First, the good news that nine of its accounting graduates passed the Certified Public Accountants licensure exams, said to more difficult than the Bar. Second, for the second year in a row, the WLCs bet for the citys Tugob Festival Queen was hailed fairest of them all just few minutes after midnight on October 18, 2012. Last years WLCs Tugob Festival Queen 2011 Charmaine Perez relinquished her crown to schoolmate, contestant no. 9 Princess Diane Mercado who is also the reigning Ms WLC. WLC this year represents the Fish contingent. Mercado outshone the others in her 3-minute production presentation, awing the crowd with her dominantly orange coralfilled costume. Her blue top and green headdress complimented the wide skirt studded with coralshaped decors. She also got the cheers of the audience for being the only candidate who brought many props onstage, with other dancers tastefully wearing fish, crustacean, and other marine life costumes. She romped away the Best in Production Presentation. She also bagged majority of the special prizes, cornering four out of seven awards. She was also named SMARTs Executive Choice Award, Best in Production Number, and Festival Queen Photogenic. Completing her court were contestants no. 3 Kathleen Sofia Dy of STI and contestant no. 12 Aileen Flores of the Eastern Visayas State University (EVSU)-Ormoc Campus as 1st and 2nd runners up, respectively. STI this year represents Sand and Gravel while EVSU represents sugarcane. Dy also garnered the Best in Solo Performance. She literally occupied the dance floor, not minding other fellow candidates during their solo dances. Her costume was predominantly black and silver, from her toe the headdress. The winners were awarded cash and a customized trophy. The Tugob Festival Queen took home P20,000 while the 1st and 2nd runners up got P15,000 and

4th LED says rains have delayed phase 1 and 2 of rubberized oval
orMoC CiTY The recent rains have considerably delayed the expected completion of the the Phase i and ii of the rubberized oval at the city central school here, said engineer Lino Francisco Gonzales, district engineer of the 4th Leyte Engineering District (LED). Gonzales told EV Mail that they expected the phase 1 and 2 of the oval to be done by November. These include the cementing and asphalt overlay yet, it has been raining constantly the past two months so he cannot give the assurance that they would hit the target completion date. Even so, he underscored, they are still on track since the program of work for the project ends next year, yet. Afterwards, phase 3 and 4 will commence. These phases include the laying of rubber already. Gonzales said it will be the Philippine Sports Authority (PSA) that will facilitate these phases. The PSA has direct contacts with the foreign supplier of the material [rubber] so we already asked the DPWH national office to allow us to enter a Memorandum of Agreement (MOA) with PSA. They will facilitate the purchase and installation of the rubber but still under our supervision, he said. Also, PSA said that the installation should be done during sunny weather, Gonzales said. So, he added, they would have to install it sometime after the rainy season. But if the concreting is done, it will not be much of a problem. We still have to focus on phases 1 and 2 now. Gonzales admitted that supervising the construction of the rubberized is a first time for them and they have this first time feeling doing it. The rubberized oval here in Ormoc is the first in the region and they are privileged to undertake it. PSA even expects that Ormoc will produce world-class athletes because we will soon have a good sports facility, he quipped. Cancer Center urges proper education, info dissemination on HPV vaccines


