Having been allocated US$23.5 million from the government, Tourism Fiji is currently undergoing a major rebranding campaign, with the Chinese market being among its primary targets. The NTOs rebranding exercise comes on the heels of national carrier Air Pacifics decision to revert to its 1951 name of Fiji Airways from 2013. Its revitalising efforts include the addition

While Fiji is better known for its exclusive island resorts, a number of four- and five-star properties are under development on the main island of Viti Levu. Two new casinos have broken ground, one on Denarau and one in Suva, while the historic Grand Pacific Hotel will open next year after a multi-million dollar refurbishment. Naisoso Island, connected to Nadi by a bridge, will soon be home to a Peppers resort as well as a four-star property, alongside restaurants and leisure facilities.

His Excellency, the President of Republic of Fiji, Ratu Epeli Nailatikau was re-appointed for another three years at a swearing-in ceremony at Government House. The ceremony was attended by Prime Minister Commodore Voreqe Bainimarama, alongside Cabinet ministers, dignitaries and the diplomatic corp. Ratu Epeli was sworn-in by Chief Justice Sir Anthony Gates, who administered the Oath of allegiance and the Oath for the Due Execution of the Office of the President. His Excellency following his reappointment ceremony inspected a full military guard of honor. Nailatikau, 71, was sworn in as president until 2015 under an executive decree issued by the military government. The appointment, announced on the government's website, means Nailatikau, a former army commander credited with guiding Bainimarama through his military career, will be president when Fiji holds long-awaited elections set for 2014.
The largely ceremonial role of president was traditionally appointed by Fiji's Great Council of Chiefs, which Bainimarama suspended after taking power in 2006 and eventually abolished earlier this year. Fiji is preparing a new constitution after experiencing four coups since 1987, largely stemming from tensions between indigenous Fijians and ethnic Indians descended from labourers brought in by the British in the colonial era. Bainimarama tore up Fiji's previous constitution and replaced all judges with hand-picked officials in 2009, after a court ruled his coup was illegal. He has said the new constitution will enshrine principles such as one-personone-vote, an independent judiciary and transparent governance, as well as concentrating on establishing a secular, corruption-free state. He reneged on a pledge to hold elections in 2009, saying Fiji was not yet ready for democracy, resulting in the country's suspension from the Commonwealth and the Pacific Islands Forum.
The three remand prisoners who escaped from the Nadi Police Station cell at 8:30pm Tuesday are still on the run. The hunt continues for the three in the Western Division. Meanwhile, Chief of Operations ACP Rusiate Tudravu said that they have been given 48 hours to establish what happened. The media questioned ACP Tudravu whether they have established if the three remand prisoners were locked up in the cell and how many officers were at the Nadi Police Station when the three men escaped. ACP Tudravu said this will be known soon. Police confirm checkpoints have been set up and a team from Suva is now assisting in the search in the Western division. The three people on the run are 32 year old Daniel Thomas, 39 year old Maleli Vinakasigadua and 26 year old Nacanieli Bakata. Thomas and Vinakasigadua are from Lautoka while Bakata is from Lami. The three are commonly known for committing offences such as breaking into cars, home invasion, robbery with violence and pick pocketing. People are advised to contact the nearest police station if they have any information on the whereabouts of the three. ACP Tudravu has a message for the three men and people who may harbor them. Police Commissioner, Brigadier General Ioane Naivalurua said all attempts are now focused on recapturing the three prisoners while equal priority is being given to finding out if Police officers were sleeping on the job resulting in the escape.

