Helping our public schools Stanley explains, The goal of the Warren County Educational Endowment is to be a community support for the enormous energy put forth by our teachers, students, staff, and parents to ensure that Warren County Public Schools graduates have an enhanced ability to lead successful lives. Our mission is to serve as a catalyst for the continuing improvement of the learning environment in our schools via funding projects that: are sponsored by the school system, and consistent with its mission/direction; initiate sustained improvement in the fundamental capability of the school system; and enhance the attractiveness of the community through the promotion of educational excellence. He said the Endowment has awarded 10 grants totaling $33,50 to WCPS this year. Our goal is to build the endowment to $1 million which would generate approximately $50,000 per year in funding for grant projects in the school System. Since the creation of the Endowment in 1994, through the generosity of donors and sponsors, the Endowment has grown to approximately $700,000. We continue to work to reach our goal. GO GRADS; GO ENDOWMENT!!!

By Roger Bianchini Warren County Report Former mayor and county supervisor and local businessman John Marlow is tooting the horn of his Warren County High School Class of 1957. Marlow explained that during this years 55th Class Reunion week his classmates accepted the challenge of committing funds to augment the education of the schools current crop of students through the Warren County Educational Endowment. They did so with the impetus of an initial promise from a class donor who chooses to remain anonymous,
to match classmate donations up to $1,000. With that jump start the class surpassed its goal of $3,000 by raising a total of $5,000 that week. I dont think any other class has matched that during a week and wed like to challenge the other classes to try and beat our total, Marlow told us as we met for a photo op of the Class of 57 check presentation to Endowment Chairman Doug Stanley at the Warren County Government Center. On behalf of the Endowment I would like to commend each and every member of the Class of 1957 for their commitment to the Endowment, the Warren County Pub-

By Roger Bianchini Warren County Report On Nov. 14, Front Royal Mayor Tim Darr and officials from the Salvation Army, along with the R-MA choir and other local officials officially began the 01 Holiday Season Salvation Army Kettle Kick-Off Program. Darr lauded the Christian-based aid program and its ongoing presence and positive impact on our community. The mayor late made the first official donation from the town. He was quickly followed by Salvation Army board member and event moderator Tringale, who made a $5,000 donation from the Jean Dixon Children to Children Foundation, in
Mayor Darr and Salvation Army Regional Resource Development Officer Skip Hansen. Hansen noted a $1 million donation to Sandy Relief through the DC-VA regional office earlier the week of local Kettle Kick-Off. honor of the late nationally-known personality and psychic. Tringale was pulling double duty, making the Dixon Foundation donation as an official of that organization as well. Salvation Army officials Dr. Robert Skip Hansen and Bob Milton from the National Capital and Virginia Division in D.C. joined local Salvation Army Director Lt. Pradeep Ramaji and his wife Priscilla, in launching the Kettle bell ringing campaign. They noted the organizations goal was to raise $33,000 in Warren County this year, an increase over last years total of $,000 raised. The Kettle campaign is still seeking corporate sponsors and donated turkeys

Its an expression of humanity for those living under occupation. Its not just soccer and its not just the boys. Everyone plays, with handball, volleyball, and basketball joining soccer as the most popular choices. To have several thousand people gather to watch a girls sporting event is a way of life. Its a community event designed not only to cheer those on the field, but cheer those in the stands. As one Palestinian man from Gaza said to me, [Sports] is our time to forget where we are and remember who we are. Attacking the athletic infrastructure is about attacking the idea that joy, normalcy, or a universally recognizable humanity could ever be a part of life for a Palestinian child. This is critical for Israel, both inter-
Killing hope: Why Israel targets sports in Gaza

By Dave Zirin Lets start with a fact: On November 16, the Israeli Air Force bombed the 10,000-seat Palestine Stadium into ruins. The stadium also headquartered the center for youth sports programs throughout the Gaza Strip. This is the second time Israel has flattened the facility. The first was in 006 and the people of Gaza have spent the last six years rebuilding the fields, stands, and offices to keep the national soccer team as well as club sports alive in the region. Im sure the reaction to this fact will depend on what side people take in the current conflict. For the Israeli government and their supporters, they promised collective punishment following the Hamas rockets fired over the border and they are delivering collective punishment. Matan Vilnai, deputy defense minister of Israel has in the past threatened a holocaust and Gilad Sharon, son of former Prime Minister Ariel Sharon, called for Gaza to be the new Hiroshima. In this context, a sports facility must seem like little more than target practice. For those attending daily demonstrations against the carnage, this news of a stadiums destruction must also be seen as an irrelevancy. After all, according to The Wall Street Journal, 90 Palestinians, including 50 civilians, have been killed in Gaza; 5 children are among the more than 700 injured and these numbers are climbing as I write. Israeli ground troops are massing at the border and President Obama can only bring himself to defend Israel without criticism. There is only so much concern for a stadium people can be expected to muster. I think however that we should all take a moment to ask the question, Why? Why has the Palestinian sports infrastructure, not to mention Palestinian athletes, always been a target of the Israeli military? Why has the Palestinian domestic soccer league only completed seven seasons since its founding in 1977? Why are players commonly subjected to harassment and violence, not to mention curfews, checkpoints, and all sorts of legal restrictions on their movement? Why were national team players Ayman Alkurd, Shadi Sbakhe and Wajeh Moshate killed by the Israeli Defense Forces during the 009 military campaign? Why did imprisoned national team player Mahmoud Sarsak require a hunger strike, the international solidarity campaign of Amnesty International, and a formal protest from both FIFA and the 50,000-player soccer

Why did the chicken cross the road?

