1. The Gay and Lesbian Victory Institute (Victory), in partnership with Colombia Diversa, and with the advice of Caribe Afirmativo, Corporacin Red Somos, Corporacin Somos Opcin, Fundacin Diversidad Pasto, Radio Diversia, Santamara Fundacin and other experts in Colombia, is hereby undertaking a solicitation of proposals for the recruitment of a reliable team of consultants to carry out a pilot leadership training for openly LGBT leaders in Colombia wanting to run for office. 2. In that respect, Victory invites experts to participate in the competitive bidding for the training mentioned above. To enable you to submit a proposal, attached are: a. 2. Background.
After several years of work from the LGBT movement in the country, Colombia now has one of the most favorable legal frameworks for LGBT people in Latin America. The achievements range from equal economic rights for same-sex couples; the 2011 Constitutional Court ruling urging the legislature to pass a law recognizing the right of same-sex couples to marry; to the 2010 Police Directive to protect the LGBT population. The social reality is different, however, as many LGBT people continue to face discrimination and violence. The trans population is especially affected by general transphobia, violent attacks, police abuse, and sometimes murder. The LGBT movement in Colombia has been involved in politics for many years now, laying the groundwork for social and legal transformation. It is essential to continue advancing towards equality by having openly LGBT leaders in office. LGBT leaders in Colombia have run for numerous political offices and have held some public positions. Others have been appointed to various government offices. However, their presence is still small, as there are still many obstacles to overcome. Victory has worked internationally from its inception. The International LGBT Leadership Conference has brought LGBT leaders from different parts of the world to the U.S. since 1984, exchanging experiences and best practices with their U.S. counterparts. The Candidate & Campaign Training has consistently included international LGBT leaders. Victory has also delivered one-to-one trainings for LGBT leaders from the Global South and other North countries. More recently, the organization has collaborated with other U.S. non-profits to deliver workshops for groups of international LGBT leaders visiting the U.S. After consulting with key partners and contacts in the field, Victory will be working with relevant Colombian organizations to hold a pilot Leadership Training in Colombia in February 2013 (hereafter Training). To develop this training, Victory is partnering with Colombia Diversa. It has also created an Advisory Committee (hereafter Committee) formed by the most relevant LGBT organizations and experts in the country, such as Caribe Afirmativo, Corporacin Red Somos, Corporacin Somos Opcin, Fundacin Diversidad Pasto, Radio Diversia and Santamara Fundacin. The Committee will help Victory and the consultant team make sure the training is culturally relevant and adapted to the need of the openly LGBT leaders running for office. The Training will aim to help LGBT leaders in Colombia develop the needed skills to successfully run for office.

The consultants will create the necessary training materials for the trainees, in Spanish.
b. Delivering the training: Consultants will deliver a three day training in Spanish for twenty five people in Bogota (Colombia). The tentative date for the training will be at the end of February 2013. According to the level of knowledge, consultants may have to divide the group into two. Consultants may also be required to run smaller sessions on issues that trans people, Afrocolombians, indigenous people and women will face when running for office.

The training must include a campaign simulation, where the trainees will be split into groups and design a campaign around a case study.
c. Supporting the trainees after the training. Consultants will provide trainees with consultant support for three months after the training. The number of hours provided by consultants will be 375. Every candidate will be supported by 5 hours per month of consultancy, although the amount of time spent with every trainee may fluctuate depending on greater or lesser needs. Consultants will help trainees overcome any problems related with their political career as an openly LGBT candidate. They will provide advice around issues such as: Dealing with media. Campaign message. Working with their political parties. Fundraising. Field plan. Polling. Volunteers management plan. Writing programmatic proposals and local development plans. Analysis of the social context of the electoral district a participants will be running in.
The above list is not exhaustive, and consultants must make use of their full expertise to provide advice to the trainees.
5. Expected deliverables:
a. For the prequalification, consultants are expected to prepare a proposal with an accompanying budget, outline of the training curriculum, including proposed training resources and training schedule. Prospective applicants may be contacted for preliminary discussion of their proposals as part of the selection process. The assignment is pegged to a limited budget and therefore cost is an important consideration. b. After appointment, consultants are expected to prepare a training manual and related training aids for the pilot training. All the training materials must be in Spanish. c. Consultants will deliver the training. The language used will be Spanish. These materials will be considered the property of Victory. d. Consultants will measure the improvement of the trainees skills through a pre and post skills assessment (Victory will provide some guidance in this matter). e. Afterwards, consultants will provide advice to the trainees for three months.

