Introduction
This booklet provides information about primary, infant, junior and middle schools in Suffolk in
the 2013/2014 school year. It does not cover independent schools. It also explains how we
decide who is offered a place when a school gets too many applicants.
There is a separate directory which provides information for upper and high schools.

All schools in Suffolk are day schools for both boys and girls of all abilities. The age range of pupils at schools varies, depending on
which part of Suffolk they are in. Further information can be found in the booklet Admissions to Schools in Suffolk in

We deal with applications for all types of schools, acting on behalf of the governors in the case of voluntary aided,
foundation/trust, academy and free schools.

How we offer school places
It is important that all schools are able to provide education
for their pupils in suitable accommodation, which is not
overcrowded. This means that schools can only offer a set
number of places in any one year. This number is called the
Published Admission Number (PAN), which is based on a national
formula for deciding how many children can go to a school
without causing overcrowding. By law, infant classes must not
have more than 30 pupils with a single qualified teacher.
If the number of applicants is less than the PAN all applicants will
be offered places. For any of your preferred schools, there may be
more applications for that school than there are places available.
Suffolk County Council makes decisions about admissions for
community and voluntary controlled schools. If the number of
applications for a school is greater than its PAN, we use our
oversubscription criteria to decide who gets a place.
In the case of voluntary aided schools, foundation/trust
schools, academies and free schools, governing bodies
determine the order in which applications should be ranked
according to their oversubscription criteria and the offer of
places is made on their behalf by Suffolk County Council. For
in-year applications the governing body will also advise us
whether a place can be made available in the relevant year
group. We will use this information to make the offer of a
place to parents.
Where a voluntary aided school, foundation/trust school,
academy or free school has their own admissions
oversubscription criteria this is displayed underneath the
school details in this directory.
The wording in this booklet may be a summary of the full
admission policy and therefore you must refer to the schools
own full admissions policy which sets out how places will be
prioritised. You can get a copy of the full policy from the school
or online at www.suffolk.gov.uk/admissionstoschools.
There is a separate directory for the oversubscription criteria
for upper and high schools.
If you are applying for a place at a voluntary aided
school, foundation/trust school, academy or free school
you may also need to complete a Supplementary
Information Form (SIF) and send it directly to the school.
Please note: For applications for the first year of entry at
a school, these criteria will be applied according to the
circumstances existing on or before the closing date.
How the Allocation Process works
Step 1
If we can meet your first preference, we will offer you a place at that school.
Step 2
If we cannot meet your first preference but can meet your second preference, we will offer you a place at that school. For
the entry year only we will also place your name on the waiting list for your first preference school.
Step 3
If we cannot meet your second preference but can meet your third preference, we will offer you a place at that school. For
the entry year only we will also place your name on the waiting list for your first and second preference schools.
Step 4
If we cannot meet any of your preferences, we will offer you a place at your catchment area school (if you have not included
it in your preferences and if there is still a place available there) or at the next nearest school which has a place available
with regard to the efficient use of resources. The next nearest school is measured by walking distance. Walking distance is
from the front door of the home to the nearest school gate. Where there is more than one home within a single building (for
example apartments) we will measure from the main entrance of the building.
For the first year of entry at a school only, we will also place your name on the waiting list for your first, second and third
preference schools.