Apparently, if youre six years old, to get to the other side is an acceptable and singularly humorous answer to this age-old question which seems to date from a New York magazine article published around 1850. The answer may also depend upon whom you ask. So, if some well-known personalities were asked Why did the chicken cross the road? they might respond along these lines: Dick Cheney: It was fleeing from me. I tried to wing it with my AK-47, but took out the KFC sign half a mile down the road instead. George W. Bush: I dont know about things like that - Laura doesnt let me cross the road alone. But I hope the poor chicken doesnt misunderestimate the traffic. Al Gore: I invented the chicken. Ron Paul: Thats none of our concern. Chickens should be free to cross roads without government intervention. Sarah Palin: Fry baby, fry! Arnold Schwarzenegger: I dont know the answer, but I can tell its a girlie chicken by the way it walks. Michael Moore: After being confined, abused, and repressed by capitalistic poultry farmers, the chicken was escaping to freedom, to star in my new movie Eggo. Paris Hilton: Just because Im, like, umm, gorgeous and an heiress, I still have my own views about chickens and roads. Let me check with my

The next version of Windows will feature an app where a virtual chicken can safely cross simulated roads. The United Nations: We will send a team of poultry inspectors to the road site in question and determine if a crossing is viable. Then we will form a committee to determine if the chicken crossing should be internationally sanctioned. This may take or 3 years at which time we will make an unenforceable recommendation. Woody Allen: I cant look at chickens. I get the urge to move to Rhode Island. Superman: It was my fellow crime fighter Super Chicken, in disguise as Cluck Kent. Mel Gibson: Bloody chickens! Theyre responsible for all the bad eggs in this world. Martha Stewart: It was trying to escape my crockpot. I wanted it for a recipe I was testing for my new book, Cooking with Conviction. Pat Robertson: Only the good Lord knows. But this is typical of liberal, feminist poultry that are
clearly being tempted by the devil to stray from their homes and family. Repent, chicken, or God will appear in the form of a speeding 86 Buick and strike you down. Tiger Woods: It was probably scared of me. I used to hit a lot of birdies and eagles. Kirstie Alley: Because I was chasing it. Why? Three words: Chicken Pot Pie. William Shatner: ChicKHAAAAAANNN!!! They dont care what damage it did to my car, ALRIGHT? Oh, so its MY fault that the chicken got hit? Get OFF the roads, chickens! And thats a memo. The only way the Israeli government and its allies can continue to act with such brazen disregard for civilian life is if they convince the world that their adversaries collectively are less than human. The subway ads calling Muslims savages, the Islamophobic cartoons and videos that are held up as examples of free speech, are all part of a quilt that says some deaths are not to be mourned. At home, attacking sports is about nothing less than killing hope. Israels total war, underwritten by the United States, is a war not only on Hamas or military installations but on the idea that life can ever be so carefree in Gaza as to involve play. The objective instead, is to hear these words of a young girl outside Al Shifa Hospital
on November 18th who said, To the world and people: Why should we be killed and why shouldnt we have a normal childhood? What did we do to face all this? If you play, you can dream. If you dream, you are imagining a better world. As the great Olympian Wilma Rudolph said, Never underestimate the power of dreams and the influence of the human spirit. The potential for greatness lives within each of us. Nothing marks the nihilism of Israels project quite like this fact: they dont want the people of Gaza to dream. Zachry joins WZRVs Annual Camping for Hunger
Youre either on the bus or off the bus - most were off the chilly Saturday morning of Nov. 17, as attempts to turn over a cold bus engine were made.
Thats better - ZRV personality and driver Joe Woodall, doing his best Neal Cassidy impersonation, and ZRV News Director Mario Retrosi celebrate the bus starting by asking one reporter if he has his papers.
That total was collected as part of an annual company-wide effort at all its construction sites over a twoweek period. The Zachry total was added to the regional radio stations 0,000 pounds of food collected the week of Nov. 11 during the WZRV buss camp out in the Royal Plaza Shopping Center. The 30,000 pounds of food and drink products were delivered to the Blue Ridge Opportunities headquarters on Water Street on Saturday, Nov. 17 after a short delay to get the WZRV Camping for Hunger bus jump started. It started fine on Thursday, intrepid radio station personality and driver Joe Woodall told us. One battle remembered at site of our annual remembrance of all battles and those who served. the presence of veterans and surviving family members of different generations and different wars; as well as statistics cited by VFW speakers of 67,000 homeless vets nationwide and 18 veteran suicides every day, I reflected on the worlds collective failure to take heed of the lessons we thought we had learned way back in 1918. It is a failure perhaps reflected in that 196 holiday name change, a change forwarded by politicians, not soldiers. Perhaps ironically, it is my understanding this is the first Veterans Day without one surviving veteran from World War I still alive. But thinkin on all this, I found myself humming and then mouthing the lyrics of an old Bob Dylan song from the mid 1960s. In honor of all our veterans, past, present and future, I think those lyrics appropriate to share:

A traffic count this May indicated a daily traffic flow approaching 1,900 and that is with a safety ban on commercial truck traffic (we saw about 15 cars cross in a 5 to 10 minute span around 1:30 p.m. during a weekday photo stop there recently). VDOT dammed the river upstream of the bridge in 004 to allow it to make repairs that went to the bridges base (see photo). What did VDOT find during that repair? The present bridge cannot be repaired; the concrete is in too bad shape. Its beyond repair, VDOT Assistant Resident Administrator Edwin Ed Carter told us at the Nov. 14 informational meeting. It has the second lowest rating structurally for soundness in the state. Thats not to say its going to fall down tomorrow but it cant be repaired. And it cant meet state and federal standards