At the end of the training, consultants are expected to present a detailed report of their work, which will include an evaluation of the training.
6. The consultants.
Up to four consultants will be selected to carry out the training. Victory will be looking for these profiles: Political campaigns expert / Team lead: this person will lead the group of consultants. Field expert. Polling and opinion research expert. Fundraising expert.
Victory will be accepting two different kinds of applications: Team applications: a group of four or more consultants may apply as a team, defining the roles and tasks of every member. Both freelance and consultancy firm applications will be accepted. Individual applications: individual applicants may apply for any of the four consultants profiles. In this case, Victory will hire up to four consultants, who will have to work as a team.
Victory values diversity as one of its core values. The organization does not discriminate on the grounds of culture, ethnicity, gender, age, national origin, sexual orientation, gender identity, gender expression, religion, economic status, disability, political affiliation or any other social or personal circumstance. We specially encourage women, trans people, indigenous people and Afrodescendants to apply. Teams that are gender-balanced and socially, culturally, and racially diverse will be given priority. Victory is a non-partisan organization. Consultants are expected to work with participants from the whole political spectrum and conduct the training in a respectful and inclusive manner.

Diversity: display cultural, ethnical, gender, age, national origin, sexual orientation, gender identity, gender expression, religion, economic status, disability and political affiliation appreciation. Planning and Organization: Ability to work in a team. Ability to establish priorities and to plan, coordinate, and monitor own work plan. Proven ability to work under pressure and produce results that are accurate, timely, and of high quality. Excellent computer literacy and ability to communicate via Skype or video chat. Language: Proficiency in Spanish. High level of spoken English (consultants will need to be able to communicate in English with Victory staff, hold phone conversations in English, and attend trainings delivered in this language). Proficiency in written English is not necessary, although desirable. Nationality: Victory will accept mixed teams of Colombian citizens/residents, and nonColombian/nonresidents if all the consultants have a sound knowledge of the country. Teams with a majority of Colombian citizens are preferred.

Education: o Advanced university degree (Master's degree or equivalent) in international relations, law, political science, gender studies, or any related field, preferred. Experience: o Minimum five years of professional experience in political elections, governance, and social and economic development. o Professional experience in strategic communication, public relations, and advocacy. Experience developing and delivering successful communications strategies across multiple stakeholders. o Sound knowledge of Colombia and its electoral process. o Sound knowledge of gender, race, and other intersectional issues. o Experience managing teams. o Excellent knowledge of the legal framework for elections in Colombia. o Experience in field work during elections, including direct mail, canvassing and phone calls. o Experience in coalition building. o Experience working in a political party or movement.

Demonstrated polling knowledge: using voters information, collecting data, voter targeting and crafting your campaign message.

Experience: o Between three and five years of professional experience in political elections. o Experience identifying and targeting voters, and understanding voters behavior. o Experience supporting candidates. o Understanding of vote goals and voter files. o Experience recruiting and managing volunteers teams. o Representing the campaign at events in the district. o Managing outreach to local activists and student groups. o Good knowledge and understanding of politics and governance including the gender dimensions of political participation. Polling and opinion research expert. Education: o Minimum bachelors degree in sociology or social sciences, preferred. Experience: o A minimum of three years of experience in market research or related industries. o Experience designing and conducting opinion polls. o Sound knowledge of Colombia and its electoral process. o Good knowledge and understanding of politics and governance including the gender dimensions of political participation. Fundraiser: Education: o Minimum bachelors degree in management or social sciences, preferred. Experience: o Consultants will be asked to provide evidence of past financial or in-kind resources raised for organizations. o Proven track record of successful fundraising around social issues. History of fundraising for electoral campaigns highly desirable. o Good knowledge and understanding of politics and governance including the gender dimensions of political participation. o Sound knowledge of the current funding and business environment in Colombia. o Familiarity with sources of funding for social causes. o Able to demonstrate innovative and cost effective ways of raising resources.

