San Julian latest to be declared as insurgency-free municipality

TACLOBAN CITYThe declaration of San Julian in Eastern Samar as an insurgency-free could pave the way for its development and not just assure its people of a peaceful living. This was stressed by its mayor, George Eroba, who said that slowly he is seeing the impact of the declaration to his town, more than 180 kms away from Tacloban. The declaration will not only help us attract more tourists but even investors as well. In fact, a (group of) investor who are into power industry has visited San Julian recently and plans to put up a power plant, Eroba said. Last month, San Julian together with other towns in Eastern Samar, to include its provincial capital of Borongan City, was declared as insurgency-free by the Philipto page 3

Pacquiaos style in terms of speed, strength and agility, according to the respondents, will outweigh that of Marquez. They also said that Pacquiaos losing the fight over Timothy Bradley Jr. last June 9, 2012 gained the Filipino boxer the motivation to win the game over Marquez. Meanwhile, others say that there is a slim chance of Pacquiao on winning the game because he is busy with his political career and religious activities, and these are affecting his training. While others are in favor of Marquez, majority are hopeful that Pacquiao will bring back the honor to his fellowmen. Meanwhile, Sun.Star websites microsite at blogs.sunstar.com.ph/ pacman is having an online poll on who netizens think will win on Sunday.

Cebuanos root for Pacquiao

CEBU CITY - The rivalry between Manny Pacman Pacquiao and Juan Manuel El Dinamita Marquez has been running two years shy of a decade and both boxing superstars have shared the ring thrice. Despite Pacquiao winning two of those fights, while the other ended in a draw, there is no clear verdict as to who really won the series since all three bouts were close and controversial. Sun.Star website at w w w. s u n s t ar. c om . p h randomly asked Cebuanos in the streets on who is their bet between Pacquiao (54-4-2, 38 KOs) and Marquez (546-1, 39 KOs) this Sunday, December 9, 2012. Of the 19 people asked, only three are in favor of the Mexican boxer. Majority said they are in favor of Pacquiao citing the following reasons: he is a Filipino, he has been helping his fellowmen, adding that if he will win, the more that he

Currently, a BNS does not have any salary. Instead, he or she is given an honorarium the amount of which varies depending on the affordability of the local government unit. The biggest known so far in Region 8 is P1,000 per month. But it could be as little as P50 per month, said National Nutrition Council Regional Program Coordinator Segundina Devota Dilao. She said that pending the approval of the said law, there is always a threat that BNS will be replaced after next years barangay elections, regardless of their acquired training. The big responsibility comes without pay Not to mention the hanging threat of being sacked or replaced anytime when their ap-

We will ask other RDCs in the country to support this bill. The proposed compensation for BNS is very modest but this will motivate rural workers to do more for the attainment of MDG reduction targets, said Uy, following the endorsement of the RDCs social development committee. Magna Carta of BNS seeks to provide a minimum of P2,000 monthly pay and allow them to hold the position for a minimum of three years after training. Then the BNS will be evaluated by a team created for the purpose, and after which they will be given a permanent position in the

It can be recalled that during the occurrence of the typhoon Pablo, LGUs from affected areas in the region had initiated the necessary steps in order to achieve the zero casualty goal of the government. LGUs from St. Bernard, Southern Leyte and Tacloban City, have implemented a preemptive evacuation where residents living in the landslide, flash flood prone and coastal barangays were prioritize respectively. NEWS More than buildings, provide funds

