The government has granted exemption from customs and excise duty on non-subsidised LPG cylinders only for domestic consumption to reduce the price burden on the common man. The price of commercial 14.2-kg LPG cylinder in Delhi will be Rs 1,062, while that of a 19-kg bottle would be Rs 1,536.50

The hike being considered for petrol and diesel is less than 67 paisa and 42 paisa respectively being demanded by petrol pump dealers in view of their working capital cost going up substantially due to frequent price changes and sharp rise in overheads like electricity charges. The government has also raised commission paid on 5-kg cylinders by Rs 5.33 to Rs 18.63. Currently, petrol pump dealers get Rs 1.49 a litre commission on sale of petrol and Rs 0.91 a litre on diesel. Pump operators have demanded that this be raised to Rs 2.10 a litre on petrol and Rs 1.33 per litre on diesel reasoning that unlike LPG agencies, petrol pumps open 365 days a year on 24 hours basis thereby incurring higher operating cost. LPG agencies are closed on national holidays as well as once a week. Besides, petrol pumps provide free facilities such as toilets, water and airpressure for tyres, while LPG dealers do not provide any such service, Federation of All India Petroleum Traders (FAIPT) general secretary Ajay Bansal said.

Rules for school buses notified by the Tamil Nadu government


The State issued a gazette notification listing the requirements that school buses and their drivers and conductors will have to meet, in the wake of several accidents involving such vehicles that have led to the deaths of children. Rules regarding bus permits, qualifications and duties of bus drivers and attenders, construction, maintenance and special permit conditions have been listed in the notification. The drivers cabin is to be separated by a grilled partition, it said. In case of vehicles which do not comply with these requirements, the change should be made before November 1. According to the special permit conditions, no school bus should be fitted with any pressure horn or any other device for producing tonal sound which is operated on air pressure drawn from the braking system. No school bus should carry more number of persons than the permitted seating capacity. However, in the case of school buses carrying only children below the age of 12 years, 1.5 times the seating capacity would be allowed. Log books should be maintained and kept available in school buses for inspection by officers concerned. These conditions are in addition to the general conditions specified in the Motor Vehicles Act and in the TN Motor Vehicles Rules. In every school bus, speed controlling device (speed governor), conforming to standards prescribed, should be fitted so that the speed of the vehicle did not exceed 40 km per hour within limits of municipal corporations and 50 km per hour in other places. In every school bus, the first step of the foot board should be at a height not exceeding 300 mm and not less than 250 mm from the ground. The Special Rules have been notified after the First Bench of the Madras High Court, a month ago, had approved the draft Rules. This followed the death of S. Sruthi, a class II student of Zion Matriculation Higher Secondary School, Selaiyur, near here in July. She fell through a hole in the school bus and was run over. Taking suo motu cognisance of the matter, the court had directed the State government to undertake the exercise of framing the Rules. Among other provisions of the Rules are the suitable grilled provision for bag racks under the seat for keeping bags and other belongings of students and emergency exit doors at the rear right side or at the rear wind screen with quick release latches mechanism. Exclusive parent teacher associations, whose formation has been prescribed, would have to meet once a month to enable parents of those children using the buses to make any representation on the conduct of drivers and attendants. The age limit has been stipulated for attendants in school buses who should not be less than 21 years of age and not more than 50 years.

How to take on teleshopping network


The District Consumer Disputes Redressal Forum disagreed and pointed out that the consumer had sent the money to the teleshopping network. Besides, the skyshop had shown , through its telecast, its ability to provide the jewellery on receipt of a certain amount and on the basis of this, the complainant had ordered the product, this amounted to an agreement. By failing to deliver the promised jewellery, the teleshopping network was guilty of deficient service and unfair trade practice. The Forum directed it to pay Rs 34,700, along with interest at the rate of 18 per cent per annum. Confirming this view, the National Commission pointed out that despite the insurance cover, the teleshopping network failed to respond to the complaint and ensure delivery of the ordered products. This not only amounted to deficiency in service, but also to an unfair trade practice.. I would suggest that you note the model being marketed and check its price on the internet. It is also good to read reviews about it and also verify if there are consumer complaints about the model and also about the telemarketing channel. (You can do it all on the internet). It's also good to confirm whether the model is old or new. Also clarify the refund and return policy of these channels: If the product is not what is claimed or is defective or if you are not happy with it, will they take responsibility for taking it back ( at their cost) and refunding the money? If so, within how many days? Check the time taken for delivery too. Can you pay at the time of delivery? Buy only if you are convinced about their price and their policies. Pushpa G TNS

