of mitigation measure including methodologies for monitoring the works, measurements to be made and reporting formats. Details of the Contractors proposed establishment for environmental monitoring with Curricular Vitae of their proposed personnel. Project personnel should be distinguished from visiting experts, if any. The proposed methodology for meeting the requirements of, the Standard Technical Specification and for implementing the mitigation measures described in the project specific Environmental Impact Assessment report. A copy of the Contractors proposed reporting format. The Contractor shall appoint an appropriately qualified person or persons to monitor and report on the project with respect to environmental aspects of the contract and the approved Environmental Management Plan. The Contractor shall submit a comprehensive monthly report, in a format approved by the Engineer, on environmental aspects.

1611 Health, Safety and Accidents In the performance of this Contract, the Contractor will comply with all Ethiopian laws in regard to safety provisions and will furnish and cause to be used such additional safeguards, safety devices and protective equipment as the Engineer or any competent authority may determine to be reasonable and necessary to protect the life and health of the employees. The Contractor shall maintain an accurate record of all accidents arising out of and in the course of employment on the works, which result in death, occupational disease, or injury requiring medical attention or causing loss of time from work. The Contractor shall take all measures and precautions necessary to ensure the health, safety and welfare of all persons entitled to be on the Site. Such precautions shall include those that, in the opinion of the Engineer, are reasonable to prevent unauthorized entry upon the Site and to protect members of the public from any activities under the control of the Contractor. The Contractors responsibilities shall include but not be limited to: a) The provision and maintenance of the Contractor's Equipment in a safe working condition and the adoption of methods of work that are safe and without risks to the health of any person entitled to be on the Site. b) The execution of suitable arrangements for ensuring safety and absence of risks to health in connection with the use, handling, storage, transport and disposal of articles and substances. Transportation of any material by the Contractor shall be in suitable vehicles which may loaded dont cause spillage and all loads shall be suitably secured. Any vehicle which doesnt comply with these requirements or any of the local traffic regulations and laws shall be removed from site. c) The provision of lighting, including standby facilities in the event of failure that, in the opinion of the Engineer, is adequate to ensure the safe execution of any Works that are to be carried out at night. The Contractor shall provide adequate lighting wherever work is being executed at night and shall provide and install any additional lighting that the Engineer may require in order to gain access to, watch and supervise the Works and carryout any testing and examination of materials. d) The provision of protective clothing and safety equipment, with such personnel and equipment and such information, instruction, training and supervision as are necessary to ensure the health and safety at work of all persons employed on or entering on the Site in connection with the Works, including the Engineers Supervisory staff, all in accordance with the laws of Ethiopia. e) Such safety equipment and protective clothing shall be high standard and approved by the Engineer before distribution. The Contractor shall provide them at approved regular interval. Such Safety equipment shall include but not limited to: safety helmets, protective footwear, safety glasses, welding goggles and other eye protectors, ear defenders, safety harnesses, high visibility reflective vests, safety equipment for working over water, rescue equipment, fire extinguishers. f) Safety helmets and footwear with integral steel toe-caps shall be worn by all personnel on Site.

