SACRAMENTO, CAVincent Thakur Singh, 43, formerly of Elk Grove, was arrested late Monday on federal investment fraud and bankruptcy fraud charges in Caldwell, Idaho. Singh is charged in a 24-count indictment, returned by a federal grand jury in Sacramento on October 4 and unsealed this morning, with wire fraud, false statements in bankruptcy, and bankruptcy bribery, United States Attorney Benjamin B. Wagner announced. The indictment alleges that Singh carried out an investment fraud through an entity known as the Perfect Financial Group. According to the indictment, Singh targeted 190 members of the ethnic Indian Fijian community for an investment fraud that grossed approximately $20 million. Singh told investors that he was using their money for hard money lending, but actually, he put it to other purposes. The indictment alleges that he lost $12 million through gambling; diverted more than $2 million to personal bank accounts and withdrew much of that in cash; spent $880,000 on a film project; and spent more than $1 million on other business ventures. Singh also used the money to pay other victims, falsely representing that the payments were profits from the short-term hard

You must read the pre-contractual disclosures before you sign on the dotted line for any loan or credit, says the Consumer Council of Fiji at a press conference. Sharing brief notes on the introduction of the AusAID project, 'Consumer Financial Protection and Building Credit Competency for Vulnerable Groups', council chief executive officer Premila Kumar said consumers were always in a rush when dealing with credit institutions for loans or financial assistance. "They really don't have time to read it and when they do read it, they can't understand the contract," Mrs Kumar said at the event which also marked the launch of a new consumer awareness program, Dollars & Sense on Fiji One. "We are reminding customers to read their contract before signing because it's a legal obligation. "We received $270,000 from AusAID to start this project. The government, particularly the Reserve Bank of Fiji has taken on board broader projects at national level. Their focus is on financial literacy and the input that we are giving at the national level is consumer financial protection. "We started off the debt management and credit advisory services last year and assisted 41 consumers with credit issues. "We assisted nine consumers by helping to save their home, restructuring their

loans and talking to the banks that were kind enough to come on board." Mrs Kumar said a survey on hirepurchase was conducted and recently published. It looked at critical aspects of the hire-purchase industry and serves as a guide for consumers. "I feel the financial service is one sector that is neglected unlike other sectors where the consumer is able to see and decide on the product," she said. "When it comes to financial services, it's so complex the language is different, there are other fees and charges, and interest rates and most consumers do not understand the cost of borrowing. "Another aspect is consumer protection which is very weak. There is a need for a financial commission to look at all these financial services. When you look at VAT collection every year, it signifies the amount of trade buying and selling going on yet consumer protection in that area is weak." Meanwhile, AusAID's first secretary for development co-operation, Timothy Gill said the show Dollars & Sense, which premiered last night on Fiji One, echoed certain aspects of the AusAID program. "Our program is all about reducing vulnerability in Fiji whether it's providing health services to mother and child, getting the poorest kids to school or creating new income generating opportunities," he said.

Fire Leaves Families Homeless

THREE families are now homeless after a fire destroyed a three-flat property at Dadakulaci Rd in Nadawa early Sunday morning. The National Fire Authority received an emergency call at 7:06am and was at the scene seven minutes later. The authority said preliminary investigations revealed the suspected cause of fire was unattended cooking. NFA chief executive officer John O'Connor was also at the scene and reiterated advice for the public to take fire safety seriously. "There has been an increase in fire cases and it's a concern to see that people and families are losing their properties and homes as well as years of hard earned money going up in flames," Mr O'Connor said. "Majority of the 62 fires we have attended to this year are caused by unattended cooking, children playing with matches, candles or mosquito coils which can be attributed to carelessness," Mr O'Connor said. "These house fire incidents would have been easily avoided if members of the community took extra care in regards to fire safety at home. "NFA is again pleading with members of the community to totally change their attitude to fire safety and not assume that a fire will not happen to them. Fires can be controlled and it is everybody's responsibility to ensure fire safety in their homes; to ensure the safety of their property and families," he said.

Tourism In Fiji Still Has Upper Hand

Fijis hotel sector remains unfazed by growing tourism numbers to its South Pacific neighbours, according to the Fiji Islands Hotel and Tourism Association. President Dixon Seeto conceded that rival destinations were becoming more competitive. However he insisted Fiji still had the upper hand. They have learnt from us, learnt to price product competitively and upgraded their product, he told Travel Today. But in Fiji we have a more mature product and there is more stuff you can do here. Seeto also referred to better air access as a major advantage for Fiji. TOURIST ARRIVALS Meanwhile, guest arrivals this year had been very strong, he revealed, with growth of around 8%. Last year, Fiji welcomed a record 675,000 visitors, exceeding the previous years record of 630,000. Australians accounts for 50% of arrivals while New Zealanders stand at around 16%. Strong growth and solid occupancies were seeing hoteliers turn away from heavy discounting, with Seeto branding it unnecessary. Most hotels are getting back to a normal rate structure, he said. Discounting is now used only when needed in off-peak periods or when big groups are involved. Instead operators are increasingly looking to the MICE sector to build sales in the low season. WHOLESALE Although, direct sales are coming, Fijis hotels continue to be wholesale driven, according to Seeto. When a wholesaler gives you so much traffic, they can help you compete in terms of prices, he said. He revealed that, on average, popular hotels with good wholesale supply are recording occupancies of around 80%. BACKPACKERS Meanwhile, the backpacker market, which accounts for around 10% of visitors, has dipped slightly due to a restructuring of round the world fares. Fiji used to be a free stopover and a lot of backpackers were taking advantage of that, he said. Seeto applauded the work of Tourism Fiji saying it was doing enough but urged the government to increase its budget. Much more is needed to assist Air Pacific with marketing over the next year, he said. New markets need more money, he insisted.

Fiji Embassy Holds Trade & Investment Seminar To Attract More Investors
Fijis Embassy to Japan hosted a Trade and Investment seminar in Tokyo earlier this month in a bid to attract more investors to Fiji. The main presenters at the seminar included the Reserve Bank of Fiji governor Mr Barry Whiteside, the Ministry of Finance permanent secretary Mr Filimoni Waqabaca, Fijis Ambassador to Japan Mr Isikeli Mataitoga, and the Ministry of Finance deputy secretary Mr David Kolitagane. Ambassador Mataitoga expressed his gratitude to those who attended despite the short notice for organising the seminar. The seminar was a great success, judging from the large number of Japanese business people and senior Japanese Government officials who attended at short notice, Ambassador Mataitoga said. Governor Whiteside outlined the core economic growth trends in Fiji since 2006 and discussed the Bainimarama Governments priority areas of focus for economic growth. Operation Blitz Hands 676 Traffic Tickets

Speeding continues to top the list of bookings in Fiji Polices 3-day Operation Blitz that began last Friday along the Sigatoka-Ba corridor. Of the 676 bookings over the three days, 360 drivers were waved down for speeding. 70 for not adhering to seat belt regulations, 85 for dangerous driving, 9 drink and drive, 140 for illegal operations and 5 for driving without a license. "This is of great concern because speeding is the leading cause of road fatalities and despite the numerous awareness campaigns, people still don't seem to care about their safety as well as the safety of others, which unfortunate to say is selfish, Director Traffic SSP Mahesh Mishra said. SSP Mishra says there is a need for people to change their attitudes. He further said Operation Blitz will step up a notch with focus on traffic infringements and other criminal elements as they look to also assist the Western Division by beefing up manpower and increasing visibility on the ground.

'Suva On Sale' Street Sales Cancelled

Shops in the Capital City will this year be restricted to in store Suva on Sale following the partial shutdown of the Stinson Parade Bridge and the Vatuwaqa Bridge. The shutdown is to allow Fiji Roads Authority to carry out detailed structural inspections to the two bridges. Suva Retailers Association president Himmat Lodhia said the restrictions during the Suva on Sale on October 13-

20 follows the last minute withdrawal of permit by Suva City Council and the Fiji Police force due to partial shutdown of the two bridges. The Board of Suva Retailers Association regrets the changes due to unforeseen emergencies, beyond the control of the committee, Lodhia said. Lodhia said stall fees will be refunded to all those who have paid.

THE son of former Prime Minister Mahendra Chaudhry has called for the reinstatement of the Great Council of Chiefs (GCC) and that it be given constitutional recognition to act in an apolitical manner in matters concerning national issues. Rajendra Chaudhry in his submission to the Constitution Commission at the GCC complex in Nasese said it was the GCC that was the voice of reason and moderation for coup makers in the past. "Without the GCC, the political impasses of 1987 and 2000 would not have had the outcome that it had," he said. "Of course, there are some within the chiefly system that have radical and extremist views, but these are a minority and their views have often been ameliorated by the majority who see Fiji's future as a multi-cultural and multi-racial country." "The chiefs have an important role in the making of traditional leaders and acting as trustees of the Fijian people. "Instead of focusing on only the political role of the GCC, we should

"As the trustees of the rights of the Fijian people, chiefs should also have a voice, albeit a limited one, to raise issues as it relates to their people. The chiefs and Christianity have historically been entwined since Fiji embraced Christianity. TWO established Indian fashion designers - Joy Mitra and Pankaj Kumar - are in the country to inspire local designers. The designers will be part of the Fiji Fashion Week show, Fashion in Paradise, which will draw local designers who are into traditional and modern designs. Fiji Fashion Week director Ellen Whippy-Knight said the Fiji Fashion Week team was extremely excited to have the Indian designers because they were well established in Delhi. "Fiji Fashion Week cannot wait to show the people of Fiji what the two designers have to offer with the focus on new traditional and modern designs straight from India," she said. Designer Joy Mitra said being in Fiji was a great break from the recent Indian Fashion Week. He said it would be a great opportunity for him to showcase some of his new collections which were displayed at the India Fashion Week. "The collection is from a fashion line which was developed earlier in the

year," Mr Mitra said. "I am excited to show my collection to the people of Fiji - it is more about Indian traditional stuff which includes a bit of modern influence." Mr Mitra said his collections required hard work. "I wish not to disclose more on my collections as I wish for all to see them during the fashion show," he added. Samars Designs' Pankaj Kumar said he was happy to be part of the Fiji Fashion Week since he had been trying to come to the country over the past three years. Mr Kumar said he hoped to inspire local designers in the country and also get ideas on how he could relate Fiji fashion trends to Indian fashion. Forty five fashion designers are expected to be part of the Fiji Fashion Week's Fashion in Paradise show. Meanwhile, budding designer Sonam Sapra, 26, will also be part of the Fiji Fashion Week show. Ms Sapra has been living in the US and only recently acquired a love for designing and fashion.

The Public Service Commissions Service Excellence Awards will see some minor changes that will enhance the merit-based awards to better reflect the changes undertaken by government ministries and agencies. Permanent Secretary Parmesh Chand while launching the 7th Awards in Suva highlighted some of major achievements that have been the result of the award system, which pushes these agencies to perform better and with greater efficiency. The Fiji Revenue and Customs Authority chief executive officer, Jitoko Tikolevu in a PSC statement said his organisation joined the SEA last year because the FRCA wanted to benchmark itself against international organisations. We really had two reasons for joining, one being, as you would know we are

the only tax collection entity in Fiji so we wanted to benchmark ourselves against the international organisations, he said. Secondly, we wanted to uplift the standard within FRCA to serve our customers better. This is the first time the assessment will be done along the Malcom Baldrige Framework rather than the Australian Framework. The new system is world renowned and is already being used by the Fiji National Universitys National and Productivity Centre. The keynote speaker at the awards, which will be held at Novotel this Friday will be Singapores former bureaucrat Peter Ho Hak Ean. Prime Minister and Minister for Public Service, Commodore Voreqe Bainimarama will be the chief guest at the event.