Following GPS into an area she was unfamiliar with, Jessica was swept into the river, eventually drowning about 75 feet downstream of the bridge after maintaining contact with a 911 operator throughout the incident until there was no more air pocket for her to retreat to and her cell phone connection went dead. Her mother said when Jessicas 006 Sebring went into the water it shorted out the cars electrical system, preventing her from opening either the car doors or windows, trapping her inside (another reason for Detroit to reintroduce mechanically-controlled windows). You know there were three sets of gates out there that got vandalized before they put in more substantial ones in concrete. I brought a little memorial to her down here and put it up near where she went in, Jessicas mom said, I came back later and it was gone. The person who owns the property there took it, said I was trespassing and wouldnt even give it back to me. I told him You werent down here the night she drowned telling her she was trespassing, were you? I dont even know who he is. I dont know whats wrong with some of these people, an exasperated Tammy Barr said of some area residents hostile to the replacement. Traczyk undeterred by critics of bridge replacement

While some of his constituents remain at odds with him over the bridge issue, one non-constituent he met at the Nov. 14 VDOT meeting buoyed his spirits. I finally got to meet some of the family of Jessica Barr. They were most grateful for the replacement efforts and gave me big hug and that felt good, Traczyk concluded.

By Roger Bianchini Warren County Report Shenandoah County Supervisor Richard Traczyk finds himself at ground zero of the controversy over replacement of the Morgans Ford Bridge. Traczyk has long supported the replacement as a safety issue for county residents and visitors. The 010 death at the bridge of 1-year-old Jessica Barr during flooding has only accentuated this belief. We asked the supervisor for his reaction to the Nov. 14 VDOT Public Information meeting he spent a good deal of time at, fielding questions and sometimes complaints. I feel the three-hour presentation was eye-opening to many

Since I spearheaded this project several years ago, I truly thought a replacement bridge would be a no-brainer but that was not to be, Traczyk observed of the mounting opposition he believes is being generated by a minority of area residents. Hundreds of petition signatures were turned into me supporting the bridge replacement by citizens who use it on a regular basis like I do. I handed those over to VDOT at the outset of the project. The bridge, according to reliable engineers, cannot be repaired and due to its current condition is high on VDOTs replacement priority list. FRR-based Air Care unit trains with county and Air Force
On Nov. 10th personnel from Warren County Emergency Services, Air Care PH1 Air Medical and the 1st Helicopter Squadron from Andrews Air Force Base conducted joint training exercises based out of the Front Royal-Warren County Airport (FRR). The Air Care unit established a base at FRR in April of this year. The air force access the valley as air space classified for low-level training from 100 to 500 feet above tree tops. Things went well according to those involved, including some youthful observers and potential recruits, and Airport Manager Reggie Cassagnol and everyone was rewarded with pizza at the Air Care hangar after the training mission YUM, that was a tough photo training session.

ing substance abuse counseling and maintaining a regular schedule of contact with a probation officer, prosecution evidence indicated Bailey chose to push his luck and stretch the boundaries of the legal systems tolerance at non-compliance with those terms. Bailey admitted to those earlier lapses, blaming himself but claiming to have now seen the error of his ways. Those errors included paying only $10.89 of a $3,431.8 restitution bill; getting arrested twice for drunk in public; testing positive for marijuana; getting convicted on a 008 prescription fraud charge; failing to maintain or complete his substance abuse counseling classes; and not bothering to phone or visit his probation officer as required and requested. Defense attorney Neal Knudson presented two witnesses, Bailey and Sherry Hall of Street Wise Ministries. Both testified that the defendant was trying to turn a positive corner in his life with the help of the non-denominational ministry for troubled or down on their luck youth. However, on Nov. 13, 01, Bailey found out it was too late, that after six years of playing a shell game with the system, as Assistant Commonwealths Attorney Bryan Layton termed it, his luck had finally run out. Prior to ruling on the revocation request, Judge Dennis L. Hupp asked the defendant if he wanted to say anything. They said I was going to press my luck I did and I was stupid for that. But Im serious about going to college, Bailey, who has been jailed for one month and one day following the revocation filing, began. Street Wise Ministries Hall had testified that Bailey had a passion for cooking and had been in contact with Liberty University about their culinary school program. Why should I believe that? Hupp, who noted he has presided over Baileys legal cases since 006, pressed the defendant. Im 6; Im not willing to mess around anymore. Im too old to keep messing up, Bailey replied. During direct testimony Bailey pointed to other jail inmates his age, who he said treated jail like a vacation. They love it here (jail) I dont want to be like that, Bailey testified. I believe in second and third chances, Hupp responded to the defendants assertion he had finally seen the light and changed at a fundamental, personal level. However, the judge then recounted earlier probation violations that have returned Bailey to jail for various periods before he was again released on those second and third chances. The judge also noted Baileys failure on his restitution responsibility, pointing to the feeble $10.89 payment on a $3,431-plus vandalism restitution responsibility. I understand you want to be a cook, want to be a chef. But how far do we go in giving a second chance after you have just blown us off like this? Hupp asked. The judge then answered that question by revoking Baileys probation and ruling he serve two years and eight months on his original destruction of property sentences. The court added that upon his release he would serve two years of supervised probation and be responsible for court costs and the outstanding restitution. We asked Street Wise Ministries Hall if she would maintain contact with Bailey during his incarceration and try to help him pick up where he testified he was trying to get himself to personally and professionally when his past indiscretions caught up with him. By Roger Bianchini Warren County Report A young man who made himself the face of what passed for Front Royals rather feeble branch of the Occupy Movement in 011, will find himself occupying a jail cell for two years and eight months following a probation revocation hearing in Warren County Circuit Court on Nov. 13. After hearing evidence on a series of probation violations over the past two years, it appears that rather than focusing on national issues surrounding corruption and potential criminality in U.S. financial institutions, 6-year-old Justin Michael Bailey should have spent more time focusing on his own legal responsibilities stemming from 006 convictions on felony destruction of property charges. Baileys current legal problems began with an early lashing out at authority in the form of spraypaint vandalism targeting a number of public town-owned municipal and county-owned school properties, as well as run ins with a business owner near the intersection of East Main and Chester Streets. Released on probation after those 006 vandalism incidents with restitution responsibilities of over $3,400, as well as other probation requirements, includ-