g) The provision and maintenance of suitably equipped and staffed first aid stations throughout the extent of the Works to the satisfaction of the Engineer. The Contractor shall allow in his prices and be responsible for the costs of all such Site welfare arrangements and requirements. h) Designation as Safety Officer of one of his senior staff who shall have independent control of all matters concerning health and safety. The Safety Officer shall be an experienced professional reporting directly to the Contractors Representative. He shall have specific knowledge of all pertinent safety regulations and legislation in force in Ethiopia and prior responsibility for health and safety on similar Sites. The Safety Officer shall advise on all matters affecting the safety of the work force and on measures to be taken to promote such safety. He shall be empowered to act upon the receipt of instructions from the Engineer in respect of the health and safety of personnel on Site and the safe execution of the Works. i) The provision and maintenance of access to all places on the Site in a condition that is safe and without risk of injury. j) The provision of adequate waterborne sanitation, refuse collection and disposal, complying with the Laws of Ethiopia and all local bye-laws and to the satisfaction of the Engineer, for all houses, offices, workshops, and laboratories erected on the Site. k) The provision of an adequate number of suitable latrines and other sanitary arrangements at locations where work is in progress and ensure that they are regularly cleaned and maintained in a hygienic state all to the satisfaction of the Engineer and of the public health authorities for the area. l) The execution, in consultation with the appropriate public health authority, of appropriate measures to control within the Site, including labor lines and camp sites, mosquitoes, flies, pests and vermin. Such measures shall include the application of suitable pesticides and chemicals to infested areas. m) Immediately notifying the Engineer of any serious accidents which result in death, severe injury to or hospitalization of persons for a period exceeding three days. Although such information may initially be conveyed orally the Contractor shall submit a detailed written report within 24 hours of the event. The Contractor shall comply with any requirements in respect of reporting such serious accidents to the statutory authorities. n) Recording details of and reporting any other accident or incident concerning health, safety and welfare or damage to property to the Engineer and to the statutory authorities, if appropriate, as soon as possible after its occurrence in such a format as the Engineer may require. o) If the Contractor should temporarily close down his operations for seasonal or other reasons he shall ensure that the Works are left in a safe condition. He shall appoint one member of his staff to be responsible for the safety of the Works throughout the shutdown period and shall notify the Engineer of the name and contact telephone number of the responsible person. p) The Contractor, his employees, his Subcontractors, their employees and any other persons authorized by him to be on the Site shall comply in every respect with the provisions of any statutory requirements as may be applicable to the Works in respect of health, safety and welfare. q) The Contractor shall advise all site staff and labor including all the Contractor s employees all Sub-contractors and consultants employees, all truck drivers and crew making deliveries to sit, of dangers and impact of Sexually Transmitted Diseases (STD) in general and HIV/Aids in particular. To this end the Contractor shall conduct Information, Education and Consultation (IEC) campaigns at least every other month addressed both to the aforementioned site staff and labor and the immediate local communities.

DIVISION 2100: CLEARING AND GRUBBING 2102 Description of Work (a) Clearing At the end of the second paragraph add the following: This work shall also include removal of sign posts, curbstone, fences, demolishing of paved ditch and masonry structures etc. that obtrude clearing and grubbing works. (b) Grubbing In the first paragraph, delete 600mm below finished road level and insert in its place 500mm below the subgrade level, and, delete 75mm below original ground level and insert in its place 300mm below the cleared original ground level. Add the following paragraph: (c) Maintenance of Ground Surface All holes, ruts, etc., remaining after clearing and grubbing, should be backfilled and compacted as directed by the Engineer to prevent ponding of water. 4100 PREPARATION OF ROAD BED AND PROTECTION OF EARTHWORKS 4101 General a) Scope Add the following: This section also covers the work involved in disposing of spoil materials. In accordance with Division 1700 overhaul will not be paid on any item under any division of the Standard Technical Specification. The unit rates bid by the tenderer are deemed to cover all haulage costs over any distance throughout the project. Any reference to free haul and overhaul elsewhere in the Standard Technical Specification should be considered null and void. 4102 Construction Requirements for the Preparation of Road bed and Subgrade (a) Equipment Add the following: The equipment shall not be less than that designated for that purpose in the Contractors program and plant list approved by the Engineer. DIVISION 4200: ROADWAY AND BORROW EXCAVATION 4201 General (a) Scope Add the following sentence: This Division shall also cover all work in connection with the excavation of soil and rock for the diverting, channelling or widening of streams further than from the outer limits of cross drainage structures and their ancillary structures. It also covers the widening of existing cutting, fills and road beds. 4204 Classes of Excavation Delete the original clause and substitute the following in its place: The excavations of material shall be classified as follows for purpose of measurements and payment: i) Soft Excavation: Material, which does not comply with the definition of Hard Excavation given in sub clause 4204 (ii) below. ii) Hard Excavation: Hard Excavation shall be material, which can not be efficiently ripped by a bulldozer of approximately 35 tones mass when fitted with a single type ripper and having a flywheel power of approximately 220 KW. This excavation generally includes material such as formations of undecomposed rock, which can only be removed through blasting. Isolated boulders within a mass of soft excavation, which can be bodily removed by the Contractors equipment and suitably disposed of to the Engineers satisfaction shall be measured net as hard excavation. However, those isolated boulders will be measured net as hard excavation only if the