Payments will be in USD and the agreed cost of the consultancy upon signing the contract will not be affected by any favorable or unfavorable fluctuation in the USD-COP exchange rate. Victory shall handle payments to the consultants upon achievement of the corresponding milestones and the submission of invoices.

9. Confidentiality.
The Consultants will maintain confidentiality on all information that is not in the public domain and shall not be involved in another assignment that represents a conflict of interest to the prevailing assignment. Consultants will hold any and all materials and information they obtain in connection with this consultancy as confidential. Including, but not limited to, the following, which shall collectively be considered Confidential Information and proprietary to the Gay & Lesbian Victory Institute: a) b) c) d) e) f) g) Terms of Reference. Training materials. Agenda materials. Names, details and related data of the training applicants. Names, details and related data of the training participants. The names of the Committee members. Any information disclosed or discussed as part of this consultancy.
The foregoing information shall be considered Confidential Information, no matter what format it is provided to or obtained, including, but not limited to, verbal, electronic, or print media. Consultants will use Confidential Information only in connection with this consultancy. They will not disclose, distribute, or publish Confidential Information to any party in any manner whatsoever. They specifically acknowledge that they will not publish, or authorize anyone else to publish, Confidential Information in any web posting, article, newsletter, press report and release, publication, or any other communication. Consultants will not use any audio or video recordings or photographic device in any manner during the meetings with Victory and/or the Committee, and during the training to record or to copy any Confidential Information. They will not remove any notices of copyright, trademark, logos, confidentiality, or other conditions on materials obtained by them or take any other action to circumvent the purpose and intent of this Confidentiality section.

Consultants will comply with any Colombian laws and regulations. They will also be responsible for providing Victory with legally admitted invoices, and to declare their income to the appropriate Government agency.
11.
Preparation of Proposals
11.1 Documents to be included when submitting the proposals. The Proposal should include the following components: (a) Technical proposal: This section should include: a. Management plan: i. Suitability for the consultancy and previous experience in similar work. ii. Consultants CVs, including past experience in similar projects and at least three contactable references. iii. Roles and tasks of every consultant. b. Training materials skeleton: i. Main issues to be included on the training materials, and materials index. ii. Methodology. iii. Inclusion of cross-cutting issues, such as race and gender identity. c. Training skeleton and sections: i. Training schedule, including sections and topics. ii. Methodology. iii. Simulation. d. Three-month advisory consultancy for trainees after the training. Information, which the Consultants consider proprietary, if any, should be marked proprietary next to the relevant part of the text and it will then be treated as such accordingly. Consultants are advised to check Victorys web page to find more information about the Candidate & Campaign Trainings Victory delivers in the U.S. However, Victory is looking for innovative approaches, and proposals should not necessarily try replicating the U.S. trainings.
(b) Financial proposal: Applicants should include a budget with the total cost of the consultancy, according to section 7.

11.2 Language of the proposal. The prepared Proposals, and all correspondence and documents relating to the Proposal shall be written in English. Any printed literature may be written in another language as long as it is accompanied by an English translation. As stated in section 6.1.3, consultants are expected to be fluent in spoken English. Proficiency in written English is not necessary, although desirable.
12.
Submission of Proposals
12.1 Sending of proposals. Proposals should be sent to this e-mail address: ColombiaConsultants@victoryinstitute.org Victory will not consider proposals sent by any other means.
12.2 Deadline for submission of proposals. Proposals must be received at the e-mail specified under clause Sending of proposals no later than November 8th, 2012 (Washington DC time). Victory may consider granting an extension to those consultants that can demonstrate an especial interest on this RFP. 13.
Evaluation of Proposals

