M ere days before this issue went to press, the House Democratic
Leadership announced details of the American Recovery and
Reinvestment Act – the $825 billion package that could boost
the construction industry. The package consists of $275 billion for economic
recovery tax cuts and $550 billion in specific investments. Roughly $150 bil-