A Page County man is being held without bail in the Warren County Jail after his arrest Wednesday evening, November 7, 01 by Sergeant Josh Seal with the Warren County Sheriff s Office. Derek Michael Berry, age 33, of 134 Wintergreen Drive, Luray was charged with aggra-vated assault, drug/narcotic violations, resisting arrest, eluding and driving revoked. Sergeant Seal was traveling south on Route 340 when he noticed the vehicle in front of him cross over the center line several times. When Seal attempted to perform a traffic stop the vehicle turned on to Indian Hollow Road and the driver exited the SUV and took off running through a field. Sergeant Seal was able to catch the suspect and a struggle took place. Sergeant Seal deployed pepper spray and was eventually able to handcuff Berry. Money and several plastic baggies containing green leafy material were located on Berry. Berry is scheduled to appear in Warren County General District Count on December 1. (From a release)

Deputies abuse of power or just dumb arrogance?
By Roger Bianchini Warren County Report The national media may have CIA Director David Patreus and U.S. ranking Afghan war General John Allens sex and e-mail scandals, but right here in River City we may have our own story involving the arrogance of power, albeit on an epochally smaller scale and stage. Okay, theres no sex involved and no supreme commanders whose professional heads, or at least eyes have rolled. But as of their Nov. 5 resignations, there are three former Warren County Sheriff s Office deputies now out of nice law enforcement jobs, apparently in the case of at least two, due to a disregard for some of the laws they were hired to help enforce. Two of three deputies who resigned, Brad Pugh and David Robinson, were charged on Nov. 10 with misdemeanor charges of unlawful hunting. Pugh was also charged with hunting without a license and leaving wanton (carcass) waste behind. The latter charge is described on the warrant as kill and knowingly allow a game animal to be wasted without making a reasonable effort to retrieve the animal and retain it. Eric Ramey was the third WCSO deputy to resign Nov. 5, after an investigation by Game & Inland Fisheries Officer Kevin G. Bilwin was completed. But Ramey was not charged on Nov. 10 with Pugh and Robinson. We asked Sheriff Daniel McEathron if Ramey might be given the opportunity to apply for reinstatement since he was not charged. Im not going to comment on that. It was a personnel matter that was handled internally, the sheriff replied. Despite the town location of the suspected violations, FRPD Chief Norman Shiflett turned the investigation over to Game & Inland Fisheries to avoid any potential appearance of conflict of interest due to the close working relationship of the countys two law enforcement agencies and its two chiefs. The sheriff and I wanted an outside agency to conduct the investigation so there could not appear to be any favoritism or partiality shown, Chief Shiflett told us. Sheriff McEathron agreed, saying, We discussed it early on and decided letting a third party handle it would be the best way to proceed. Shiflett was a major in the WCSO prior to being selected by town council to replace retiring FRPD Chief Richard Furr on Aug. 4. Shiflett became town police chief on Aug. 31. While no reference to the location of the incidents is in the warrants, information received by this paper indicated it was off Route 55 East, on the hill behind the WZRV radio station in the Town of Front Royal. The situation appears to have developed after a Front Royal Police officer who lives in that area, identified as Lt. Clint Keller, reported the deputies may have been hunting near his home. Keller was one driving force in presenting a deer-culling program implemented within the town limits last year. That program is run under strict supervision of the Virginia Department of Game & Inland Fisheries with operational oversight by the Suburban Whitetail Management Program of Northern Virginia. As people involved with the program since its inception in the commonwealth in 1997 told the town council during a Sept. 19, 011, presentation the program does not enable public hunting within town limits, but rather initiates a strictly supervised program manned by archery club members (locally the Massanutten Archery Club) authorized to participate. After the illegal hunting warrants were issued against Pugh and Robinson on Nov. 10, both former deputies pre-paid their fines, Pugh on Nov. 13 and Robinson on Nov. 16. Pugh paid a total of $33, $185 in fines and $147 in court processing fees on the three charges. Robinson paid $184, $100 in fines and $84 in processing fees on his lone charge. Its made with marinated broiled (or bbqd) sliced beef and served with sides such as kim chee, parboiled spinach, parboiled soy bean sprouts, roasted sesame seeds, seaweed and rice. When possible I substitute venison for beef, thus creating Venison Bulgogi. Venison Bulgogi 1 lb venison (or beef ) steak 1/4 c. soy sauce 1/4 c. water T sugar 4 whole green onions, chopped
1 medium sized onion, sliced 1/ T sesame oil 1/8 t black pepper one garlic clove, peeled and crushed 1/8 t grated fresh ginger 1T sake or dry sherry (optional) toasted sesame seeds sides: parboiled spinach, parboiled soy sprouts, roasted sesame seeds, seaweed, kim chee and rice. 1. Prepare the marinade. Mix all the ingredients (except meat) together, ensuring that the sugar dissolves. Add the meat and toss. Marinate at least 4 hours, or overnight in the fridge. Deer also affect invasive plant species by clearing out natives and turning over leaf litter. McShea described deer as disturbance agents responsible for a loss of diversity and fostering the invasion of exotic plants and animals. McShea pronounced contemporary Virginia as deer heaven with its forest edges, corn fields and landscaping. Dogs and fences are the best controls he said, while adding that a property owners deer control is only as good as their neighbors. Good management happens at the community level... We have to take ownership of the deer. I think that densities need to be brought down with a goal of increasing diversity. McShea sited the states hunting programs, including urban hunts, as positive steps. However, they are limited by a reliance on volunteers; hunters home freezer capacities and, in the case of Hunters for the Hungry, processing costs at $60 per deer. After the talk this writer asked McShea what he felt the answer was. He replied that the most dense deer populations are on private land and that brokered partnerships between hunters and private land owners could help curb the problem. He also suggested an increase in managed urban hunts.