City officials led by Mayor Eric Codilla light the cauldron at the city stage, heralding the opening of the 2012 Tugob Festival. The search for the festival queen followed after. as sCienCe and research produce vaccines to prevent cervical cancer, a Cebu-based cancer center pointed out that public education and awareness should be intensified in order for human papillomavirus (HPV) vaccination programs to be highly effective. Ronald delos Reyes, program coordinator of Eduardo J. Aboitiz Cancer Center (EJACC) of the Ramon Aboitiz Foundation Inc. (RAFI), noted that many women are still misinformed and unaware about the connection of HPV infections and the development of cervical cancer, let alone HPV vaccination. Catarongan said his office will not tolerate special arrangements with sugar planters here using vintage trucks to haul sugar cane during harvest season. The law applies to everyone and they should renew the permits of their trucks and submit it to inspection just like we do with ordinary tricycles, he said. This was Catarongans response to a question whether hed allow a special arrangement with sugar planters here to turn a blind eye on their vintage trucks for the duration of the harvest season, because some are really not up to shape and will entail a lot of expense to spruce up to LTO standards. He said he has been on the same spot before, when assigned to other sugar producing areas, and has always told the planters that if the LTO bears down on ordinary tricycles for simple violations, the same law applies to everyone. NOCHNS represents livestock this year and their queen romped down the floor in a gold and orange get-up, made striking with gold laces and orange feathers. Prior to the pageant, the contingents and the city officials gathered early evening of October 17, 2012 for a torch parade and the ceremonial lighting of the Tugob Festival Cauldron. They walked all the way from the city hall down to the city plaza. The lighting of the cauldron was spearheaded by city officials led by mayor Eric Codilla and the Tugob Festival Committee led by Engr. Joseph Frederick A. Pepito of the Ormoc Builders Association (ORBA). It was the opening ceremony of the festival. Tugob is a Visayan term for abundant or bountiful. This year, the 12 contingents showcase 12 products and resources identified as having contributed to the growth of the city: sugarcane, vegetable, fish, sand and gravel, coconut, rootcrops, livestock, pineapple, rice, water, steam, and flower. Through a drawing of lots, the contingents are assigned a product or resource. Sugarcane went to EVSU; vegetables to the Sto. Nio College; fish to WLC; sand and gravel to STI College; coconut to AMA Computer Learning Center and root crops to the Ormoc International Polytechnic Academy. Other contingents come from clustered schoos. Livestock is represented by Cluster 1 composed of the Ormoc Central School and the NOCNHS. The Ipil National High School (Cluster 2) got the pineapple. Cluster 3 (Dolores National High School and Tongonan National High School) for rice; Cluster 4 (Lilo-an National High School, Manlilinao National High School, and Margen National High School) got water and Cluster 5 (Valencia National High School, Cabingtan High School, Genaro B. Lureana National High School, and Rustico Capahi Senior Memorial High School) got steam. Lastly, flower is represented by the Linao National High School. This year, the city government institutionalized the Tugob Festival through city ordinance 174 enacted on July 19, 2012, establishing it as the official festival of Ormoc to be held every Adlaw sa Ormoc or its Charter Day anniversary every October 20 and creating the Tugob Festival Foundation. Catarongan was in Ormoc City for a public consultation on the proposed standardization of license plates. With him was Atty. Ledwino Macariola, the officer-in-charge for the Ormoc LTO, and other executives. The consultation was held at the Bayview Inn here with around 30 people in attendance, mostly motorcycle dealers and presidents of transportation associations. Atty. Macariola was tasked at explaining the proposed standardization. Under the old regulations, Macariola said, the country had nine kinds of plates, not counting in various vanity plates. This does not only lead to confusion and abuse but makes carnapping easy and catching carnapped vehicles difficult. Under the proposed standardization, the new plates would still be color-coded but will have security features that would be hard to counterfeit. It would have two visible security features and one overt or not visible to the eye. It is a barcode which would include the vehicles plate, chassis and engine numbers, that only a special equipment of the LTO can read. Any mismatch will subject the vehicle to question.

