PLANNING FOR QUALITY


A. Definition of Terms Quality - increasing the number of people to whom education id delivered Quality everyone in the school should get equal quality education B. QUALITY EDUCATION is not a precise one. It often means different things to different perspective, it might refers to; a. Pupils performance standards of attainment in different school disciplines b. Extent to which the educational system meets it must have to respond to the economic and other needs of the society. c. Effectiveness of the educational system promotes reinforces among children the culture and values, mores and attitudes particular in a given society Dr. Salvador Lopez Relevance and Quality in Education stated that, Quality in education, in principle, the best education on what money can buy in terms of teachers and facilities as well as academic standards and traditions developed over time. Quality education is expensive. The task of educator and educational administrators is to insure that quality and relevance in education are both present in judicious proportions and indissoluble combinations. SCHOOL as a SUPPLIER of ECONOMIC NEEDS Diversification of the curriculum, incorporation of practical subjects and work experiences and vocationalization are one of the reforms commonly recommended to meet particular challenge. Some curricular reforms instituted to raise the quality of education to meet the demands of the society are the following; 1. Enrichment of the curriculum through integration in all levels, of contents that reflect economic and social reforms 2. Adoption of work oriented teaching approaches and programs 3. Implementation of single-track general education program with emphasis on work activities, trainings, values orientation, youth development and CAT. 4. Inclusion of youth civic action work in all levels as a requirement for graduation. C. FIVE AREAS for IMPROVING QUALITY in EDUCATION 1. TEACHERS A continuous staff development program is a must to upgrade the professional growth and quality of both school administrators, teachers and non-teaching staffs. There are three(3) major elements critical to faculty development; a. Professional Development b. Personal Development c. Organizational Development

2. PHYSICAL FACILITIES These are not just mere adjucts to the educational system but are teaching aids in their own right. Considerations in planning for the improvement of Physical Facilities. a. Anticipate the structural needs of the additional schools required and provide them in the plan. b. The plan must make a real effort to respond to the physical needs of existing schools in a systematic time-bound manner. c. Maximizing the utilization of existing facilities 3. CURRICULUM The essence of quality in primary education must be derived from first-hand experiences and rooted in the activities of his home, school and the community At the secondary stage, a sound general education inculcating; the objective, scientific approach and critical thinking; desire for further knowledge; effective study habits; ability to read, summarize, analyze and synthesize. 4. EFFECTIVE MANAGEMENT and ADMINISTRATION To have effective management, the following must be adopted. a. Those who lead the admin staff should know the service inside and be recruited from the ranks of the teachers. b. Education service should employ supervisory staff capable of giving help when needed. c. Linkages should be tried which brings adult community into the life of the school. 5. ADEQUATE PROVITION for RESEARCH and DEVELOPMENT D. FAQ in Planning 1. Why Plan? Planning must be realistic, systematic and sustained to; a. Set priorities for the best use of schools limited resources b. Respond to changes taking place in the community c. Focus on improving quality of teaching d. Arrive at sound decisions e. Establish consistency of purpose and direction 2. How Do I begin to plan? Stage 1. Environmental Scanning and Data Collection Stage 2. Setting of Objectives 3. What does the planning process involve? a. Identifying the gaps b. Generating and Selecting Alternative Strategies c. Translating Strategies into Operational Plans d. Writing the Plan e. Implementing the Plan f. Evaluating and Modifying the Plan 4. How do I sustain the process? Going through the planning process annually is advisable.