Fijis mahogany industry will now be more modern and responsive to the need of all ordinary Fijians, says Prime Minister Commodore Voreqe Bainimarama. Speaking at the Fiji Mahogany Industry Council meeting in Suva, Bainimarama said in the past people knew that mahogany resources were mismanaged but government will now not allow a few people to benefit at the expense of others. Bainimarama said they will create the mahogany industry in order for people to realise its true potential and the industry will get maximum returns for the economy including landowners and all Fijians. There was lack of willingness to adapt
to modern practices and management in getting the maximum return through value-adding of one own resources, said Bainimarama. While there was much talk of reform, there was little ability to actually design and implement reform, he said. He said government has implemented two new decrees designed to implement international best practices in the management of mahogany resources and ensure landowners and all Fijians receive great benefits. He also said the main focus of these reforms is to ensure that there are restricted number of operators licensed to purchase mahogany with key criteria being value-adding in Fiji and export of Fiji mahogany as a distinct product.

The expiry of agricultural land leases has affected the student numbers at Waidamudamu Primary School in Labasa. Normally, the school has a roll of 160 and 180 students but this has dropped to 40 in the past three years. Waidamudamu Primary School head teacher Gaj Raj Prasad said farmers had been evicted from the area which used to thrive on cane farming. Mr Prasad said the school reduced their staff and was running composite classes because of the school roll they now had. Waidamudamu cane farmer and school manager Raj Patel said farmers in the area were evicted after the expiry of their leases and they chose to find greener pastures in other towns, with many of them moving to Viti Levu. "It is very expensive to renew leases with the high fees that we have and a farmer normally has to pay lease renewal fee of approximately $12,000 and an annual land rent of $700 to $800," said Mr Patel. "This is very expensive and many farmers have opted to move out as we cannot cater for other expenses incurred during the process of cane farming, taking into account the cost of labour, fertiliser and transportation. "This area used to thrive with cane farmers which saw the need to build a school but the current school roll is evidence of the amount of farmers who have moved out and opted for other means of generating income other than cane farming, thus affecting the school roll in this cane belt area," he said. Principal education officer North Seru Curuivalu confirmed the Education Ministry in the Northern Division had identified that the expiry of cane farming leases directly affected the school roll in cane farming areas in the north as farmers opted to move to areas with better opportunities. "Not only has this affected the school roll but it has also affected the grade of schools in that they have dropped," said Mr Curuivalu.

Rare Solar Eclipse View Marred By Cloud Cover In Capital

Informal settlers want to see poverty issues addressed in the constitution. Ben Vakaloloma, a representative from the informal settlement, said poverty was a reality in Fiji. Mr Vakaloloma made the comments during a public seminar on the challenges of poverty to the constitution organised by the Constitution Commission at the University of the South Pacific. He said for the past 50 years, he was saddened to witness the poor and marginalised people of this nation in poverty and their stories. He said poverty through the eyes of the poor meant not having decent homes to live in, not having a job and not getting just wages. He said most of them completed Form Four while employers wanted applicants with Form Six and Form Seven qualification to apply for jobs. "Poverty for us means not being able to send our children to school or they drop out because we cannot pay their school fees," he said. Mr Vakaloloma said it also meant not being able to provide nutritious food for the family and feeling humiliated, worthless and excluded. He said it also meant being voiceless, powerless, dependent, feeling helpless and hopeless because there seemed to be no future for them and their children.
The most anticipated and rare total solar eclipse occurred on Tuesday. However, Fiji only witnessed the partial transit of the total solar eclipse. University of the South Pacific Faculty of Science, Technology and Environment technician Neil Singh said this was because of an intense cloud cover. "People in the Western Division could have witnessed this epic event," he said.
The eclipse started at 8.56 am and ended at 11.56 am with the greatest eclipse totality lasting just about four minutes. Mr Singh said the significance of such eclipse was it gave scientists the opportunity to calculate distances between the sun, moon and earth. Solar eclipses occur when the moon lines up with the sun, blotting the solar disk from a viewer's perspective on earth.