sectoral support from policy makers, healthcare professionals, and the general public to successfully introduce HPV vaccines, he explained. He cited that more than 90 percent of cervical cancer cases are caused by HPV infections that spread through sexual contact. It is also the same virus that causes genital warts. EJACCs Metro Cebu PopulationBased Cancer Registry records cervical cancer as among the top five most common types of cancer among women in Metro Cebu. Women aged 35-64 years old are most likely to be diagnosed with cervical cancer. In 2003-2007, there are 162 deaths out of the 311 cervical cancer cases recorded. Since HPV vaccine is a relatively new concept, many Filipinos are unfamiliar that there two HPV vaccines in the market that are classified as preventive measures against cervical cancer. We need to make it clear that HPV vaccines can only prevent and not treat HPV infections, Delos Reyes said. Approved by the Philippine Bureau of Food and Drugs (BFAD) last 2006, quadrivalent and bivalent vaccines prevent HPV type infections. Both vaccines protect against initial infections of HPV types 16 and 18, which cause most of the HPV-associated cancer cases. Quadrivalent vaccine also protects against HPV types 6 and 11, which cause ninety percent of genital warts. To be most effective, HPV vaccines should be given before a person has any type of sexual debut, when HPV infection risk is at its lowest. The recommendation is to get vaccinated between the ages of 9 and 27. Pregnant women should not get the vaccine. Women who are sexually active may also benefit from vaccination, but they may get less benefit. This is because they may have already been exposed to one or more of HPV types targeted by the vaccines, Delos Reyes said. However, even older women and those who are sexually active can still benefit from HPV vaccines as long as they have not yet been infected by the virus. He added that the cost of the cost of the vaccines puts it out of reach of many women. Currently, the three doses (via injection) of the vaccine cost a total of Php 6,000. The vaccine is given in three shots over a sixmonth period (day 1, month 2, and month 6). Another challenge is the accessibility of the vaccines. He said that the vaccine is a cost-effective answer to the plea for women to fight cervical cancer. The vaccination for each patient should always be determined by a doctor, he stressed out. If we will look at it, the HPV vaccine is a lifetime opportunity. The cost of the vaccination is less compared to the burdens of medical expenses caused by HPV diseases or infections that might come in the long run. Many people could even spend thousands of pesos for gadgets that become out-dated over time, so why not spend on HPV vaccination? Delos Reyes stressed. He added that it is important for adult women to still get cervical cancer screening even if they have completed the HPV vaccine series. Other preventive measures include regular cervical screening (pap smear) annually or as advised by the obstetrician-gynecologist, and HPV testing. He also said that vaccines do not provide 100 percent protection against cancer but it can help women prevent cervical cancer before it starts to grow. The development of HPV infections is due to risky sexual practices that include having sex at an early age and having multiple sexual partners of both men and women, he said. i WiLL have to start this weeks issue asking for an apology from our front page advertisers. Because of my problems with my computer, and working on the issue on an unfamiliar one, something again went awry and all links to the ads were lost. To reconnect them is tedious and would delay us further so i decided to work on the front without the ads, and just relinked the advertisement later. In times like this when everything seems to go wrong, I would always remember Angel Kangleon texting me around 8 years ago, that according to Murphys Law, when a sandwich falls, it always falls jam side down. This is one of those times. Having said that, may I move on to a more mundane matter. Its almost been two months when the city has embarked on a real honest-togoodness segregation. One day last September, our neighborhood here would wake up to the garbage collectors refusing to take trash that were not segregated. Whoa, that made me happy, though a bit skeptical. Remembering it was September, my radar went up and I suspected a clean and green committee was going around the city, with our city government putting its best foot forward. Anyway, I was also so happy to give the idea the benefit of the doubt. Weve always practiced segregation at source at home even if it was not of much use then, because when the garbage truck came around, they just didnt care if you mixed organic waste, plastics and even radioactive waste together. As far as they were concerned, theres only one name for it and its basura. So, when I heard the segregated collection, we were happy to cooperate. Alas, the euphoria would not last. Barely two months after it was started, and with the people falling into the habit, the collection this week was again mixed. Ever the nosy me, we asked around why? The collector said most of the trucks have broken down and with just a few going around, had to mix it once more. Well, we said, what happened to the new garbage trucks? We were told they werent new but reconditioned. Oh, newly reconditioned diay? Now, this is giving me much to think about. I am not even sure if the dumpsite at Macabug had already been closed down. Not just long ago, I remember following a small garbage truck going that direction. It was already full, even uncovered, that it was surely going that direction to dump the trash. I hope the segregated collection returns soon, and was not just another ningas-cogon thing. rrr Again, on the subject, we just had a short chit-chat with Dr. Jun Montes of VSU while having dinner at Andoks in Baybay last night. He is the one that would lead a short survey of the Naungan and Linao seas for the establishment of a marine reservation. He is glad that the people are receptive to the idea but distressed of the findings that the areas E. coli content is quite high. Along the way of our conversation, he mentioned that they were just in Didjo, one of the islets of Cuatro Islas. He had distressing news.

Let us have small WW II PT boats or if not anymore available, the new Fast Patrol Crafts (PFCs) made in Australia and presently used by our Philippine Navy at the Sulo Archipelago. Fleets of these Fast Patrol Crafts (PFCs) should be our main PN fleet to patrol the coastlines and inland seas of our Archipelago without destroying the fragile corals and marine life. However, torpedo launcher tubes should be installed on top decks in addition to the present 50 cal. machine guns. Periodic patrols along our Pacific Seaboard should be done because this is where poaching of fish in our Philippine Seas, rich in tuna and other commercial fishes,, are being done. They pass through our Pacific coastlines rich in seafood for their migratory annual passage in conjunction with their breeding cycles. However, these foreign fishing vessels, mostly Chinese but mixed with Japanese and Koreans are just standing by 50 kms. offshore as mandated by International Laws but creep in after dark to fish in our AOR. Night fishing is more profitable and when these illegal fishing boats withdraw to return to their native ports, they are already fully loaded with their night fish catch. Their illegal fishing activities are sharply reducing the catch in Sarangani Bay where the fishes cycle of migration end and they become the catch for fish canning factories in General Santos (GenSan) City.