By Leslie Fiddler Warren County Report Conservation scientist Bill McShea spoke about Deer as Critical Architects of the Forest at the Beautification of Front Royal Committees recent annual scholarship luncheon. McSheas credentials include wildlife ecologist, computational biologist and member of the international committee charged with oversight of the worlds deer populations. His good natured, casual demeanor and disarming presentation created an immediate rapport with the audience. McShea began with an overview of deer populations. He said that there are 50 species of deer in the world, with a third of those endangered. In the 1800s Virginias deer were rare too because local game was a popular restaurant dish. Then in the 190s and 30s wildlife agencies pioneered species restoration. Deer were shipped from Arkansas to Shenandoah National Park in the 1930s and 40s and the white tail deer population rebounded. Today, even though its habitat has declined, the North American white tailed deer is more abundant than 00 years ago - 35 million deer today compared to 15 - 0 million deer then. By Carol Ballard Warren County Report Front Royal Diner, only open since July 6, is already enjoying a huge success under the ownership of Reuben Lemus. Located at 865 John Marshall Hwy and at the end of the Gateway Plaza Shopping Center, the restaurant doesnt fit the stereotype of a diner. Here, the first thing one sees is soft wall colors, classical Italian statuary and pretty Tiffany-style lamps. Their 15-person welcoming staff also gives it an upscale feeling. But the high quality of food, cooking and service has really made it a success so far. We never say no to customers. If
someone wants dinner at 6 a.m. or breakfast at 9 at night, well make it, and we have a variety of food that is homemade, said Owner/cook Lemus, who brought his wife Laura and 5-month-old Elvira here to enjoy the mountain life. Reuben is originally from Guatemala and has been in the States since 1989. He began his cooking career at the age of 14 in a GreekAmerican restaurant. From there he went to working in an Italian fine-dining establishment and then, most recently, to a seafood steakhouse in Newburg, New York, which, he said, is about 1 hrs from New York City. He and his family are enjoying the slower pace of Warren County.
We like Front Royal, the weather is better, and its calm and quiet. Theres a big difference, its much faster in New York, he said with a smile. He also has a good opinion of the local people. They are nice and friendly, have a lot of respect and humility. They help each other and stay together. Everybody helps, he observed. The restaurant also is involved in the community spirit and gives donations to help local charities when they see a need. A friend who recommended the
restaurant said that appreciative people have been filling it up regularly. The extensive variety of food styles on the menu may be one reason. It includes, in addition to delicious-looking American dishes, Italian, Spanish and Greek, as well