Escapee Steals Clothes

A LAUTOKA family is living in fear after an inmate from the Lautoka Corrections Centre entered their compound and stole clothes off their clothes line. Nilesh Chand said the incident occurred about 7.40am at his Dawai St residence in Natabua. "The prisoner must have been hiding in the bushes behind our house because my wife who was washing at the back of the house did not see him until she noticed the clothes missing from the line and she saw him pulling off his uniform and putting on the clothes," he said. "She screamed and he ran back into the bushes again. "I called out to my neighbours and they alerted prison officers. "I was very scared and feared for the safety of my mother, wife and twomonth-old son. Many times when men are at work, the women are alone at home and we are worried about them. Mr Chand said it was the first time that a theft had occurred in the 15 years he and his family has resided at Natabua. He said the prisoner was caught immediately after the alarm was raised. The clothes were returned.

Tourism Fiji To Unveil New Brand At WTM 2012

Tourism Fiji will reveal its new brand at the World Travel Market (WTM) 2012 to be held in London from November 5-8, this year. The brand with the new tagline will be effective across the globe from January next year. IFTE 2012 also included a fourday FAM trip to various islands and regions of Fiji for the Indian travel trade. Speaking about rebranding Fiji, Elizabeth Powell, Permanent Secretary - Ministry of Public Enterprises, Communications, Civil Aviation & Tourism, Government of the Republic of Fiji, said, We will be rebranding our country. We are no longer going to be using our tagline, Fiji Me.We will be adopting a new slogan, imagery

Indecent Assault
A 21-year-old man has admitted a charge of indecent assault before the Suva Magistrates Court. The man appeared before Magistrate Yohan Liyanage and swore he was pleading guilty on his own free will. On October 13, the man indecently assaulted a girl in Suva while he was drunk. In mitigation, he said he wanted to reconcile with the complainant. Magistrate Liyanage told him that he had to pay a bond for his bail. He told the man to follow court orders and surrender his travel documents. The matter has been adjourned to October 29.

and many new initiatives that we will be producing for Fiji and Tourism Fiji. The rebranding exercise follows an extensive destination marketing audit completed in late 2011, which pointed out a need for a globally standardised Fiji brand that could be adopted and implemented in local markets. Powell informed that Fijis hotels and resorts would also be part of the rebranding effort. We are going to have all our hotels and companies that provide visitor experience to go through a workshop with a social media team and we will have a new website, as well as several new initiatives that will be driven by our new public relations agency, stated Powell. Commenting on the objectives of IFTE, Pranav Kapadia, Director, Global Destinations, India Representative for Tourism Fiji, said, The main objective was not only to familiarise the Indian trade with Fiji and its various products and experiences, but also to educate the Fijian tourism industry on the Indian market and travellers in an effort to increase Fijis share of the Indian outbound market.

75th Anniversary Celebration

MARIST Brothers' High School former and current students gathered at the school grounds to celebrate their 75th anniversary. Old scholars from the US, Canada, Australia and New Zealand also gathered in numbers to mark one of the auspicious occasions for the school, with old scholars sharing their experience at the school with students. Former pupil Doctor Sohan Singh said being part of the celebration brought back joyous memories for him. Dr Singh was in MBHS from 1964 to 1967 and has lived in the US for several years. He said he was amazed with the changes made within the school like the Lambert hall that now catered for all the students at the school. "I never thought that I would be part of the 75th celebration and to meet up with former classmates," he said. Former student Devlin Chung said he was proud to be called a Marist old boy because they were the first students to win the Deans trophy in 1965. Mr Chung said they were also the first to start the red fire spirit which continues today. "I would like to encourage students to be more passionate about their studies and also dedicate themselves to achieving their goals," he said. Also part of the celebration was 30 students from Apifo'ou High School in Tonga. Teacher Analena Ta'ai said the students were happy to be at the celebration, especially since it was their first trip to Fiji.

Man Homeless After Fire

A FIRE in Vuci South destroyed a five-bedroom house last Sunday night leaving an elderly man homeless. The total damage was estimated at $20,000. "The 66-year-old man escaped unharmed. The alarm was raised by neighbours," Ms Naisoro said. "Police are still investigating the cause of the fire," she said. Meanwhile, the National Fire Authority (NFA) is reiterating its call to members of the public to take necessary precautions when dealing with fire sources. In a statement NFA said they received the fire emergency call about 9pm and immediately responded. Upon arrival at the scene three minutes later the fire crew saw the house fully engulfed in flames. "The firefighters extinguished the fire and stopped it from spreading to the neighbouring houses in this area," the NFA statement said. This incident brings to 63 the total number of structural fires this year. NFA's investigation is in progress to determine the cause of the fire.

Speed Cameras Waiting Approval

The Land Transport Authority (LTA) hopes to note a decrease in speeding offences once the new static speed cameras are installed. "We're waiting for the legislation that are now at the Attorney-General's office to be approved before we can use the speed cameras," LTA spokesman Alfred Wiliame said. "It is known that speeding is the number one killer on the road and we are asking drivers and all those who use the road to be more careful, especially during the wet weather," Mr Wiliame said. He said out of all traffic offences that road marshals recorded in a day, speeding still topped the list. That, he added was of a growing concern for LTA officers. "All road users should learn to respect the road and use the road carefully; some drivers tend to forget that there are other people using the road," Mr Wiliame said. "Our message still remains the same, we plead with drivers, passengers and pedestrians to please comply with the road rules and practice road safety at all times," he said. He said the cameras would be installed in places known to be accident prone areas around the central division. "We're hoping to see a decrease in numbers of speeding drivers once we start introducing the use of these new speed cameras," he said. The LTA has identified the Sigatoka to Ba corridor as the red zone area for most traffic offences, with the figures of speeding drivers standing at 367 booked within a three-day period.

THE structure of parliament should be smaller than the present one. Naqara resident and businessman David Reynolds said each parliament term should be five years. "If shorter, the government would be hardly established in its policies before it was time for a new election," said Mr Reynolds. He also suggested the establishment of an upper chamber that was apolitical but also elected to verify, agree and vet actions of the lower chamber. Mr Reynolds suggested that the leader of the upper chamber should be elected along with the vice-chair. "The positions could be confined to senior and respected members of society, such as judges, retired

politicians, business leaders, civil servants, non-political religious leaders and some could step up in an honorary capacity," he said. Mr Reynolds said: "I do not agree with compulsory inclusion of women in parliament but they should be actively encouraged to take part. "In any parliament it should be the best person for the job and many of these are women anyway." "Any other rules like a 60/40 men/ women or other figures would be too restrictive on getting the best person for the job," he said. Mr Reynolds labeled the Great Council of Chiefs and the three confederacies as an outdated unnecessary 'colonial dinosaur'.

Water Bill Waiver Brings Relief To Residents

Mrs Bhoop Chand could not hold back her tears when she was informed that her unpaid water bills would be cleared by the government. The Suva resident is only one of the 100,000 Fijians across the country whose water debts were cleared by government as part of its efforts to support families facing severe financial difficulties. Mrs Chand who had her water disconnected due to non-payment of bills, said her family would have really struggled to pay $1,052 water bill. The Chand family, together with her husband, her elderly father, two sons, the daughter-in-law and a toddler, had their water reconnection documentation signed by Prime Minister Voreqe Bainimarama. Both her sons are unemployed but one of them has employment on a casual basis and the family is struggling to make ends meet as it is, so this assistance from Government has given them a boost. We did not have such high bills before until recently and when I enquired about it at the Water Authority office, they told me that there must be a leak, the emotional Suva resident said. When we checked, sure enough we had a leak in the pipe and the water had been flowing uselessly. We want to thank government for helping us out and looking after me and my family, Mrs Chand said. These three waivers were the ceremonial start to one of Governments drive to assist people in helping them reduce their cost of living as alluded to by Prime Minister Bainimarama when he made the announcement. The Prime Minister visited families

around Suva including the Ballantine Memorial School and personally delivered the letters of waiver. He highlighted governments commitment towards assisting families around the country in managing financial obligations. Nothing is more important to my Government than helping ordinary Fijians provide for themselves and their families. And one of the best ways we can do that is to relieve the cost of living pressures on ordinary people. We will never forget that it is the families of Fiji who come first, Prime Minister Bainimarama said. There are four criterias that have to be met to get the waiver and after this initiative the families are expected to pay their bills on time. The Attorney-General and Minister for Public Enterprise, Mr Aiyaz SayedKhaiyum, said while Government was reaching out to assist those in need, they must understand that this is a oneoff payment. So these families need to get their water meters or the pipes checked, which may have been the cause of the sudden increase in the bills, get this in order because this assistance is a onceoff, he said. Obviously its a good opportunity for these families to start on a clean slate but at the same time it is their responsibility to ensure that their pipes are not leaking. More than 25,000 Fijian households, businesses, schools and places of worship benefited from this decision to waive the debts they owe to the Water Authority of Fiji for years of unpaid water and sewerage bills.

sold had decreased by 3.7 per cent. Beds statistics revealed in 2011 of quarter 2, a total of 922,868 beds were sold but only 888,821 were sold in the same quarter this year. The 2007 quarter 2 of room Occupancy rate which was 48.2 per cent had shown the highest in the past six years. Room occupancy has decreased from 45.3 per cent compared to 46.8 per cent of the same period last year. Meanwhile in the comparison to the above, overall taking had decreased by 0.8 per cent compared to the same quarter last year, even though an increase in employment was 1.7 per cent in quarter 2. Success For Our Sugar Industry

Fiji Sugar Corporation (FSC) has confirmed the Penang Sugar Mill has closed Thursday as the last of the sugarcane gets processed. FSC executive chairman, Abdul Khan, also said the Lautoka Mill will close in mid-November while the Rarawai Mill will close in early December. The Labasa Mill, for the first time in its history, closed in October instead of the usual December deadline. Mr Khan said all available sugarcane in the North had been processed by the Labasa Sugar Mill. Mr Khan confirmed 44,500 tonnes of raw sugar had been produced worth $44.5 million during the almost 14 weeks of crushing. Last year we had made significant improvement and again this year, we have reached a milestone achievement, he said. We have exceeded our expected 42,000 tonnes of sugar for the Labasa Mill. The Fiji Sugar Corporation, in all, is expecting a successful year. Labasa Mill manager, Karia Christopher, indicated the mill was able to crush 413,283 tonnes of sugar cane since the mill opened its doors for crushing in late June of this year. This is the first time ever the Labasa Mill has closed in October, instead of the normal December. This is the first time also the Labasa Mill has closed ahead of the other mills in Fiji, he said. When asked about how much of stand over sugarcane is still left in the fields, Mr Christopher said as usual there would always be some cane left. But Mr Khan said the only stand over sugarcane would be those which were in dispute. A celebration was held through Labasa Town to mark a successful year of crushing by the Labasa Mill in which all stakeholders of the sugar industry in the North took part. Speaking at the closing of the mill, Commissioner Northern LieutenantColonel Ilai Moceica commended all stakeholders for their hard work and commitment throughout the season. The Labasa Mill has produced the highest tonnes of sugar in the country so far this year and I know that such achievement is attributed to mill efficiency, close supervision and more importantly team work from all the workers, Lieutenant-Colonel Moceica said. Government is determined to reverse the downward trend in sugar cane production through reforms and committing financial resources to revitalize the industry. Moreover, Government is committed to creating a modern, economicallyviable and sustainable sugar industry in Fiji.