13.1 Clarification of proposals. Victory may, at its discretion, ask applicants to provide clarification notes in the Proposal. The request for clarification and the response shall be in writing.
13.2 Evaluation and comparison of proposals. Proposals will be evaluated based on the following methodologies:

14.
Award of Contract
14.1 Award criteria, award of contract. Victory reserves the right to accept or reject any Proposal, and to annul the solicitation process and reject all Proposals at any time prior to award of contract, without thereby incurring any liability to the affected applicant or any obligation to inform the affected applicants. Victory will award the contract to the qualified applicants whose Proposal, after being evaluated, is considered to be the most responsive to the needs of the organization and activity concerned.
Within five days of receiving the contract, the successful applicant must sign and date the contract and return it to Victory.
15.
For our purposes, the only valid document is the TOR written in English. A Spanish translation will be provided for informative purposes only.

1. 2. Antecedentes
Tras muchos aos de trabajo del movimiento LGBT en el pas, Colombia tiene ahora uno de los marcos jurdicos ms favorables para la poblacin LGBT en Amrica Latina. Los logros incluyen iguales derechos econmicos para parejas de mismo sexo; la sentencia de la Corte Constitucional de 2011 encomendando al Congreso a aprobar una ley que reconozca el derecho de las parejas del mismo sexo a casarse; y la directiva de la polica de 2010 que protege a la poblacin LGBT. Sin embargo, la realidad social es diferente, y la poblacin LGBT contina sufriendo discriminacin y violencia. La poblacin trans es la ms afectada dada la generalizada transfobia, sufriendo ataques violentes, abuso policial y a veces asesinatos. El movimiento LGBT en Colombia ha estado involucrado en la poltica desde hace muchos aos, sembrando las semillas para la transformacin legal y social. Es imprescindible continuar avanzando hacia la igualdad teniendo a lideresas y lderes abiertamente LGBT en cargos pblicos. Diversos lderes y lideresas LGBT en Colombia se han postulado a numerosos cargos pblicos y ostentado algunos de ellos. Tambin ha habido lideresas y lderes LGBT que han sido designados Sin embargo, su presencia sigue siendo pequea, ya que los obstculos siguen siendo muchos. Victory ha trabajado internacionalmente desde sus inicios. La International LGBT Leadership Conference ha llevado, desde 1984, a lderes LGBT de diferentes partes del mundo a los EE.UU., para compartir experiencias y buenas prcticas con sus compaeras y compaeros estadounidenses. El Candidate & Campaign Training ha incluido sistemticamente lderes y lideresas LGBT internacionales. Victory tambin ha organizado capacitaciones personalizadas para algunos lderes LGBT de pases del Sur y del Norte. Adems, Victory ha estado colaborando recientemente con otras organizaciones sin nimo de lucro en los EE.UU., ofreciendo talleres prcticos para grupos de lderes y lideresas LGBT internacionales visitando los EE.UU. Despus de consultar con socios claves y contactos en el terreno, Victory trabajar con destacadas organizaciones colombianas para llevar a cabo una capacitacin piloto en habilidades de liderazgo (en adelante Capacitacin) en Colombia en febrero de 2013. Para desarrollar la capacitacin, Victory se ha asociado con Colombia Diversa y, adems, ha creado un Comit Asesor (en adelante Comit) formado por las organizaciones LGBT ms relevantes y expertos en el pas, tales como Caribe Afirmativo, Corporacin Red Somos, Corporacin Somos Opcin, Fundacin Diversidad Pasto, Radio Diversia y Santamara Fundacin El Comit ayudar a Victory y al equipo consultor para asegrese de que la capacitacin es culturalmente relevante y adaptada a las necesidades que tengan aquellas y aquellos lderes LGBT que quieran presentarse a unas elecciones a algn cargo pblico. La Capacitacin ayudar a lderes LGBT en Colombia a desarrollar habilidades necesarias para postularse a un cargo pblico a travs de unas elecciones.