Price Of Root Crops Soars

Rakiraki is a major supplier of root crops for various markets in the country but its own people have been deprived of cassava and dalo for months. Farmers prefer to sell their produce to middlemen for export because of the higher price offered. A visit to the Rakiraki Market revealed bare stalls. Only three bundles of dalo were in an area usually taken up by root crop vendors. Vendor Mere Ali, 58, said large-scale cassava farmers no longer sold root crops at the market. "Only vegetables are plenty right now. People are also not buying root crops because it is too expensive and the quantity is less. Previously, the price of a heap of cassava would be $3 for a very large heap but now its $5 and more," said Mrs Ali. She said the price of dalo had also increased in previous years. "We used to get them for about $7 or $8 a bundle but now its $15 or $20 each," she said. Mrs Ali added root crops were usually supplied from as far as Nasau, Vanuakula and Waimicia.

Fiji's Partnership Focus In Tehran

Fiji shared its experiences on partnership between the private and public sectors for development in Tehran, Iran this week. A delegation from the Fijian government attended the 3rd AsiaPacific Ministerial conference for Public-Private Partnership [PPP] for infrastructure development held in the Iranian capital. It was headed by the Minister for Works, Transport and Public Utilities, Captain Timoci Lesi Natuva. The meeting was attended by senior government officials from 24 member countries. They focused on the sharing of knowledge, experiences, ideas, policy options and information on the implementation of PPP modality for infrastructure development and services in Asia and the Pacific. The conference also provided an opportunity for countries of the Asia-Pacific region to review the progress made in implementing the Jakarta Declaration on Public Private Partnership [PPP] for Infrastructure Development in Asia and the Pacific. That was adopted at the 2nd AsiaPacific Ministerial conference on Public-Private Partnerships for Infrastructure Development held in Jakarta on April 17, 2010. Among the 24 member countries present, Fiji was one of the four countries which presented its experience on PPP. Presenting Fijis
case was the Deputy Secretary Operation [DSO] of the Ministry for Works and Transport, Manasa Lesuma who accompanied the Minister. Captain Natuva also presented a ministerial policy statement of Fijis PPP policy and framework on infrastructure development. The PPP conference focused on four different infrastructure areas such as transportation, energy, water and waste management and communications, it was an avenue to bring the public and private sectors together with the objective of undertaking a project, with each party retaining its own identity and responsibility, based upon a careful division of responsibilities and risks. PPP differs from the traditional method of carrying out public sector projects by transferring a significant element of risks to the private sector. The public and private sectors develop, carry out and manage the projects based upon these shared risks, budgeted costs and expected returns. Participants hoped that the conference would help widen and deepen debate on issues of interest and concern in this area. The meeting culminated with the adoption of the Tehran Declaration on Public Private Partnership for infrastructure development in Asia and the Pacific. The meeting was hosted and organised by the United Nations ESCAP and the Islamic Republic of Iran.

Fijian Ends Australian Detention Protest
Fiji Bowling Team Presents I-Tatau
Fijian man being held at Sydney's Villawood Detention Centre has been talked down from a roof-top after a three-day protest. Two men and a woman have been protesting on a roof-top at the centre since Monday, saying they fear for their lives if they are sent back to Fiji. A spokeswoman for the Immigration Department has confirmed one of the men was talked down from the roof and also confirmed that no concessions were given to the man and there'll be no change in the outcome of his case. Australian Federal Police were called to the centre earlier on Wednesday to help immigration officials and trained negotiators to end the three-day standoff. They're continuing to negotiate with the second man and the woman who remain on the roof. The three began their protest on Monday, saying they feared deportation to Fiji. Ian Rintoul from the Refugee Action Coalition told the reporter it was unclear whether the three were being given any food or water by staff, but other detainees were prevented from doing so. He said Serco staff had tried to smash
their way into the ceiling of the building with axes, and had laid out mattresses around the complex. "Mattresses do nothing for the fall. The staff there is just irresponsible," Mr Rintoul said. Greens senator Sarah Hanson-Young has called on Immigration Minister Chris Bowen to intervene by asking police negotiators to resolve the impasse. Senator Hanson-Young said a coronial inquiry into the 2010 death of Fijian man Josefa Rauluni, who jumped from a roof at the detention complex, recommended police, be called in to prevent similar incidents. "I'm very concerned that as of this morning we still hadn't seen the police negotiators brought in to bring those people off the roof," she said. "Last time, two years ago, when we saw a man take his own life from the very same building, the coroner's report specifically required that there be a change to the protocols and the police negotiators would be brought in immediately if any similar cases occurred. "It's up to Chris Bowen as the immigration minister to make sure that happens, and he should do that today."