Fiji Flag Re-Design In Question

The Fiji Manufacturers Association has called for the Fiji flag to be redesigned to include 14 stars signifying the 14 provinces in Fiji with an emblem focusing on Fijis main economic product. In their submission, the association stated that bananas were no longer a significant earner for Fiji, adding that a banana should be replaced by a significant Fiji product like tourism, and the people. They mentioned that the impact of redesigning the flag is manifold: historic, educational, attractiveness, a newer vision. The group proposed that it was inappropriate to call all citizens as Fijians. It can be problematic in counting, as not all laws are changed to reflect that native Fijians are now iTaukei. A common identity is one which should be thoroughly debated. Our suggestion is that we are all called Fiji Islanders, they said. They also submitted that the national anthem should be shortened with shorter verses. The association is of the view that a secular state be maintained in Fiji to promote an enabling multicultural society and foster inter-faith dialogue, and respect for others values, tolerance. It wants the complete abolishment of the communal representation system. It supports the encouragement of free enterprise in Fiji for the development of our people and the economy. It submits that there should not be any reserved or restricted activities for foreign investors.

Fiji And Korea Work To Build Pacific Fisheries

South Korean deep-sea fishery companies are hoping for substantial development of the fisheries industry in the South Pacific. These comments were made by the president of the Korea Maritime Institute, Hak-So Kim, during the Korea South Pacific Fisheries Forum (KOSOPFF) 2012 Fiji Symposium. Mr Kim said they also hoped for more enhanced mutual co-operation with the region in the private sector. The countries in the South Pacific have vast exclusive economic zones that are larger than their land areas, which means that development and protection of the ocean are directly related to the development of the national economy, he said. The fisheries industry is at the forefront of such maritime economic growth. Development below par Mr Kim stressed that considering the immense fisheries resources and the vast size of fishing grounds, the development of the fisheries industry in the Pacific was still below par. The easiest way to achieve economic and social development through the enormous potential of fisheries resources is to learn from the experience and know-how of advanced countries that show exemplary cases in the formulation of the long-term visions and strategies for the fisheries industry. Mr Kim said the fisheries industry has been the driving force behind the initial growth of many countries around the world. Learning from Korean expertise He believes that no country has more know-how on the growth of the fisheries industry than Korea. The one-day symposium was held at the University of the South Pacifics Japan-Pacific ICT Centre. Researchers and experts from Fiji, Korea and regional organisations deliberated on wide-ranging issues relating to the management of fisheries resources in the Pacific. Koreas catch from Pacific The Ambassador of the Republic of Korea to Fiji, Hae-Wook Cheong, highlighted since Korean deep-sea fishery companies tapped into the South Pacific operation in the early 1960s, the region had served as the major tuna fishing ground for Korea. Tuna accounts for 53 per cent of Koreas total overseas catch and the South Pacific accounts for 94 per cent of tuna catch, he said. However, tuna stock in the Pacific has been significantly declining, particularly in the species of Bluefin tuna and big eye. Furthermore, the overall fish species are in danger because of over fishing and global warming. Mr Cheong stressed being the second largest tuna fishing country, Korea was committed to taking a leading role in effective conservation, management and sustainable utilization of living marine resources. Fiji finalizing laws Meanwhile, the Permanent Secretary for Fisheries and Forests, Inoke Wainiqolo, revealed Fiji was currently finalising its Offshore Fisheries Legislation. This legislation is to replace certain provisions of the current fisheries laws and strongly emulates conservation based on international instruments, he said. In addition, Fiji is currently formulating its National Plan of Action for Conservation of Management of Sharks which uses the Food and Agriculture Organisation (FAO) International Plan of Action for Sharks as the guiding principles. Mr Wainiqolo indicated Fiji, along with other Pacific Island States anticipated assistance in areas of human resource development, gear technology, new market access, joint monitoring, control and surveillance initiatives, aquaculture development and community-based fisheries management.

A Media Analysis Of IDC Coverage Questioning The Unquestioning And Questionable Media
overseas media, especially from New Zealand. Most media personnel covering IDC in Ba, Fiji over that IDC weekend were either from Suva or belong to teams Ba have defeated, hence they carry animosity or dislike towards the most successful soccer giants in Fijis history Ba soccer team. Posting comments on my Facebook, I commented that the biggest enemy for Ba Soccer Team is its success and popularity. In the finals, Ba appears to have played against 15 players-11 from Suva team players and 4 the match officials, including a controversial and questionable referee. Two goals against Ba were disallowed in the final. Nobody questioned those. Why these media people are harping about a decision that appeared questionable to the officials and those watching the game. Fiji has no video refereeing; hence human factors and infallibility do come in. Mai TVs journalistic standard comes into question as well when the commentator and technical teams over and over played what appeared to be a controversial last minute goal. However, Mai TV failed to do the same with two goals that were NOT awarded to Ba. We seemed to have had an extremely partisan media covering IDC. It would help sports immensely if media personnel covering such games, many of who are not qualified match officials, displayed some semblance of media neutrality and dig deeper on issues that thwart sports development in Fiji. I commend Fiji Football Association for making a rationale and expedient decision in abandoning the match and summoning the help of Police and fire brigade in case of crowd getting rowdy. Some may see that as an overreaction but thanks to the immediate and effective action and show of force by authorities that prevented more adventurous spectators from taking advantage of the mayhem that was waiting to happen. Had our police and authorities being that effective and vigilance on that fateful 19th May, 2000, perhaps the riots in Suva City and political instability could have been avoided when the police were caught with their pants down due to ineffective leadership twelve years ago. The immediate action and show of force during the trouble at the ground bolstered our confidence in the police force. At the same time it showed good effective leadership of FFA to make timely decision to diffuse a volatile situation. Perhaps this may be a learning curve for sports in Fiji where perhaps consideration may be given to introduce video-refereeing in some crucial games or where too many questions, as in this case, have been raised about standards of refereeing. While I agree that the referees decision is final and walkout should not be condoned, these should be viewed in proper context and perspective. The situation had been made very explosive, even provocative and frustrating for Ba fans who see their team short-changed in a habitual fashion by an apparently partisan decision -making by match officials. This had left Ba fans very frustrated. Apart from two goals not allowed in the final match, there were other questionable decisions against Ba, and media never came on board to question such supposed injustice that was damaging sports development in Fiji. In light of general standard of media in Fiji and ethnic media in NZ, this IDC also revealed lack of medias ability to grasp the technicalities of the game, question any anomalies and report constructively without taking sides, to improve the standard of the game. They should have raised issues about standard of refereeing and resulting frustration that resulted in the "hated" team walking off the field in the final. They may have influenced improvements and avoided abandonment had they

Media Relations Limited Auckland This issue of Pacific Journalism Review, a journal of Pacific Media Centre (PMC) at Auckland University of Technology (AUT) runs my article, titled Fijis coup culture 1987-2006: A media perspective. In that article I raise some pertinent issues relating to action or rather inaction and deficiency in Fiji media between 1987 and 2006 that led to so many coups to happen in Fiji and so many false prophets masquerading as a saviours of i- Taukei. I questioned Fiji medias inability to question issues, raise intelligent and informed discussions and raise knowledge about what people needed to know. In effect, I branded Fiji media of pre-2006 as sleeping on the job. I raise a rhetoric question; would we have been able to avoid political instability in Fiji if we had more educated, effective, neutral and responsible media? Coincidently, I raise the same issues when discussing soccer fiasco and the abandoned final at Inter-district Soccer Tournament (IDC) at Govind Park in Ba on the night of 14th October, 2012. While other lessons may be learnt or forgotten, I raise the standard of sports reporting both by Fiji and visiting

In Loving Memory

been more questioning from day one. Were the media impartial and neutral with a view of reporting anomalies to improve the standard of refereeing? I believe not, as the reporters came with their blinkered and partisan view of teams they supported, or the team (s) they hated. Did they question other questionable decisions of the referee and match officials to prevent the situation that escalated? Why were so many goals by very popular and envied team Ba disallowed in so many cases? If one thing this IDC match reflected is the inefficiency and failure of the local and overseas media to be neutral and questioning. Journalistic standards went down Ba river, they all became armchair critics without much knowledge of the technicalities involved and became little Gods. So how can they question decision, many times without the full knowledge of ALL facts. They just shoot off their mouths and shoot the photos without full facts. In sports, a picture can lie, if the other factors linked to the picture are not taken account of. A ball in goal may not be a goal if it was taken in offside situations. Ba had some three such goals disallowed. We do not have journalists parading those photos. How come some media are showing photos of a disputed goal in the final, telling us to believe it was a LEGAL goal, without full facts, and confusion it may have been an offside? In the past, Fiji democracy has been let down by a partisan, uneducated, poorly trained and inefficient media. Same seems to apply to their game coverage of IDC soccer tournament at Goving Park in October, 2012. [E-mail: thakurji@xtra.co.nz] (About the author: Thakur Ranjit Singh is an independent media commentator and heads Media Relations Limited, a communications and media promotions company. While he hails from Ba, his analysis was more to prompt media to assert a responsible and neutral role in sports reporting that develops sporting standards in Fiji.)

Air Force Put Up To 379 Lives At Two Seriously Injured In Accident Risk Involving Michelle Obama's Authority holds no record of incident which it says should have been reported. Motorcade The Air New Zealand plane seriously NZ incident. He was later briefed by
endangered by bad air force safety practices was a Boeing jetliner which carries up to 379 passengers and crew. The air force finally briefed Air NZ on the aircraft it placed in danger with an illegal shipment of dangerous canisters. It was Air NZ's 747-400 passenger flight on August 23, 2009, from Auckland to Vancouver. Air NZ chief pilot Dave Morgan said the air force had confirmed it had used the flight to transport passenger service units, which contain chemical oxygen generators. The airline's rules forbid the units from travelling on passenger flights after 110 people were killed when a passenger jet in similar circumstances crashed in the United States in 1996. Mr Morgan said "it would appear that at no point was Air New Zealand made aware of the event itself or the outcomes of their inquiry". Chief of Air Force Peter Stockwell was called to Parliament to explain the incident and other safety failings. The Accident Analysis Report was obtained by the media and detailed extensive safety problems throughout the air force. It was part of the air force investigation into the 2010 Anzac Day crash which killed three servicemen, but was never made public. Defence Minister Jonathan Coleman refused to comment and would not give an assurance of confidence over air force safety. He said he had not read the report and was unaware of the Air Air Vice-Marshal Stockwell. Dr Coleman has ordered two inquiries into circumstances around the crash since the media began investigating. The air force refused to comment but said it had told the Transport Accident Investigation Commission of the incident in early September 2009 and again after its own internal investigation was complete. A spokesman for the TAIC said: "We have started a full search to see if we can find any record of that." He said the TAIC was normally told of aircraft issues by the Civil Aviation Authority and its list of safety investigations did not include the incident. A CAA spokesman said it had no record of the incident, which should have been reported. He said failure to do so was a breach of the law, which carried penalties of up to $30,000 for the airline and whoever put forward the dangerous goods. "If an incident like this did take place and we identified the goods to be dangerous the issue would be taken very seriously and would be subject to a full investigation." Andrew Carson, the father of Ben, one of three men killed in the Anzac Day crash, said Dr Coleman should be looking for resignations and asking why the report was not made public. "He should be temporarily closing down the air force and handing it over to the army or navy until it is properly organised."

