Spanish crown organized a set of institution for the administration and government of its territories in new world. Viceroyalties were divided into regional demarcations or governments of its territories in the new world. Cities were nerve centers of all divisions of administrations and the headquarters of all civil and military bodies. In order to keep us within check and not became independent or autonomous. As a result the Holy Roman Emperor and King of Spain, Charles V created the Council of the Indies in 1524. A few years later the first mainland Audiencia was created in 1527 to take over the administration of New Spain.