While no substantial movement on the variety of issues the town would like to discuss with Norfolk-Southern was reported, Burke did tell the Nov. 15 towncounty liaison committee meeting that one of crossing signs in question from Armentrouts query was slated for removal by Norfolk-Southern. By Roger Bianchini Warren County Report Could a war between the Town of Front Royal and Norfolk Southern Railroad be looming? Okay, we know the once mighty railroad barons of the 1800s lost the war (unfortunately) with the oil industry for national transportation dominance, leading to the preponderance of highway construction to accommodate the glut of oil-guzzling, low-mileage, carbon emissions spitting automobiles across America. But dont let that loss to what has arguably become the worlds greatest criminal empire lead to an underestimation of the railroads when it comes to conflicts at lower levels of criminality, uh, I mean government regulation and eminent domain requests. The railroads still transport a good deal of commercial product and tend to get a bye from the feds when push comes to shove on local or regional disputes over right of way and the conduct of their business of some national economic import. However, informed at a Nov. 5 work session that Norfolk Southern continued to ignore calls from the town on other matters, including potential right-of-way exchanges and traffic speeds through residential areas, ViceMayor Shae Parker suggested a plan to get the railroads attention. Maybe we can post a two mileper-hour speed limit on their
trains through town, Parker suggested, that might get their attention. The necessity of discussion with Norfolk Southern was back before council due to an inquiry from former Warren County Sheriff Lynn Armentrout. Armentrout said there is what he believes to be unnecessary and lengthy 3 a.m. whistleblowing (not the kind that will bring in an Obama drone strike or threats of federal prison time) by trains traveling the tracks behind his neighborhood near the intersection of Sixth Street and Happy Creek Road. Did you know that the Humane Society of Warren County is your local lost and found pet service? Stray pets found in Warren County are brought to the animal shelter by both animal control officers and good citizens. Shelter staff and volunteers provide care for lost pets while they wait to be reclaimed by their owners. The Virginia Code dictates that we hold lost pets for a certain amount of time before they are assessed for adoption. Animals that come in without identification are held for 6 full days. Animals that come in with any type of collar, tag or microchip are held for 11 full days while we frantically try to locate their owners. If your pet is lost, every minute counts. Search your neighborhood right away. Ask everyone you see if they have seen your pet and give them your contact information. If you do not find your pet while searching the area, call the Humane Society of Warren County, other local shelters and the sheriff s office to file a lost pet report right away.
Visit all shelters in your area to see for yourself if your pet is there. Take a picture of your pet with you; pictures are a vital resource in reuniting lost pets with their owners. Now that you have done the most critical steps, it is time to launch a highly visible marketing campaign to reach the people in your community. Create a flyer with your pets photo, description, and your contact information. These flyers can be posted at vet offices, pet stores, grocery stores, mail box clusters, stop signs, intersections, and given to the local mail carrier and package delivery drivers. Dont forget to post one at the Humane Society of Warren County. Make at least 100 of these flyers to effectively spread the word. Some other ideas include placing a yard sign with the missing pets picture and information on your front lawn, listing your missing pet in the LOST section of your area newspaper and checking the FOUND section, leaving an open crate with a blanket in an accessible spot, placing pieces of the owners clothing around the yard or porch areas in hopes of attracting the animal, and leaving irresistible food and water in the vicinity of where the pet was lost. If you dont find your pet right away, dont give up. Update your lost
pet report every 30 days. The Humane Society of Warren County is grateful when we are able to reunite pets and their owners. Recently, we were able to reunite a dog that had been missing for two months. This reunion was made possible because the owner had called our office to file a lost dog report. When the dog finally made his way to our shelter, we were able to match the dog with his rightful owner due to the lost dog report. When the owner was escorted back through the kennels the dog celebrated by jumping straight up and down. The owner was convinced he would never be reunited with his beloved pooch and had already given away the dogs crate and supplies because the sight of them made him sad. It was a wonderful reunion indeed. If you or someone you know is missing a pet please call the Humane Society of Warren County at 540-635-4734 extension to fill out a lost pet report. for odd years, and I wish I had a sample ballot in front of me of the 0-plus things you would find on an odd-year ballot, and the town would be lost on page four. Now, that would be ideal for some people who want to ensure that people are either uninformed or disenfranchised about a town election. Germany & GW Theres also been talk, and Im surprised it hasnt come up yet, but some people would like to see the fact that the town elections be nonpartisan be left blank. Therefore in the future if the general assembly or whoever came forward to enforce partisan elections on the town we would have to comply. And I just see that as a train wreck for the Town of Front Royal. We dont need more politics involved in government; we need less politics involved in government. And to move our elections to odd years of November and to allow
them to be partisan would merely open the door for a powerful political party to come in and take control of not only the town, but the county and the state and the next thing we know, were no better off than Germany in the1930s, Parker said of the dangers of one-party control of any state of political affairs. At this point the one councilman documented to have inquired about making the May 01 town election partisan, Sayre, who was separated from Parker only by the mayor who would have been barred from running for re-election had the Mary Kay Clark-Sayre initiative succeeded earlier this year, appeared visibly amused. Un-amused, Parker continued, recrossing the Atlantic. It was George Washington in his farewell address who said, Beware the power of political parties, especially in elections and in government. And Im sorry but I would rather pass what we have worked on thus far,

than delay this anymore and try and convolute it and add more politics to it. (Preach on, brother vice mayor!!!) However it was finally Tewalt, who had seconded Parkers original amendment, who blocked Parkers attempt to get a vote that night, if for differing reasons than Sayre or Funk, the latter who while opposing the non-partisan charter change has said he would not support partisan town elections as long as Mayor Darr was seeking re-election not that he could stop anyone else from trying it. Tewalt explained he would not withdraw his second because he wanted a vote on the more streamlined process proposed by Parker. I believe that 016 is too long. If were going to change it, lets change it in November or the next election in 014 and get on with the process of what weve been elected to do here in Front Royal. Weve already had 800 and some people say they wanted it moved to November. Why do we keep belaboring this issue? Thats more federal government bureaucracy. I dont like that. I want to see it moved along, get it done with and move on with the process, Tewalt said.