Banking competition is growing as BRED Bank from France moves in to the Fiji market. ANZ Fiji has announced an interest rate reduction of 0.75 per cent per annum on its on-year fixed owneroccupied Home Loan and Residential Investment Property Loan. This came into effect on Monday of this week. The rate for these one-year fixed loans will now be 4.5 per cent per annum. The Fixed Rate is valid for applications received before February 28, 2013. ANZ head of retail banking Fiji, Graham Meecham said: We are very pleased to offer this reduced one-year fixed home loan rate. Fixed loans are popular because they can provide customers with the security of having a set loan repayment each month, he said. Innovation Award (sponsored by Air New Zealand Aviation Institute) Ranamila Joji Chute "Fijian-born Ranamila is a Year 13 student at Birkenhead College in Auckland and has long been fascinated by all things aviation. He is a frequent visitor to the Air New Zealand Aviation Institute and worked at a rally-car company during his summer holidays. Outside of his passion for aviation, 18-year-old Ranamila has displayed a strong community focus through volunteer work with his local church in Northcote and work as a peer-tutor at Birkenhead College. He helped establish the volunteer organisation Storm.co with his church youth group. Ranamila hopes that the Air New Zealand Innovation award will help achieve his dream of landing an Air New Zealand apprenticeship." AVanua Levu native Ranamila Joji Chute made history when he scooped the coveted New Zealand Prime Minister's Pacific Youth Award for Innovation in Wellington. The Pacific Youth Award for Innovation is one of only five given to Pacific Island youths in New Zealand. Joji beat about 100 applicants to be the only Fijian on the list of awardees. The award recognises a young Pacific Islander who has demonstrated innovative thought or action to solve an engineering challenge leading to an improvement in their community, church or school. In an interview after his win, an ecstatic Joji said his prize was an aviation engineering course worth $NZ7400 ($F10,800) from Air New Zealand. The budding aircraft engineer said he was still excited from the win that had given him a solid start to his future. "It's really been an exciting day for me. I just want to give thanks to God. I want to be one of the best in this field and I believe that winning this award will help me to achieve that," Joji said. "The win will allow me to start an aircraft engineering course with Air NZ and I'll get a four-year apprenticeship with them when I'm done," the former Delainamasi Government School student said. He said his aim to become an engineer was after seeing his father Alfred Chute work in that profession at Suva's Carlton Brewery. Mother Asenaca Chute said she was proud of her son and the award reflected his hard work. Joji was nominated by NZ mentoring program - the C-Me Mentoring Foundation Trust run by local John Kotoisuva.

At the Bank, we have for sometime had a big picture outside the box vision of developing Fiji into the Preferred Capital Markets Centre in the South Pacific, Mr Whiteside said. Being preferred capital market means that we provide investors and issuers with an environment necessary to grow their investments. This means that companies and investors in other Pacific island countries will look to Fiji first as the place where they can raise funds for capital growth and investment opportunities. He added: We provide a safe investment choice both local and overseas investors. How to do this? Five suggested strategic plans were put in place that would lay out options for the key stakeholders. 1. Increasing public awareness for our markets 2. secretary Filimone Waqabaca said the Fijian government was currently strengthening the financial services sector to improve its capital markets. The Master Plan Government had laid its vision to strengthen the financial services sector through the establishment of the Capital Markets Master Plan under Pillar 5 of the Peoples Charter, Mr Waqabaca said. The formulation of the 10 Year Capital Market Master Plan, therefore, occurs at a critical juncture, as we work to position our capital market to fulfill a complementary role in support of economic development. Compared to our 40 years of post independence development experience, Fijis capital market is relatively young. He said that taking stock and reassessing Fijis direction towards this was underway. Fijis savings rate is relatively quite low by standard and even lower if we exclude mandatory savings with the FNPF. A well developed capital market would encourage more savings and diversify the source of investment funds. Another key advantage of the capital market is that it provides an alternative source of financing to complement bank financing. This will reduce the over dependence on the banking sector and spread the concentration of credit risk. Mr Whiteside said RBF was committed to the development of the Master Plan for capital markets development and to see the plan through the next 10 years.
Scholars And Professionals Urged To Apply For Award

