This specification covers the design, fabrication and delivery of a complete Public Address System (PUAS), including plant intercom with voice paging, five (5) common party lines and telephone subset functions with emergency alarm signalling and notification capability for the OCS# 4 and FTPP facilities. CONTRACOR shall refer to the scope of work mentioned in the Contract volume 1 Part 5 for the detail scope of interface work. The equipment shall be furnished with all of the necessary handsets, headsets, amplifiers and cables, plus any equipment required for a complete, satisfactorily operating system. 2.0 2.1 SCOPE REQUIREMENTS General

2.1.1 CONTRACTOR shall provide the complete Intercommunication System to meet the requirement, including responsibility for testing and commissioning for the equipments installed in the whole facilities and the area required as follows: Substation control building and rack room Warehouse Flare All Process and utility areas including the areas implemented by FTPP Contractor. 2.1.2 PUAS system shall be designed to cover required in accordance with standard and code in SPC 0804.02-70.01. 2.1.3 The equipment shall have a minimum IP65 in accordance with IEC 529 standard, for outdoor equipments shall be explosion-proof type when located in a hazardous area in accordance with section 1.3 of SPC 0804.02-70.01. 2.1.4 Loudspeakers and Pressure-Chamber or Pneumatic Loudspeaker type shall be selected and suitable the environment conditions where they are installed. 2.1.5 Nominal power is intended as the power of a sinusoidal signal continuously applicable without damage and within the distortion limits. 2.1.6 The sound pressure level referred to the nominal power shall be employed in sizing the acoustic system. 2.1.7 The different loudspeaker characteristics shall be as follows. a) Indoor loudspeakers

They shall be housed in wall-mounted boxes of wooden or plastic material or in ceiling enclosure. b) Weather-proof pressure chamber loudspeaker They shall have a folded exponential trumpet and be suitable for outdoor installation. c) Explosion-proof pneumatic loudspeakers They shall be suitable and certified for installation in hazardous areas. 2.1.8 POWER SUPPLY The power supply for PUAS system shall derive from the UPS in the control building. The emergency power supply shall keep the system in operation in standby mode for 4 hours. After this it shall be possible to give an alarm or speech message with full power lasting at least 10 minutes. 2.1.9 Fail functions and power loss alarms shall be connected to the overall alarm system. The alarms shall be sent to the control room with audible and visible signals. 2.2 Public Address System(PUAS) design PUAS system shall be equipped with a public address system for plant intercommunication, covering the process and/or operating area served by the main control room. The system shall principally be configured in accordance with drawing DWG. 80-3-0804.02-6000-001. This system shall be used for operating and emergency warning purposes. All vital control points, such as compressor houses, local operating points, pump stations, fire pumps and loading area, shall have two-way communication with the central control which located in the control building. This system shall be independent of the normal plant telephone and be suitable of the noisy environment likely outside the control room. In special areas additional loudspeakers with remote which-on control shall be installed to reach the staffmembers concerned for normal operation and emergency calls. Multiple call to all local points shall be provided to enable a simultaneous call from the control room to all local call stations. The fixed loudspeakers shall be installed to cover the whole facility areas without dead spots or zones of confusion of sound. CONTRACTOR shall prepare detailed intercom allocation drawings showing locations and facilities to be provided on each area. In high noise areas, such as compressor train, etc, the acoustic booths shall be provided for handsets. 2.2 Public Address System (PUAS) system cable.

2.2.1 Cable-System a) System cable shall be designed for optimal performance of the page/party system with up to two (2) parties, single page, complete with power

conductors for system connections. System cable shall be easily installed in metallic or non-metallic conduits or cable tray. Wires shall be colour-coded for ease of installation and termination. b) System cable shall be colour-coded, twisted pair of 18AWG (min) for page lines and 14AWG (min) for power cable, soft-drawn bare copper conductors. CONTRACTOR shall select a size cable that will prevent the signal loss in line and voltage drop. For outdoor installation, cables shall be steel wire armour types. c) Conductors shall be bound with Mylar or polyester tape, and overall jacket shall be black, 90 deg C, polyvinyl chloride, moisture and sun resistant, and flame retardant. Meet UL codes for 600-volt cables and tray rating. Any filters shall be non-wicking, non-hydroscopic nylon. 40% spare cores shall be provided. 2.3.2 Cable-Loudspeaker a) Loudspeaker cable shall be designed for optimal performance of the pagecom / Page-phone loudspeaker connections. Cable shall be easily installed in metallic or non-metallic conduits or cable tray. Wires shall be colour-coded for ease of installation and termination. b) Cable shall be a colour-coded, twisted pair of 14AWG (min) soft-drawn bare copper conductor. CONTRACTOR shall consider the upper size cable to prevent the signal loss in line and voltage drops, in case of they are installed far from central control station unit. For outdoor installation, cables shall be steel wire armour types. d) Conductor shall be jacketed in black, 105 deg C, polyvinyl chloride, moisture and sun resistant, and flame retardant. Meet UL codes for 300-volt cables and tray rating. 40% spare cores shall be provided. 3.0 3.1 PUBLIC ADDRESS SYSTEM (INTERCOM & PAGING) SPECIFICATION General System shall be designed to provide overall OCS#4 and the FTPP facilites paging, two-way communication and audible warming tones during plant emergencies and telephone interface unit to interconnect the page/ party system to a private (PABX) telephone line. This shall include the following. a) Page/ party stations (Indoor & Outdoor) b) Paging speakers (Indoor & Outdoor) c) Auxiliary amplifiers d) Active line balance d) Tone/speech generator e) Zone control device