Admissions Oversubscription Criteria
If there are more applications than places available the following oversubscription criteria shows the order of priority for
places at community and voluntary controlled schools (and at those foundation/trust schools, academies and free schools
where it has been agreed that Suffolk County Council will manage their admissions arrangements).
For applications for the first year of entry at a school, these criteria will be applied according to the circumstances existing
on or before the closing date.
We will offer you a school place on the following basis:
Children who have a Statement of Special Educational Needs which names the school must by law be offered a place at
that school.
1 Children in care (Looked After Children) and children who were looked after, but ceased to be so because they were
adopted (or became subject to a residence order or special guardianship order).
2 Children who are brothers and sisters of, or who live as a family at the same address as, pupils who are already at the
school or who have already been offered a place, and who will still be there at the time of admission. Priority will be
given, where necessary, to applications where there is the smallest age gap. If you have more than one child at the
school, please name the youngest one.
This will apply also in those cases where the pupil already in school will be attending a Junior School and an application
is being made for the associated Infant School. The Infant/Junior school pairings where this will apply are: Maidstone
Infant and Causton Junior Schools, Felixstowe; Fairfield Infant and Colneis Junior Schools, Felixstowe; Springfield Infant
and Springfield Junior Schools, Ipswich; and Castle Hill Infant and Castle Hill Junior Schools, Ipswich.
3 Children who are ordinarily resident in the catchment area.
Places will be allocated in the following priority order:
a. If the school is voluntary controlled, children whose parents are applying on the grounds that the child and/or the
family are practising members of the Church of England. (You must provide a letter at the time of application from a
priest or minister. This letter must specifically state that you and/or your child is a practising member of the Church of
England and that you and/or your child go to church regularly, that is to say at least once a month).
b. Children who live nearest to the school. We will measure the distance by a straight line (as the crow flies). All straight
line distances are calculated electronically by Suffolk County Council using data provided jointly by the Post Office and
Ordnance Survey. The data plots the co-ordinates of each property and provides the address-point between which the
straight line distance is measured and reported to three decimal places. Where there is more than one home within a
single building (for example apartments) we will measure to a single point within that building irrespective of where
those homes are located.
4 Children who live outside the schools catchment area in the same priority order as set out in (a) and (b) above.
We will treat all your preferences (up to three) as equal. This is known as an all preferences equal scheme. We will look
to see if a place is available at each of your preferences and offer you a place at your highest preference school with a
place available.

Notes:
Distance tie-breaker
It is possible that the PAN of the school will be reached in any
one of the categories. For this reason, all applications will be
prioritised according to the rules described. Decisions will be
made about the offer of places in accordance with those
priorities. If it is necessary to use a tie-breaker to distinguish
between two or more applications, a distance criterion will be
used. We will give priority to the applicants who live nearest to
the school as measured by a straight line.
In the unlikely event that two applicants competing for a single
place at a school live the same distance from the school, the
place will be offered to one applicant on the basis of lots drawn
by an officer of the county council not involved with admissions.
Twins, Triplets and other Multiple births
If the final place available at a school is offered to a twin,
triplet or multiple birth and the remaining sibling/s would
ordinarily be refused, Suffolk County Council will offer places
to the remaining sibling/s at the same school. The law requires
that this will apply even in those primary schools where this
would mean that more than 30 pupils would be admitted to
an infant class.
Waiting lists
If you apply for a school place in the normal admissions round
and one or more of your preferences are refused, your childs
name will automatically be placed on a waiting list for these
schools (as described in Step 2 to Step 4 on page 5). Names
are placed on the waiting list in the priority order with
reference to the relevant admissions oversubscription criteria.
The order of children does not remain static as circumstances
change, a childs place on the waiting list can go up or down,
for example due to withdrawals or additional applications.
If you change your address while your child is on a waiting list
you must let us know. Please be aware that this may change
your childs position on the waiting list, particularly if you
move into or out of the schools catchment area. Written
evidence of this will be required.
Having your childs name on a waiting list will not affect your
right to appeal for a school place in any of the schools you
have applied for. See the booklet Admissions to Schools in

When we are unable to meet parental preferences, late
applicants will be added to waiting lists in oversubscription
priority order.
If a place becomes available, we will offer it to children on the
waiting list for that school in priority order. We do not offer
places on the basis of the date on which names were placed
on the list.
The waiting lists will cease to operate at the end of the first
full week of the Spring term (Friday 10 January 2014).

Making another application
for a place at the same school
A parent can apply for a place for their child at any time to any
school outside of the normal admissions round. However, if
your application for a school place is refused, we will not
determine a further application for a place in the same school
in the same academic year unless there has been a significant
change in the circumstances of the parent, child or school.
Such circumstances might be a house move or a place
becoming available at the school.
If there is no significant change in circumstances, you can
make another application for the following academic year but
this will not normally be considered more than one term ahead
of the date when you want your child to start at the school.

There are 5 types of schools in Suffolk:

and voluntary controlled schools.
The governing bodies of voluntary aided schools,
foundation/trust and academies, including free schools,
determine the order in which applications should be ranked
according to their oversubscription criteria.