Scholars and professionals from a range of fields in the private and public sectors, civil society organisations, academia and health, are being urged to apply for the prestigious Greg Urwin Award. Jointly facilitated by the Pacific Leadership Program (PLP) and the Pacific Islands Forum (PIF), the award provides financial support to the tune of $A25,000 ($F46,000) for recipients to take up workplace attachments for several months with either a Pacific regional or Australian organisation. The award is in memory of the late Mr Urwin who held the post of secretary general of the PIF from 2003 to 2008 and at his family's request, special consideration would be given to applicants in the health sector who wished to pursue projects related to cancer awareness, treatment or research relevant to the Pacific situation. A statement released by PLP said the award was strictly for Pacific Island nationals who had completed or were about to complete postgraduate qualifications. "The recipients are chosen through a competitive process that considers academic performance, leadership qualities and areas of professional interest, in particular, those areas that would be of significant benefit to Pacific Island countries. The deadline for applications is November 30 and an application form can be downloaded from the PLP website: www.plp.org. fj," PLP said.

All Nations Christian Fellowship (ANCF) church general superintendent Epeli Ratabacaca was sentenced to two years imprisonment by the Suva High Court for sexual assault. Ratabacaca, 54, will serve a term of imprisonment of two years and will not be eligible for parole until he has served a minimum term of 15 months imprisonment. A request by the Ratabacacas counsel, Filimoni Vosarogo, was declined by Justice Paul Madigan because he did not express any remorse by way of a guilty plea or some other expression of regret and there is none in this case. He was initially served a four-year term, two for fondling the victims naked breasts and another two for breaching the trust of the victim and for the cynical and manipulative preplanning. 1,035 People To Lose Their Jobs

1,035 people will lose their jobs with the Fiji Roads Authority in the next few weeks. 717 permanent staff and 318 temporary staff of the Roads Authority will be made redundant as the Authority begins outsourcing road works to the overseas contractors. In a statement, it has been confirmed that of the 1,152 staff, 318 temporary staff will be made redundant and as they are only employed on a temporary basis, they do not qualify for redundancy. 90 permanent staff will be deployed to other Ministries and Departments, 27 contracted staff will continue under their current conditions, 717 permanent un-established staff will be made redundant and redundancy packages will be offered to them. The Cabinet has approved one week of pay for each completed full year of service. According to the Authority, a lot of these staff is expected to be reemployed as the overseas contractors begin their work next year. If workers choose the redundancy package, they are free to get work with the private contractors but will not be able to re-enter Government service for two years. In addition to this, 34 staff in Nadi, 20 staff in Suva and 12 staff in Lautoka will be made redundant as the Fiji Roads Authority will also be taking over management of all municipal roads.