3. Propsito de la consultora
Esta consultora ayudar a un grupo de veinticinco lderes y lideresas LGBT colombianos a adquirir las habilidades necesarias para postularse a cargos pblicos. La consultora consistir en una capacitacin y un periodo de apoyo de tres meses a las personas participantes.
4. Funciones y responsabilidades.
El equipo consultor ser responsable del diseo de la capacitacin y de los materiales que se usen durante la misma, de impartir la capacitacin y de proporcionar apoyo como expertas y expertos a las personas participantes durante tres meses.
a. Diseo de la capacitacin: El equipo consultor disear una capacitacin de tres das para lideresas y lderes LGBT colombianos que quieran presentarse a cargos pblicos en las elecciones de 2014 y 2015. La capacitacin incluir los siguientes temas: i. ii. iii. iv. v. vi. vii. viii. ix. x. xi. xii. Qu se siente al ser un cargo pblico electo o candidata/o? Escrutinio pblico. Trabajo con partidos y movimientos polticos. Sondeos: entendiendo a tus electoras y electores. Metas a alcanzar en cuanto a votantes: numero de votos necesarios para ganar. Conocer a los candidatos y candidatas contrincantes. Trabajo con grupos aliados. Elaboracin del mensaje de campaa. Ejecucin de una campaa electoral. Recaudacin de fondos. Contratacin de personal consultor para la campaa. Trabajo con los medios de comunicacin. Contacto con los votantes: a. Correo postal directo. b. Trabajo de campo. c. TV / radio. d. Peridicos / Publicidad gratuita. e. Llamadas telefnicas. Ser un candidato o candidata abiertamente LGBT. Superando dificultades especficas que personas afrocolombianas, poblaciones indgenas, mujeres, personas trans y otras poblaciones infrarrepresentadas puedan experimentar como candidatas y candidatos.

Como apoyar, recomendar y auspiciar a otras y otros lderes LGBT que quieran presentarse a elecciones.
b. Impartir la capacitacin:
El equipo consultor impartir una capacitacin de tres das en espaol para veinticinco personas en Bogot (Colombia). La fecha tentativa para la capacitacin ser a finales de febrero del 2013. De acuerdo al nivel de conocimiento de los participantes, el equipo consultor puede que tenga que dividir el grupo en dos. Tambin ser necesario impartir sesiones para un nmero ms reducido de participantes sobre temas especficos que las personas trans, poblacin afrocolombiana, poblacin indgena y mujeres puede que experimenten. La capacitacin deber incluir una simulacin de una campaa electoral, donde las personas participantes se dividirn en grupos y disearn una campaa alrededor de un caso prctico.
c. Apoyando a las personas participantes despus de la capacitacin. El equipo consultor proporcionarn apoyo a las personas participantes durante tres meses despus de la capacitacin. El nmero de horas proporcionadas por los consultores ser de 375. La cantidad de tiempo dedicado a cada participantes ser de cinco horas al mes durante tres meses, aunque la dedicacin por persona podra fluctuar de acuerdo a una mayor o menor necesidad por parte de cada persona. El equipo consultor ayudar a las personas participantes a superar problemas relacionados con su carrera poltica como candidata o candidato abiertamente LGBT. Se proporcionar asesora en los siguientes temes: Trabajo con medios de comunicacin. El mensaje de campaa. Trabajo con partidos y movimientos polticos. Recaudacin de fondos. Planes de accin sobre el terreno para la campaa electoral. Sondeos. Plan de gestin del voluntariado. Elaboracin de propuestas programticas y planes de desarrollo. Anlisis del contexto y de la realidad social de la circunscripcin electoral a la que se presenten las personas participantes.

La lista anterior no es exhaustiva y el equipo consultor deber hacer uso de todos sus conocimientos para ayudar a las personas participantes.
6. El equipo consultor
Hasta cuatro consultoras o consultores sern seleccionados para llevar a cabo la capacitacin. Victory est buscando los siguientes perfiles: Experta/o en campaas polticas / responsable de equipo: esta persona liderar el equipo consultor. Experta/o responsable en terreno Experta/o en Investigacin electoral y opinin publica. Experta/o en recaudacin de fondos.
Victory aceptar dos tipos de propuestas: Propuestas de equipo: un grupo de cuatro o ms consultoras y consultores podrn presentarse como un equipo. Se aceptarn solicitudes de empresas consultoras y profesionales independientes.