Quezon City celebrates 73rd Foundation Day


WHEN PRES. Elpidio Quirino signed into law RA 333 on 17 July 1948 making Quezon City as the Capital of the Philippines, little did he know that this was to be the beginning that would catapult it to stardom! With an area of over 166 sq.kms. (Manila with 38.3; Cebu with 280.8; Ormoc with 464.3 sq. kms. or roughly three times that of Quezon City), it is now sprawling with 65 education and training institutions, shopping malls in practically every community cluster, and IT (information technology) companies. Previous administrations thought that the 16,600-ha. area was an eyesore but was proven wrong by then Mayor Sonny Belmonte now the Speaker of the House of Representatives. He used to be the top honcho of the GSIS. (Note: a square kilometer is 100 hectares). Worth mentioning is the 18 ha. UP area leased to the Ayalas that will become an IT park. Its 73rd Foundation Day was last 12 Oct 2012. In the same vein, it was founded on 12 Oct 1939. Among the reasons cited by the businessmen is the credibility of the local government whose governance initiatives have made it a favorite case study of international institutions like the World Bank, the Asian Development Bank and the Japan International Cooperation Agency. His style of governance and his tax collection scheme have received raves from the business sector and the many land owners as very taxfriendly. No wonder that he was practically unopposed when he ran for the third time as Mayor in the 2007 local election. Belmonte could be a good material for President. Quezon City is now ranked as the top city in the country and one of the top Ten Asian Cities. It was No. 5 under the category of Best Economic Potential, No. 3 for Cost Effectiveness, No. 6 for Best Human Resources, and No. 10 for Quality of Life. This was the result of a survey commissioned by London Financial Times.

Depressed - Impressed
in aUGUsT 2010 Baybay City ordinance 004s. 2010, regarding Prostitution was published in EV Mail. That discharged some sanitary, ethic and religious reflections. The mere necessity of such an ordinance in any society was and is depressing. On the other hand I was deeply impressed by Baybays Ordinance B 60. The 1995 Constitutional Law tells very little on prostitution. The Revised Penal Code, 2001, Art. 202page 337 says: women who, for money or profit, habitually indulge in sexual intercourse are deemed to be prostitutes. What about the increasing number of male prostitutes? How is profit defined? Is it only money? Even a quick glance in B 60 gives a good=sad understanding of the width of the problems. It states that there are 3 kinds of prostitutes: male, female and children. It makes it clear that the procurer/pimp and!! the client, the buyer of sex is punishable, esp. when the prostitute is a minor. For the moment I will leave our attention to B 60 and make some personal remote remarks from other readings and ideas. The weaker sex refers in general to women.

In many respects the muscularly stronger man is in many respects the weaker one. I know because I am a man. When there is talk and notices about whores, harlots etc the subjects are most often supposed to be women. When it comes to sexual action ordinary/normal women and mothers of small babies are more controlled. In other words they represent the stronger sex. The Code of Hammurabi, c.1700 B.C. mentions 5 classes of female Religious. One is Temple Maiden, but I see no reason to think of her as a prostitute. Some of the other Religious could even be married in monogamy as prescribed in the code for all citizens. That shows that Equality of sexes was proclaimed. Have we learnt from history? In Sparta prostitution and homophilia had no appeal from 900 B.C. for ca. 200 years. Have we learnt? There are books on ideology, history and politics containing observations of correct