Sunday, 09 December 2012
AS MORE people are encouraged to start their own businesses, the support of the private sector is being pushed to give start-ups the needed push. Dr. Virginia Novenario-Enriquez, chief science research specialist of the Department of Science and Technologys research information and technology transfer division, said that even with minimal private sector participation, their technology business incubators are doing very well. Stakeholders hope that those in the business of constructing buildings to hold technology companies would think bigger and invest in startups that can contribute greatly to the countrys development. Enriquez said that there is now a huge interest from those who want to start their own businesses to get the services of business incubators to help them develop their ventures. At the UP CebuinIT incubator at the University of the PhilippinesCebu campus, project leader Pauline Wade said their facility currently has 28 locators and they consider their incubator full. She explained that some have had to do things virtually because their facility lacks the space to accommodate everyone. More TBIs She believes Cebu needs more TBIs (technology business incubators) to help budding entrepreneurs with the skills they need to turn their ideas into viable business ventures. Wade said the DOST and UP Systems support have made it possible for them to help start-ups develop their ideas and make these sustainable. Earl Valencia, head of corporate development and innovation of Smart Communications, said Cebus ecosystem makes it ideal for developing start-ups. He noted that during start-up events, hundreds of students, developers and technology aficionados show up. He admitted that most people looking for IT talent think to look in Cebu. For Jojo Flores, who co-founded Plug and Play Tech Center based in Sunnyvale, California, Cebu should have one main headquarters for start-ups to get together, share their ideas and meet investors and mentors who can help them. He believes that business owners in Cebu should be putting up money for start-ups instead of just putting up buildings. Why innovation matters Contrary to popular belief, graduates are not the only ones who develop start-ups in the country. Lauren Teena Velasquez, group manager of the technology utilization and commercialization services group of the DOSTs Technology Resource Center (TRC), said even returning overseas Filipino workers are interested to start their own projects in the country. She cited a case for an OFW who worked in Singapore for 10 years and decided to return and pay it back to the Philippines with his own project. She also corrected the notion that most science

Catastrophe

he devastation in Compostela Valley, Davao Oriental and other parts of Mindanao brought about by typhoon Pablo last week was due in part to environmental negligence or wanton cutting of trees in the mountains, according to an initial assessment by the Dept. of Environment and Natural Resources (DENR), as evidenced by logs and tree trunks that cascaded down from the mountains into the lowlands destroying agricultural crops, houses, properties, killing animals and people. According to veteran news reporter Jessica Soho, who was in one of the towns of Compostela Valley, the scene of devastation she witnessed was similar to previous scenes of calamities like in Ormoc City in 1991, Cagayan de Oro and Iligan cities l;ast year where the oods devastated houses, killed many people and destroyed government infrastructures. Death was everywhere, many people missing on account of the ood, many people wounded, food and drinking water was scarce makeshift evacuation

center hastily built because the people have no more houses. President Aquino while surveying the devastation has announced to really dig deeper on what really happened. For sure, it was a natural calamity aggravated by mans negligence of the environment by too much cutting of trees in the mountains. People do not care on what will happen next so long as they can take what they want or get the profit they intended to have. When will we learn? How many more lives will be lost, communities devastated, properties destroyed because of our abuse to the environment? There are many places in the entire country prone to disasters and catastrophes like parts of Compostela Valley and Davao Oriental. Those are catastrophes on the waiting. This kind of calamity will happen again and

He said the anti-virus installed in the laptop are not repairing but even adds up to destroy the program. He installed a better anti-virus scanner that has to be updated every time the warning pop up the screen. Likewise, he advised to scan every USB before opening it. He Will Save All Flesh

