PEOPLE OF PEEL (www.peopleofpeel.co.

uk) QUESTIONS FOR COMBINED MEETING WITH COMMISSIONERS ET AL 26 JULY 2007 PARKING SPECIFICALLY We have been advised that the plans for restricted parking were drawn up after (not enough) consultation had taken place. So far as the Commissioners are concerned, what form did any consultation take, and was any body other than the Commissioners and D.O.T. involved. From Pat Sweeneys recent Manx Radio interview (23/07/07) and the Commissioners minutes of 04/04/07 it would appear that disc parking is a scheme proposed by (Mr Hannay) of the DOT. Although Mrs Sweeney reported that a copy of the proposed Order had been sent to the Commissioners, it is not clear what consultation between the DOT and the Commissioners took place in advance of the Order being drafted. Can we please be advised on this point? What is the position regarding the Pay and Display parking in the Market Square and adjoining car park? The Commissioners and Mr Tim Crookall MHK have assured us that the proposed parking changes are to be shelved for the foreseeable future. In this context, what does for the forseeable future mean? In the Commissioners minutes dated 04/10/2006 we read the following ...'The Board AGREED to write to the Department of Transport to see if they would write off the debt that the Commissioners had borrowed to resurface the car parks on condition the Commissioners implemented pay and display in all of its car parks':

Have the DOT replied and what did they say? When will Pay and Display be implemented? What is the debt owed to the DOT? What would the pay and display machines cost as an alternative to repaying the debt? What are the terms of the debt owed to the DOT? What is the total repayment each year under the debt? Who owns the land on which each of the Pay and Display car parks would be situated? If and when Pay and Display is implemented, would the Commissioners receive all of the money from the scheme? What is the budgeted income and expenditure? What will be the rate for parking in a Pay and Display?

PARKING AND GENERAL COMMUNICATION There is an impression that on the rare occasions where we have been consulted on parking matters, the public have been largely against major changes. People have made verbal representations in the past but these have not been acted upon or have been ignored. Pat Sweeneys recent informative interview suggested that there would be more consultation and suggested that as a first point the Commissioners would put a notice in the paper to tell people whats going on. This is an excellent idea. Would it be possible to place an abbreviated agenda for forthcoming Commissioners meetings on their website so that if any controversial issues are to be discussed the public have advance warning and attend? We have recently witnessed an embarassing scene where letters submitted by members of the Public for the Commissioners attention have not been brought before the Commissioners. Can someone please explain the mechanism by which post is dealt with in the Town Hall, and if there is a means of addressing future letters to the Commissioners which ensures that the Commissioners at least see the mail? What do the Commissioners regard as their role in representing the ratepayers of Peel, and how can communication between the Commissioners and the ratepayers and the Town Hall be improved? Do the Commissioners hold any properties (real estate) by way of trust? Is there a comprehensive list of properties owned/held by the Commissioners? Are there any new plans for the Swimming Pool site?