The following pages provide alphabetical lists of Suffolk
primary, infant, junior and middle schools, nursery school,
childrens centres, special schools and pupil referral units.
We have provided some key information about each school
to help you when you are applying for a place, including:
The schools address
The schools website (if they have one)
The age range and type of school, with nursery indicated
if applicable
Headteacher and phone number
The Published Admission Number (PAN) for 2013/2014. This
is the number of pupils who will be allowed to join the
school in the year group.
* indicates that as the PAN for 2013/2014 is lower than the
PAN for 2012/2013 you should be aware that places will be
more limited and the pattern of admissions may change.

We have also included information relating to the on time
applications we received for entry to the school in September
2012 (2012/2013 school year). This is to help you judge whether
or not your application for a school place in the entry year might
be successful when you are filling in the application form.
It includes:
The Published Admission Number (PAN) for 2012/2013
The number of pupils on roll at the school in May 2012
The number of applications received by the closing date.
This is the number of applications for which no higher
preference school was offered. It may include second and
third preferences as well as first preferences. The figure is
intended to give you an idea of the demand for places at
the school. Please note that if you only apply for schools
that have previously had more applications than places,
there is a possibility that you will not be offered a place at
any of them.
The number of places that were actually allocated at the
school to on time applicants
The number of on time applications that were refused
The criterion under which the last child was admitted to
oversubscribed schools. Where schools were not
oversubscribed all applicants were admitted. Where schools
were oversubscribed, the oversubscriptions criteria was
applied and the cut-off point is indicated.
Notes:
You should be aware that as part of school reorganisation, we
are reducing the number of surplus (or spare) places that are
available across the county and so it is possible that admission
trends could change.

We have not included information on independent schools.

Places will be offered to Looked After Children (i.e. Children in Public Care) regardless of whether they live in the catchment
area of the school.
Places will also be offered to those children with statements of special educational needs which name the school as the
appropriate school for the child. Remaining places will be offered in the following order.
1 Children who are ordinarily resident in the schools catchment area on 15 January 2013 in the following order:
a. Children who have a physical disability that makes attendance at Laxfield School appropriate. You must attach a letter
from your doctor or the school medical officer to your application form to support your request.
b. Children with brothers or sisters (or other children living together as a family at the same address) already at the school
and who will be there when the child starts. If there are not enough places, we will give places to those with the smallest
age gaps first.

2013/2014 Oversubscription criteria:
Children with a Statement of Special Educational Need which identifies All Saints as the appropriate school for that child will
be admitted automatically as a priority. If there are more applications than places then children will be admitted to the school
according to the following order of priority.
1. Children in Care. (Looked After Children) and children who were looked after, but ceased to be so because they were adopted
(or became subject to a residence order or special guardianship order).
2. Up to 6 places are for:-
2.1 Children who themselves or their families regularly worship at All Saints or St. Marys Churches, Newmarket. Parents
must complete a Supplementary Information Form available from the school.
2.2 Children who themselves or their families regularly worship at another Christian Church. Parents must complete a
Supplementary Information Form available from the school.
2.3 Children of other religious faiths, whose parents would like them to attend All Saints because of its religious traditions.
3. Up to 24 places are for:-
3.1 Children who have a brother or sister attending, All Saints School at the time of his/her admission. If necessary, priority
will be given to those with the smallest age difference.
3.2 Children who are ordinarily resident in the schools Catchment area.
4. Other applications
N.B. Priority in all of the above categories will be given to:-
Children with a special educational need or who have refugee status or who are children of U.K. service personnel, which makes
attendance at All Saints School appropriate. Parents must support their application with some professional evidence, sent in
before the closing date for applications.
If the admissions limit of 30 is not reached when considering the above categories, the determining factor will be children who
live nearest to the school. We will measure the distance by a straight line (as the crow flies).

line distance is measured and reported to three decimal places. Where there is more than one home within a single
building (for example apartments) we will measure to a single point within that building irrespective of where those
homes are located).
e. Other applicants.
2 Children who are ordinarily resident outside the schools catchment area on the 15 January 2013. The order of preference will
be as for 1a-c, but criteria d. will be: children who live nearest the school (distances from the front door of childs residence
to the front door of the school will be measured in a straight line (as the crow flies) and calculated electronically by the Local
Authority using data provided by the Post Office and Ordnance Survey. Ultimate tie-breaker: In the unlikely event of two or
more applicants who live the same distance from the school competing for a single place, lots will be drawn by a member of
staff not involved in admissions to determine the successful applicant.