THATS an expression coined by St. Josemaria escriva, the opus Dei founder whose 10th anniversary of his canonization was celebrated recently. It refers to the fact that all human and world affairs, if seen and handled with faith, can truly become pathways to God. St. Josemaria was not just indulging in cheap rhetoric when he said and wrote it. He was convinced God, our Creator and Father, is very much in the middle of our very existence in all its aspectspersonal, social, economic, political, material, spiritual, etc.and is just waiting for us to deal with him. As corollaries to this, St. Josemaria taught that God is in the little things of the dayour work, our duties and choresand in the most material and mundane things. He liked materializing what was spiritual and told everyone that unless one finds God in the little things, he most likely would not find God in the big things. Another similar expression he used a lot was passionately loving the world, precisely the title of one of his famous homilies. It shows how he so discerns Gods presence in the things of the world that loving God is loving the world also, and vice versa. His faith was such that he was constantly aware of Gods continuing providencehis governance over the world and the whole of creationand he was also continually finding out what role he had to play in that ever unfolding providence. He always wanted to be in synch with God. Thats simply because as image and likeness of God and, in fact, children of his, we are treated the way God treats himself. As someone said, for us the sky is not the limit. Its God. God is the limit for us. St. Josemaria lived presence of God all the time and was forever trying to conform his will to the will of God, no matter what it cost. And so he was no stranger to great sufferingsmisunderstandings, persecutions not only by bad people but even by the good ones, and all kinds of privations. He considered all these as part of the territory, an unavoidable feature in the life of someone bent in following Christ whose life was filled with suffering all the way to the cross. He never wavered in his charity in all these trials. And so he coined another expression, at Gods pace, which served as some kind of motto of his. He used it to encourage others to be more mindful of Gods constant invitation to live and work with him. He referred to such invitation and joint venture as a kind of adventure, full of great and marvelous expectations, albeit with trials. THE CURRENT issue is AGAIN, the acceptance of new party lists like the AN BiCoLano ParTY. it is immaterial that its officials are members of P-NOYs TTTT Club. I can remember only two Ts, his close-in Technical advisers and Target Practice Club of our President. But like our An WARAY Party list, sorry to state here, our two key leaders are owners of swimming pools, one in his residential compound and the other at the top floor of his 3-star Hotel and Restaurant. Just to own a private swimming pool in this HUC for a marginalized . citizen is a big JOKE. I do heartily apologize for this uncalled for remarks Anyway, I am just a humble columnist of a more humble weekly newspaper of this region. Admittedly, I am bereft of a legalese mind. But I understand that all Congressional Members of the House are mandated to represent all sectors of citizenry, from the richest to the poorest within their Congressional Districts. It is also a known fact that these marginalized sectors, all national and local electoral candidates are most concerned of them since their votes can be cheaply be bought, wholesale or retail. When elected, they still maintain their concerns for these poor sectors as assurance of their reelections. When Party Lists keep on rising, like An Cebuano, An Ilonggo, An Ilocano, etc. only then will we belatedly stop this nonsensical-nonsense of Party Lists. I am sure I am wildly dreaming that our Congress and Senate will pass a bill to abolish this controversial Party List System supposedly to benefit our marginalized sectors. Both Houses are still untangling the Gordian Knots of the RH and Cyberspace Communication System Bills. HOW ABOUT THE LAW CREATING MORE CONGRESSIONAL DISTRICTS? I vaguely knew Congressional Districts are based on area and population. Our population has more than tripled since the creation of our Constitution. It is about time there is a redistricting based on population. For example, Leyte Province has five Congressional Districts. We should have SIX or SEVEN by now. Hence, each Congressperson has less constituents to attend to and surely, would be able to give more attention to marginalized sectors in their districts. I saw on TV and read in the newspapers recently of the joint exercises of the Pacific U.S. Super Carrier Fleet with our Armed Forces in the vicinity of the West Philippines Sea which China still insists on naming as the South China Sea. No mention of the whereabouts of Chinas recently purchased WW II Russian Aircraft Carriers. Most probably they were hiding, docked at ports in Mainland China. Surely, if they appear on the radar screens of the U.S, Pacific Fleet steaming towards the West Philippine Sea, the U.S. Pacific Fleet crew will shout HURRAHs and tow them to our Naval Base for impounding. But China certainly will not try to test the patience of the U.S. Pacific Fleet. However, in this crucial matter, I repeat, our Philippine Navy should return the old WW II cruisers as part of our U.S. Mutual Defense Aid and change them to the small WW II PT boats if still available. These were popularly named Mosquito Fleets that attacked larger warships by close-in launches of their torpedoes which successfully sunk enemy destroyers, cruisers

We aLL KnoW that the human body contains many microbes especially in our skin that are generally easily washed off before they can do any damage. and we like to believe that inside a healthy body only a tiny fraction of microbes is present. not true after all, say researchers, since 10,000 types of bacteria may choose to make our body their home. Researchers studied a group of bacteria, yeasts, viruses and amoebas that live, reproduce and die from adults in good health and categorized their genes. They found that every human body is host to about 100 trillion microorganisms, a figure 10 times higher than the cells in our body. The mouth is an implicit forest in its diversity, inhabited by a population of bacteria similar from one person to the next. Other sites such as the vagina are dominated by one bacterium but the exact strain can vary from person to person. This finding is important because it gives scientists a reference point of what the microorganisms look like in healthy people. The next logical question to ask is what these microorganisms are doing in our body and how changes in the persons microbial population can lead to illness. The microorganisms were found to contain about 8 million protein coating genes a figure considerably more than the 22,000 in the human genome; the function of half the microbial genes is still a mystery. The scientists found that microbes at each site have a distinct set of metabolic activities, be it digestion of sugars in the mouth or of

complex carbohydrates in the large intestine. In different people, different microbes appear to be performing the same tasks. And they also show the specific correlation between host and gut microbes, which is needed for proper development of the host immune response. The results support the thinking that we humans have co-evolved with our microbes. The selection of partners is not by chance and that might explain why as we alter our micro biomes, with antibiotics and super clean conditions, our immune systems have been changing as well, helping in increasing rates of autoimmune conditions such as allergies and diabetes. The effect is that the balance between us and our microbes is upset in ways that affect our health and increase the risk for many diseases that were previously uncommon. The study should make us more aware of the interdependence of every organism on earth. We cannot survive without food coming from plants and animals, certain microorganisms live at our expense while we are alive, while insects and worms feast upon our body immediately upon our death, while the rest benefit at the dust stage. Morbid but that is the inevitable cycle imposed on us mere mortals. It also reinforces the truism of respecting every creature, no matter how small or insignificant, when you look at the big picture. And even for the small picture, not to be too self-centered, for obvious reasons.