f) Telephone interface g) Alarm actuation h) Communication cable 3.2 Material and Construction All materials used in the construction of the apparatus shall be new and selected as the best available for the intended purpose, considering long life and best engineering practices. Factors of safety shall be used throughout the design. Only heavy-duty industrial components rated to operate within the temperature ranges and other specified environmental conditions shall be used. 3.3 Location of Equipment Equipment shall be suitable for use in the following general types of surroundings: a) High ambient background noise, as high as 115 dB sound pressure level. b) Warm locations (temperature varying 10C to 60C). c) Humid environment with relative humidity of 95% non-condensing. d) Dusty and smoky locations, including dirt and flash. e) Hazardous Areas under Class l Division 1 and 2, or Zone 1 and 2. f) All outdoors equipment shall be equipped with canopy. g) Constant vibration 3.4 System Design Criteria & Condition

3.4.1 System shall allow the calling of personnel and broadcasting of the emergency alarm tone/speech signals over the loudspeakers. Each page/party station shall be provided with an integral amplifier for driving one or more paging speakers. Auxiliary amplifiers shall be used for loudspeakers in areas where page/party stations are not required. Page/party stations and auxiliary amplifiers shall be grouped in zones and electrically paralleled for future expansion of each zone. Each zone shall be connected to the zone control in the new central control panel. The zone control panel shall permit alarm tones to be transmitted to all zones regardless of the manually controlled status of each zone. Due to this feature, special procedures shall be followed in disconnecting a zone before maintenance. This shall be protecting personnel from accidental electric shock during maintenance in case an alarm is activated. Fault reporting and logging, the diagnostic system shall be provided with computerised system for configuring and monitoring the system. 3.4.2 Page, Intercom Party

The system shall provide facilities for noise canceling speech input at each handset station. Each station shall be capable of switching between the two common talk party lines and paging line. a) Paging line Each handset station shall be individually equipped with a pre-selected option for pre-announcement chime tone signal to be enabled or disabled. When enabled, a pre-announcement chime tone shall be broadcast prior to any voice announcement. b) Party Lines The two party lines shall be capable of telephone style communication between handset stations in the system as a common talk party line circuit without interference or crosstalk with the other party lines or the page line. Each handset station shall be equipped with red LED indicators to show which party lines are in use at any point of time. Conversation shall not be heard over the loudspeaker system. c) Muting To prevent acoustical coupling (feedback), the loudspeakers adjacent to each handset shall be muted automatically when the handset is removed from its cradle and the page press-bar is in the page position. A facility shall be provided for disabling local muting when required. 3.4.3 Alarm Signals - (Tones / Speech) The system shall be furnished for broadcast of emergency alarm tones with preprogrammed speech capability. The system shall include a tone/speech generator capable of producing difference alarm-warning tones, the distinct alarm tones and speech messages to be connected to the paging line for broadcast throughout the paging system. In the event of an emergency situation, such as a fire or gas leak, the system shall permit alarm tones to be transmitted to all paging speakers throughout the tone generator to activate by the manual. a) Priority The system shall be equipped with a latching type solid-state control for priority sequence of alarm tones. Each tone shall be initiated by a separate remote momentary or maintained (normally open or normally closed) dry contact furnished by others. The selected tone shall be broadcast until the completion of the timed period or until manually reset. The equipment shall be designed so that an assigned higher priority alarm shall override a lower priority alarm.

During an alarm period, it shall be possible for the handset stations to momentarily mute the alarm signal during the page function. When the page announcement is completed, the alarm tone shall be restored until the completion of the timed period or until manually reset. 3.4.4 Telephone or PABX Interface An automatic telephone interface shall be provided to interconnect the system to the private (PABX) or public telephone system. It shall allow calls to be "answered" so that the calling party has direct access to the page line with tone signaling or voice paging. When the call is answered, the outside telephone call shall be transferred to the designated party line on the system. 3.4.5 The system shall be interfaced to the existing PUAS system. That its possible to communicate to and from one system to another system. 3.5 Equipment requirements

Each page/party station shall be designed suitable for the existing power supply in central control panel. Amplifier shall be designed using solid state discrete electronic for ultimate long term reliability. The paging amplifier shall be rated for minimum/maximum signal 10 VA, 4.5 W / 50VA, 27W or unless otherwise contractor shall advise. Impact resistant handset with coiled cord, for paging and party line communications. Page push button for overall plant paging. Rotary selector switch for party line selection Outdoor page/party intercom/telephone stations shall be enclosed in corrosion resistant metallic housings with the hinged front door for accessing and canopy. Page/party stations shall be suitable for wall, column and pole mounting. Outdoor Page/party stations in high noise areas, such as gas turbine area, compressor area, gas header, etc., shall be provided with soundproof booths and special audible signals. All outdoor handsets shall be provided with label plates, easy to visible from distance, show the intercom symbol. Handsets shall be provided for all platforms under fan cooler motors.