If Contractor uses borrow materials regardless of the availability of suitable materials won from the cut operation with in the site; the quantity of spoil material from the road reserve shall be less by the quantity of borrowed material. All Reference to payment in Clauses 4302 and 4303 are deleted. 4307 Measurement and Payment This Clause is deleted. No direct payment shall be made to the Contractor for Excess overburden, for Excess over burden in borrow pits for obtaining crushed stone for pavement layers and for Finishing-off borrow areas. DIVISION 4400: EMBANKMENT CONSTRUCTION 4402 Material Requirements for Construction of Embankment in Suitable Materials Amend the requirements of this Sub-Clause as follows: a) Fill Fill material shall conform to the requirements specified hereunder:

Liquid Limit (LL) shall not exceed 60. Plasticity Index (PI) shall not exceed 30. Swell shall be 2% maximum at 100% MDD-AASHTO T 180. Organic matter content shall be less than 50%. In situ and fill materials shall have a CBR not less than 5% after compaction to 95% of modified AASHTO density. Minimum in-place Dry Density after compaction shall be 95% of Modified AASHTO T 180. The maximum layer thickness (after compaction) required from the Contractor shall be generally 200 mm, and the maximum size of the material shall be 130 mm, but layer thickness as little as 100 mm will be permitted provided that the maximum size of the material is 65 mm. In order to prevent the layer thickness from being determined by the presence of isolated large rock/boulder fragments, the Engineer may require such isolated fragments to be removed from the road. In the case of material that cannot be reduced to a maximum size of 200 mm or less after removal of the oversize material, the Engineer may, at his sole discretion, allow thicker layers than specified above to be constructed, provided that he is satisfied that the specified densities or required strength can be obtained throughout the full depth of each layer and that the layers will be uniformly compacted, by using equipment specifically suited to this purpose.

In order that fill layer thickness should not be dictated by the presence of isolated larger rocks, the Engineer may order that material which cannot be broken down to the size generally obtainable for the rest of the material in the layer, be bladed off the road and removed. Where a new layer is constructed on an existing or already constructed fill and the new layer will be less than 100 mm in compacted thickness, the existing fill shall be scarified to such a depth as will give a layer thickness after compaction of not less than 100 mm of the new plus the scarified material together. No additional payment will be made for this. Where coarse material is to be processed in layer thickness which make mixing by road grader impracticable, the material shall be so excavated, transported and dumped that it will be properly mixed after dumping and exhibit a minimum segregation of fine and coarse material. Such material shall be placed to the correct thickness by end tipping, and the surface levelled by bulldozer, after which some fine materials shall be spread on top of the layer and worked into the depressions on the surface. Should the material used for fills be of such a nature that, during the breaking-down effort it does not readily break down to a maximum size of 200 mm or less, the material shall be spread and thoroughly mixed by grader or other suitable plant so as to obtain an even mix of the various types of materials and to spread the fine and coarse materials evenly throughout the mixture. If necessary during the mixing process, water shall also be sprayed evenly over and mixed into the material to bring it to the correct uniform moisture content. The moisture added shall be just sufficient to bring the material to the optimum moisture content for the compacting equipment being used and the compaction required. Fill shall be placed in successive layers parallel to the final road surface wherever this is practicable. The construction of tapered layers shall be restricted to the bottom layers of fill where this may be unavoidable due to crossfall, tapering out of fills or superelevation of the final road surface. Where practical this should be avoided by use of benching along contours. The better quality materials obtained from road excavation or from borrow shall be generally reserved for use in the upper layer of fill construction, in accordance with the instructions of the Engineer. b) Improved Subgrade Material (G15 and G7) Placing an improved subgrade not only increases the bearing strength of the direct support of the pavement, but also Protects the upper layers of the earthworks against adverse weather conditions (protection against and shrinkage); Facilitates the movement of construction traffic; Permits proper compaction of pavement layers; Reduces the variation in the subgrade strength; and, Prevents pollution of open-textured sub base courses by plastic fines from the natural subgrade. Soil used for improved subgrade layers shall be non-expansive, non-dispersive and free from any deleterious matter. They shall comply with the requirement tabulated here under:

