INTRODUCTION Background

Application
The Atlas of Sleman is a public document that is available as hardcopy and cd-rom. Its practical applications are as follows: Reference for preparing and updating comprehensive development planning documents of RPJPD (provincial/local long-term planning), RPJMD (provincial/local medium-term investment programs and RKPD (provincial/local annual work plans, as well as sectoral planning documents of Renstra SKPD (strategic medium-term sectoral programs) and Renja SKPD (strategic annual work plans); Database for preparing multi-stakeholder development Agenda, which translates the above formal planning documents of government into a concrete investment priorities of the stakeholders; Benchmark for monitoring and evaluation by the legislative branch (DPRD) and the public media of the implementation of the development Agenda and the realization of government development objectives; Building awareness among the development stakeholders of existing conditions, to develop a sense of pride and ownership towards the place where they live and work and to empower them to participate effectively in planning processes; Marketing development potential of Sleman to national government level, to interested foreign and domestic investors, and to international donor and lending agencies.
The present Atlas of Sleman is part of a set of three practical instruments to mobilize and coordinate stakeholder participation in the preparation and realization of the long-, medium- and short-term development plans of government. The functions of these three instruments complement each other: Atlas presents relevant information on the existing conditions and trends, and of the development potential of Sleman; Agenda, based on the information provided in the Atlas, translates strategic development plans into concrete investment priorities of the stakeholders; Aturan-main (Rules-of-the-game) present guidelines for the effective use of the Atlas and Agenda in mobilizing and coordinating stakeholder investment.
The preparation and updating of the Atlas, Agenda and Aturan-main of Sleman, also referred to as Triple-A, was conducted through multi-stakeholder task forces, and was supported by funding from the Swiss Agency for Development and Cooperation (SDC), the Cities Alliance and the World Bank. The preparation of the Triple-A of Sleman was coordinated with the simultaneous preparation of similar instruments by the each of the five municipalities of the province of Daerah Istimewa Yogyakarta (DIY) as well as by DIY itself. Besides, a regional Triple-A has been prepared which focuses on regional economic growth and poverty reduction through urban-rural linkages, inter-municipal relationships, and inter-provincial synergies.

Purpose
The Atlas of Sleman is a public document that provides transparency and openness of relevant information for the stakeholders. Access to information is essential for rational decision-making by government in development planning, public investment and service delivery, for assessment by private businesses of investment opportunities and risks, and for awareness by community members of their living and working environment including public services and facilities. By giving all stakeholders access to the same information, they can develop a common perception, which is a prerequisite for effective stakeholder participation and consensus-building. Most information exists somewhere, but is not easily accessible. For that reason, readily available data from the respective stakeholders have been combined into one Atlas document and presented in a logic format to facilitate access to information and comparison of data: Geographic base-maps at a scale 1:25.000 based on digital maps of Bakosurtanal; Thematic maps on economic, social, environmental and cultural conditions and trends, supported by tables, diagrams, photographs and explanatory text; Infrastructure maps of locations of infrastructure facilities, networks coverage and service areas, supported by tables, diagrams, photographs and explanatory text; Organization charts of government agencies responsible for development planning, implementation, operation and maintenance and service delivery; Reference list of the original sources of data to facilitate further inquiries by the user of the Atlas, as well as future updating of the information.
Sleman is one of the five regencies of the Special Province of Yogyakarta. It is located between 70 3270 50 Latitude and 1100 18 1100 35 Longitude. The capital of Sleman Regency is Beran, which is located on the southwest side of the Merapi Mountain.

Drainage
The existing drainage networks, both open and closed, as well as the sub-rivers serve to flow the stormwater. The drainage networks in UAY Sleman have a total length of 170 km. Most of the channels and even the inlets contain solid waste/soil sediment, so rainwater cannot flow into the channel. There are at least ten locations of stagnant water.
Water Supply
PDAM Sleman (water enterprise of Sleman Regency) serves four branches, namely: Branch I covering the systems of BNA Sleman, Tridadi, Tambakrejo and Nogotirto; Branch II covering the sub-districts of Godean, Seyegan, Moyudan, Gamping, Sidomoyo and Mlati; Branch III covering the sub-districts of Ngaglik, Minomartani, Ngemplak, Pakem and Turi; Branch IV covering the sub-districts of Prambanan, Condongcatur, Depok, Kalasan and Berbah. The service coverage of PDAM Sleman in the urban area in 2002 was 19% of the total population. The water sources used are the spring water (Umbul Wadon) and ground water. The production capacity in 2002 was 183.6 liters/second.