Also leaving the liaison meeting Mayor Darr explained that what had been re-advertised for a vote on Nov. 6, was the move to even-year November elections as Parker had sought to amend on Nov. 13. That would see one more May election in 014, with November elections beginning in 016 and the terms of those elected in May 01 extended for six months; as well as the nomination by non-partisan petition only, codifying non-partisan town elections. There were some concerns about several scenarios which were all discussed at length over several work sessions. A consensus was reached to move forward with November elections in even years. Council moves for FRLP annexation, against South Fork park & ride
By Roger Bianchini Warren County Report Besides exhibiting an astonishing inability to bring a consensus to the table for even a vote on proposed town charter amendments discussed in work session for over two months, council did vote on several other pressing matters on Nov. 13, including informing the county of its stance on a citizen-driven annexation request; asking VDOT to eliminate a planned park and ride on the towns northside as part of the South Fork Bridge replacement; and a limit on the number of yard sales at a given address. Council voted: 5-1 (Sayre dissenting) to report a favorable stance to the county on the Front Royal Limited Partnership (FRLP) annexation request on 604 acres of undeveloped county land on the towns eastern boundary bordered by Happy Creek Road to the south, I-66 to the north, and Shenandoah Shores Road to the east; 4- (Funk, Sayre dissenting) to ask VDOT to remove the park and ride inside the town limits from its South Fork Bridge design; 4- (Funk, Tharpe dissenting) to place a yard sale limit of six per year at any given address, including multiunit apartment buildings. Discussion prior to these votes explained the rationale of both pro and con votes. Despite a favorable report from the town planning commission on the FRLP annexation request, which cited increased town control of the developmental future of land earmarked for future development in both town and county planning scenarios, Tom Sayre continued his opposition. Perhaps not coincidentally, the property in question as well as a major east-west connecter road proffered as part the developmental plan of FRLP borders Sayre and his familys home property. At a Nov. 5 work session council reached a consensus to have Town Attorney Doug Napier draft a letter to the county in response to an Oct. county request for guidance on the towns position. Following an Oct. 17 meeting, the town planning commission recommended support of the annexation under certain guidelines reviewed in our last issue, essentially that the land be brought in as an A-1 District and that the town and county work in conjunction on future development proposals for the property. With a Dec. 0 deadline for an initial response to the citizen-driven initiative to the state Commission on Local Government looming, on Nov. 5 council reached a consensus to authorize Napier to respond in writing to the county that the town was leaning toward seeking a friendly, threeparty boundary adjustment request to be filed with the state by the town, county and FRLP. One week later that response was presented in the form of a Town Resolution in support of a mutually agreeable agreement for the three involved parties FRLP, the Town of Front Royal and Warren County to present to the Commission on Local Government by the Dec. 0 deadline. Bret Hrbek expressed the council consensus in prefacing his vote of support. Hopefully we can avoid the long, costly process (of a contested annexation) and bring that property into the town and hopefully the county wont be battling us on this, Hrbek said, adding that the resolution detailed the positives cited by the planning commission and conditions under which the annexation was a plus for the town in achieving its vision of major future development. However Sayre seemed alarmed that a resolution of support, rather than just a letter informing the county the council consensus was supportive of the annexation, was to be voted on. I thought at the work session we were going to have a letter sent over to the county and what this resolution looks like it is doing, it appears to me that we are voting up or down on what we actually want to do on annexation of some nature, Sayre said of the resolution. Its what we want to do, Parker pointed out of the 5-1 consensus reached a week earlier. Sayre replied by arguing that bringing the land into town would result in higher density development and that the town would lose its right to charge double water-sewer fees and rates to county development, ignoring the additional real estate and commercial tax revenue that would balance the loss of those one-time fees and double utility rates. He also worried about increased traffic that could be generated over the 87-year-old Morgans Ford Lowwater Bridge, slated to be replaced with a new structure designed to accommodate the existing and projected levels of traffic over the next 75 to 100 years (see related story). One of the reasons why is this highdensity development that is going to go out in the area that I live, which its gonna grow and theres gonna be some more houses out there, and thats a good thing. Its kind of like ice cream some ice cream is good for you but too much ice cream is not good for you it can give your heart some issues and we gain a little too much weight I would have liked to keep a more open-mind approach as far as some of the pros and cons of the project, Sayre concluded. Despite his treatise on development, ice cream, health and open minds, Sayre stood alone in resisting three-way positive movement on the FRLP/David Vazzana annexation proposal in the form of a Resolution of support. While awaiting a response from the town on its stance, county officials initially reacted positively to the Vazzana annexation request Shenandoah District Supervisor Richard Traczyk called it a win-win for everybody. However, the county supervisors and staff noted the towns stance would be crucial in how the county responded to the state Commission on Local Governments. Park & Ride Sayre found himself allied with Daryl Funk in opposing another resolution, this one in support of a request that VDOT eliminate a proposed park & ride on the northeast corner of North Shenandoah Avenue at the South Fork Bridge in town. Funk and Sayre worried this late opposition to a design component that has been a part of the plan for a new South Fork Bridge since it was first presented in the spring of 010 could jeopardize the timeline and funding of the bridge replacement. Funk said he had initially supported the resolution to move the park and ride away from one town entranceway and remained concerned about safety issues tied to additional traffic in nearby neighborhoods. However he added, replacement of the South Fork Bridge is the priority for all the citizens of Front Royal So Funk said due to the chance the project could be jeopardized he had changed his stance and would not support the late challenge of this part of the project design. However the council majority appeared to believe the specter of a delayed project due to a late design change raised by VDOT officials at an earlier work session was a bluff. Hrbek said he found it hard to believe simply removing a hard-top parking lot from the design and leaving the parcel undeveloped, with the exception of a storm-water retention pond council seemed resigned must go at the site, was nonsense. Im not an engineer, I dont pretend to be an engineer, Hrbek began. But I find it hard to believe that not putting in pavement will cost more money than putting in pavement. And that redesigning it leaving it a flat surface will delay this project so much that we would lose any money opportunities that are available for the bridge is just a threat and an effort to get us to back down. Im willing to call that bluff and tell VDOT we want to have a town that looks the way we want to have it look like. Parker called the notion such a minor design change could delay or

