Leading Through Transition

A fully funded programme for Directors with responsibility for Adult Social Services, Childrens Services and Public Health who, together, want to make a real difference.

Overview
The fact that Public Health is coming home to local government offers a once in a lifetime opportunity for new leadership teams to put in place real change for their local communities, improving health and wellbeing for the future. The transition period over the next 12 to 18 months is going to be critical for teams of senior leaders in local government in laying down the foundations of successful and effective relationships, identifying the initial building blocks to set them on the right direction, as well as putting in place systems and processes that will measure and evidence sustainable results. Directors responsible for Adult Social Services, Childrens Services and Public Health have an opportunity to make a transformational difference to the health and wellbeing of their citizens.

This programme will: support the development of a shared leadership approach enabling participants to face and tackle challenges together. provide the space for directors to work together and have the courageous conversations necessary in a structured, supported environment. be tailored to the needs of each team. This programme is designed by senior leaders in local government for senior leaders in local government and offers bespoke real-time support. It is built around working with peers on the wicked personal and organisational issues we need to overcome.

Patients and service users want services that are organised around, and responsive to, our human needs. We are sick of falling through gaps. We are tired of organisational barriers and boundaries that delay or prevent our access to care. We do not accept being discharged from a service into a void. We want services to be seamless and care to be continuous. That means primary and community health services, social care services, and services from voluntary organisations should all mesh together to help us succeed in managing our lives and conditions. The programme offers a number of benefits to individuals, teams, LA Chief Executives and their organisations including: Motivated and empowered director teams with stronger relationships and communications channels, better equipped to deliver enhanced service integration and improved value for money Sharing best practice across local settings Tangible, practical local results from applying learning to local problems Agreement on common priorities and shared agenda Greater knowledge and skills for insightful debate, influence and decision making Overall, the programme will support participants in the creation of a compelling narrative for improving population health. It will complement the strategy set out by Health and Wellbeing Boards.

Content
The Leading Through Transition Programme is structured around three one-day modules, with practical work-based activity by participants in between the modules. Background information will be provided before the first module and you will be asked to consider some questions relevant to the practical challenges and opportunities in your area. This is a director-level strategic programme, and chief executives are asked to sponsor director participation. The programme will be delivered regionally for up to 6 local authority teams (currently planned at 3 participants per team) in each cohort between October 2012 and March 2013. The three modules form a coherent programme, so it is vital that there is consistent participation throughout the programme.

Participants will be provided with telephone and email support between modules and for several months post programme

Making the most of the health transition to deliver better outcomes with and for our citizens and communities is imperative - and councils play a major part in realising the ambitions we all share. Key to success will be the development of local teams that work seamlessly together, overriding traditional boundaries in new models of collaborative leadership. Leading Through Transition offers a free, unique and tailored opportunity for senior leaders across organisations to build on and take to new levels the range of integrated care practices emerging across the country. Content
Module 1 Foundations
Each team will develop greater insight into their relationships, the behavioural changes they want to make and explore how they can deliver better outcomes for their population by working together on real-time challenges. The day will include: 1. Building relationships and developing perspectives that enable exceptional shared leadership 2. Embedding the approach, introducing appreciative, strength based techniques that enable courageous conversations 3. Identifying the critical wicked issues for each team, and laying the foundations for great team working 4. Building cross-team networks of collaboration 5. Seeking success stories in improving health and wellbeing

Module 2 Building Blocks


This second day will increase the change and relationship challenge through a combination of interactive teamwork, defined tasks and knowledge sharing. Participants will benefit from peer observation and insight to progress relationships and their wicked issue. The module will be tailored to the needs of each cohort and will include: 1. Actions and learning since Module 1, including stories of success 2. Reflections on personal and organisational challenges that have emerged 3. Strategies for improved team performance that might draw on: Stakeholder perspectives using a virtual stakeholder exercise to explore differing local perspectives Leading with sensitivity and impact exploring the requirements for leaders in each area and what this demands of the participants of this programme in seeking to improve the quality of health and well being Influencing skills for leaders in local government Culture change discussing how to make a difference, drawing from complexity and systems thinking

Module 3 Sustain
Participants in their teams will demonstrate evidence of change in relationships as well as tangible progress on their real time issues and clarify actions necessary for sustainability. The needs of the teams will shape the structure and content of the day, which will include: 1. What have we changed/improved? a. What is different as a result? b. What value has that difference made (to us, to our organisations, our populations)? c. How do we evidence value? 2. Presenting outcome and impact to the group 3. Sustaining success for the benefit of citizens and communities

Programme team
The Leading Through Transition Programme is being delivered by People Opportunities and Frontline. Both organisations have extensive experience in delivering leadership development for senior managers in local authorities and healthcare. They are working closely with the NHS Leadership Academy and the programme Steering Group and Design Group to ensure that delivery of the programme meets the specific needs of participants

Applications are invited from teams of directors with responsibilities for Adult Social Services, Childrens Services and Public Health working together in a local authority area. We recognise that team structures vary considerably between LAs so are happy to accept nominations from between two to four directors from each Local Authority. We welcome conversations with potential applicants or their Chief Executives to determine the best combination of participants. Participants will be expected to attend all of the 3 days that make up their chosen regional programme and should seek written agreement from their Chief Executive in support of this commitment.

Places are limited - if you wish to book a place please do so as soon as possible.
Applications must specify the regional programme dates requested as well as the names and contact details of the two to four participants from their Local Authority who will be attending with their Chief Executives support. Chief Executives may also apply on behalf of their Local Authority staff.