2013/2014 Oversubscription criteria:
1. Children in Public Care.
2. Governors have a statutory duty to admit applicants with a Statement of Special Educational Needs where this school is
named as being best able to provide the most appropriate educational provision for the named child.
3. Applicants with siblings (including half or step siblings and other children of the same immediate household) on the school
roll at the time of admission. If the final place available at the school is offered to a twin or triplet etc, and the remaining
sibling/s would ordinarily be refused, the Governors will offer places to the remaining sibling/s at the same school. It is not
the Governors policy to separate twins or triplets etc unless such admissions would breach infant class size legislation
4. After places are allocated to applicants in the above 3 groups places will be offered to those children resident in the
schools catchment area, which includes Badwell Ash, Great Ashfield, Langham, Hunston, Hardings Lane Norton and
Wetherden Upper Town. If the School is oversubscribed with pupils living in the catchment area, then criterion 5 in the list
below will be applied.
5. If places are still available further admissions will be in the following priority:
a) Children whose family (i.e. at least one parent/carer/guardian of the child) worships regularly at a Church within the parishes
of Badwell Ash/Walsham le Willows. (Governors define regular worship as attendance at least once a month).
b) Other applications, where the sole criterion will be distance from home to school by a straight line measure, from the front
door of the childs residence to the front door of the school, with priority being given to the child living nearest to the school.
The home address of an applicant who spends time with both parents (shared responsibility) will be taken as the home
address that is nearer to the school using the measuring system as described.
If the published admissions number is reached within any of the above criteria the determining factor will be the distance from
home to school. We will measure the distance by a straight line (as the crow flies). All straight line distances are calculated
electronically by the local authority (LA) using data provided by the Post Office and Ordnance Survey. The data plots the co-
ordinates of each property and provides the address-point between which straight line distance is measured and reported to
three decimal places. Where there is more than one home within a single building (for example, apartments) we will measure to
a single point within that building irrespective of where those homes are located. In the unlikely event of two or more applicants
who live the same distance from school competing for a single place, lots will be drawn by a member of staff not involved in
admissions to determine the successful applicant.

Special Educational Need where Creeting St. Mary CEVAP is named as being best able to provide the most appropriate
educational provision for the named child.
1. Children in Public Care
2. Children who are ordinarily resident in the schools catchment area.
3. Children who have a brother / sister / sibling who is attending the school and will be on roll at the time of admission. If
necessary, priority will be given to those with the smallest age difference.
4. Children who are attending Creeting Nursery.
5. Children with at least one parent/carer who attends a Church of England church at least once a month. Applicants are
advised to fully complete the Supplementary Information Form.
6. Children with at least one parent/carer who attends another Christian denomination at least once a month. Applicants are
advised to fully complete the Supplementary Information Form.
7. Children with at least one parent/carer who attends another faith community at least once a month. Applicants must send a
supporting letter from the leader of that faith community.
8. Children with a particular educational need, medical condition, exceptional domestic or social situation, or confirmed refugee
status which makes attendance at Creeting School particularly appropriate. Parents/carers must send some professional
evidence to support an application, for example a letter from the General Practitioner, Social Worker, Health Visitor or similar
professional who has knowledge of the child.