To shift to a more interesting topic about Taiwanese GROs converted into Japanese Geishas, I recalled I ended a past column about picking up my choice and bringing her back to my hotel room. Since I assumed readers of this humble newspaper are adults, I can be frank in my details of pleasant surprises when we were both inside my hotel room. She was so courteous that the first Japanese phrase I immediately learned was Tomodachi Gosaimaso. It meant thank you very much. For any act I did, like telling her to sit down or hand her a towel, she always bowed down from the waist with upper body parallel to the floor and expressing the Japanese phrase for Thank you very much. But what surprised me was we did not take a bath under the shower with hot and cold pipelines. She filled up a bucket of hot and cold water mix and told me to sit down on a low stool where, with a plastic tabo, sponge and soap, scrubbed me totally from head to toes, rubbing on my delicate stiff parts (at my age, I had no ED problem). My initial objection was the water was a bit too hot for my liking. Much later, after she had completely scrubbed, soaped and dried me with towel, it was my turn to bathe her with demands of harder scrubbings. I felt so refreshed which I never experienced in my whole life, but repeated in my travels in Japan, this time with real Japanese Geisha.

Senator Trillanes is qualified to negotiate for the country


i aM writing this letter to address the different issues that have come out in relation to the back-channelling efforts of Senator Antonio Sonny F. Trillanes IV. The issue on the back-channel negotiation has generated opinions from various quarters which, unfortunately, rather than clarifying matters has spawned confusion, complicated by ulterior motives and vested interests. In the interest of objectivity and fairness, I would like to clarify the following points: First, the back-chanelling negotiations were done to further the governments foreign policy and to promote and protect our national interest. It must be emphasized that during the said negotiation, every decision arrived at were made by President Aquino himself.

The big lie of Juan Ponce Enrile


The enTIRe memoir of Juan Ponce Enrile is a big lie. It deodorizes the naked power grab of one faction of the ruling classes against another and the massive corruption and theft of national wealth by Ferdinand Marcos and his cronies, including Enrile. Enrile would like the people to believe that the martial law regime was benign but for the unmitigated greed of Imelda Marcos and Fabian Ver, which was supposed to have undone Marcos. The memoir seeks to hide the atrocities committed by the Marcos fascist dictatorship and Enriles own role as martial law administrator in the arrest and illegal detention of hundreds of thousands and the torture, extrajudicial killings and enforced disappearances of tens of thousands of Filipinos and Moros. But, even in law, Enrile loses credibility and integrity big time when he denies in his memoir faking his own ambush in 1972 after admitting this to the nation during the peoples uprising in EDSA in 1986 when he thought that he would not live through his bungled coup attempt against Marcos. He believes that some people are deliberately dumping trash into the waters in the area using a barge or big ship, because it would be cheaper than developing a landfill. That is shocking news. I think this is another concern that environmentalists in the area have to be vigilant again. The seas there are deep, even treacherous, but not all trash sinks. Plastics float. They break into small particles, creating a toxic soup. Mother Earth is being subjected to a lot of abuse. And indiscriminate throwing of garbage is one of them. Dugongs, dolphins, and many other kinds of marine life are