Boost For Import Substitution Industries

INDUSTRIES and sectors that assist with import substitution, boost foreign reserves, have high employment numbers and show potential for growth should be strongly encouraged. This was highlighted in a submission from the Fiji Institute of Accountants to the Ministry of Finance 2013 budget submission. FIA president Camacakau Raimuria said sectors and initiatives for consideration included the agriculture sector, export sector, hotel industry, fishing, garment industry and ICT industry. He said the agriculture sector should get tax incentives and other support. "Alternatively, current provisions should be amended to allow for tax incentives on a pro-rata basis where turnover exceeded $300,000, and should be available to all kinds of agricultural activities," Mr Raimuria said. Currently, he said tax incentives for small and medium enterprises (SMEs) were available only if total turnover was about $300,000 per annum and was available for selected prescribed activities in agriculture, fisheries and tourism sectors only. He said the encouragement of export industries that contributed to foreign reserves was important to an economy like Fiji.
BSP Life has already paid out a total of $30 million to their customers over the course of this year, its top manager said. 35 Pc Living In Poverty
THIRTY-five per cent of the population in Fiji is living in poverty. The statistics was provided by permanent secretary for Social Welfare, Women and Poverty Alleviation Govind Sami. Speaking in a seminar The Challenges of Poverty to the Constitution held at the University of the South Pacific last week, Mr Sami said poverty had increased in rural areas but decreased in urban areas. "Poverty remains high...at 35 per cent of the population," Mr Sami said. "Incidents of rural poverty are 43 per cent and urban poverty are 18 per cent. "The overall poverty reduction is regionally driven while urban poverty has declined significantly, rural poverty remains virtually unchanged," he said. Mr Sami said the Northern Division had the highest rate of poverty while the Central Division had the lowest. "The Northern Division which corresponds to the island of Vanua Levu, is quite homogenous recording 53 per cent poverty across the division," he said. Mr Sami said increase in rural poverty was attributed to decline in relevance of the agricultural sector. "Highest rate of poverty is among agricultural workers and the largest is among construction, tourism and finance workers," he said. Mr Sami said households with children and elderly were significantly poor. "Poverty increases with household size with the number of children and elderly." He said higher poverty rate for these groups remained an important concern in the country. Mr Sami said there was also a strong link between low education and poverty. "Those with no formal education contributed to 47 per cent of the poverty rate while those with secondary level education contributed to 10 per cent of the poverty rate," he said. He added the Fiji government remained committed to reducing poverty to a negligible level by 2015.

Families Join War Veterans At Remembrance Day
The light drizzle of rain failed to dampen the spirits of war veterans and family members who marched in Suva to commemorate the 2012 Remembrance Day. Celebrated worldwide to commemorate those that lost their lives in past wars, Remembrance Day in Fiji saw war veterans, their wives and their children march through the streets of Suva and to Battery Hill. The head of state His Excellency the President Ratu Epeli Nailatikau joined
the head of government, Prime Minister Voreqe Bainimarama and other government officials to commemorate the day. Heads and representatives of diplomatic missions based in Fiji also took part in the ceremonies. The event began with a Dawn Service at the Military cemetery in Suva followed by a march through town. Those that participated were later transported to the Fiji War Memorial complex in Veiuto to take part in the commemoration ceremony.
Prime Minister Commodore Voreqe Bainimarama reassured Governments commitment towards providing adequate service delivery to the public. He made the comments at the opening the of first Government service centre in Nausori which is expected to make government services and facilities more accessible to the public. Fiji's international carrier, Air Pacific has announced some changes in departure and arrival times of its flights due to heavy maintenance check on one of its B747-400 jumbo aircraft. The aircraft will be going through a "C" check in Sigapore from November 15 to December 10, hence flights will be affected. 1 cup broccoli cut in small pieces 1 cup boiled sweet corn cup cream 2 tsp Soya sauce 2 tsp tomato sauce 1 tsp chilly sauce 3 tsp corn flour 1 cup milk Salt to taste 1 tsp pepper powder cup almond paste 50 gms butter
METHOD
Melt butter, condensed milk & water. Allow to cool Sift dry ingredients together & add with remaining ingredients, plus the melted mix Stir and blend well Turn mixture into a lined 10" diameter round cake tin Bake at 160 (325F) for approx. 1 hours.
Method
Heat butter in a pan. Add broccoli florets and cook covered till they become soft. Now add sweet corn, almond paste and cook on low flame for about 10 minutes. Put all other ingredients except corn flour and milk and a saut for a while. Now dissolve corn flour in milk and pour over the mixture. Add a cup of water and allow simmering till it attains a thick consistency. Serve hot. You may add sauces as per your taste.