The people of Jerusalem found their city in rubbles after the Babylonian exile. Some had started to worship Babylonian gods and had completely forgotten the God of Israel, the God of the Covenant. There was no glue, no rallying point, that could hold the nation together. The people of Israel needed a prophet like Baruch to remind them of the marvelous promises God gave them when they were still captives in Babylon. The prophecy had earlier assured them of their departure from Babylon and of their long awaited homecoming, but God was preparing them for something much greater than an ordinary return of Jerusalem. They would not be restored to their old life, but they would taste immeasurable joy and see astonishing light. If Jerusalem were previously comparable to a grieving widow, this time she would turn into a lovely and happy young lady. She would put on the splendor of glory from God forever: wrapped in the cloak of justice from God, bear on [her] head and miter that displays the glory of the eternal name (Bar 5:1-2). The children of Jerusalem would return from different directions and everyone would rejoice. It is important that the inhabitants of Jerusalem be reminded about the promises of God. The city had fallen into ignominy so they needed to hear again the voice of God and his assurance of his continuing beneficence and care. They needed to hear the voice of God once again so that their homecoming would be consummate and complete. In the Second Reading, Saint Paul served as Gods voice to the Church at Philippi. This is considered strange, knowing that at this point Paul was in jail. Other Christians became his detractors and he was distressed to learn how false teachings had misled many Philippians. Despite all these, Paul sent a joyful letter to his favorite Christian Community: first, in order to thank them for the material and spiritual help they extended on his favor; secondly, in order to boost their morale and encourage them to remain faithful to God and strive after unity, it was very possible that they would lie prostrate and lose heart because their teacher Paul was thrown behind bars. Paul earnestly reminded them to be humble in their dealings with one another and to avoid selfish ambition and pride. Paul assured the Philippians that God would continue to complete the good work began by God among them until the day of Christ Jesus (Phil 1:11). The Apostle realized that his imprisonment was not an accident but was in fact in the mysterious plan of God whose wisdom is infinite. In the Gospel, Gods plan would be revealed to us in the person of John, son of Zechariah. John belonged to the motley group that sincerely searched for God. This group failed to see God among the leaders of the Roman empire who were supposed to make Gods will manifest among the people. This group did not also have any experienced of God among the Jewish leadership nor among the high priests in the Temple. God had spoken to John and he was tasked to go throughout the whole region of the Jordan and proclaim a baptism of repentance for the forgiveness of sins. Advent is Gods way of assuring us that God will again come to our midst, and he will complete the good work that he had began in us. He will not bring us to our old self, but he will accompany us to our true home. Advent is our time in the desert, a time of prayer and penance, contemplating the mysteries of God and being true to oneself and to others. In the desert God will teach us how to fill every valley, make low every mountain and hill, make straight the winding roads and make smooth the rough ways. In the unspeakable transformation that Advent can bring us, all flesh shall see the enduring work of Gods salvation, since the time of John the Baptist until now.

Recently, we encountered technical problems with my granddaughter Shakiras computer that slowed down the performance. The Globe Tatoo Broadband she was using to connect with the internet had also experienced a decline in speed of the transfer time for Download/Upload. Unlike in the past months its performance is at par. I brought the laptop to a technician at Kananga, Leyte whom I recently got acquainted with. He has not gone in any computer school, however, he learned from consulting Google Chrome whenever he encountered problems. He asked questions about difficulties he experienced in operating his computer. His problem was resolved by the reply of Google When he opened Shakiras computer he immediately commented it was affected with virus. It almost reached 15 minutes

to appear the display in the screen. He reformatted the program from Ultimate Vista to Windows XP and the program from Microsoft 2003 to 2007. After he finished reformatting, I inserted the USB and had it scanned for virus. Out of the 32 files, only two files remain untouched. All the rest were erased with no hope of recovering the files. The same happened to my other two USB. It is such a pain to have been a victim of unscrupulous computer intellectuals. Too much waste of time and effort gathering and preserving the information and/ or documents that turned to nil. There were three antivirus program installed when my son bought it for her daughter. Every time we opened the computer we could read No threat detected. We were confident that everything does well. Although, one of the antivirus programs had been

The Sower
GOSPEL (Lk 3:1-6) IN THE FIFTEENTH YEAR of the reign of Tiberius Caesar, when Pontius Pilate was governor of Judea, and Herod was tetrarch of Galilee, and his brother Philip tetrarch of the region of Ituraea and Trachonitis, and Lysanias was tetrarch of Abilene, during the high priesthood of Annas and Caiaphas, the word of God came to John the son of Zechariah in the desert. John went throughout the whole region of the Jordan, proclaiming a baptism of repentance for the forgiveness of sins, as it is written in the book of the words of the prophet Isaiah: A voice of one crying out in the desert: Prepare the way of the Lord, make straight his paths. Every valley shall be filled and every mountain and hill shall be made low. The winding roads shall be made straight, and the rough ways made smooth, and all flesh shall see the salvation of God.

Part 4 Duel

From A Distance
joey e. clarin Today is the 4th Pacquiao Marquez fight at MGM grand Las Vegas. For sure the Philippine streets will be empty of jeeps or taxis that will hit the road. It is an unfinished business for both of them. This is because the last three fights were not conclusive. A knockout is what is needed to end this rivalry. Pacquiao has the capability for a knockout because he has floored Marquez 4 times in their last 3 fights. Pacquiao has a lot to prove when they square off for their largely anticipated showdown. Pacquiao is

eager to show to the world that his ability and power have not diminished after a below par performance in his last 2 fights. There are prediction that this 4th duel between Manny Pacquiao and Juan Manuel Marquez will end in a knockout. When they last meet in November 2011, Pacquiao narrowly retained his WBO Welterweight Title with a controversial majority decision that was greeted by loud booing from disgusted Marquez fans. Pacquiao sees this fight to provide the answer as to who is the better fighter.