AUTHORITIES say two motorcycles have collided while escorting first lady Michelle Obama from a campaign stop in central Ohio, injuring a police officer and a state trooper.

The State Highway Patrol says the motorcycles somehow side-swiped each other late Monday afternoon east of Delaware as the motorcade headed to an airport. A state trooper and a Genoa Township police officer were hurt in the crash. They were taken to hospital in Columbus in a stable condition. The patrol says the police officer's

injuries were more serious than the trooper's but were not lifethreatening. Mrs. Obama wasn't hurt, and her motorcade continued on its route. She had campaigned at nearby Ohio Wesleyan University and was headed to Cleveland for another event. No other vehicles were involved in the crash.

A pair of rare stamps bearing a picture of Chinese nationalist leader Sun Yatsen has sold for more than $700,000 at auction in Hong Kong. Auction house Zurich Asia says the 1941 blue and black stamps were purchased by an anonymous phone bidder. They are rare because the picture was

accidentally inverted. The stamps came from an original sheet of 50 stamps that had the error. Zurich Asia says the price has set a new "world record for any Republic of China stamp", referring to the period of 1912 to 1949 in China, after the last imperial dynasty lost power and before the communists took over.

British PM Signs Scottish Independence Vote Deal

David Cameron and Alex Salmond are on opposing sides of the independence debate Britain's prime minister and Scotland's first minister have signed an agreement to hold a referendum in 2014 on Scottish independence that could lead to the United Kingdom breaking up after 300 years. Prime Minister David Cameron and pro-independence first minister Alex Salmond inked the agreement and shook hands after a meeting at the Scottish government building St Andrews House in Edinburgh. Mr Cameron strongly opposes a Scottish breakaway and the signing of the terms for the vote fires the starting gun on two years of campaigning which puts the leaders firmly in opposing camps. After months of negotiations, the deal clears the way for Scotland's administration to hold the referendum in the final quarter of 2014, offering Scots a straight yes-no question on leaving the United Kingdom. "This is an important day for our United Kingdom, but you can't hold a country in the United Kingdom against the will of its people," Mr Cameron said. "Scotland voted for a party that wanted to hold a referendum. I believe in showing respect. This is the right outcome for Scotland and for the United Kingdom to give the people the choice. "But I passionately hope and believe that they will vote to keep the United Kingdom together. We are better off together, we are stronger together, we are safer together." Mr Salmond said before the signing that the agreement "will see Scotland take an important step toward independence, and the means to create a fairer and more prosperous Scotland". "I look forward to working positively for a yes vote in 2014," he said. Mr Cameron's Conservatives will be joined by their Liberal Democrat coalition partners in the British parliament and the opposition Labour party in urging voters to keep Britain together. The marathon campaign will pit them against Mr Salmond's Scottish National Party (SNP), the majority party in the devolved Edinburgh parliament. The terms have been signed as support among Scots for independence appears to be slipping, with a survey by pollsters TNS-BMRB released last week showing 28 per cent in favour and 53 per cent opposed. Mr Salmond has said he wants independence "not because I think we are better than any other country, but because I know that we are as good as any other country". The SNP had pressed for the 2014 date, giving them time to try to win over voters and coinciding with the anniversary of the 1314 Battle of Bannockburn - a famous Scots victory over the English.

Major changes have been made to Parliament House security after a man came within touching distance of the Prime Minister two months ago. Parliamentary Services head Carol Mills has told a Senate estimates hearing that security failed when a man wearing a hoodie wandered through the most secure areas of the House and handed a document to Julia Gillard during a news conference. Ms Mills was quizzed about the incident by Victorian Liberal senator Scott Ryan. "Why are we making all our staff wear passes if this person dressed in a hoodie and jeans can wander around?" he said. Ms Mills said human error led to a security post being unmanned and rostering changes had now been made, but she said it was not unusual to see some media and staffers dressed as the intruder was. However, she says an independent review costing $30,000 is underway. "Changes have stopped the likelihood of it ever happening ever again," she said, adding there was now extra security when the Prime Minister held a news conference. "Our investigations would show... this was an extremely isolated breakdown

in our system, there was no systemic problem. It was a human error that day." Ms Mills told the hearing the man who breached security, Artem Naumov, had caused problems before. A week before crashing the press conference, he had caused a disturbance in a committee hearing and extra security staff was rostered. "A week later, this person can wander around the building unnoticed and go to several offices before the Deputy Prime Minister's office calls, and between that phone call getting to within a couple of feet of the Prime Minister," Senator Ryan said. "This is not the security system that we would be hoping for some of the people much more prominent than I that work in this building." Ms Mills says major changes have been made to the security system to ensure a similar incident will not happen again. "It was not a pattern of failure, it was literally a one-off," she said. "The second issue is the information provided about this person was given only to the officers that attended that particular committee hearing. "You know the beauty of hindsight is, did we under-react or overreact?"

School Of 45,000 Named World's Biggest

The City Montessori School in Lucknow now has more than 45,000 registered students and 2,500 teachers The first day in class for any new pupil can be an overwhelming experience, so imagine arriving for lessons as one of 45,000 pupils on the roll-call of the world's biggest school. The latest edition of Guinness World Records awards the title to the City Montessori School in the Indian city of Lucknow, with 39,437 registered pupils in the 2010-2011 academic year. The school says enrolment numbers have already risen above 45,000, with 2,500 teachers, 3,700 computers, 1,000 classrooms - and one of the hardest first XI cricket teams to break into. CMS, as it is known, was opened by Jagdish Gandhi and his wife Bharti in 1959 with a loan of 300 rupees ($5.50 at current rates) and just five pupils. Today it sprawls over 20 sites in Lucknow, the capital of Uttar Pradesh state, and is as famous for its exam results and international exchange programs as for its scale. "The phenomenal growth of our school is a reflection of our efforts to please our parents with our service to their children," said Mr Gandhi, who is still involved in the school's management at the age of 75. "Our students have exceptional academic results each year and outstanding global exposure. Getting this Guinness record is heartening but it's not just about size," he said. The pupils, who are aged between three and 17, all wear uniform and each class has about 45 members, but the whole school never gathers for assembly as there is nowhere big enough to hold them. CMS, which receives no government funding, charges 1,000 rupees ($18) a month in fees for younger pupils, rising to 2,500 ($46) a month for seniors. "In such a large school, there are many advantages, one being you get to make a lot of friends across the many sites that we have," Ritika Ghosh, 14, who has been at CMS for two years, said. "But as the school is so huge it takes a lot of effort to get noticed. Otherwise you are just one of the thousands that study. "There are certainly more challenges and competitions, which in the end prepares us for real life." Idealistic ambitions Fellow pupil Tanmay Tiwari, 16, credits the large size of the school for making him more outgoing. "I used to be very shy but the school has given me that confidence," he said. "Now I am in the college team, debating in national competitions." The school's size is matched only by its idealistic ambitions, with pupils taught a philosophy of universal peace and globalism under the motto "Jai Jagat" (Victory be to the World). With pupils under fierce pressure to get good exam results, sport is not always a top priority, but cricket coach Raju Singh Chauhan says selecting a team is still tricky. "To fish out sports talent in the 45,000plus students can be a huge problem," he said. "For this reason we hold inter-branch competitions to dig out the best children and then eventually we get the bigger picture and our best XI for the team." CMS first held the title of the world's biggest school in 2005, when it had 29,212 pupils, beating the previous record holder, the Rizal High School in Manila, Philippines, which had 19,738 pupils.

US First Lady Michelle Obama cast an absentee ballot, twinning a campaign push for early voting with an affectionate morale boost for her husband who was hunkered down at debate camp. "Hey, @BarackObama, I just dropped my absentee ballot in the mail - I couldn't wait for Election Day! Love you! --mo," the first lady wrote on Twitter. The president, locked away in a Virginia resort ahead of his debate with Republican Mitt Romney on Tuesday, quickly tweeted back, in an apparently orchestrated move, saying he would go home to vote later this month. "I'm following @MichelleObama's example and voting early, on October 25. If your state has early voting, join me ... --bo," Obama tweeted.

Michelle Obama Casts Her Election Vote

The first couple add their initials to tweets when they, rather than campaign workers, have composed them. The Obama campaign released a photo of a smiling Michelle Obama holding her absentee ballot, and she reminded voters in a press release that many states allow early voting of voting by mail. "It means you don't have to worry about your schedule filling up, or getting sick, or having to work late on Election Day. And more than anything, it means you can act right now to move our country forward," she said. The Obama campaign is pushing early voting in a bid to build up its margins over Romney in key battleground states, in a strategy designed to concentrate resources in driving every possible voter to the polls on November 6.

Employer Told To Pay Out $74,000

A company that made a migrant worker pay her own wages in a money-goround scheme to support her application for New Zealand permanent residency has been ordered to pay more than $74,000 in repayments and penalties. Chinese national Jingxin Tian lodged a personal grievance claim for unjustifiable dismissal with the Employment Relations Authority after she claimed to have paid South Pacific Limited a total of $33,510 to secure employment, but was sacked on June 13. She paid an initial $27,000 for the job, but had to make further payments of $6,510 to retain her employment. Miss Tian also claimed she did not receive a written employment agreement and was owed outstanding wages and holiday pay. She was dismissed without her knowledge following an accident at work, and was relayed the message by a colleague. Authority member Anna Fitzgibbon found in her decision that South Pacific had breached the Wages Protection Act for collecting a payment from Miss Tian in respect of her employment. The company was ordered to repay $33,510, plus a penalty of $10,000, wages of $12,400 and holiday pay of $1,455.20 to Miss Tian. Ms Fitzgibbon also found South Pacific to have unjustifiably dismissed Miss Tian, for which she was awarded $10,000 in compensation and the Company was fined $5000 for breaching its statutory obligations of good faith. Miss Tian was also awarded $1750 in costs. "It is my finding that ... Ms [Catherine] Guo [South Pacific director] was aware of Ms Tian's desire to obtain an open work visa and eventually permanent residence," Ms Fitzgibbon said in her decision. "Ms Guo... took advantage of Ms Tian's youth and inexperience, immigration status and vulnerability." Ms Tian, 22, came to New Zealand in February 2008 and graduated from the UUNZ Institute of Business in 2010. Ms Tian was told that she would be working for the Asian Business Year Book, which was part of South Pacific, where she was to sell advertising space. She was told she would be paid $200 a week during a three-month "trial" and a wage increase if things worked out but was paid $300 fortnightly in cash. When Ms Tian queried the fact that PAYE was not deducted and paid to IRD, Ms Guo agreed to pay the PAYE but only if Ms Tian reimbursed South Pacific. "Effectively, Ms Tian was paying South Pacific to keep employing her," Ms Fitzgibbon said.

