The Otway Epidemic


Purpose
The aim of this tutorial is to place students in the role of decision support analysts working to support a public sector executive. The decision support tool used for the engagement is systems dynamics simulation.

This Assignment 2 requires the use of iThink software from ISEE Systems Inc (www.iseesystems.com). iThink is a continuous simulation package that has been used for decision support in a number of industries. The ISEE website has a considerable amount of tutorial and case study material that will help you understand systems dynamics. In addition to using iThink in the on-campus laboratory, save-disabled free demo versions of the software can be downloaded from www.iseesystems.com. To obtain the demo version you will have to register with the ISEE Community.

The Scenario
Meg Buchanan, Group General Manager Marketing of Crowne Estate Ltd, was on her way to visit the Separation Creek winery and vineyard in the Otway ranges of Victoria. She recently had a hectic trip through South East Asia and has not been feeling 100% since her return. On the way to Separation Creek she stopped at Colac for a cappuccino. Unbeknown to her, she was carrying a nasty virus that was in its infectious cycle. Unfortunately, her visit to the Eureka Stockade Coffee Shop set off a chain reaction that will eventually affect all Otway Shire residents; she sneezed and the waitress was infected. The population of Otway Shire is 100,000 and the district hospital has 200 beds in a crisis situation. One in every hundred sick people will require hospitalization. The probability that a contact of a sick person with a susceptible person leads to infection is 20%. Once sick, it takes around five days to recover and become immune. Social research has found that on average people in rural areas have contact with five different people per day. The Otway Epidemic, as it is now known, is sweeping through the shire. You are

a decision support analyst who is supporting a senior Health Department manager. She is worried that the Otway District Hospital will not be able to cope with the crisis. Because the virus has not been identified, the shire has been quarantined - nobody is allowed to leave the area and the hospital has to cope alone. (Note: Work in this tutorial may be done individually or in groups of two Max.)

Task 1 Recreate a Model


Your task is to use the iThink package to create a version of this model that you can use to simulate the behavior of the epidemic. After you have "visually" constructed the model you will need to input values for the 1. variables population, 2. average contacts, 3. infection probability, 4. recovery time and 5. hospital beds as well as 6. initial values for the levels susceptible, 7. sick and 8. immune. You will need to input the formulas for the rates of infection and recovery and also formulas for the variables encounters and hospitalised.

Task 2 Use the Model for Decision Support


The manager does have one option however, a drug has been found to reduce the recovery time of the Otway virus by one half. The only thing stopping the Health Department from using the drug is cost. Each dose costs $1,650. Further, the delivery of the drugs to the city by helicopter is very expensive. The manager has asked you to provide a system to help her decide whether or not to approve the administering of the drug. Change to show the effect of using the $1,650 drug. Action: Add variable drug-efficacy = 0.5. Use this to modify the recovery-time. What would happen if we could remove 500 susceptible people per day from Otway Shire by helicopter? We now know that the Otway Epidemic can be fatal. It seems that 20% of sick people will die. Change the model to reflect new information that only one in every 300 sick people will require hospitalisation.

Tarea 2 - Utilizar el Modelo de apoyo a las decisiones El gestor tiene una opcin sin embargo, un frmaco se ha encontrado que reduce el tiempo de recuperacin del virus Otway por uno medio. 4
