The Organizational Performance and Achievements of the Polytechnic University of the Philippines from 1990 2010

Kerstine C. de Guzman BSBA HRDM 3-1D Review of Related Literature Introduction The Polytechnic University of the Philippines with its mission of providing the highest quality of comprehensive and global education and community services to all students whether Filipinos or foreigners the University has become a vital p artner of the government in the development of the country. Its Filipino student s, who are mostly economically challenged, graduate from the University as wellequipped knowledge workers who can penetrate both local and foreign employment m arkets; hence, they contribute not only to their families well-being but also to the countrys welfare. The purpose of this study is to highlight the greatest achievements of the Polyt echnic University of the Philippines for the past two decades. The achievements that made the officials, faculty, alumni, students and employees proud of their progress and give a quality service for the people and for the whole nation. Literature that Supports this Study The initiatives of the University in School Year 1990-1991 include the establish ment of the Open University or Pamantasang Bayan of degree and non-degree programs in San Pedro (Laguna), Calaca (Batangas), Lopez (Quezon), Lagro Subdivision (Qu ezon City, and Paraaque (Metro Manila). (PUP Centennial Souvenir Book, p.35) Desp ite the conflicts and subsequent problems which could have totally splintered th e University and despite the little time left five months of the calendar year t he present administration was able to grant benefits due PUP personnel, academic or administrative; continuously study implementation of other benefits due them and start Taguig and Sto. Tomas Extension. (Annual Report, 1992) The distinction of PUPs consistent pursuit of academic excellence can be gleaned from the significant placement of its student in various professional examinatio ns and other curricular and co-curricular competitions and activities. Elizabeth Julian of the College of Accountancy and Law was 6th placer in the CPA Examinat ions for 1994, while College of Engineering and Architecture Dennis N. Songco me rited 3rd place in the Board Exam for Mechanical Engineering and Jerico B. Cadil ena landed as 9th placer in the Board Exam for Civil Engineers, within the same year. (Annual Report, 1994 p.10) The PUPWebSite Project began. On October 11, 1997, President Fidel V. Ramos conf erred his support for the computerization project of the University and noted fo r the release of 25 million pesos for ICT development of PUP. During 1998, the P UPWebSite Project was changed to PUPwebSite and it served as the official Intern et site of the University. It was formally launched on January 27, 1998 in GeoCi ties.com. (PUP Centennial Souvenir Book, p.38) By this year also, the world famo us PUP Banda Kawayan made its school and country proud as it continued to earn k udos for its international performances. The group performed at the Philippine P avillion in Toronto, Canada where the National Canadian Exhibition was held. (Annual Report, 1998 p.4) April 2000: PUP Information Technology Center started its operation with Prof. M ely R. Luya as the director. Later that year, it changed its name to Information and Communications Technology Center (PUP ICT Center). February 2000: The Unive

rsity was conferred by the Commission on Higher Education (CHED) as a Center of Development for Excellence (CODE) in Information Technology. March 2000: PUP was designated by the Department of Science and Technology (DOST) as a Virtual Cent er for Technology Innovation in Information Technology (VCTI-IT) and during the Year-End Commencement Exercise, PUP was declared an Information Technology Zone. June 2000: The Master of Science in information Technology program began with P rof. Rosicar E. Escober as the chairperson. On June 30, PUP ICT Center was decla red as a Microsoft Certified Government Technology Education Center (GTEC). (PUP Centennial Souvenir Book, p.40) Generally, for the period 1998-2001, 45 major infrastructure and 31 minor projec ts were accomplished, unprecedented physical development so far in PUP. Among th ese infrastructure projects include the CLMC Building and Theater, Student Cente r, Laboratory High School Building, Interfaith Chapel, Grandstand, Gymnasium and Swimming Pool, and PUP ICT Center Phase 1. Almost all the programs of the acade mic units of this University have been submitted for accreditation. Four (4) pro grams have gone through a formal survey and sixteen (16) programs went through t he first survey to achieve the enhanced accredited status towards accreditation level 3. Curricular offerings of seventy-three (73) programs have been revised a nd passed through the scrutiny of the Curriculum Evaluation Committees (CECs) in the Department, College and University levels. New colleges have been created: the College of Law, College of Communication, College of Nutrition and Food Scie nce, College of Tourism and Hotel and Restaurant Management, College of Architec ture and Fine Arts, and the College of Economics, Finance and Politics and Maste r in Library and Information Science. (p.41) In 2002, PUP received commendation from Accrediting Agency of Chartered Colleges and Universities in the Philippine s (AACCUP) as the Top SUC with the most number of Reaccredited (passed 1st resurv ey going to level III) programs. (p.42) The PUP has established significant research collaborations and student-exchange programs with foreign universities to achieve its goal of providing relevant ed ucation to the Filipino people. It considers the international dimension of lear ning and work and is committed to strengthen the internationalization of its tea ching, learning, research, and service activities. The following activities have enhanced PUPs international linkages and facilitated the creation of new global opportunities: Delegates from the 7th Global Peacemaker Philippine Camp-2 visited the Universit y on January 11, 2005. Majority of the delegates were students of Sungsin Women University and officers and members of the Service for Peace in Korea whose majo r objective is to advocate the culture of peace and educate the hearts of the pe ople they meet. They also rendered community service though literacy and livelih ood programs to the disenfranchised people in Sitio Calapi, Mabalacat, Pampanga. Dean Ben B. Andres and all CE Chairpersons attended the One Nekkie Singapore m eeting on International Practicum with Mr. Gong and Ms. Gigi Garcia at Aloha Hot el on February 23. Twenty-nine Korean students took the Intensive English Course for three weeks, from January 15 to February 4. (Annual Report, 2005) The 100-year old Polytechnic University of the Philippines is now an official Gu inness World Record holder, coming off from a spectacular human rainbow formatio n at the Luneta Grounds, last Sept. 18, witnessed in TV channels around the glob e. (The Philippine Star, February 21, 2005) During 2008, is the full implementation of a Web-based on-line application for e ntrance examination, making entrance to the University more accessible to high s chool students nationwide, including OFW dependents. Graduates board examination ratings surpassing the national passing averages. Remarkable board examination p erformance of at least 1,392 of its graduates. Having the highest number of AACC UP accredited degree programs among SUCs, with four of the programs having attai ned the coveted Level 3 status. Taking great pride in having a good number of it s faculty members and students getting recognition for excellent performance thr ough awards. Improvement of the faculty profile by having 169 doctoral and 621 m asters degree holders. The PUP News, the Universitys official newsletter, publishe d 20 issues to inform the community of significant happenings and notable achiev ements of the University as it moves onward to its vision of a Total University. P