Even the locks of the plates are permanent with serial numbers. Attempts to dismantle it, other than an authorized LTO agent, would destroy the locks. The new plates would have a shelf life of five years. It will also indicate where the vehicle was registered, so that vehicles from other regions are easily pinpointed. ARD Catarongan explained that this is not an infringement on the right of people to travel freely, but the LTO has the power to inspect vehicles whether it has the proper papers. This way, he said, carnapped vehicles can easily be caught. This would also solve the problems of motorcycle dealers with clients absconding with their units after just a down payment. The planned implementation of the proposed standardization is this coming January 2013. When a vehicle owner renews his registration, he will have to surrender his old plates for the new one. Catarongan added that vehicle owners do not even have to wait for their registrations to expire. They can apply for the new plates, if they want to. This way, he said, vehicles with expired registrations like colorum tricycles-forhire and jitneys can easily be caught. He told presidents of transportation associations that this will even help them, as it would eliminate unfair competition. On the issue of so-called vanity plates like the CIS (Civilian Intelligence Service), PNP 111, Mayor and others, Macariola admitted during his presentation that the proposed standardization was not very clear on but thinks this practice would be prohibited by then, in keeping with the spirit of the new law. Catarongan added this also goes for No. 8 plates for congressmen. Expired congressmen are not supposed to use No. 8 plates anymore and are supposed to turn them over to the LTO. Sadly, their office has no record of one congressman in the region returning his plate. He also stressed that a vehicle is married to its plate number. It is till death do us part for the vehicle and the plate, adding that transferring it to another vehicle carries the hefty penalty of P 15,000 for a first time violation. And in no case shall two or three vehicles, even of different kind or make, can have the same license plate numbers. Each plate is unique to a vehicle, he said. By Lalaine M. camps not privy to the matter. A total of about 15 meetings were conducted covering the period of May to August 2012. Of these meetings, less than half were held in China and the rest were done here in the country. Third, Philippine Ambassador to China Sonia Brady was never part and was never present in any of the meetings of Senator Trillanes with the Chinese officials. In fact, the first and only official meeting he had with Ambassador Brady in Beijing was held on August 17, 2012, at the Philippine Embassy. Senator Trillanes arranged for that meeting, specifically to brief her about the status of the backchannel talks since she just reported at the embassy sometime in early August. During their private meeting, they were only accompanied by Philippine Consul Evangeline Ong Jimenez-Ducrocq and a member of the Senators staff and definitely, THERE WERE NO CHINESE OFFICIALS PRESENT. The media could easily ask Consul Jimenez-Ducrocq to confirm this. So, if those Brady Notes indeed exist, this is where she or Consul Jimenez-Ducrocq probably wrote it. There was nothing treasonous about this briefing. If our reporters and opinion columnists are only basing their analyses on the few phrases lifted and interpreted by Senator Enrile during his monologue, that is very dangerous as the same have been taken out of context and given malicious twists. Sadly, this is exactly what happened. Fourth, Senator Trillanes avoided publicly discussing his role as the countrys back-channel negotiator but this was revealed on national media by Senator Enrile during his interpellation at the Senate Floor. At that time, Senator Trillanes had just delivered a privilege speech expressing his loss of confidence on Senator Enriles capability to lead the Senate as a result of the railroading of the bill dividing the province of Camarines Sur upon instructions of former President Gloria Macapagal-Arroyo. It is sad that the entire nation saw how Senator Enrile exposed state secrets on national TV because of his apparent desire to divert the publics attention from the issues raised by Senator Trillanes instead of just confronting the said issues. While some were quick to criticize Senator Trillaness supposed lack of qualifications as a backchannel negotiator, I wish to state that Senator Trillanes is one of the few senior officials in government who had actual field experience involving face-to-face encounters with Chinese vessels in Scarborough during his sea duty stint when he was still in the Navy. This

actual exposure in Scarborough helped him better appreciate the tactical conditions, as well as the psyche and conditions of the sailors of both sides. This knowledge is complemented by his background on national security and naval warfare which he acquired as a naval officer and his training in Public Policy analysis, which was his major when he took up his Masters degree in Public Administration at the University of the Philippines. On top of this, Senator Trillanes is the principal author of the Philippine Archipelagic Baselines Law (RA No. 9522), which officially defined our countrys boundaries. He likewise wrote a policy paper on this subject and explained the options we have in dealing with the Scarborough Shoal as well as other foreign policy issues. In short, Senator Trillanes has enough credentials to stand up to any of the so-called experts on the Scarborough Shoal. Regardless, the fact that President Aquino has expressly acknowledged the successes of the negotiation and continues to consider Sen. Trillanes as the negotiator exemplifies the trust that President Aquino has reposed upon his capability and effectiveness. It further vindicates our claim that he did not betray the Filipino people. Even the Chinese Government acknowledged the strides made through the negotiation, saying that the tension has already eased because of effective communication between the two parties. Lastly, the pronouncement of Secretary Mar Roxas that there are still gaps or points for negotiation on the issue of Scarborough during his talks with Chinese Vice President Xi Jinping proves that Senator Trillanes did not sell out any of our islands to the Chinese. Again, the mission of Sen. Trillanes was only to help deescalate the tension and not to resolve all of the issues relating to this centuries old dispute and I believe that Senator Trillanes was able to accomplish this without compromising our countrys interest. - REYNALDO B. Hong Kong, Singapore and Taipei in that order - were the top 3 in Asia. In a report that appeared in Philstar (17 Jan 2008), the think tank Advocacy for Empowered Local Governments (AELG) cited the citys ability to parlay the most cumbersome challenges into assets for development. To think that Quezon City is now ranked along with the top 3 in Asia is a feat in itself. The city used to be my hunting ground back when this representation was in college. EDSA was then Highway 54; and the portion that is now Greenhills was a cogonal area. This corner wonders if only we had a Mayor that had a vision like those who became Mayors of Quezon City. He could start by elevating our airport to first class and make it available for international flights; encourage investors to come to Ormoc and give them 50 years tax holidays like what Baybay City is doing now (though not necessarily 50 years); improve our local administrative offices; skip red tape on business applications ; make tourist spots like the whole stretch of the street from Alegria to Naungan as a promenade for early evening strollers and allow fruit vendors to sell their wares in this area, hence decongesting the portion beside Gaisano to prevent traffic; open up our vegetable farms in Gaas and Cabingtan by joining national cooperatives to make our produce available in other areas; make our various fish ponds produce milk fish (bangus) for sale to Metro Manila like what they have done with the Gensan Bangus; go into canning like the one in Inopacan and produce Spanish and Portuguese sardines. Take note that we have a lot bigger area than Quezon City in fact, three times and push Ormoc to be a vibrant metropolis. We could also consider the proposal of Rep. Lucy to have a Zip Line in Lake Danao and hear the ohs and ahs of the tourists as they see the breathtaking views of the lake. There are so many opportunities which we can go into. Maybe, we could encourage a contest open to students for the one who can give a possible tourist spot or spots. Cash prizes will be given to the winners. Even the portion of the sugar road that Rep. Lucy continued from Simangan to Bantigue could also be another consideration. We could also have several overpasses and underpasses and traffic lights to avoid accidents. Ormoc sugar is one of the best in the land because of its quality. Ask any trader worth his salt. For the same reason, we also have a special price for our molasses. Remember that our pineapple is found all over the land. It is the sweetest fruit this side of heaven. If we go back to putting Ormoc once again as the cleanest and greenest city like it was before, we could encourage visitors to come and see for themselves.