at the school. Parents/carers must support applications with written evidence by the closing date from their General
Practitioner, Social Worker, Health Visitor or similar professional who has knowledge of the child.
2.3 a) Children whose families wish to apply for a place giving faith as a priority will need to give evidence that they attend
church regularly (at least monthly) at a church recognised by Churches Together of Great Britain and Ireland, by completing
a Supplementary Information Form (SIF) indicating their faith involvement. Their church minister must countersign the SIF.
This form is available from this school. Applicants new to the area can provide evidence from a previous church or churches.
2.3 b) Children whose families wish to apply for a place giving another faith as a priority will need to give evidence that they
participate regularly (at least monthly) in the local worshipping community of the faiths named (Buddhism, Hinduism, Islam,
Sikhism and Judaism) and wish their child to attend Sir Robert Hitchams because of its Christian traditions by completing a
Supplementary Information Form (SIF) indicating their faith involvement. Their faith leader must countersign the SIF. This
form is available from this school. Applicants new to the area can provide evidence from a previous faith leader.
2.4 Children who live nearest to the school. The distance will be measured by a straight line (as the crow flies). All straight
line distances are calculated electronically by the LA using data provided jointly by the Post Office and Ordnance Survey.
The data plots the co-ordinates of each property and provides the address-point between which straight line distance is
measured and reported to three decimal places. Where there is more than one home within a single building (for example
apartments) we will measure to a single point within that building irrespective of where those homes are located.
3. Children who live outside the schools catchment area in the same order of priority as set out in 2.1 to 2.4 above.

2013/2014 Oversubscription criteria:
The Governors have a statutory duty to admit any child who has a Statement of Special Educational needs which identifies St
Edmundsbury as being best able to provide the most appropriate educational provision for that child.
Places will be awarded to children in the following order of priority:-
1. Looked after Children
2. Children of parents/carers who are ordinarily resident in the catchment area of the school. Ordinarily resident means
permanently resident for a settled purpose. It does not include residence taken up solely to qualify as living in the catchment
area for the purpose of gaining a place at the school, nor does it apply if you own a second home in the catchment area. It
does not apply to proposed moves into catchment area which have not taken place at the time of application. We regard
Travellers who move into the catchment of a school as ordinarily resident in that area when considering applications for a
school place. The home address of an applicant who spends time with both parents (shared responsibility) will be taken as
the home address that is nearer to the school using the measuring system as described below.
3. Children who have a brother or sister at the School who will be attending at the time of admission. Brothers or sisters
includes half and step siblings, adopted siblings or children living permanently in the same immediate household as the child
that is attending St Edmundsbury School. If the final place available at this school is offered to a twin or triplet, etc, and the
remaining sibling/s would ordinarily be refused, the Governors will offer places to the remaining sibling/s at this school. It is
not the Governors policy to separate twins or triplets etc, unless such admissions would breach infant class size legislation.
4. Children who have special social, medical or pastoral reasons for applying for a place at the school and those who have
confirmed refugee status or families who are in the UK Service Personnel or other Crown Servants. Parents/carers are required
to support applications with written evidence from their General Practitioner, Social Worker, Health Visitor or similar
professional who has knowledge of the child.
5. Children whose parents/carers worship at least monthly at a recognised Christian Church (churches which are members of
Churches Together in Britain and Northern Ireland) or are committed members of another faith. To enable the Governors to
fairly assess this criterion parents/carers are encouraged to complete a Supplementary Information Form (SIF) available from
the school. It is sufficient for only one parent to attend for eligibility to count.
6. Thereafter any other child will be admitted.

2013/2014 Oversubscription criteria
The Governing Body have a statutory duty to admit applicants who have a statement of Special Education Need where this
school is named as being best able to provide the most appropriate educational provision for the named child.
There after, places will be offered in the following priority order:
Category A: Children in Care
Category B: Children eligible for one of the ten places available on faith grounds as outlined in appendix A.
Category C: Children who are ordinarily resident in the catchment area.
Category D: Children who will have a sibling/have siblings attending school at the time of their admission school. Half or
step-brothers/sisters, foster or adopted children or others permanently living in the same household will be regarded in the
sibling criterion.
Category E: In cases of exceptional reasons accepted by the Governing Body and because of the nature of some
exceptional circumstances, the Governing Body do not have to disclose reasons of acceptance due the confidentiality.
Appendix A
Applications for Category B places are allocated using the following criteria given in priority order:
1. Children who live in the area covered by the Mildenhall Team Ministry, whose parent/guardian or carer is active in the
worshipping life of the Church and have worshipped at least monthly over the past twelve months.
2. Children who live in the area covered by the Mildenhall Team Ministry, whose parent/guardian or carer is active in the
worshipping life of another Christian Church and have worshipped at least monthly over the past twelve months.
3. Children who have transferred into the area covered by the Mildenhall Team ministry, and can clearly demonstrate a religious
commitment similar to that outlined in the above categories.
4. Children who belong to another religious faith, whose parents/guardians/carers would like them to attend St Marys Church
of England Academy because of its religious traditions.
Within each of the categories set out above, priority will be given to children who have a particular educational need, medical
condition or exceptional domestic or social situation, which in the opinion of the Governors makes attendance at St. Marys
Church of England Academy appropriate.
In the above cases documentary evidence from GPs and Social Care Services will be required.