The Government is proceeding with a deal with China Southern Airlines which will fast track immigration processing of wealthy Chinese visitors despite Immigration NZ concerns about the risk of "imported criminality". Resuming Citizenship What you need to know if you gave up your Canadian citizenship in the past and want to become a Canadian citizen again . If you are a former Canadian citizen and now want to become a citizen again, you must apply to resume your citizenship. However, you should be aware that a new law came into effect on April 17, 2009, amending the Citizenship Act. The new law gives Canadian citizenship to certain individuals who lost it and to others who will be recognized as citizens for the first time. The Harper government is pushing back the timeframe to balance Ottawas books, which means Canadians may have to wait much longer for tax breaks the Conservatives promised in the last election. Citing the weak global economy, Finance Minister Jim Flaherty said Tuesday the $26-billion federal budget deficit will not be eliminated until the 2016-17 fiscal year. The revision, contained in Flahertys annual fall economic update, could have a significant impact on Canadians. In the 2011 election campaign, Harper floated several popular tax breaks, including doubling the childrens fitness tax credit, a $2.5-billion measure to allow income-splitting on young families tax returns, a doubling to $10,000-a-year of Tax-Free Savings Accounts limits and an adult fitness tax credit. But all these measures were made dependent on eliminating the federal budget deficit. That was meant to be done by March 31, 2015. Now the government is saying the books wont be balanced until two years later, by March 31, 2017. An Edmonton woman has launched a $206,000 lawsuit against Air Canada because she claims she suffered second-degree burns from a spilled cup of scalding hot water. According to the statement of claim, Rema Halabi was seated on a flight from Calgary to San Francisco on Nov. 5, 2010, when the flight attendants began to serve refreshments. Halabi alleges one of the flight attendants placed a cup of scalding hot water to make tea on the tray before her. New Port Mann Bridge Opens Dec. 1

The new bridge officially opens with eight lanes on Saturday Dec. 1 and half-price tolls of $1.50 for regular cars will kick in a week later on Dec. 8. The transportation ministry estimates the new bridge will cut commute times 50 per cent and save some drivers an hour a day. But the full 10 lanes on the bridge and on the widened Highway 1 through Vancouver and Burnaby won't be open until late in 2013 because construction is continuing on much of the corridor. And some critics say even when the full project is complete, traffic heading to those cities will hit heavy volume at the off-ramps, backing traffic up onto the freeway. "My prediction is congestion," Burnaby Mayor Derek Corrigan said. "The pinch point will just be moved." He said Burnaby, New Westminster and Vancouver are all refusing to free up more road capacity in response by eliminating parking lanes, for example. "The highway is the access point and if that's where people end up having to sit, that's where they have to sit." But Port Mann/Highway 1 project spokesman Max Logan said much of the westbound bridge traffic exits at Cape Horn or Brunette Avenue. "We're not expecting anything significant in terms of a pinch point or traffic bottleneck," he said, adding drivers should see similar conditions they now see west of Brunette, until the entire $3.3-billion project is finished in late 2013. It's a different story east of the bridge. By Dec. 1, there will be four lanes open in each direction running from Logan said some drivers may have been avoiding the Port Mann and Highway 1 because of construction delays and will now come back to it. But Bains said he's concerned passengers will be stranded in Langley because TransLink's planned service level may not meet demand. With six buses an hour leaving Carvolth, he said, there will only be capacity for 350 passengers an hour at peak periods and less at off-peak times. "We're trying to work within our means," TransLink spokesman Drew Snider said. "For now, this is what we are able to provide."

