Dampak Resesi Ekonomi Pada Penurunan Kematian dan Peningkatan Angka Harapan Hidup di Indonesia Siswanto Agus Wilopo Since July 1997, Indonesia has suffered a monetary crisis that has led to a high rate of inflation and economic recession. This situation has inflicted an impact on the individual at two levels that is through the family and then the government role. Economic recession can also have a direct and indirect influence on the degree of public health. There is a phenomenon of epidemiological polarization, which has a bigger impact on handling public health issues during recession. Without a program and more effective and efficient activities compared with the previous years, the current economic crisis will endanger the pattern of the declining death rate and increasing life expectancy at birth. Although various studies indicate that recession and economic fluctuation does not always lead to a stagnation and decline in public health, the economic conditions in Indonesia are fundamentally different from those in other countries going through a similar experience. Efforts to maintain a momentum in reducing death rate and increasing life expectancy require reinventing public health policy.

Comparing the BKKBNs data with the UGMs data, the article demonstrates significant differences of family distribution in most of family welfare indicators. As a result, the categorization of families into family welfare stages between BKKBNs data and UGMs data differs considerably. This raises some issues on the reliability and validity of BKKBNs

family welfare registration data. The article also discloses weaknesses embedded in the instrument and data collection processes which may hurt the reliability and validity of the BKKBNs data. Thus, the improvement of the instrument as well as the process of collecting data is absolutely necessary if the BKKBN would more effectively implement its family welfare programs.

Pemakaian Norplant Secara Salah: Antara Kualitas Pelayanan dan Kepatuhan Akseptor Susi Eja Yuarsi The number of norplant users has increased over time. The problem is that many women use norplant incorrectly. Some of them use it longer than 5 years without removal, some women use double norplant and some others use one set of norplant, but it consists of less or more than 6 norplant matchsticks. These problems will certainly bring negative effects both at the national level and individual level. At national level, the large number of misuses will cause the failure of the family planning program, and at the individual level, it will bring negative effects for women for both their health and economic situation. Non-compliance behavior among norplant users is caused by many factors. Poor quality of care, especially providers' incompetence, inadequate information, and inadequate mechanisms to encourage continuity are found as major causes. The clients themselves had a contribution in the misuse of norplant. The clients had their own beliefs about health and sickness and they also tended to refer to the

behavior of their neighbors who were misusing norplant. The clients' awareness about the importance of information was also very low and it caused the lack of knowledge about the regulation of using norplant.

The anxiety stemming from this epidemic has gradually invited various responses, but political commitment did not officially appear until 1994 with the passing of Presidential Decision No. 36/1994 which led to the formation of an AIDSOvercoming Commission from the central government level up to the regency level. In line with the Presidential Decision, a national strategy was launched by issuing the PeopleWelfare Coordinator Minister's Decision No. 9/1994.