straight line (as the crow flies).

considering applications for a school place.
3. Out of Catchment Places

6a. Places will be offered to those children who are ordinarily resident in the schools catchment area and who indicate that this
is their preference.
6b. Places will be offered to applicants where a Parent/Carer is a member of an Anglican Church, worshipping regularly (at least
once a month)
6c. Places will be offered to applicants where a Parent/Carer is a member of an another Christian denomination, worshipping
regularly (at least once a month)
In the event of a tie within any of the above categories, the determining factor will be the distance they live from school. We
will measure the distance by a straight line (as the crow flies).
In the unlikely event that two applicants competing for a single place at the school live the same distance from the school, the
place will be offered to one applicant on the basis of lots drawn by a member of staff not involved in admissions.

CEVA Middle School is named as being best able to provide the most appropriate educational provision for the named child.
1. Children who have a brother or sister who will be attending St James School at the time of admission. If necessary, priority
will be given to those with the smallest age difference.
2. Children who are ordinarily resident in the schools catchment area.
3. Children who themselves or their families regularly worship at the Cathedral or any Anglican Church.
4. Children who themselves or their families regularly worship at another Christian Church (i.e. churches which are members of
Churches Together in Britain and Northern Ireland).
5. Children of other religious faiths, whose parents would like them to attend St James because of its religious traditions.
6. Children with a particular medical condition or exceptional domestic or social situation, which makes attendance at St James

If the admissions limit is reached when considering any of the above categories, the determining factor will be the distance.

How we offer places in the nursery classes at Highfield Nursery School
There are special rules for deciding which children should get priority for a place in a nursery class and they are set out below
for Highfield Nursery School.
The Local Authority Nursery Admissions Panel will consider applications for Highfield Nursery School and will offer places first to
any child who will be 3 or 4 years old during the term they will be admitted who has a Statement of Special Educational Needs
(SEN) which names Highfield Nursery School.
As Early Years funding to schools is based on the number of sessions attended we allocate places first to children wanting five
sessions. At Highfield the sessions can be taken in early or late week blocks, mornings or afternoons. Please talk to us about this
if you would like more details to help you decide what pattern of attendance is best for your child.
Children wanting 5 sessions a week
We will list applicants wanting 5 sessions in date of birth order (oldest to youngest).
We will then consider children in each academic year group according to the following criteria:
(a) children who are the subject of a recognised child protection plan (under current legislation) where a placement at
Highfield Nursery School is identified
(b) children in care (Looked After Children) and children who were looked after, but ceased to be so because they were
adopted (or became subject to a residence order or special guardianship order)
(c) other children in date of birth order (oldest to youngest)
Where a child has a dual placement at a Local Authority specialist nursery (The Bridge, Thomas Wolsey, Hillside, Riverwalk,
Warren) then they may require less than five sessions. These children will be considered individually in consultation with the
Early Years and Childcare team.
Children wanting less than 5 sessions a week
Once all children wanting five sessions or more have been allocated a place we will use the same procedures to allocate any
remaining places to children wanting fewer than five sessions. We will give priority to those wanting most sessions.