San Roque and San Miguel. An estimated 500-strong delegation from the different schools of Samar province completed arrivals, since Friday, in the town proper. Elementary school buildings in the twin school districts within the poblacion had been spruced up, given a fresher look, and furnished with billeting needs. These will serve as temporary homes of the delegates, for the duration of the athletic meet. Mayor Ponferrada and the other town officials will be around to welcome the delegations. When the opening ceremonies official unfold, the Basey Local Government Unit Chorale (a singing group of LGU employees) will lead the prayer and the singing of Lupang Hinirang. Jennet L. Almeda comes in right away to lead the Panunumpa ng Katapatan sa Watawat. Imelda Boleche, a Basey II teacher, will next lead the DepEd Samar Hymn. After that, the different delegation heads will raise their respective delegation banners. Junji, in behalf of the municipality of Basey and the LGU will give his words of welcome. PSDS Alejo Ma. P. had at Tacloban highly urbanized city. Some games will unfold in selected poblacion barangays which are found to meet competition requirements. By tomorrow and the following day, the eyes of Basaynons will be focused on this first of its kind of an event to happen in their town. The people themselves will do their best part to be able to contribute to the success of the hosting by their town. Many of them who are of age could remember that since the time of then congressman Valeriano C. Yancha (the first and only Member of the House of Representatives which Basey had produced from among its own dynamic and brilliant minded citizens, for the whole of Samar). Good luck to all the athletes and your chaperons and officials. Make sure that, before you start for home after the competitions are officially closed, you can take with you a souvenir item. In case you dont already know, exquisite products from embroidered tikog are available in the town. These are the best items that Basaynons are proud of. The tikog mat weaving industry among the industrious Basaynon women earned for Basey a global title when it was proclaimed to have produced the longest (about 1 kilometer or 1,000 meters long) banig (mat) made of tikog grass, for the Guinness Book of Records. *** AMLAC IGNORED RED FLAG SIGNALS ON AMAN, SCAM GROUPS CHIZ: Sena-

tor Chiz Escudero said the AntiMoney Laundering Council (AMLAC) ignored the clear red flag signals on the investment scam group Aman Futures Group that allowed similar groups to proliferate and con thousands of people to part with their hard-earned money. It is a puzzle why all the tell-tale signs were ignored by AMLAC when bank transactions and activities by the Aman group and other related companies are already swelling with red flag signals. The Aman Futures scam has been in the open in Pagadian since two months ago. Evidence should have been available by now. In fact, the Securities and Exchange Commission website has come out with a warning on the Aman investment scam, the senator said. Escudero, chairman of the Senate committee on justice and human rights said had AMLAC been more insightful about these developments; the magnitude of the scam could have been abated. Now we need the Department of Justice (DOJ) to immediately secure the list of those who invested in Aman Futures and how much investments were put as this may lead to concrete evidence to support the case against the group that duped thousands of people in Mindanao and the Visayas of an estimated P12 billion. The senator said the speedy action of the DOJ and other government agencies on the Aman Futures scam and other investment scams in Mindanao and the Visayas will help ease the pain and suffering of thousands of vic-

again in the immediate and near future if we will continue to abuse our environment. Also, if local government units in disaster prone areas will continue to allow people to settle in disaster prone areas. But to do so, to evacuate people to live permanently in safer areas would need political will. How many of our government officials will have this political will? And will the people finally cooperate to leave their homes permanently and settle in safer places afraid already of what happened in the past?

I do not wonder these things to happen in the world of wicked competitions. It reminds me of prophecies in the Holy Scriptures, the one written in Second Timothy, chapter 3, verse 1, 2: But know this, that in the last days critical times hard to deal with will be here. For men will be lovers of themselves, lovers of money, self-assuming, haughty, blasphemers, disobedient to parents, unthankful, disloyal The quoted prophecy reminds us of the critical times we are now experiencing has a semblance of what lies ahead.