Propuestas individuales: cualquier persona experta podr presentar su propuesta de consultora para uno de los cuatro perfiles que Victory est buscando. En este caso, Victory contratara hasta a cuatro consultoras o consultores, quienes tendran que trabajar como un equipo.
Victory considera la diversidad como uno de nuestros valores fundamentales. La organizacin no discrimina por razones de cultura, etnia, gnero, edad, origen nacional, orientacin sexual, identidad de gnero, expresin de gnero, religin, situacin econmica, discapacidad, afiliacin poltica o cualquier otra circunstancia personal o social. Animamos especialmente a mujeres, personas trans, indgenas y afrodescendientes a presentar propuestas. Se dar prioridad a aquellos equipos que estn equilibrados, en cuanto a gnero y diversidad social, cultural, y racial. Victory es una organizacin apartidista. El equipo consultor trabajar con participantes provenientes de todo el espectro poltico y se espera que la formacin se lleve a cabo de manera respetuosa e inclusiva.
6.1.1 Valores fundamentales: Enfoque en el trabajo: centrarse en lograr el xito a travs de una planificacin y ejecucin diligentes. Relaciones con las partes interesadas: capacidad demostrada para construir buenas relaciones con las partes interesadas. Excelencia: trabajo preciso, innovador y eficiente. Integridad: consistencia en la defensa y promocin de la igualdad y en asegurar transparencia. Diversidad: respeto y aprecio a la diversidad cultural, tnica, de gnero, edad, origen nacional, orientacin sexual, identidad de gnero, expresin de gnero, religin, situacin econmica, discapacidad y filiacin poltica.
6.1.2 Planificacin y organizacin: Capacidad para trabajar en equipo. Capacidad para establecer prioridades, coordinar y supervisar un plan de accin. Capacidad para trabajar bajo presin y alcanzar resultados precisos, oportunos y de alta calidad. Altos Conocimientos Informticos y capacidad de comunicarse a travs de Skype o chat de vdeo.
6.1.3 Idioma: Excelente nivel de espaol. Alto nivel de ingls hablado (el equipo consultor necesitar comunicarse con Victory en ingls, mantener conversaciones telefnicas en ingls, y asistir a capacitaciones impartidas en este idioma). No es necesario un alto nivel en ingls escrito, aunque es deseable.

6.1.4 Nacionalidad: Victory aceptar propuestas presentadas por equipos mixtos de ciudadanos/residentes colombianos y de no ciudadanos/no residentes colombianos, siempre y cuando todas las personas del equipo tengan un alto conocimiento de la realidad colombiana. Se preferirn equipos conformados por una mayora de personas colombianas.
6.2.1 Experto de Campaas Polticas Educacin o Preferiblemente, ttulo universitario avanzado (Maestra o equivalente) en relaciones internacionales, leyes, ciencias polticas, estudios de gnero o cualquier mbito relacionado. Experiencia o Mnimo cinco aos de experiencia profesional en elecciones polticas, asuntos de gobierno y desarrollo social y econmico. o Experiencia profesional en comunicacin estratgica, relaciones pblicas e incidencia/cabildeo. Experiencia desarrollando e implementando estrategias de comunicacin exitosas entre diversos grupos de inters. o Slido conocimiento de Colombia y su proceso electoral. o Slido conocimiento en gnero, raza y otras cuestiones interseccionales. o Experiencia liderando grupos. o Excelente conocimiento del marco jurdico electoral en Colombia. o Experiencia trabajando en elecciones, incluyendo correo directo, campaa electoral, llamadas telefnicas, etc. o Experiencia en formacin de coaliciones. o Experiencia trabajando en un partido o movimiento poltico. o Extenso conocimiento en sondeos de opinin: uso de la informacin de los votantes, estimacin de los votantes potenciales, recopilacin de datos y elaboracin de mensajes de campaa.
6.2.2 Experta/o responsable en terreno. Educacin: o Preferiblemente mnimo licenciatura universitaria. Experiencia: o Entre tres y cinco aos de experiencia profesional en elecciones polticas.

