A RESOLUTION CONCERNING: Federal Legalization of Industrial Hemp WHEREAS: Industrial hemp, the non-drug oilseed and fiber varieties of cannabis which have less than three tenths of one percent (0.3%) tetrahydrocannabinol (THC) and which are cultivated exclusively for fiber, stalk and seed, are genetically distinct from drug varieties of cannabis; and, The flowering tops of industrial hemp also cannot produce any drug effect when smoked or ingested; and, Congress never intended to prohibit the production of industrial hemp when restricting the production, possession, and use of marihuana; the legislative history of the Marijuana Tax Act; and, Industrial hemp does not meet the attributes in the Controlled Substances Act of 1970 needed to classify a substance as a Schedule I drug, which include; a high potential 200 for abuse, has no accepted medical use, and has a lack of accepted safety for use; and Industrial hemp leads to numerous benefits including a cleaner environment, and an increase in the efficient production of numerous resources including paper and clothing, Industrial hemp is commercially produced in more than 30 countries, including Canada, Great Britain, France, Germany, Romania, Australia, and China without restriction This production enables these countries to become both more efficient and environmentally friendly

THEREFORE BE IT RESOLVED: That the Maryland Student Legislature urges the United States Congress and Executive to pass a resolution to decriminalize the production and growing of industrial hemp; MANDATES: Barack Obama, President of the United States Joe Biden, Vice President of the United States John Boehner, Speaker of the House of Representatives Harry Reid, Majority Leader of the Senate
