BETTER ENFORCEMENT SYSTEM THROUGH TWINNING (BESTT)

This project is funded by the European Union

The overall objective of the project is to strengthen the rule of law in Georgia through the improvement of the enforcement system in the country, as applied both by the public and private enforcement agents. The project commenced in September 2011 and is going to run until 30 April 2013. It brings two EU countries the Kingdom of Netherlands and the Kingdom of Sweden together as implementers and partners for this cooperation programme with the National Bureau of Enforcement of Georgia. www.nbe.gov.ge

The Center for International Legal Cooperation (CILC), has the lead in the project and acts as a mandated body on behalf of the Netherlands Ministry of Security and Justice in the project. www.cilc.nl

The national Enforcement Authority of the Kingdom of Sweden - Kronofogden is a consortium partner in the project. www.kronofogden.se

The project has 3 specific components: Component 1 Improvement of the legal framework and internal working methods to enable efficient performance of the enforcement officers and respect to right and obligations of involved parties (debtors, creditors, banks, the State administration, business community, etc.) Component 2 Enhancement of the NBE capacity notably through experience sharing, training-of-trainers, seminars for NBE staff and private enforcement officers on issues identified through a Training Needs Assessment, and three study visits

Component 3 Improvement of public relations capacity at the NBE through information events for journalists and spokespersons of the NBE, improved public awareness strategy and closer linkage to Universities, i.e. the development of a course on enforcement law.