Experiencia identificando votantes potenciales y entendiendo el comportamiento de los votantes. Experiencia apoyando candidatas/os. Comprensin de los objetivos a alcanzar respecto a nmero de votos, del clculo del, nmero de votos necesarios para ganar en una circunscripcin y de cmo usar la informacin de los votantes puesta a disposicin de las y los candidatos. Experiencia conformando y dirigiendo equipos de personas voluntarias. Representacin de la campaa electoral en actos y eventos en la circunscripcin electoral. Experiencia trabajando y explicando los objetivos polticos de una candidatura a activistas locales y grupos de estudiantes. Buen conocimiento y comprensin de la poltica y asuntos de gobierno, incluyendo la dimensin de gnero en la participacin poltica.
6.2.3 Experta/o en investigacin social y de opinin publica. Educacin o Preferiblemente mnimo licenciatura en sociologa o ciencias sociales. Experiencia: o Mnimo tres aos trabajando en anlisis de mercado o tareas relacionadas. o Experiencia diseando y conduciendo encuestas de opinin. o Conocimiento de Colombia y su proceso electoral. o Conocimiento y comprensin de la poltica y asuntos de gobierno, incluyendo la dimensin de gnero en la participacin poltica.
6.2.4 Experta/o en recaudacin de fondos: Educacin: o Preferiblemente mnimo licenciatura universitaria en administracin de empresas o ciencias sociales. Experiencia: o La persona candidata deber poder demostrar recursos recaudados (monetarios o en especie) para organizaciones para las que haya trabajado. o Evidencia de xito en recaudacin de fondos para temas sociales. Deseable experiencia en recaudacin de fondos para campaas electorales. o Conocimiento y comprensin de la poltica y asuntos de gobierno, incluyendo la dimensin de gnero en la participacin poltica. o Conocimiento del ambiente actual de negocios en Colombia y de las oportunidades de recaudacin de fondos. o Familiaridad con las fuentes de financiacin para causas sociales. o Capaz de demonstrar maneras innovadoras y eficientes de recaudar fondos.

El pago se har en USD y el coste total acordado en la firma del contrato no se ver afectado por ninguna fluctuacin favorable o desfavorable en la tasa de cambio entre UDS-COP.

9. Confidencialidad
El equipo consultor mantendr la confidencialidad de toda informacin que no sea de dominio pblico y no participar en otro trabajo o encargo que produzca un conflicto de intereses. El equipo consultor mantendr como confidencial cualquier material e informacin que obtenga como parte de su participacin en la consultora. Se considerar "Informacin Confidencial" y propiedad de Victory, pero no limitado a este listado, la siguiente informacin: a) Los trminos de referencia. b) Los materiales de la Capacitacin. c) Los materiales de la agenda de la Capacitacin d) Los nombres, detalles y datos relacionados de las personas solicitantes de la capacitacin e) Los nombres, detalles y datos relacionados de las personas participantes en la Capacitacin f) Los nombres de las personas miembros del Comit g) Cualquier otra informacin compartida o discutida como parte de las funciones del Comit. La informacin anterior se considerar Informacin Confidencial, sin importar el formato en el que se proporcione, ya sea impresa, verbalmente, electrnicamente o por cualquier otro medio. El equipo consultor utilizar la Informacin Confidencial nicamente en relacin con su consultora. Las y los mismos no revelarn, distribuirn o publicarn Informacin Confidencial a personas ajenas a esta iniciativa en manera o forma alguna. El equipo consultor se compromete especficamente a no publicar o autorizar a nadie a publicar, informacin confidencial, ya sea a travs de publicaciones en internet, artculos, boletines informativos, comunicados de prensa o cualquier otro tipo de comunicacin. El equipo consultor no utilizar aparato de grabacin de audio, vdeo o dispositivo fotogrfico alguno durante las reuniones con Victory y/o el Comit ni durante la capacitacin para grabar o copiar cualquier Informacin Confidencial. Tampoco eliminar los smbolos y marcas de derechos de autor, logos, marca registrada, confidencialidad u otras condiciones relativas a los materiales para eludir el propsito y la intencin de esta seccin de confidencialidad.