The evidence presented there proved beyond doubt the systematic and widespread violations of human rights under martial law. If Enrile will have his way, a truth commission created by Noynoy Aquino under the auspices of the reactionary ruling classes will only serve to whitewash the crimes of Marcos, Enrile, Danding Cojuangco and others. It will turn the oppressed and exploited under the unjust ruling system not the victims but the perpetrators of social and armed violence for their just rebellion against poverty, underdevelopment, lack of freedom, and social injustice. The ruling classes of big landlords and compradors and their foreign masters have always sought to blame the people for the rulers own greed and rapacious appetite for power in preserving of the rotten ruling system. Thus, Enriles challenge for certain persons and organizations to face him in a sham truth commission is false, deceptive and loaded in his favor. These persons and organizations cannot submit themselves to such a commission of the reactionary state that has refused to render justice to the victims of human rights violations under martial law and has prevented the indemnification of the victims in accordance with the court decision in the US. Gov. Petilla slated to be DOE Secretary?


LEYTE GOVERNOR Carlos Jericho Petilla clarified on Tuesday (October 16) in a cell phone interview that he has not been appointed Secretary of the Department of energy, contrary to a report that was published in a local daily which was sourced by reporters from his mother, Palo Mayor Remedios Matin Petilla. There is no appointment and there is nothing forthcoming on October 21, said Petilla. he added he has not talked to his mother yet, to ask her about the news that came out. According to the gist of the report, the former governor told reporters that Petilla has been appointed by Aquino as DOe top honcho, now that he has ensured a victory for the Liberal Partys gubernatorial post with younger brother Dominic uncontested. Petilla admitted that there were talks about his being appointed to a cabinet post but its all that, just talks. Such appointments, he said, is the prerogative of the President. Maybe, he said, his mom was just too excited. Pres. Benigno Aquino III is expected to guest the 68th Leyte Landing commemorative rite, which maybe fueled speculations that he would be the new DOE secretary on October 21. Speculations fuelled by the news are that the president would announce it during his speech. However, Petilla added, he is not discounting the talks too. Asked if he would accept if ever offered a cabinet post, any post for that matter, he said I will just take what is offered. But right now, he said, all the posts are occupied and that the President is not fond of playing musical chairs with his cabinet. Nonetheless, he said that if ever the talks become a reality, the EV Mail would be among the first hed inform, to express his appreciation of getting his side first before publishing anything, specially preempting the President of the land. On the other hand, in a report by the ABS-CBN in Manila dated October 17 (Wednesday) debunks the local dailys report, saying Rene Almendras remains the countrys energy chief. Quoting Secretary Ricky Carandang of the Presidential Communications Development and Strategic Planning Office, he said, As of today, Rene Almendras is still Secretary of Energy. Kung magkakaroon man ng announcement, lets just wait for that. I dont want to preempt any possible announcements that may be made. A Management Engineering graduate, Petilla said he is up to any challenge, though earlier this year he intimated to this reporter that if ever he becomes Secretary, hed like it to be for Education because he would like to overhaul the current system. But he also said that if given the energy post, why not? I know the industry. Petilla takes pride in his innovative ICOT-P which incorporates in the curricula of some selected public schools technical and vocational skills, including basic agriculture courses, to give youngsters at the barrios a shot at a better life by enhancing their skills and to cope with the reality that only a few of them will make it to college. Earlier this year, the governor told this reporter that hed rather have a cabinet post than run for Congress that is why he welcomed overtures of the Romualdezes to compromise with them that he does not challenge incumbent Rep. Ferdinand Martin who is on his last term. In turn, none of the Romualdezes, in particular Chamber of Mines president Philip Romualdez, will run for governor to pave an easy victory of his younger brother, Dominic.