ups very first coffee-table book featuring the Universitys colorful history and so me notable personalities was published. Production tie-ups with TV Patrol of ABS -CBN, Rush TV of QTV 11, and The Morning Show were linked and carried out in the live remote coverage of the PUP Cheer Dance Competition. PAO continued PUPs Exte nsion Services tie-up with the National Kidney and Transplant Institute and its Renal Disease Awareness and Control Program. PUP, in coordination with the Philippine Amusement and Gaming Corporation (PAGCOR) launched the PGMA Meal Assi stance Program on February 1, 2008. A Memorandum of Agreement making PUP a benef iciary of the PGMA MAP was signed by the University President, Dr. Dante G. Guev arra, and PAGCOR General Manager, Efraim C. Genuino, for the purpose of providin g the less-privileged university students with a sufficient days meal/food free o f charge. (Annual Report, 2008) Year 2009 saw the Guevarra administration come to full circle in full gear. This completed cycle, however does not signify an end but optimistically reflects a continuance of everything good and beautiful that it has carried on from its prede cessors. (Presidents Report, 2009) With its major function to fuel its peoples dri ve to set their eyes on the Universitys long-range plans, the OP bears out the de sire to accomplish things with efficiency and efficacy. Among its major feats in 2009 included the preparation of the monograph of Apolinario M. Mabini: The Sub lime Scholar, membership of Dr. Guevarra (Vice President for NCR) in the Philipp ine Association of State Universities and Colleges, and Speakership of Dr. Gueva rra (as paper presenter) at the PENTRAD National Conference held at the Heritage Hotel, Roxas Boulevard, Pasay City on November 27. In the 2010 PUP Presidents Report, garnered International Awards. Jennel Cheng wa s one of the six finalists in The World Briefing: Telling the Malaria Story Conte st participated in by graduate students from the United States, Argentina, Ecuado r, Italy, Spain, Netherlands, Venezuela, and the Philippines. Rodiel Ferrer was a Distinguished Research Award winner for his study The Relationship Between Prof itability and the Level of Compliance to the International Financial Reporting S tandards (IFRS) of Telecommunication Industry in the Philippines during the Allie d Academies Spring 2010 International Conference held in New Orleans, USA. Marc Conrad Reyes won the gold medal in the Junior sides in the 2010 Asian Bench Pres s Championship organized by the Powerlifting Association of the Philippines (PAP ) at Robinsons Otis in Manila. Jophel Ybiosa won the Excellent Prize in the 2010 ChinaASEAN Youth Artwork Creativity Competition in China. Roylan Medina and Nash Angg ahan were regional winners for their films Iskwater and Ang Naghihingalong Ilog, res pectively, in the Southwest Asia Student Documentary Awards (SEADocs) held at th e Ateneo de Manila University. (p.12) For the past two decades, the Polytechnic University of the Philippines had gone so many transformation and challenges that molded it to perform and become a Tot al University.