Add a new Sub-Clause (o) as follows: (o) Hand-laid Rock Fill Sufficient excavation shall be made where the hand-laid rock fill is to be laid such that the bed is clean, level and sufficiently hard that the stone blocks shall be stable when set on it. The stones shall be laid up on the bed to the lines and levels defined on the drawings or directed by the Engineer. Stones shall be laid in courses such that no vertical joints extend more than the course in which it is laid. Each stone shall be laid so that it is stable and well wedged into the rock fill mass. Chocks shall be used to fill voids and stabilize stones and the whole mass. Spaces between the hand-laid rock fill and a structure etc. shall be filled with hand tamped or rammed fill or filter material as directed by the Engineer. DIVISION 5000: SUBBASE, ROADBASE AND GRAVEL WEARING COURSE shall read as under: DIVISION 5000: GRAVEL WEARING COURSE Delete Division 5000 in entirety and replace with the following: 5100: General Requirements The gravel wearing course is the major load carrying and spreading layer in gravel roads. Its main purpose is to reduce traffic stresses to acceptable levels in the sub-grade. This layer should thus possess sufficient strength to with stand these traffic stresses without failing itself. Natural gravel material shall fulfil the following requirements to serve as wearing course: Possess fines of sufficient cohesion to bind the gravel particles and avoid raveling and corrugation in dry seasons; Possess sufficient bearing strength.

The plasticity and amount of fines should be limited to a certain maximum value, based on the prevailing climatic conditions, to avoid the occurrence of slippery surface in wet weather. Natural gravel to be used as gravel wearing course shall of hard durable angular particles of stone or gravel. The material shall be free from vegetable matter and lumps or balls of clay. 5209 Construction Requirements for Crushed Gravel Road Base (e) Traffic on Road Base Add the following paragraphs: The Contractor shall program his work in such a manner to avoid traffic making use of the completed road base or provide a diversion road where possible. However where traffic using the completed road base has been requested by the Contractor and approved by the Engineer the period when traffic is using any stretch of completed road base shall be minimized. Prior to laying surfacing the Contractor shall request an inspection by the Engineer of each section of road base which has been used by traffic. The inspection shall be as directed by the Engineer. The lines so formed shall be perpendicular to the road centerline. Brooming shall be carried out after the initial concrete set but while it is still soft enough to take an impression and shall be executed so that the corrugations formed on the surface are uniform and not more than 1.5 mm in depth. Brooming shall be completed before the concrete is in such condition that the surface will be torn or unduly roughened by the operation. If the Contractor fails to finish the brooming in sufficient time to avoid such damage to the surface they shall stop brooming and (a) propose another method of texturing the surface and (b) rectify any damage to the concrete surface which has occurred. The foundation stratum shall be trimmed to form a clean, level and sufficiently hard bearing surface on which to hand lay the stone material, which shall consist of large selected stones of not less than 10kg, such that the stone blocks shall be stable when set on it. The stones shall be laid up on the bed to the lines and levels defined on the drawings or directed by the Engineer. Flat stratified stones shall be laid individually in courses, with the largest dimension in the horizontal plane. The stones shall be firmly set against adjacent stones and shall be packed so as to stagger the joints. No vertical joints shall extend through more than the course in which it is laid. Each stone shall be laid so that it is stable and well wedged into the rock fill mass. Spalls shall be used to fill voids and stabilize both the stones and the whole mass but stones shall not bear upon any spalls. Spaces between the hand-laid rock fill and a structure etc. shall be filled with hand tamped or rammed fill or filter material as directed by the Engineer. The top and ends of the walls shall be neatly finished with selected capping stones. The whole shall form a neat and pleasing appearance with a tight, even surface. (ii) Cement-mortared stone walls