Immigration Minister Seeks New Power To Ban Visitors From Canada

Immigration Minister Jason Kenney Jason Kenney is seeking a new power to bar certain people from entering Canada, an authority critics say he already has. Kenney included the new authority in a piece of legislation expected to be studied by the Commons immigration committee this fall. It allows him to bar people for what are described as public policy considerations, a term that isnt defined in the bill. Critics say current immigration laws already allow border officials to refuse visitors admission to Canada for involvement in human rights violations, in criminal activity, security, health or financial reasons. At issue is the inconsistency with which the current law is applied, they say. In 2009, Kenney banned British MP George Galloway, allegedly for supporting Hamas, which is designated as a terrorist group here a decision later reversed by the Federal Court of Canada. Just last week, American pastor Terry Jones, the controversial cleric who threatened to burn the Quran, was turned back at the Windsor-Detroit border. They already have ample power to refuse people of admission, said veteran immigration lawyer Raoul Boulakia, adding that the proposed changes would give the minister unprecedented power to do what he pleases. Kenney promised hell put a set of criteria before the parliamentary committee and ask MPs how best to apply the new power. The idea of this power of negative discretion in Bill C-43 would be to give us an extraordinary power in very exceptional cases to deny admission essentially when we believe a foreign national may come to Canada (and) promote hatred which could frustration. He cited a case last year when Quebec urged him to bar two Islamic speakers known for homophobic and sexist remarks. He said there was nothing he could do at the time. But he said hes also aware such a power could be taken too far and thats why he wants to discuss it with his own party and the opposition. I dont want anymore than they do the current or future government abusing this kind of power to exclude from Canada those whose views may be contentious or politically incorrect, he said. The new authority is included in a sweeping piece of legislation introduced by the Conservatives just before the summer recess. It seeks to make it easier to both eject foreign nationals convicted of crimes in Canada and bar those convicted of crimes abroad from coming in. Kenney said ensuring the security of Canadas immigration system was part of his discussions in London this week. But he also talked politics with Britains current Conservative government. He said they asked to meet him to discuss the Canadian Conservative partys success in reaching ethnic voters. I was happy to share our experiences and our ideas, Kenney said.

lead to violence, Kenney told reporters on a conference call from London, where he was attending a border security conference. And thats really the sort of criteria were looking at. Were not looking at some broad generalized power to prevent the admission of people to Canada whose political opinions we disagree with. Kenny said hes aware such a power could be taken too far, and thats why he wants to discuss it with his own party and the opposition. I dont want any more than they do the current or future government abusing this kind of power to exclude from Canada those whose views may be contentious or politically incorrect, he said. While clear criteria can help alleviate the abuse of power by the government in banning foreign visitors for political reasons, Boulakia said, If you dont want arbitrary power, you dont create it. Kenney said Canada is among the few countries without such a power vested in the minister, and its led to

A homeless Calgary woman never thought for a moment about keeping $10,000 in cash she found last Thursday by the roadside, a YWCA spokesperson said Monday. She has said many times that it never occurred to her to do that, she had never given it a second thought, Carla Link told the media. The woman, who wants to remain anonymous, lives in a downtown YWCA transition shelter along with 74 other women. For the most part the women who live here are no different that the rest of us, theyre just a little down on their luck right now. They are decent, good people that bad things happen to them, Link said. Now total strangers are offering the Good Samaritan money for her good deed, as does the Edmonton couple to whom the money belonged. The unidentified woman was walking on a street not far from the downtown Calgary shelter when she saw a purse leaning up against a car that suddenly

drove off. She was just walking back from the corner store and saw it. The car drove away and she tried to flag them down, but they didnt notice her, Link said. The woman was shocked to see that the purse contained $10,000 in hundred dollar bills. The police were called and the money found its way back to its rightful owners. The women said she had not seen that much money in her life. I was pretty shocked I had never seen that much cash before in my life. I didnt know how much it was but it was a big pile of 100s, she said. The woman said she could have used the money to get back on her feet but (keeping it) didnt cross my mind at all, not when it was that large of an amount. Since the story was picked up by the Calgary media, the YWCA has been receiving calls from people wanting to give the woman money. We are trying to figure out a way to facilitate that without providing her identity, Link said.

An Air Canada passenger flight bound for Sydney has helped locate a yacht in distress in waters between Australia and New Zealand, authorities say. Flight AC033 was diverted by the Australian Maritime Safety Authority (AMSA) after it spotted an emergency beacon activated in the Tasman Sea. Pilots descended to 1,800m (5,905ft) altitude and used a passenger's binoculars to find the vessel. The boat and its lone sailor was found about 500km (310 miles) east of Sydney. The yachtsman reportedly left the Sydney area about two weeks earlier and had been drifting for about one week after losing his mast and running low on fuel. Remote location The emergency beacon was spotted at about 08:15 local time on Tuesday (21:15 GMT on Monday), AMSA said. The Air Canada flight from Vancouver, with 270 passengers and 18 crew aboard, was diverted about 12 hours into the flight. It flew an additional 400km as a result of the diversion. The plane landed in Sydney some evaluation of disposable income. Before the changes, the agency estimated that the total debt to income ratio was 152 per cent in the second quarter. Average home equity estimated at 69% Its new estimate of national net worth increased by 1.2 per cent to $6.8 trillion, up from $6.7 trillion in the first quarter. StatsCan also increased its estimate of asset values, estimating that homeowners on average now hold 69 per cent of the equity in their homes, compared with 64 per cent before the revisions. Canadians have more assets than previously thought, with per capita net worth rising $7,900 to $190,200 due mostly to an improved calculation of holdings in unlisted company shares. The changes in the historical data suggest that the increase in household indebtedness since 2004 has been sharper than previously thought, with credit growing an average of one

90 minutes behind schedule, an Air Canada spokesman told the Mail newspaper. "We're really pleased we could help," spokesman Peter Fitzpatrick said, adding that weather conditions - and not the diversion - had been the main cause of delay. Later, an Air New Zealand Airbus 320 en route to Sydney from Auckland was also diverted before an Australian rescue plane arrived and dropped a life raft and satellite phone down to the stranded seaman. A merchant vessel was also asked to shield the boat from strong winds until a police vessel could reach the sailor. An AMSA spokesman told the Australian Broadcasting Corporation that the help of the passenger jets had been needed because of the remote location of the yacht. "The location of the beacon was within a flight path, so we needed to assess the situation and the Boeing 777 was the closest asset available to us," Jo Meehan said. The sailor is believed to be safe and healthy, authorities said. percentage point higher per year than was originally reported. The biggest share of that increase was accounted for by mortgages. The revision of historical data on national net worth was based on five major changes on how to measure the value of non-financial assets of such things as research and development activities and home values. StatsCan also stripped out non-profit institutions from the household category, getting a more accurate reading on the state of family finances. New data released Monday by the Canadian Real Estate Association showed sales of existing homes fell 15.1 per cent in September from a year ago, although last month's numbers were slightly higher than in August. Bank of Montreal economist Doug Porter said he believes the trend points to a soft landing for housing, not a crash.

Civilization Ends, History Begins At Canadas Biggest Museum

Prime Minister Stephen Harpers government has ushered in the end of civilization at least when it comes to the name of Canadas largest museum. The old Museum of Civilization, which sits directly across the river from Parliament Hill, has been renamed as the Canadian Museum of History. And with the new name, the museum also gets a $25-million cash injection and a sharper focus in its job to take Canadians on a narrative tour of the countrys past. Heritage Minister James Moore is rejecting accusations that his government is using this name change to try to rewrite Canadas history or shine a light only on military and royal symbols held dear by the Conservatives. By the time we celebrate Canadas 150th birthday (in 2017,) Canadians will have a new museum that highlights the national achievements and accomplishments that have shaped our great country, Moore told a news conference Tuesday, attended by some of Canadas leading historians. This is not about a left-wing issue or a right-wing issue. This is the right thing to do, to build an institution that will span all of Canada. Moore said. The Museum of Civilization, a nearly 5,000-square-foot edifice opened in 1990, has tended to lean more to anthropology than to history in its exhibits, with an emphasis on aboriginal and international culture. Historians and cultural critics have long complained there was no place in the nations capital paying tribute to the big events, ideas and people that shaped Canada. There are museums to honour war, nature, science and technology and even currency, but no venue that presents the countrys whole story, from Confederation to modern times. Just this summer, Ottawa Mayor Jim Watson was talking up the need for a Canadian Smithsonian, similar to the massive U.S. institution in Washington, which celebrates the American past. Moores announcement, backed by the Historica-Dominion Institute and the civilization museums board, could be seen as a reply to all those demands. In fact, the new mission for the museum is based on a 10-year-old idea that arose during a previous Liberal government. Former prime minister Jean Chretien laid the groundwork for a Canadian History Centre as he was leaving office in 2003, appointing an advisory council to get the institution up and running in Ottawas historic old train station, now the Government Conference Centre across from the Chateau Laurier hotel. But those plans were scrapped soon after Paul Martin took over as prime minister. Harpers government appears now to have revived the history-centre plan on a more modest scale. Rather than set up a whole new cultural institution something Conservatives have been loath to do (they also cancelled a planned portrait museum) it is repurposing one of the existing buildings to be more history-friendly. Charlotte Gray, the well-known historical author, had been in charge of the council to set up the history centre under Chrtien. On Tuesday, she was also there to lend her support to the newly renamed museum. New Democrat and Liberal critics are saying, however, that the museums renaming is part of a larger, very deliberate effort by the Harper government to put a Conservative stamp on every symbol of the country. Since Harper came to power, lavish attention and money have been splashed on everything to do with the monarchy and the military in particular. NDP heritage critic Andrew Cash said the Conservatives are throwing money at the museum while they cutting federal library and archive budgets robbing Peter to pay Paul and paying more attention to displays of history than the preservation of it. Cash also pointed out that Moore has not been reticent about his displeasure over cultural exhibits in Ottawa, such as last years sex education exhibit at the science museum. He said it is hard to believe that the minister wouldnt actively try to shape this museum according to Conservatives likes and dislikes. Moore, for his part, said on Tuesday he was merely expressing his opinion about those shows, not attempting to shut them down.

Canadian Border Guard Shot At Peace Arch Border Crossing

Driver of van with Washington plates shot officer, then killed himself
A Canadian border services officer was shot and seriously wounded by a gunman who then fatally turned his weapon on himself at the Peace Arch crossing south of Vancouver, police say. Const. Bert Paquet said at an RCMP news conference that the female border officer was breathing and conscious when airlifted to hospital. The RCMP said late Tuesday that her condition was "stable," but did not provide details. The reports say the female CBSA officer was shot in the neck by a suspect who then took his own life. Paquet told reporters that a man travelling alone in a white van with Washington licence plates pulled up to a kiosk and shot the border guard. Video surveillance is being reviewed and witnesses are being interviewed, Paquet said. LeAnn Dombrosky told the reporter that she was at the border crossing when the shooting occurred. "I was the third car in the Nexus lane as this incident occurred at 1:51 p.m.," Dombrosky said in an email. "There was a gunshot and sounds of a woman screaming which drew the attention of all the other guards. Then after about 10 seconds, the guards were yelling to a man in a white van in the far left lane (closest to the building) to put his hands up another shot or two were fired in which the driver of the white van took his life with a bullet in his head." The B.C. Ambulance Service confirmed it had sent two ground vehicles and a medevac helicopter to the Peace Arch crossing.

Northbound traffic from the U.S. at the Peace Arch has been halted since the incident occurred at about 2 p.m. PT. Vic Toews, minister of public safety, said in a statement he was deeply concerned about news of the shooting. "My thoughts and prayers go out to the family and colleagues of this border service officer," the statement said without providing the condition of the guard who was shot. "This event is a sobering reminder of the dangerous conditions faced daily

by the men and women of our law enforcement agencies as they work to protect the safety and security of Canadians. Lisa Moeller, public affairs for the police department in Blaine, Wash., said members were helping the Washington State Patrol in closing Interstate 5 at exit 275 and diverting traffic to the nearby truck crossing. A provincial travellers' report says Highway 99 was closed in both directions two kilometers north of the

Washington border. The Peace Arch, officially called the Douglas crossing, about 40 kilometers south of Vancouver, is the third-busiest border point between Canada and the U.S. An average of 3,500 cars pass through the crossing on a slow day, and during peak periods about 4,800 vehicles will move through the border. During those peak periods, border delays can reach four hours on either side of the border.