New E. Coli Case In Alberta Linked To Xl Foods Meat

18 illnesses now linked to XL Foods plant in Brooks, Alta. A new case of E. coli has been linked to the XL Foods beef plant at the centre of an extensive product recall. The Public Health Agency of Canada says the new case is in Alberta and brings the total number across the country to 18. The agency says the person became ill last month and is still recovering. Last month, the Canadian Food Inspection Agency gave the plant in Brooks, Alta., permission to resume slaughtering cattle after being shut down for more than a month. On Nov. 4 the agency discovered new cleanliness problems at the plant and ordered corrective action. It is not clear when the plant will be allowed to resume shipping beef to retailers in Canada or to export products to the United States.

Children that fail to thrive seem to be much smaller or shorter than other children the same age. Teenagers may not appear to have the usual changes that occur at puberty. However, it's important to remember that the way children grow and develop varies quite a bit. See: Symptoms of failure to thrive include: Height, weight, and head circumference do not match standard growth charts. Weight is lower than 3rd percentile (as outlined in standard growth charts) or 20% below the ideal weight for their height. Growth may have slowed or stopped after a previously established growth curve. In general, the child's rate of change in weight and height may be more important than the actual growth measurements. Children who fail to thrive may have the following delayed or slow to develop: Physical skills such as rolling over, sitting, standing and walking Mental and social skills Secondary sexual characteristics (delayed in adolescents) Babies who fail to gain weight or develop often have a lack of interest in feeding or a problem receiving the proper amount of nutrition. This is called "poor feeding." Other symptoms that may be seen in a child that fails to thrive include: Constipation Excessive crying Excessive sleepiness (lethargy) Irritability Exams and Tests The doctor will perform a physical exam and check the child's height, weight, and body shape. You will be asked questions about the child's medical and family history. A special test called the Denver Developmental Screening Test will be used to show any delays in development. On the first day of residency training, we each got a handbook on how to survive it. Big 18-inch wheels don't help, so think twice before blinging out. Kia tunes its electric power steering systems on the heavy side, which gives them a little more realistic feel than its Hyundai cousins, and better control over minor road modulations. The SX makes great strides toward a truly sporty driving experience, something a little bit more tuning could bring home. With its wider footprint, the Sportage delivers more interior space than its ancestors, but it's still on the smaller side of crossovers. The front seats benefit from the relatively high dash, and have good leg and shoulder room. As usual, add a sunroof, subtract headroom. The seats themselves are well-shaped and can be air-cooled on high-line Sportages. The back seat's like that in the Tucson--bigger adults will slouch a bit to find a good seating position perched on the otherwise nicely angled cushions. Cargo space measures 26.1 cubic feet, more than some luxury utes, and the rear-end styling means more of the cargo space is hidden behind sheetmetal--great for valuables, not so great if you carry pets often. Standard curtain airbags and stability control are joined by optional rear parking sensors and rearview camera,
which help with the Sportage's sizable blind spots. The IIHS calls the Sportage a Top Safety Pick, too. Standard features include air conditioning; power windows, locks and mirrors; and 16-inch wheels. Moving up to more expensive models adds features like keyless start; satellite radio; Bluetooth; steering-wheel audio and phone controls; and a USB port. Top models get a telescoping steering wheel; a cooled glove box; a power driver seat; 18-inch wheels; leather steering wheel and shifter trim; roof rails; and a rear spoiler. Owning a puppy can be both rewarding and stressful. The puppy is cute, furry and fluffy but he's chewing on your shoes, furniture and clothes. It's an ongoing problem and you have no idea what to do. If you have a puppy, be prepared to spend a good deal of time housetraining him and establishing basic obedience. Socialization is also good for your puppy. You should always supervise your puppy with strangers and other dogs at all times. Puppy training is important because it is easier to set the foundation for good behaviour at a young age. It also avoids handler and dog problems in the future. Puppy training can begin when the puppy is eight weeks old. The first six months of a puppy's life are very important. Without training many puppies develop bad habits such as barking endlessly, chewing on shoes and furniture, and defecating in the house.