Guardrails shall be supplied together with all bolts, nuts; washers and fixing materials required other than bolts for fixing to posts. Beam rail elements and terminal sections shall be galvanized in accordance with AASHTO M 180, Class A, Type 2. The minimum average weight of Zinc coating shall be 2 ounce per sq. foot. Box beam posts shall conform to AASHTO-AGC-ARTBA: A Guide to Standardized Highway Barrier Hardware, 1995 Edition. 9303 Erection The holes for the posts shall be of sufficient size to permit proper setting of the posts and to allow sufficient room for backfilling and tamping. At least 1 m of the posts shall be embedded in the ground. The holes for the posts shall be spaced to suit the standard length of guardrail supplied. Where shown on the drawings or directed by the Engineer, posts shall be set at half spacing. After the Engineer has signified his approval of the guardrails so erected, the holes shall be backfilled with a 12:1 soil: cement mixture. The material may be either mixed by hand or mechanically and the correct quantity of water added to ensure that the mixture is placed at or near to optimum moisture content. The mixture shall then be placed and thoroughly rammed in layers not exceeding 100 mmcompacted thicknesses. In all barriers, the Contractor shall use structural concrete that complies with Division 8400, Structural Concrete. 9904 Pre-cast Concrete barrier The concrete in pre-cast barrier shall be Class Y and comply with the provisions of Division 8400, Structural Concrete. No concrete barrier shall be shipped until test cylinders made of the same concrete and cured under the same conditions show the concrete has reached 30MPa. The Contractor shall use ordinary Portland cement as defined under Division 8400 of the Standard Specification. Pre-cast barrier shall be cast in steel forms. After release, the barrier shall be finished to an even, smooth, dense surface, free from any rock pockets or holes larger than 6 millimetres across. Trowelling shall remove all projecting concrete from the bearing surface. Pre-cast concrete barrier shall be cured in accordance with Division 8400, Structural Concrete, except that the barrier shall be cured in the forms until a rebound number test, or test cylinders which have been cured under the same conditions as the barrier, indicate the concrete has reached a compressive strength of at least 17.2 MPa. No additional curing is required once the barrier has been removed from the forms. The barrier shall be pre-cast in sections as the Standard Drawings require. All barriers in the same project (except end sections and variable length units needed for closure) shall be the same length. All barriers shall be new and unused. It shall be true to plan dimensions. The manufacturer shall be responsible for any damage or distortion that results from manufacturing. Only one section less than 3 meters long may be used in any single run of pre-cast barrier, and it must be at least 2.4 meters long. It may be pre-cast or cast-inplace. Hardware identical to that used with other sections shall interlock such a section with adjacent pre-cast sections. When the barrier is being built next to roadway lanes open to traffic, a terminal section shall be connected temporarily to the end of the barrier built each day. 9905 Cast-In Place Concrete Barrier Forms for cast-in-place barrier shall be made of steel or of exterior plywood coated with plastic. At the Contractors option, the barrier may be constructed by the slip-form method. The Contractor shall use ordinary Portland cement as defined under Division 8400 of the Standard Specification. Immediately after removing the forms, the Contractor shall complete any finishing work needed to produce a uniformly smooth, dense surface. The surface shall have no rock pockets and no holes larger than 6 millimetres across. The barrier shall be cured in accordance with the requirements described in Item 406, Structural Concrete. The maximum allowable deviation from a 3-meter straightedge held longitudinally on all surfaces shall be 6 millimetres. The Contractor may build cast-inplace concrete barrier by the slip-form method. Concrete for slipform barrier shall meet the requirements for concrete Class Y as outlined in Division 8400, Structural Concrete. Slip-form barrier shall be finished and cured in the same manner as required for concrete traffic and pedestrian barrier in Division 8400, Structural Concrete.

At final acceptance of the project, the barrier shall be free from stains, smears, and any discoloration. 9906 Placing Concrete barrier Pre-cast concrete barrier shall rest on a paved foundation shaped to a uniform grade and section. The foundation surface shall meet this test for uniformity: When a 3-meter straightedge is placed on the surface parallel to the centreline for the barrier, the surface shall not vary more than 6 millimetres from the lower edge of the straightedge. If deviations exceed 6 millimetres, the Contractor shall correct them as required in Specifications and as directed by the Engineer. The Contractor shall align the joints of pre-cast segments so that they offset no more than 6 millimetres transversely and no more than 19 millimetres vertically. Grouting is not permitted. If foundation grade and section are acceptable, the Engineer may permit the Contractor to obtain vertical alignment of the barrier by shimming. Shimming shall be done with a polystyrene, foam pad (300 by 600 millimetres) under the end 300 millimetres of bearing surface. Pre-cast barrier shall be handled and placed with equipment that will not damage or disfigure it.

DIVISION 10100: STANDARD AND TESTING 10102 Testing Methods Delete entirely and replace with: All tests shall be conducted in accordance with the standard methods specified by the various organisations listed below in order of precedence: 1.