How To Carve A Pumpkin

Jolly jack-o'-lanterns are a traditional welcome for trick-or-treaters. Just remember that carving a pumpkin takes more patience than skill. Instructions Step 1 - Select a fresh pumpkin in a shape that pleases you. Some folks prefer their pumpkins low and round, while others like them tall and ovalshaped. Step 2 - Draw a circle or hexagon on top of the pumpkin in preparation for making an opening large enough for your hand to reach through. Step 3 - Draw a pattern for the face on the clean pumpkin with a felt-tip pen, or scribe the lines into the skin using a pencil. Be sure to make the eyes, nose and mouth large enough; you'll have a hard time cutting out tiny features when you're using a big knife blade to saw through tough skin. Step 4 - Remove the stem end, which will act as a cap, making sure you scrape off any seeds or pulp. Step 5 - Use a large spoon to scoop out the seeds and pulp from inside the pumpkin. Step 6 - Place a tea light candle inside the pumpkin to create an eerie glow. Step 7 - Follow your pattern as you cut all the way through the pumpkin. Step 8 - Push the cut-out features gently from the inside of the pumpkin and discard the pieces. Step 9 Light the tea light candle.

Make every day World Heart Day and honour your cardiovascular health by following these five simple strategies for a healthier heart Have oatmeal for breakfast

5 Ways To Love Your Heart Eating Fish Can Prevent Heart Disease Everyday
activity per day. But your body benefits just as much by doing it in 10-minute installments, so small changes like parking two blocks from the office will make a huge difference. Keep this in mind if a regular exercise program seems too dauntingfor instance, 10 minutes of taking the stairs instead of the elevator, a brisk 10-minute walk in the morning and another in the evening adds up to your daily minimum. Eat a piece of dark chocolate Lives of thousands of people suffering from heart disease could be saved every year if people ate more fish, a study by a British university has found. The Omega-3 fish oils are far more powerful than previously thought at warding off heart disease. Eating just two or three portions of fish like sardines, salmon or mackerel every week or taking an oil supplement will do the job, the study said. Earlier studies also showed that fish oils can dramatically cut the risk of death by slashing blood fat, and thereby reducing the chance of a blood clot. The latest study found that fish oils have a direct impact on muscle cells that control the elasticity of blood vessels.

Oatmeal is packed with healthy nutrients including beta-glucan, a soluble fibre that keeps bad cholesterol at bay. Choose old-fashioned or steelcut oatmeal over instant varieties for the biggest benefit. For a breakfast that packs a heart-boosting punch, combine your oats with ground flaxseed and antioxidant-loaded berries. Stop smoking Believe it or not, several small studies suggest dark chocolate could be good for your heart! The beneficial effects are likely due to chemicals in chocolate called flavonoids, which help arteries stay flexible. Other properties of the sweet stuff seem to make arteries less likely to clot and prevent the "bad" cholesterol, LDL, from oxidizing, making it less likely to form plaque. Dark chocolate is also rich in magnesium and fibre. But steer clear of milk chocolate, which is high in butterfat and thus tends to raise cholesterol. Go to bed an hour earlier tonight

People who have suffered a heart attack are encouraged to eat more fish or take a fish oil capsule. The researchers introduced small amounts of fish oils to meals containing saturated fat eaten by both men and women, and found that muscle elasticity was improved four-fold in women and two-fold in men. The fish oils were so effective on women that they matched the benefits of L-arginine, an amino acid supplement taken for heart health. While our study found fish oils to be particularly beneficial for women they are also effective for men. Adding oily fish to your diet can help increase the elasticity of our blood vessels which is key to lowering blood pressure.

Men Stress About Work While Women Worry About Life

While personal matters like family problems and living situations might cause the most stress for women, on-the-job issues cause men the maximum anxiety, a new study has found. Quit this habit and your heart will thank you. Smoking dramatically raises your risk of death from cardiovascular disease. But just a year after you stop, your chances of a smoking-related heart attack will be reduced by half. After 15 years, your likelihood of dying from a heart attack will be the same as someone who never smoked. Breaking an addiction is never a cinch. A Harvard study of 70,000 women found that those who got less than seven hours of sleep had a slightly higher risk of heart disease. Researchers suspect lack of sleep increases stress hormones, raises blood pressure, and affects blood sugar levels. Keep your overall sleeping time to no more than nine hours, however. The same study found women sleeping nine or more hours had a slightly increased risk of heart disease.

A protein deficiency may cause the early onset of dementia, researchers have found. They say the results lay the foundation for therapies that one day may benefit those who suffer from the illness that wreak havoc on the brain, as reported Tuesday. Using animal models, they found a protein deficiency may be linked to front temporal dementia -- a form of early-onset dementia that is similar to Alzheimers disease. FTD is a fatal disease that destroys cells, or neurons, that comprise the frontal and temporal lobes of the brain. Early symptoms of FTD include personality changes, such as increased

erratic or compulsive behaviour. Sufferers later experience difficulties speaking and reading, and often suffer from long-term memory loss. The study, led by Robert Farese, a professor at the University of California, San Francisco, offers new hope in the fight against this and other related conditions. Farese and his team showed how a protein called progranulin prevents a class of cells called microglia from becoming "hyperactive". FTD is usually diagnosed between the ages of 40 and 65, with death occurring within two to 10 years after diagnosis. No drugs exist to slow, halt or reverse its progression.

Smoking is not only a high risk factor for a wide range of diseases but can also bring on age-related cataract, a leading cause of blindness and vision loss worldwide, says a new finding. Although cataracts can be removed surgically to restore sight, many people remain blind from cataracts due to inadequate surgical services and high surgery expenses. Identifying modifiable risk factors for cataracts may help establish preventive measures and reduce the financial as well as clinical burden caused by the disease. The team performed the analysis using 12 cohorts and eight case-control studies from Africa, Asia, Australia, Europe and North America to compare the prevalence of age-related cataract in individuals who smoked cigarettes to those who have never smoked. Cohort is a group of subjects who

Smoking May Lead To AgeRelated Cataract

have shared a particular event together during a particular time span. Further subgroup analyses were performed based on the subjects' status as a past or current smoker and the three subtypes of age-related cataract. The results showed that every individual who ever smoked cigarettes was linked with higher risk of agerelated cataract, with a higher risk of incidence in current smokers. In the subgroup analysis, former and current smokers showed a positive association with two of the subtypes: nuclear cataract, when the clouding is in the central nucleus of the eye, and sub scapular cataract, when the clouding is in the rear of the lens capsule. The analysis found no association between smoking and cortical cataract, in which the cloudiness affects the cortex of the lens.

Researchers from Harvard School of Public Health have found that greater consumption of sugar-sweetened beverages (SSBs) is linked with a greater genetic susceptibility to high body mass index (BMI) and increased risk of obesity. The study reinforces the view that environmental and genetic factors may act together to shape obesity risk. Our study for the first time provides reproducible evidence from three prospective cohorts to show genetic and dietary factorssugar-sweetened beveragesmay mutually influence their effects on body weight and obesity risk, said Lu Qi, assistant professor in the Department of Nutrition at HSPH, assistant professor of medicine at Brigham and Womens Hospital (BWH), and senior author of the study. "The findings may motivate further research on interactions between genomic variation and environmental factors regarding human health, said Lu Qi. In the past three decades, consumption of SSBs has increased dramatically worldwide. Although widespread evidence supports a link between SSBs, obesity and chronic diseases such as diabetes, there has been little research on whether environmental factors, such as drinking sugary beverages, influence genetic predisposition to obesity. The research was based on data from three large cohorts, 121,700 women in the BWH-based Nurses Health Study, 51,529 men in the Health Professionals Follow-up Study and 25,000 in the Womens Genome Health Study. All of the participants had completed food-frequency questionnaires detailing their food and drink consumption over time. The researchers analyzed data from 6,934 women from NHS, 4,423 men from HPFS, and 21,740 women from WGHS who were of European ancestry and for whom genotype data based on genome-wide association studies were available. Participants were divided into four groups according to how many sugary drinks they consumed: less than one serving of SSB per month, between 1-4 servings per month, between 2-6 servings per week, and one or more servings per day. To represent the overall genetic predisposition, a genetic predisposition score was calculated on the basis of the 32 single-nucleotide polymorphisms known to be associated with BMI (weight in kilograms divided by the square of the height in meters). The results showed that the genetic effects on BMI and obesity risk among those who drank one or more SSBs per day were about twice as large as those who consumed less than one serving per month. The findings suggest that regular consumption of sugary beverages may amplify the genetic risk of obesity. In addition, individuals with greater genetic predisposition to obesity appear to be more susceptible to harmful effects of SSBs on BMI. SSBs are one of the driving forces behind the obesity epidemic, said Frank Hu, professor of nutrition and epidemiology at HSPH and a co-author of this study. The implication of our study is that the genetic effects of obesity can be offset by healthier food and beverage choices.

Sugary Beverages Increase Genetic Risk Of Obesity

Women who drink four to six cups of coffee a day are less likely to suffer from womb cancer, while men who drink the same amount are less likely to suffer from prostate cancer, says a study by Harvard University. The researchers studied 117,000 volunteers -- 67,000 women and 50,000 men over a 20-year period. The effects were seen regardless of whether the people drank regular or decaffeinated coffee. This suggested the effects are not linked to caffeine. Though many people limit the amount of coffee they consume as it can cause a rise in blood pressure, other studies suggest the drink may also offer health benefits, the daily said. Regular coffee drinkers also appeared to have a lower risk of Type-2 diabetes, gallstones, colon cancer and even Parkinson's disease. In the latest research, the Harvard team found that women who drank four or

Six Coffee Cups A Day Cuts Womb, Prostate Cancer Risk

more cups a day reduced their risk of endometrial cancer by 25 percent compared to those who drank less than one cup a day. A similar effect was found for decaffeinated coffee, but tea consumption had no impact. The experts also looked at coffee intake among 50,000 men. Those who drank six or more cups had an 18 percent lower risk of suffering from prostate cancer and a 60 percent lower risk of developing its most deadly form. One theory said coffee may have a beneficial effect on insulin levels. The drink can improve glucose processing and has anti-inflammatory and antioxidant effects, all of which play roles in cancer progression. The researchers, however, warned against adding sugar and cream to each cup because the extra calories could offset benefits gained from the coffee.

Good Night's Sleep Key To Beat Tough Problems

A good night's sleep may be beneficial for a person who is facing difficulty dealing with tough questions, a new research has suggested. Experts at Lancaster University have said that if people are struggling for an answer, the best thing is to go to bed and get a decent amount of rest. The study tested whether sleep or time spent awake worked best in finding answers to a range of tasks. Participants attempted easy and difficult verbal problems and, after 12 or 24 hours including sleep, or 12 hours awake, returned to the questions that were unsolved as well as some new problems. The study found that the sleeping group solved more previously unsolved difficult problems than the group that had stayed awake.