11.1 Documentos a incluir en las propuestas. La propuestas debern incluir las siguientes partes: (a) propuesta tcnica: Esta seccin deber incluir: a. Plan de gestin: i. Aptitud para la consultora y experiencia previa en trabajos similares. ii. CVs de cada consultor/a, incluyendo experiencia en proyectos similares y al menos tres referencias contrastables. iii. Roles y tareas de cada persona del equipo. b. Estructura de los materiales de la capacitacin. i. Temas principales a incluir en los materiales de la capacitacin y el ndice de los mismos. ii. Metodologa. iii. Inclusin de temas interseccionales, tales como raza y gnero. c. Estructura de la capacitacin y secciones. i. Programa de la capacitacin, incluyendo secciones y temas. ii. Metodologa. iii. Simulacin. d. Tres meses de consultora para las personas participantes tras la capacitacin.
Aquella informacin que sea considerada propiedad del equipo consultor, si la hubiera, deber ser marcada como propiedad del equipo consultor al lado de la parte pertinente del texto y ser tratado por Victory en consecuencia.
Se aconseja al equipo consultor revisar la pagina web de Victory para obtener ms informacin sobre los Candidate y Campaign Trainings en los EE.UU. Sin embrago, Victory est buscando enfoques

innovadores, por lo que las propuestas no deben necesariamente replicar el modelo de capacitacin en los EE.UU.
Las personas solicitantes debern incluir un presupuesto con los gastos totales de la consultora, de acuerdo a la seccin 7. . Todos los gastos debern ser presupuestados en COP, con su equivalente en USD.
11.2 Idioma de las propuestas. Las propuestas, as como toda la correspondencia y documentos relativos a la misma, debern redactarse en ingls. Cualquier otro texto podr presentarse en otro idioma, siempre y cuando vaya acompaado con una traduccin al ingls. De acuerdo a lo establecido en la seccin 6.13, el equipo consultor deber hablar con fluidez en ingls. No es necesario un alto nivel de ingls escrito, aunque es deseable.
12.1 Envo de propuestas Las propuestas debern ser mandadas al siguiente correo electrnico: ColombiaConsultants@victoryinstitute.org
El ltimo da para la recepcin de propuestas ser el 8 de noviembre de 2012 (hora de Washington, DC). Victory considerar aquellas peticiones de prrroga en el periodo de recepcin de ofertas cuando la persona o el equipo que lo solicite lo argumenten adecuadamente. Cualquier peticin de este tipo deber ser explicada de manera apropiada y ser dirigida por escrito a la direccin de correo electrnico anteriormente indicada.
13.1 Clarificacin de propuestas. Victory podr pedir, a su sola discrecin, aclaraciones sobre las propuestas. Tanto las solicitudes de aclaracin como las respuestas debern realizarse por escrito.
13.2 Evaluacin y comparacin de propuestas. Las propuestas sern evaluadas con la siguiente metodologa: Criterio Propuesta tcnica Experiencia en asuntos de gobierno y elecciones. Experiencia impartiendo capacitaciones. Competencia en ingls. Equilibrio de gnero y diversidad social, cultural y racial. 20% Importancia 80%
Propuesta financiera
14.1 Criterio para la adjudicacin del contrato. Victory se reserva el derecho de aceptar o rechazar cualquier propuesta y de anular el proceso de solicitud y rechazar todas las propuestas en cualquier momento antes de la adjudicacin del contrato,

sin incurrir con ello en responsabilidad alguna con el solicitante afectado o cualquier obligacin de informar a los solicitantes afectados. Victory otorgar el contrato a las personas solicitantes cuya propuesta, despus de ser evaluada, sea considerada como la ms adecuada a las necesidades de la organizacin y de la actividad que se pretende llevar a cabo.
14.2 Firma del contrato. Los solicitantes debern firmar y devolver el contrato a Victory en un plazo mximo de cinco das, a contar tras la recepcin del mismo.
