240 250 260 270 280 290 300 310 320 330 340 350 360 370 380 390 AN AMENDMENT TO THE STANDING RULES OF ORDER OF THE MARYLAND STUDENT LEGISLATURE FOR the purpose of amending Rule 25 of the Standing Rules so that the requirements for passage of a Bill amending the Constitution of Maryland are more comparable to the requirements for passage of such a Bill in the Maryland General Assembly. BY repealing and re-enacting, with amendments IV. - 25. Yeas and Nays WHEREAS: Currently, the Maryland Student Legislature does not distinguish between Bills that amend the Annotated Code of Maryland and Bills that amend the Constitution of Maryland; and, WHEREAS: The Constitution of Maryland requires that any amendment to that Constitution obtain the support of three-fifths of the members of both Houses of the General Assembly in order to be referred to the people of Maryland in a ballot question; and, WHEREAS: An objective of the Maryland Student Legislature is to simulate the Maryland General Assembly to the best of its ability. SECTION 1. BE IT ENACTED BY THE MARYLAND STUDENT LEGISLATURE, That the Standing Rules of Order of the Maryland Student Legislature be amended as follows: IV. Bills and Resolutions 25. Yeas and Nays (A) No Bill or Joint Resolution may be adopted unless it be passed in the General Assembly by a roll call of the yeas and nays by delegation. (B) NO BILL AMENDING THE CONSTITUTION OF MARYLAND MAY BE ADOPTED UNLESS IT BE PASSED IN THE GENERAL ASSEMBLY BY A ROLL CALL OF THE YEAS AND NAYS BY DELEGATION WITH NO LESS THAN A THREE-FIFTHS AFFIRMATIVE VOTE OF THE MEMBERS VOTING. THIS RULE MAY NOT BE SUSPENDED. (C) NO BILL AMENDING THE CONSTITUTION OF MARYLAND MAY BE ADOPTED NOTWITHSTANDING THE OBJECTIONS OF THE GOVERNOR UNLESS IT BE PASSED IN THE GENERAL ASSEMBLY BY A ROLL CALL OF THE YEAS AND NAYS BY DELEGATION WITH NO LESS THAN A TWO-THIRDS AFFIRMATIVE VOTE OF THE MEMBERS VOTING. THIS RULE MAY NOT BE SUSPENDED. SECTION 2. AND BE IT FURTHER ENACTED, That this change to the Standing Rules of Order of the Maryland Student Legislature shall take effect