The Actor Has Sent An Application To The Trademark Registry In India

Shah Rukh Khan is a huge brand by himself and naturally he wouldnt want anyone to misuse his name. A leading tabloid reports that the actor has recently applied for a trademark on his name SRK at the Delhi office of the Trademark Registry. However, he has not received a final confirmation on it yet. According to the rules, once his trademark SRK is published in the Indian Trademark Journal, anybody who has an objection can file a notice within three months. A source says that SRK has taken this decision after a lot of thought. Since he has become bigger with each project, career wise, it made sense to safeguard his brand. Interestingly, the application submitted by the actor to the Trademark

Registry bars several industries from using his name. For example, tobacco products, alcoholic beverages, water and even other non-alcoholic drinks can't use the actor's name. The same goes for fresh fruits, vegetables, salt, mustard so on and so forth! Earlier, Sachin Tendulkar had applied for permission to trademark his name and filmmaker Vidhu Vinod Chopra had needed his permission to use his name in the film Ferrari Ki Sawaari. In the West, getting a trademark on one's name isn't uncommon. In fact, Roger Federer, Michael Jordon and Jennifer Lopez are among some of the names that have been trademarked in the past.

At The Movies
Hellbound (G) * * *
Some folks say money is at the root of all evil. Others claim religion is the cause of much of the turmil now engulfing the world. Vancouver filmmaker Kevin Miller delivers a pretty intriguing movie in the form of Hellbound. Not to be confused with a horror flick this slick documentary is quite intriguing in how it focusses on some pretty big questions involving God and religion. Through some very smart interviews Miller, who also wrote this 84 minute eye-opener, will likely push more than a handful of people's buttons as he opens up the debate on Heaven and Hell. Worth seeing at the International Village Theatre in Vancouver and Colossus in Langley Hellbound shows the diverse range of opinions on what happens to evil people when they are no longer living. Some of the camera friendly subjects believe God is all forgiving and that even monsters like

Hitler and Osama Bin Ladin deserve a chance for redemption. Others don't buy into that line of logic or reasoning. Both noted Evangelicals and other leaders in the Christian community are front and centre in this vivid analysis of the raging debate in some religious quarters concerning God's wishes and desires when it comes to life after death. Vintage film footage of some pretty heinous murderers occupies screen time with politics today in this sombre look at differing views on an important subject to some. Each of the interview subjects is quite articulate and Hellbound also hones in on a few vile Anti American crusaders who truly rail againt the American way. Bound to offend some, Hellbound still is an impressive no holds bar look at a philosphical and theological debate that will have you interested throughout its course.

Geography New Zealand music has been influenced by blues, jazz, country, rock and roll and hip hop, with many of these genres given a unique New Zealand interpretation. Mori developed traditional chants and songs from their ancient South-East Asian origins, and after centuries of isolation created a unique "monotonous" and "doleful" sound. Flutes and trumpets were used as musical instruments or as signaling devices during war or special occasions. Early settlers brought over their ethnic music, with brass bands and choral music being popular, and musicians began touring New Zealand in the 1860s. Pipe bands became widespread during the early 20th century. The New Zealand recording industry began to develop from 1940 onwards and many New Zealand musicians have obtained success in Britain and the USA. Some artists release Mori language songs and the Mori tradition-based art of kapa haka (song and dance) has made a resurgence. The New Zealand Music Awards are held annually by the Recording Industry Association of New Zealand (RIANZ); the awards were first held in 1965 by Reckitt & Colman as the Loxene Golden Disc Awards. The RIANZ also publishes the country's official weekly record charts. Radio first arrived in New Zealand in 1922 and television in 1960. The number of New Zealand films significantly increased during the 1970s. In 1978 the New Zealand Film Commission started assisting local filmmakers and many films attained a world audience, some receiving international acknowledgement. Deregulation in the 1980s saw a sudden increase in the numbers of radio and television stations. New Zealand television primarily broadcasts American and British programming, along with a large number of Australian and local shows. The country's diverse scenery and compact size, plus government incentives, have encouraged some producers to film big budget movies in New Zealand. The New Zealand media industry is dominated by a small number of companies, most of which are foreign-owned, although the state retains ownership of some television and radio stations. Between 2003 and 2008, Reporters Without Borders consistently ranked New Zealand's press freedom in the top twenty. As of 2011, New Zealand was ranked 13th worldwide in press freedom by Freedom House, with the 2nd freest media in the Asia-Pacific region after

Most of the major sporting codes played in New Zealand have English origins. Golf, netball, tennis and cricket are the four top participatory sports, soccer is the most popular among young people and rugby union attracts the most spectators. Victorious rugby tours to Australia and the United Kingdom in the late 1880s and the early 1900s played an early role in instilling a national identity, although the sport's influence has since declined. Horse racing was also a popular spectator sport and became part of the "Rugby, Racing and Beer" culture during the 1960s. Mori participation in European sports was particularly evident in rugby and the country's team performs a haka (traditional Mori challenge) before international matches. New Zealand has competitive international teams in rugby union, netball, cricket, rugby league, and softball and has traditionally done well in triathlons, rowing, yachting and cycling. The country has performed well on a medals-to-population ratio at Olympic Games and Commonwealth Games. New Zealand's national rugby union team is often regarded as the best in the world, and is the reigning World Cup holders. New Zealand is also the reigning rugby league world champions. New Zealand is known for its extreme sports, and strong mountaineering tradition. Other outdoor pursuits such as cycling, fishing, swimming, running, tramping, canoeing, hunting, snow sports and surfing are also popular. The Polynesian sport of waka ama racing has increased in popularity and is now an international sport involving teams from all over the Pacific.

If you're okay with a vehicle that isn't all that visually exciting, or inspiring behind the wheel, but you need a roomy, safe, and full-featured model with space for up to seven, you can do it with the 2013 Toyota Highlander-and if you're going to go for one of the simpler models, for only around $30k. Simply put, you get a lot of family goodness for the money with the Highlander. While Toyota has honed in on interior practicality with the Highlander, it's missing distinctiveness on the outside. The current version of the Highlander, with us now since 2008, has looked a bit derivative--or at the very least, drawing a little too literally in equal parts from Toyota's car and truck sides and ending up with an appliance that lacks any real flair of its own. That said, there's a certain honest, straightforward charm about the Highlander--if you can get past its lack of flair. There's little doubt the Highlander is unexciting on the outside; and for the most part the same rings true inside. The Highlander's well-built, well-equipped cabin puts all the controls where they need to be, without all that much heed to fashion. Highlander Hybrid models are distinguished from the gas-only Highlanders, only if you look close enough. Mostly, it's differently shaped fog lamps, some blue plastic and chrome trim that draw the visual line between the versions. There are essentially three powertrains available on the Highlander. Its base four-cylinder produces 187 horsepower, and it does just fine with front-wheel drive and a six-speed automatic. While it can deal alright with heavier loads, too, fuel economy isn't stellar. The same is true of the much more lusty 270-horsepower, 3.5-liter V-6 Highlander--though the five-speed automatic seems to take some wind out of it. EPA ratings are all mid-pack for all Highlanders save for the Hybrid model. The Hybrid now has a 3.5-liter V-6 and makes 280 hp altogether, and it's the way to go for those who want something very big, yet green: fuel economy bumps up to 28/28 mpg. All of the Highlander models tend to lull you into simply setting the cruise control and conversing with

passengers; it's very softly sprung, and the electric power steering tends to be lighttoo much so, we've observed, on the highway. The optional four-wheeldrive system does give it a chance at slogging through a muddy driveway, deep snow, or rutted trails; Highlander Hybrid models get a different AWD system that uses electric motor power exclusively at the rear wheels. The 2013 Toyota Highlander and Highlander Hybrid excel at peopletoting--although they're neither quite as spacious nor quite as refined inside as some other three-row models like the Ford Flex or Chevrolet Traverse. A wide range of people--from busy moms to geriatric empty-nesters--are going to appreciate the Highlander's ride height, and the height of its seats. In front or in the second row, they're easy to climb into (or easy to lift a child into), and their wide, soft, and flat contours make getting in easy, even if they don't give you much side support in the corners (you're not going to racing around them anyhow). There's a swell amount of interior storage, and both the second and third rows fold forward flat. A cargo cover is included in all versions from the new Highlander Plus trim on up, and with the seats flipped forward there's up to 95.4 cubic feet of total capacity (or 94.1 in the Highlander Hybrid). For 2013, Toyota has added a new Highlander Plus trim, between the Base and SE versions, while the Limited trim remains at the top of the lineup. Even base versions include a new display audio system with a USB port, Bluetooth audio streaming, and Bluetooth hands-free calling connectivity. Extra equipment on the Plus includes a multi-information display with trip computer; secondrow reading lamps; a rear backup camera; black roof rails; a cargo cover; a lumbar adjustment for the driver's seat, and one-touch second-row seat folding. Spend up to the Highlander Limited, and the convenience scale tips with leather-trimmed power seats, navigation, 19-inch wheels, three-zone automatic climate control, dual power front seats, and the Center Stow Seat, as well as woodgrain trim. Major options include a JBL premium audio system and a rear-seat entertainment system.

Autumn Hair Care Tips

Throughout the summer, the hair is subjected to the intense heat of the sun. Since hair varies in texture, style, and length, the health tips for hair also vary. Here are some helpful hair care tips for Autumn. Some health tips for straight hair are: Trim Regularly Straight hair and especially long tresses have to deal with split ends more frequently. To avoid the damage at the ends, trim regularly. Find a good stylist who understands your hair type and keep a nicely trimmed cut. Regular hair trims are good for the health of your hair. Apply essential oil and egg to your hair before washing. Your hair and scalp needs plenty of oil and protein. This strengthens the hair follicles from the root. Oil can also have a cooling effect on your scalp. Heat trapped within the hair can cause the hair to get dry. Dryness can cause more damage to the hair. Raw egg can also be applied. This gives protein boost to the hair. Be sure you rinse well! Handle your hair carefully Straight wet hair should not be combed directly. This could cause you to pull out your hair from its roots. Curls need special attention. The tips are: Moisturize - Curly hair generally dries faster. Shampooing induces drying. Curly hair should be shampooed less often so as to allow natural oils to accumulate and keep the hair moist. Condition - Breaking off occurs due to weak shafts of the hair. This is especially true for curly hair. Applying conditioner regularly is advised to maintain the health of curly locks. Provide Proteins - A structural protein deficiency can cause holes in the hair follicles. Protein supplements and protein-rich food must be consumed to make the hair grow stronger internally. Detangle with care - Try dampening your hair before your shower. This helps oil to seep into the pores and give strength to the scalp. Combing should be done properly from ends to roots. Proper combing can help you avoid breakage.