jeopardize the project absurd, and bureaucracy at its finest, and trying to bully their way into getting what they want. The vice mayor added that the park and ride component had escaped scrutiny initially due to the new and somewhat radical design of the bridge itself with its looping entrance or exit ramps. Parker suggested that if additional park and ride space (about 60 spaces) was as sorely needed as VDOT contends, it should focus on expansion of existing park and ride facilities outside the town limits. Sayre said he agreed with everything said by everybody on the matter, but sided with Funk on concerns over delays and lost revenue for the project. Council approved the resolution asking for the design change eliminating the park and ride 4-, Funk and Sayre dissenting.
Yard sales In another 4- vote, Funk and Hollis Tharpe dissenting, council approved the final reading of an ordinance change limiting the number of yard sales at any given address, including apartment buildings, to six per calendar year. Funk said he campaigned on less government and believed this ordinance change was not only more government, but also burdensome and discriminatory against the towns renters living in multi-unit buildings. As written, if a person or persons in one apartment had six yard sales in quick succession, it would prevent anyone else in that building from having even one that year. Tharpe agreed but it wasnt enough to counter the majority consensus agreeing with a citizen complaint that too numerous yard sales at any single address presented a public annoyance to nearby residents. Delinquent accounts Council also unanimously approved a resolution brought forward by Town Finance Director Kim Gilkey-Breeden at the Nov. 5 work session to put a policy in voiding long-delinquent utility accounts from the town books. Gilkey-Breeden had assured council such purging from the books would not occur before the towns very aggressive attempts to collect were exhausted. At the Nov. 5 work session, she noted the town was still carrying bad debts over 30 years old. It was such long-term debt she suggested the town be allowed to remove from its books. One amendment suggested by Sayre to list the names of delinquent account holders being purged was withdrawn when staff indicated such public singling out by name was not legal. First, Town Manager Steve Burke told Sayre privacy statutes at higher levels of government prohibited citizens with delinquent accounts from being publicly named. Town Attorney Napier agreed.

Its that time of year again! The Department of Fire and Rescue Services will once again be sponsoring families this Christmas Season. This is our 5th year being able to take on this task thanks to the generous donations we receive from local businesses, citizens, and employees. Last year we were able to sponsor families with a total of 58 kids as well as 9 adults, with every kid receiving a personalized stocking. Each family was supported to fit their needs ranging from clothing, toys, food, live Christmas trees and decorations, paying utility bills, rent, and/or purchasing household items. We delivered to seven (7) families with the help of Santa Claus his elves along with some very dedicated co-workers and volunteers. After saying thatthis is where I hope the Warren County Business Family will come together to make those less fortunate have a Christmas to remember. The Department will be placing donation boxes in the Government Center and in local businesses throughout the Town and County. If you would like to donate any non-perishable food items, we would be glad to come by and pick it up from your business. We are also in need of monetary and/or gift card donation, or should you wish to purchase a toy, all donations will be used strictly for our Christmas Families. As with last year, we are planning to hold another boot drive dedicated solely for this annual event. Friday nights dinner. Pizza. Lunch Saturday. Pizza. Sunday lunch. Same thing. Monday, at work, I ate the last piece. One of my coworkers gave me a hard time when she saw what I had. Shed seen me do this before. When did you get that? she asked, already knowing what I would say. Friday. And youre still eating it? My kids wont eat pizza the next day. Why do people have such a hang up with leftovers? This time of year, between Thanksgiving and New Years, is a big time for leftovers. Some people dont like them. One and done. Eat it that day and no more. My parents were never big on them. If you ask one of our friends, shed tell you leftovers is a four letter word. Thats just crazy. Anybody who can count, and spell, will tell you its a nine letter word. My wife loves turkey. She could eat it for weeks. Im ok with turkey. Ive had my fill a few days after Thanksgiving. As for the mashed potatoes, sweet potatoes and pumpkin pie, thats another story. I could eat those well into December. At Christmas, we have ham. I love ham. My wife, not so much. A meal or two is enough for her. For New Years, youll find a pork roast, hot dogs and sauerkraut in our crock pot. I enjoy it that day and the next, but after that, just the thought of leftover sauerkraut scares me. So whats the deal? If you liked it the first time, whats wrong with it the next time? Dear Stewart, What are those funny looking green bags around the base of some of the trees in town? Kelly in Bentonville Dear Kelly, Those bags are commonly called Treegators and are a special kind of watering system for newly planted trees. When a tree gets planted, it is under extra stress and needs a little extra TLC, especially in the watering department. This is the most important time in
a trees life to get necessary water so that the roots will develop and grow nice and deep. Normal methods of watering during the summer months can sometimes not be efficient either through runoff or evaporation. Treegators were designed to provide anywhere from 20 to 50 gallons of water directly into the developing root system through a slow release method with no runoff or evaporation. One fill-up of the Treegator can provide a weeks worth of water to the tree. The Town of Front Royal has installed several of these Treegators around their newly planted trees. This system helps the town horticultural department with their busy schedules. This also provides better records of the trees upkeep during the first few critical years and provides a measurable amount of water on a weekly basis. Always remember - Planting a tree is wonderful, but caring for that tree in the proper way is even more important and will provide many rewards for years to come. The Front Royal/Warren County Tree Steward program began in 1997 with volunteers dedicated to improving the health of trees by providing educational programs, tree planting and care demonstrations, and tree maintenance throughout the community. The group now consists of over 30 active members with several interns working toward becoming certified tree stewards from our annual All About Trees Class.