Hydrology
There are five big rivers, namely (from the west to the east) the rivers of Progo, Konteng, Bedog, Winongo-Code and Opak. The biggest river catchment area is the upper stream of Opak River. Hydrologically, Sleman has never suffered from water shortage because it is rich of surface and ground water (there is a gorund water aquifer). In addition, Mataram Canal that flows from the west to the east. It has its intake from the Progo River and ends in Opak River. The water level is between < 7 m and 25 m. The ground water contains iron (Fe) and Mangaan (Mn). The rain intensity is between 1500 and 4000 mm/year with the wet months from November April and the dry months from June - September. Based on the hydrological potentials, the north part of Sleman is to serve as a water catchment area and good for agriculture and horticulture, as well as for fishery.

Ecology Ecologically, Sleman Regency area serves as the key for the environmental conservation for its lower areas (Yogyakarta City and Bantul), because of the slope direction, porous soil structure and texture, and the flow direction of the surface and ground water. The conserved areas include the catchment areas, riverbanks, spring water banks, forests and the hazardous areas seriously impacted by natural disasters. With regards to the flora and fauna, there are various trees of ficus family (such as willow trees) and epifit plants such as orchids (particularly the vanda and phapiophedilum/bag orchids) and the family of ferns. The fauna consists of civet cat, monkey, tigers (panther, leopard and forest cat), deer/mouse deer, snakes and birds (eagles, punglor/anis, cranes, etc). The agricultural land is divided into two: wet and dry land. The southern part of Sleman gets an urbanization pressure, particularly for the development of settlements, industries, trade and services, and the development of universities as well.

Education
In view of the ratio the number of students and schools and the ratio of pupils and classrooms showing the figure of over the standard ratio, one can conclude that the educational facilities have been distributed evenly over all the sub-districts. However, the quality of the educational facilities and infrastructure and the teachers is different. The development of new universities tends to be located in Sleman, such as UII (Indonesian Islamic University) that may become a generator for the economic growth of surrounding areas.

Health
The health condition of Sleman Regency is relatively good. It can be seen from such indicators as the community health condition, the environmental health, the community health behavior, as well as from the efforts to increase health services through the improvement of health facilities. It can also be seen from the infant mortality rate of 11.25% which is below the DIYs infant mortality rate (15.53%) and the National level (41.44%). The same also applies to the maternal mortality rate of 84.6% and the gross mortality rate 5.12% which is below the DIY and National mortality rate (Source: the Strategic Health Development Plans of Sleman Regency, 2002-2004) In order to improve the social health, it is necessary to have better health and more qualified human resources. Sleman Regency has quite complete health service facilities and adequate paramedics.

Cultural Preservation Village Cultural Zone
The system of cultural values including arts and Javanese way of life existing in Sleman Regency are influenced by the existence of Kraton Yogyakarta (Yogyakarta Royal Place). The growth of urban activities in Sleman Regency influences the transfer of traditional values system into a modern system. Based on those considerations, the culture needs to be conserved and developed. Culture itself can be viewed as a resource in the resources-based development. The culture itself is also significant for the past, present, and for the future. Realizing the threat towards the visual, functional, and environmental characters of the cultural asset, the activities for cultural conservation, utilization, and development are considered important. These activities are also necessary to anticipate the influences of urbanization, commercialization, and globalization that may reduce the significance and value of the culture itself. Based on the existing data, there are eight cultural conserved villages in Sleman Regency, namely the villages of Minomartani, Sinduarjo, Bangunkerto, Sendangmulyo, Banyurejo, Argomulyo, Wedomartani and Sambirejo and two cultural preserved areas of Ambarketawang and Bokoharjo. In addition, Sleman Regency also has tangible and intangible potential cultural assets. There are at least 25 tangible cultural assets namely Hindu and Budha temples 10 dramatic arts, 10 dramatic dances, 14 diatonic music, 13 pentathogic music, and 13 traditional dances. (Source: Studi Penggalian dan Inventarisasi Benda-benda Budaya DIY (The Research and Inventarization of DIY Cultural Artifacts Study, YUDP analysis) The activities to conserve, utilize and develop the cultural assets have been done, but not optimally. Based on the analysis, we can see that only 20% of the cultural assets have been preserved, and approximately 28% has not. The preservation endeavors have not been optimally done. This will jeopardize the temple buildings and condition.