Best Things To Do For Your Body

What are the most important things a woman can do to stay healthy? 1. Can you hear me now? Plug your ears before you blow out your eardrums Rocking out at home is one thing, but concerts, lawn mowers, or fireworks can damage your hearing permanently. Properly fitting earplugs can provide a marked reduction in the amount of sound energy you're exposed to. Cranking up the volume to 11 on your headphones can cause damage too, so listen at a reasonable decibel level. 2. Discover a workout you dig You know, the one you look forward to not because you can time it with with actual fun. Women who exercise because it makes them feel happier or more energized are more likely to keep it up than women who work out just to look better. 3. Don't apply mascara in the car One of the most common eye injuries: corneal abrasions caused by mascara wands. Youch! 4.You snooze, you win! Studies show that power naps can help you kill stress and recharge; just don't doze for more than a half hour. After 30 minutes, your body enters the deep stages of sleep, and studies show that if you wake up right before deep sleep, you'll feel more refreshed. 5. Score now, reap later: Sunglasses Swap your H&M aviators for grownup shades that block UVA and UVB rays, both of which up your risk of eye damage, including cataracts. 6. STOP...drinking your calories. Between 1995 and 2002, the number of calories swigged each day more than doubledand those from sugary quenchers like soda, fruit drinks, and alcohol quadrupled. . 7. STOP...asking your doc for an antibiotic every time you sniffle. Overusing antibiotics can lead to drugresistant bacteria, which the Centers for Disease Control and Prevention call one of the world's biggest health challenges. The drugs also kill your body's good bacteria (like those that protect against yeasty beasties) along with the bad. 8. Score now, reap later: cast iron skillet Get this: The metal seeps out of the pan and into your food, increasing its iron content many times over. 9. Step into better-fitting sneaks The right shoe and fit can help correct for anatomical flaws like flat arches or overpronation and fend off overuse injuries. You'll get the best service from a store that specializes in running. 10. Don't Leave Home Without: Health insurance card Get insured now, before a problem shows up that will be considered preexisting if you shop for coverage later. 11. Don't Leave Home Without: Personal medical record After tumbling head-first over your niece's Big Wheel, the list of prescription drugs you're taking won't exactly roll off your tongue especially if you're, um, unconscious. Line your wallet with a list of your meds (including supplements), allergies or drug sensitivities, the name and number of your primary-care doctor, conditions you're being treated for, and a brief family history of major medical problems. 12. Don't just think you can do it now you can! You'll increase your self-esteem if your "can do" attitude is based on real skills. Learn how to unclog the toilet, file your taxes, or hang those Ikea shelves. 13. STOPstepping out in four-inch stilettos. Stripper heels strain the joints from your toes all the way up to your lower back and can lead to nasty deformities like bunions and hammertoes. Stick with a height of two inches or less. 14. Score now, reap later: A sports helmet Whether you board or bike, look for a melon protector that conforms to the standards. A good helmet will fit snugly (no wobbling when you push it side to side) and sit level on your head (not tilted back) with the front edge no more than an inch above your eyebrows. 15. Dont Be a Dummy, Buckle Up Motor vehicle accidents are the leading cause of death in people ages 2 through 34. Seat belts save lives. 16. STOPwith the fad, cleansing, and detox diets. Beyond wreaking havoc on your metabolism, they make your hair do really bad things. That's because your mane is one of the body's fastest-growing tissues, but since it's also nonessential (unlike, say, brain cells), your locks are the first to go if your body lacks nutrients. And once your body is done shedding its more expendable parts, it's not long before the rest of you is in deep doo, too. 17. Honey, You Need a Better Bra Straps that are too thin or too tight can put pressure on the trapezius muscle (which spans your shoulders, neck, and upper back), causing pain in your upper body and even tension headaches. Quit squeezing your girls into an ill-fitting Maidenform today and save on Advil tomorrow. 18. STOPsporting talons instead of nails. The No. 1 place germs live on your body is beneath your fingernails. If you can't trim the habit, dig your claws into a bar of semi-soft soap twice a day. 19. Stick junior in a babybjorn When you use your hip as a baby hanger, structures in your back are compressed and joints, muscles, and discs become strained. Instead, distribute the little tyke's weight evenly across your spine by holding him in front, close to your bodyor try strapping him into a sling.

Breast cancer can be a traumatic experience for a woman both at a physical and emotional level. Recent reports and studies suggest that Indian women are still shy and feel conscious about talking to a doc, leave alone getting a check-up done occasionally. For those of you who are not aware, October is recognised as Breast Cancer Awareness Month. Read on to find out how you can create awareness about breast cancer and make a difference in your world. Know about breast cancer: Thank your lucky stars that you were born in an era when technology can do wonders to your life! No longer do you have to visit a doctor to learn about breast cancer; at the simple click of the mouse you can have access to ample information about breast cancer. Keep yourself updated about breast cancer awareness workshops in your city through this month, and make sure to attend one. Create awareness: Use your knowledge to educate someone. Though the media would have enough to say about breast cancer, try and create some awareness

Ways To Celebrate Breast Cancer Month

today. Gather all the women in your locality and talk to them. Breast cancer can affect girls as young as when they reach puberty! Therefore, education about the same has to start early. Talk to someone today. Participate in walks/ events: So you did the walk through your city, huh? Well, this month you can participate in breast cancer walks and awareness events. All major cities in the country organise interesting group activities such as participatory walks, programmes including charitable functions to create awareness as well as raise funds for various social outfits. Be involved and do your bit. Talk to a doctor: The real problem actually starts here. Indian women are often shy and feel conscious about consulting or even talking to a doctor. Recent studies suggest that most cases are incurable because they are diagnosed very late. Shed your inhibitions for good. Start with a sonography which is not uncomfortable like a mammogram. Make it a point to visit a doctor and get your breasts checked every 1 to 2 years and also start with self-examination today.

"On the same token, under Article 58 of

Fiji Football Association disciplinary code, Ba FA has been imposed with a fine of $5,000." Patel said disciplinary action will follow on some Ba players and officials for their actions. "We will look at the police report, referee's report and the severity of the incidents before laying disciplinary charges against players and officials of Ba. This will take some time as investigations are still underway but I can confirm that people responsible

will be taken to task because we cannot entertain such acts." "Ba FA also has to be responsible for the actions of its fans as under Article 61, the liberty of spectator conduct becomes the responsibility of the home district." "I hope this decision has brought relief to the Suva team, its players, officials and fans as well as the whole soccer fraternity as the right call has been made and I would like to congratulate Suva for winning the IDC."

He was not even born when Suva last lifted the Inter District Championship trophy in 1983, but defender Waisake Navunigasau still recalls the day when he first donned the white jumper and had a dream of hoisting the prestigious Lloyd Farebrother cup someday. And that someday happened to be last Sunday, October 14, 2012, a day which will go down in the history books of Suva Football Association as the district won the tournament after a lapse of 28 years. With so much controversy surrounding the awarding of the goal and the abandonment of the final, the Capital City came alive when they were officially declared the winners by Fiji Football Association. For Navunigasau, it is a dream come true to win the IDC and the header from which he scored will always be fresh in his mind. The reporter caught up with the 23-yearold Totoya native and heard some

interesting facts from him. "I made my debut for Suva in 2007 and it just feels great to score the winning goal in IDC final, five years on," he quipped. "I actually made my first appearance in the white jersey against Ba at Govind Park in the National League. We won that game 4-2 and I was playing striker with Joseph Nimariau who scored all the four goals in the match." Known to his family and friends as "Wise Junior", the lanky and friendly player says his first cousin and former Suva defender Tupou Tagiduadua encouraged him to join Suva in training while he was still in high school. "I was in Form 5 at MGM High School and was representing the school the Fiji U17 team back then when my cousin Tupou asked me to join Suva for training. I went for training and managed to impress the officials." Junior after moving to the main land from Totoya started his football career in class 3 at Nasinu Muslim Primary School before moving to MGM. "The biggest highlight in my football career was when I was chosen to represent Fiji in 2007 against New Caledonia in the U17 playoffs." "From there it has been no looking back for me as I have been playing competitive football at club and district level." "Former coach Intiaz Khan drafted me back in the Suva team after I missed out in the earlier seasons. He told me try and play in defence as my experience as a striker and my height complimented me. I took up the challenge and at first; I played at centre back and then moved to right back where I really clicked." "I played in the BOG final last year at right back and from there on I have stuck to my position and always try to give my best for Suva whenever I take the field." The Bureta sports club player says the IDC goal will not sink and his family will also cherish this special achievement of his. "I really feel proud every time I am

reminded of that goal because it makes me feel special. As a true player of Suva and a team player, I gave my best and thank my coach, players, family and the god almighty for giving me the strength, courage and motivation," he added. Navunigasau's idol is his fellow defender and veteran Inosi Cava who according to him is the best motivator on the field and someone every player in the Suva team looks up to for guidance and support. Suva and Navunigasau will celebrate their IDC triumph this Saturday.

WAISAKE Navunigasau remains adamant he had scored the goal that would have most likely ended Suva's 28-year wait for the Lloyd Farebrother Trophy. With some two minutes to go in the second spell of extra-time, Ba players, led by Osea Vakatalesau marched off the field in protest against the goal in the grand final of the Courts Interdistrict Championship at Govind Park. "I headed it and clearly saw it go in before Jone Ralulu pulled it back from behind the line," said the tall defender. Referee's assistant Kavitesh Behari signaled a goal and referee Andrew Achari pointed to the centre circle to give Suva a 1-0 lead. This drew an angry reaction from the Ba players as Ralulu had the ball in his hands. The Ba players then marched off the field. The Ba fans in the near 10,000 crowd joined the protest and the police called in more reinforcements.

Some six police vehicles, two motor bikes and a fire brigade truck were brought into the field of play to escort the match officials and Suva players out of the ground. It took over an hour to do that. The Fiji Football Association, acting on the referee's report, abandoned the match. "We have decided to abandon the match for security reasons," said Fiji FA president Rajesh Patel. "The Fiji FA board will now meet to give a decision." The match officials, Ba players and their top brass did not wish to comment. Ba FA boss Rishi Kumar said they would only comment after conducting their own meeting. Angry Ba fans hurled verbal abuse at Behari and threw plastic bottles at Suva reserve players. This is the moment captured in time ... the ball inside the Ba goal-mouth In the match proper, both teams were semi-finals, Ba beat Navua 2-1 in extrafairly even and the match ended two goals disallowed. scoreless at full-time. Ba though had Suva last won the IDC in 1983. In the time and Suva pipped Lautoka 1-0.

TWO late goals from Kaliova Tivulu and Andrew Naicker helped Tailevu Naitasiri (T/N) reclaim the premier division on Sunday. After a scoreless first half, the Tagi Vonolagi coached side came up with a determined approach and utilised their opportunities well despite losing their captain Shiva Naidu to a red card. Vonolagi praised his side for not buckling under the pressure and under the western heat. He said after a scoreless half-time, he gave his side a stern wake-up call. "I told them to make use of the full length and width of the field and our boys were allowing the opposition to kick long balls," the former national rep said. "The boys did work according to the message and they didn't let their guard

Ba Scoring Machine Sends Navua Packing

BA soccer team captain Osea Vakatalesau scored in extra time to save the hosts from becoming the next victims to the surprise package of the tournament Navua. The home side started the match on a high note with a goal to Malakai Tiwa from a corner. Navua equalised in the second half from a goal to veteran Seveci Rokotakala and kept the pressure on Ba. The match went into extra time and the scores remained the same till the end of the first spell of extra time. With five minutes left on the clock, Vakatalesau drove home the winner past goalkeeper Sheik Moshin to send the Ba fans into frenzy. After the match, he said he always wanted to score the winning goal and as he had done on so many occasions in the past and he did the same yesterday. "I am very proud to help my team reach the finals," said the 26-year-old. "After they had equalised, I just told my boys to help me score one more goal and they did," he said. Navua soccer team director Pravin Chand said he was proud of what the team had achieved in three days of preparation. "We had very little preparation time but I thank the players for their efforts in the tournament,"Chand said. "We were classed as a weak team before the tournament but we went through the pool unbeaten and then losing to giants Ba by one goal is an achievement on its own," he said.

down even though we were leading 1-0 with a few minutes left on the clock," he said. "I told them to play till the final whistle and that is what the boys did and that's how we got the second goal." He said the plan was to win their way back into the Super Premier division for next season's competition. "We have the promotion relegation coming up and this time around we would like to make it into the big league." T/N has played in the promotion relegation for the last two years. Vonolagi is hoping their third attempt will be a successful one. "We will continue training and try and work something out that will help us win the promotion relegation," he said.