I bought a magnetic massager for Rs 3,000 from a teleshopping network. However, every time I used it I got a headache. The network had assured me that I could return it if I was not happy with the product for a full refund, within 10 days. However, when I called their call centre, they said I should contact the manufacturer. The manufacturer never responded. Now the 10 days are already past. Can I still return it? Who should give me the refund: The teleshopping network or the manfacturer? Do not worry about the 10-day limitation period. You have already called up the network's call centre and informed them that you want your refund. If there is a delay on their part in getting back to you, then it is their problem. In any case, if the product is defective or unsafe or if its performance does not match the claims made by the teleshopping network, you are entitled to a full refund. That's your right under the Consumer Protection Act. So write to the teleshopping network and ask them to refund your money and take back the product. As to the second part of your question, let me quote a decision of the National Consumer Disputes Redressal Commission vis--vis a teleshopping network. I would suggest that you quote this case when you write to the network. The complaint here pertained to a set of jewellery costing Rs 8,200 ordered by L.K.Pandya from a teleshopping network in 1995. When it reached the consumer, the parcels did not contain the promised jewellery. Before the consumer court, the teleshopping network argued that it cannot be held liable for non-delivery of goods as it had no contract with the consumer. It was neither the supplier nor the manufacturer of goods, nor had it taken any payment

Its how you say it that matters


Shortly after the end of the First World War, two brothers in London, Sir Ross and Sir Keith made their first flight from London to Australia, causing a sensation throughout the British Empire, and were knighted by the king. As a result of their achievements and subsequent fame, they had to give speeches twice daily for four months. One was responsible for the afternoon speech and the other for the speech at night. As their speech editor was the same, their content of speech was almost same and their experience in the trips was quite the same too. Yet, somehow, it didnt sound like they were saying the same things. There is something besides the mere words in a speech which counts. It is the flavour with which they are delivered. It is not so much what you say as how you say it, a wise person once said, and rightly so. Once in a concert, a young woman was playing music by reading the notes of a Mazurka by Chopin. Paderewski, the person who was playing with her, had the same notes, yet the womans performance seemed commonplace while Pederewskis seemed inspired, a thing of surpassing beauty, a performance that held the audience enthralled. It was not the mere notes that he touched; it was how he touched them, a feeling, artistry, a personality that he put into the touching that made all the difference between mediocrity and genius. A great painter once corrected a pupils work. The pupil looked in amazement at the altered drawing, exclaiming, Why, you have touched it only a little bit, but it is quite another thing! The painter replied, Art begins where the tiny bit begins. That is as true of speaking as it is of painting and of playing music. The same thing holds true when one is touching words. There is an old saying in the English Parliament that everything depends not on the matter one speaks, but in the manner one delivers it. Good delivery has the ability to make a thin matter go a very long way. I have mostly noticed in school debate contests that it is not always the speaker with the best material who wins. Rather it is the speaker who can talk so well that his material sounds best. Three things matter in a speech, Lord Morley once observed who says it, how he says it, and what he says and, of the three, the last matters the least! An exaggeration? Yes, but scratch the surface of it and you will find the truth shining through. Edmund Burke wrote speeches so excellent in logic and reasoning and composition that they are today studied as classic models of oration in half the colleges of Europe; yet Burke as a speaker was a notorious failure. He didnt have the ability to deliver his gems, to make them interesting and forceful; so he was called the dinner bell of the House of Commons. When he arose to talk, the other members coughed and shuffled, and went out in droves. Liquidity may see market momentum continuing next week


A gush of liquidity largely from foreign funds is expected to push the Nifty higher next week. However, every sharp rally is likely to see profit booking at higher levels which will most likely restrict gains. Investors would now start betting on beaten down sectors from the infrastructure and the real estate sector. In fact, stocks from the real estate sector have sprung into life in the last few trading sessions with the likes of HDIL, Brigade Enterprises and small cap real estate stocks like Kolte Patil and Orbit Corporation witnessing buying interest. Another high beta name which is attracting volumes and speculators is the PSU banking pack. These set of stocks are likely to remain highly volatile, especially in view of the RBI Monetary Policy meet slated later for October 31. Analysts are not expecting the RBI to cut rates in the meeting, though, it must be admitted that lot would depend on the inflation data on October 15. Markets are also expected to look to the result season that kicks-off next week with Infosys declaring its results on Friday.Analysts would closely hear what the Infosys management has to say with regards to client spends and other challenges. The rupee has already hit a fresh high recently which should have an impact on the rupee earnings of software companies going forward. Meanwhile, global cues are also expected to play a significant role next week with the earnings season kicking-off in the US with the results of ALCOA. Uncertainty in Europe and unfavourable news from Greece and Spain is likely to stall any runaway returns from the markets.