Paging speakers shall be designed and located with consideration to noise level, temperature and atmosphere. The number and position of speakers and the magnitude of sound pressure level shall be such that the signal shall be distinctively heard in the required area above the usual ambient noise (with 10 dBA min. above ambient noise). Speakers shall be provided to cover all facility areas and buildings. For all platforms under fan cooler motors, at least 2 speakers per platform shall be provided. a) Cone speakers: Cone speakers shall be used in offices, control rooms and other finished areas where noise levels are generally below 50 dB SPL In most areas, cone speakers shall be installed flush with ceiling surface. Surface mount speakers are acceptable in areas where the ceiling speakers cant be used. b) Horn Speakers: Horn speakers shall be used in all outdoor areas, process areas, packaging areas, loading areas and other locations where noise levels are generally above 75 dB SPL and/or where a wide area of sound coverage is needed. Horn speakers shall be installed on walls, poles, or structural members using a suitable mounting bracket. 3.5.3 Active Line Balance Assembly The system shall incorporate an active line balance assembly to provide optimum loading for the party lines and page audio circuits and for the control of LED indicators for party lines in use. The active line balance assembly shall be completely assembled and wired within a suitable enclosure. Terminal strips shall be provided for connection of field wiring. The assembly shall have an adjustable control for the page line and fixed resistance across the party line circuits for purpose of audio line balancing. 3.5.4 Alarm Tone Generator The tone generator shall be designed using latest microprocessor-controlled techniques for producing alarm warning tones and speech messages to provide sufficient flexibility to permit fast and sample maintenance to the unit. The following switch functions shall be provided directly on the front panel. Tones activated by a user supplied single pole switch. The output duration of a tone shall be programmed to last from one second to 15 minutes, or it can be programmed to be deactivated manually at the unit and shall be mounted on the

front of the unit for clearing all tones in progress. During tone activation, the output of the tone/speech generator can be temporarily muted or reduced to allow for emergency voice instructions from telephone pages or other paging sources. The generators shall have range programmable muting features (muting level and muting time shall be - 0.6 dB to - 20 dB and 75 seconds respectively) that allow voice override of an alarm signal. The generators shall be capable of full self-check diagnostics tests. These tones shall be prioritized. Once a higher priority tone is deactivated or timed out, lower priority tones will then be reactivated. The tones and their priority shall be easily programmable. The tone/ speech generator shall be enclosed in a cabinet rated for indoor installation and designed for wall mounting. Indicator lights shall be incorporated at the front of the panel for the indication of tones in use and all tones clear. 3.5.5 Zone Control Unit The zone control unit shall provide central control of few zones (no. of zones depends the requirement) of page/party stations and auxiliary amplifiers. The zone control unit provides each zone with a three position rotary switch for: Zone power off Zone power on and connected to the common system Zone power on and operating independently from the common system Rotary switches shall have a standard operator knob lever with a positionindicating insert. Indicating lights shall be provided to know about the operating status. 3.5.6 Telephone Interface unit The telephone interface unit interconnects the page/party system to the private (PABX) telephone line. Through this unit a calling party can access the page and party lines of the page/party system. The interface unit also allows page/party users access to outside phone lines with the plan operator assistance. The unit shall be housed in a high impact, anti-corrosive glass-reinforced polyester enclosure. 3.5.7 PA System Central Control Panel This central control panel shall be comprised of the above items, such as alarm tone generator, zone control panel, alarm initiation panel, telephone interface unit, maintenance panel, one lot terminals for terminating the field cables and the associated system internal wiring. The panel shall be mounted into the DCS consile and cable entries shall be at bottom with undrill gland plate.

a) For the safety of personnel and the described equipment, the complete intercom and paging system shall be provided with a protection system. b) All equipment grounding in the cabinet shall be connected to a common ground on the rack and this point connected to an earthing point. 3.5.9 Power Supply to each paging equipment The complete intercom and paging system shall be fed from the UPS in control room building 4.0 INSPECTIONS, FIELD CHECK-OUTS AND TESTING a) b) The PUAS system shall be inspected at the VENDORs plant by CONTRACTOR before shipment. The inspection shall consist of a physical check for completeness and conformance to specification, and operational tests in accordance with Inspection and test for electrical equipment, SPC 0804.02-95.70.