Housing
Till the end of 2002, there was a total housing stock of 202,044 units (Source: The Recapitulation of Sub-district Monographic Data in Sleman Regency, Semester II/2002). Based on the data of 2002, there are three different types of housing: 149,998 permanent houses / Type A, 32,343 semi-permanent houses / Type B and 19,703 unsuitable or temporary houses / Type C. Till the end of 2002, there was still a shortage in housing stock amounting to 37,016 units. Between 1999 and 2002, the number of housing shortage tends to decrease. Two parties, i.e. by the community and the private sector, provide the housing stock in Sleman Regency. The community provides their houses (kampong houses), while the private sector (housing developers) provide readyto-be-dwelled houses which are the society and the private sector.
The society provides housing in the form of housing in the form of housing in villages, while the private sector provides housing in the form of ready to be dwelled houses (developer housing). Until the year 2002 there have been more than 150 units of ready-to-be dwelled house that spread over 102 locations. Between 1998 and 2002, the number of houses increased averagely by 30%. The housing development to the north direction is limited, considering that the areas in the north side are to serve as rainwater catchment areas for the down-stream areas. The provision of housing in Sleman Regency relatively varies, from the low-cost housing (RSS/RS) to the highcost housing. The provision of public facilities, infrastructure, and access roads motivates developers to develop housing in Sleman Regency.

Transportation Infrastructure
The road networks, as a means to mobilize people and commodities, have been provided in all parts of Sleman Regency, but not all the roads are in good condition. Sleman Regency is also passed by primary arterial and strategic roads to serve as an alternative tourism route, which is very vital, serving as the main road to and from the Special Province of Yogyakarta through Sleman Regency. The road network in Sleman Regency has a total length of 1,266.62 km, and is divided into three types, namely: national roads (42 km), provincial roads (139.69 km), and local roads (1,085.13 km). The national and provincial roads are relatively in good condition. They are well maintained, while the condition of the local roads varies. Since the economic crisis and after the enactment of Local Autonomy, the road maintenance is only focused on road patching. The road networks have different widths based on their functions and types. The primary arterial and primary collector roads (national and provincial roads) have an average width of 7 14 meters, while the average widths of local roads are between are 3.5 and 7 meters.

Drainage
Drainage channels serve some built-up areas such as human settlements, offices, and business areas as well as around the roads connecting such areas. Most of the existing drainage channels, both covered and uncovered types, contain solid waste/soil sediment. Many drainage channels are not well manintenance, thus the capacity of the channels decline. The channel inlets cannot function properly (the inlet is higher than the road surface and is clogged by sand), so rainwater cannot flow into the channel. The existence of the water pond is very advantageous to the environment, it helps control the overflow of rain water and enriches ground water. The construction of drainage channels is not followed by the publicity and information campaign on communitys awareness of the maintenance of drainage channels. Some community members still literate their wastes into the channels. The issues of stagnant water/floods always become obstacles in every city, including Sleman Regency. This is due to the incompability of the darinage system and the urban development (the increase of impermeable surfaces).

In the UAY area within Sleman Regency the off-site sewerage system only operates in GajahMada University ( 500 connections). Because the system is not connected to the main sewerage system yet, most of the sewerage is discharged to the river without treatment. Around 70% of the community sanitation needs is served by on-site sanitation facility, and the remaining through MCK or direct discharging to the river.