Note 1 Children in Care
Children in Care (sometimes known as Looked After Children) are
defined as being subject to a Care Order, an Interim Care Order or
accommodated by the Local Authority.
Private Fostering
If you are caring for someone else's child for more than 28 days,
do not have parental responsibility for them and you are not
a relative such as a grandparent, brother, sister, uncle or aunt
(whether full blood, half blood or by marriage or civil partnership)
or step-parent you may be private fostering and it is a legal
requirement that you contact the county council on

Note 2 Childs Address
Please give your childs current address. If you are planning to
move house, please attach details of your future address and
moving date, if known. If you want your future address to be the
one considered as part of your application, you must attach
written evidence that you are legally committed to this move.
Examples of this evidence would be a letter from a solicitor to say
that a house contract has been exchanged, a signed tenancy
contract, or, for returning UK Service/Crown Servant families,
proof of the posting. Please contact the Admissions Team for
further details.
Note 3 Transport
If your child is given a place at an out-catchment school of your
preference, you will have to get your child to and from school and
pay for any transport needed. We would only provide transport
to an out-catchment preferred school if it is the next nearest
school to your home with places available and with regard to
the efficient use of resources and your child is either (a) under
eight years of age and you live two miles or more from that
school or (b) is eight or over and you live at least three miles
from that school.
Note 4 Siblings (Details MUST be provided in
the preferences section)
For any community and voluntary controlled schools please name
the youngest sibling at or about to start at each preference school
and refer to the county councils policy for admissions.
For voluntary aided, foundation/trust, academy and free schools
please refer to their individual policies and definitions of
siblings. Failure to provide a siblings details could affect the offer
of a school place.

Guidance notes for Parents
It is important that you read the following notes:
Note 1 Children in Care
Children in Care (sometimes known as Looked After Children) are
defined as being subject to a Care Order, an Interim Care Order or
accommodated by the Local Authority.
Private Fostering
If you are caring for someone else's child for more than 28 days,
do not have parental responsibility for them and you are not
a relative such as a grandparent, brother, sister, uncle or aunt
(whether full blood, half blood or by marriage or civil partnership)
or step-parent you may be private fostering and it is a legal
requirement that you contact the county council on

Note 2 Childs Address
Please give your childs current address. If you are planning to
move house, please attach details of your future address and
moving date, if known. If you want your future address to be the
one considered as part of your application, you must attach
written evidence that you are legally committed to this move.
Examples of this evidence would be a letter from a solicitor to say
that a house contract has been exchanged, a signed tenancy
contract, or, for returning UK Service/Crown Servant families,
proof of the posting. Please contact the Admissions Team for
further details.
Note 3 Transport
If your child is given a place at an out-catchment school of your
preference, you will have to get your child to and from school and
pay for any transport needed. We would only provide transport
to an out-catchment preferred school if it is the next nearest
school to your home with places available and with regard to
the efficient use of resources and your child is either (a) under
eight years of age and you live two miles or more from that
school or (b) is eight or over and you live at least three miles
from that school.
Note 4 Siblings (Details MUST be provided in
the preferences section)
For any community and voluntary controlled schools please name
the youngest sibling at or about to start at each preference school
and refer to the county councils policy for admissions.
For voluntary aided, foundation/trust, academy and free schools
please refer to their individual policies and definitions of
siblings. Failure to provide a siblings details could affect the offer
of a school place.
If you are thinking about transferring your child
to another school in Suffolk, but are not moving
house, then please read the following before
completing the CAF2.
Changing your childs school can affect your child in many ways
and the decision should not be taken without careful thought.
You may find it helpful to consider the following issues:
Teaching and School Organisation
For children of any age, every school has its own special way of doing
things and of teaching the National Curriculum in different ways at
different times.
How will your child cope:
G with learning new rules?
G doing things in different ways?
G if he or she has done the work before or has missed important
earlier work?
G if he or she finds the work new or strange?
Older children who transfer school after exam subjects have been
chosen in Year 9 may find that:
G they cant do the same subjects in a new school; or
G the exam boards and the courses are different.
Have you thought whether:
G your child can take the same subjects at a new school?
G the courses will be the same?
G your child will be comfortable taking a new subject or
exam courses?
Relationships
Children need to feel happy at school; relationships with the right
friends and with teachers are an important part of this.
Have you thought whether your child will be able to settle in and
get to know new people quickly, so that his or her learning does
not suffer?

Family Links
If your child has brothers or sisters at the same school, a move to
another school may need careful consideration.
Have you thought whether it will be a problem for you to have your
children attending different schools? There is no automatic right for
your other children to transfer to the new school, either now or in
the future.
Uniform
You might need to buy a completely new uniform, including PE kit,
if your child changes school.
Have you thought about the cost involved? Suffolk County Council
does not provide a grant towards the provision of school clothing.
Transport
Your child needs to be able to get to school easily, safely and
on time.
Have you thought how your child would get to a new school or
what the cost will be? In most circumstances you are unlikely
to be eligible for travel assistance to another school.
Resolving Difficulties
Many matters that worry parents and children can be sorted out
without the need to move schools. Moving schools may not
resolve the difficulties and can even have a negative effect on
your childs education by disrupting his or her schooling.
Before coming to a final decision, you may find it helpful to ask
yourself the following questions:
Have I ...
G sat down with my child to talk about the points in this leaflet
and to discuss how he or she really feels about moving to
a new school?
G found out the real reason why he or she wants to
move schools?
G spoken to the teachers who teach my child (if there are
worries about certain subjects) to find out what they think and
how they could help?
G spoken to the teacher in charge of Special Educational Needs
(if my child needs extra help)?
G spoken to my childs teachers or Head of Year (if he or she is
being bullied or not getting on with other children)?
G made an appointment to speak to the Headteacher (if you are
still concerned about your child)?
G spoken to the School Preference Advice Service for some
independent advice?
If you have spoken to the Headteacher and are still not satisfied
with the way in which the school has responded to your concerns,
you can ask for the matter to be investigated in accordance with
the schools General Complaints Procedure. A leaflet is available
online at www.suffolk.gov.uk or from the school. This will
explain how you can make a formal complaint.
The next steps ...
Talking to your child and to school staff may help to overcome any
problems. If you still feel that a move to another school is
essential we strongly recommend that you arrange to visit to
discuss the needs of your child and to learn more about the
school. When you have done so and if you still want to go ahead
with the move:
1. Please fill out the attached CAF2 and send the completed form
to the Admissions Team.
2. The Admissions Team will check if there is a place available at
your preferred school. If there is a place available, they will let
you know. If there is no place available, they will not be able
to meet your request but they will inform you about your right
of appeal.
3. If we are able to offer your child a school place we will write
to confirm this. You may then be asked to contact the school to
arrange a meeting with the new Headteacher or a member of
his or her staff to discuss the arrangements for your childs
transfer to the school. Admission will be arranged as soon as
possible but it may take up to two weeks for all the necessary
arrangements to be made in order to ensure a smooth transfer
for your child.
4. If, following your meeting with the new Headteacher or
member of staff, you decide you would prefer your child
to remain at his or her present school, you should notify the
Admissions Team immediately.
5. Once the move is completed, your present school will
arrange for your childs school record to be transferred to
the new school.
Please note that, if your request is for a voluntary aided school,
a foundation/trust school, academy or free school, the decision
about whether or not there is a place available at the school will
be made by the Governing Body or Academy Trust, not the county
council, but the county council will write to you on behalf of
the Governing Body or Academy Trust explaining whether a place
is available or not. Apart from this, the process will be exactly
the same.
These steps are aimed at making sure that a transfer is fully
discussed between parents and schools and properly managed.
It is important that a change of school is in the best interests of
your child and that a transfer to a new school goes smoothly.
Since the process may take some time to complete, you must
ensure that your child continues to attend his or her present
school while the necessary arrangements are being made.

Have your Say
Our aim is to make sure that your child gets the best education
possible. If you have any comments, complaints or
compliments about any area of your childs education, it is
probably best to discuss it with the person concerned as soon
as possible. If you prefer, you can write to them. If there is a
problem about something that is wrong at school, you should
speak or write to the member of staff or the headteacher
about it. Most problems can be sorted out without taking any
further action. However, if you are not happy with the
outcome, ask the school for details of their policy on how to
make a complaint. In most cases, the headteacher and
governors are responsible for putting matters right.
If your complaint relates to a service you have received from
Suffolk County Council, other than an issue arising in a
maintained school, you should first try to sort it out with the
member of staff or team concerned. If you do not want to do
