WecancontinuetopayChildBenefitforayoungpersonaged16 oroveriftheyoungpersoncanbetreatedasaQualifyingYoung Person.ThesenotesexplainwhatwemeanbyQualifyingYoung Personandwillhelpyoutodecidewhattodonext. Thesenotesalsotellyouaboutsomeofthechangesthatcanaffect theamountofmoneywepayyou.Pleasereadthesenotes carefully andkeeptheminasafeplace.Youmayneedtolookat themagain. AboutChildBenefitforyoungpeople
WeusuallypayChildBenefitforayoungpersonuptotheMonday following31Augustaftertheir16thbirthday,iftheydonotintend tostayoninfulltimenonadvancededucationorapprovedtraining. WecancontinuetopayChildBenefitforayoungpersonaged16, 17,18or19iftheycanbetreatedasaQualifyingYoungPerson.

QualifyingYoung Person

Aboutfulltime nonadvanced education

WecanpayChildBenefitforayoungpersonaged16,17,18or19 whoisinfulltimenonadvancededucationataschoolorcollege(or somewhereotherthanaschoolorcollegeif,beforethechilds16th birthday,theyreceivededucationelsewhere). By fulltime education we mean an average of more than 12 hours supervised study a week, during term time, not counting breaks for meals and homework. We do not mean courses or education provided by an employer or as part of a job contract. Examples of non advanced education are: GCSEs and qualifications up to and including A Level NVQ level 1, 2 or 3 GNVQ Foundation, intermediate or advanced course BTEC National Diploma, National Certificate and 1st Diploma National Diploma Standard Grade (Scotland) SVQ level 1, 2 or 3 Scottish Group Awards. This is not a complete list.

Aboutapproved training

We can pay Child Benefit for a young person aged 16, 17, 18 or 19 who are is approved training which is not provided by a contract of employment. Training is approved if it is provided under one of the following programmes: In England Entry to Employment Foundation Learning Programme Programme Led Apprenticeships In Scotland Get Ready for Work Skillseekers In Wales Skill Build Skill Build + Foundation Modern Apprenticeships In Northern Ireland Training for Success: Professional and Technical Training Jobskills and Programme Led Apprenticeships.

ChildBenefitfor youngpeople continuingin fulltime nonadvanced educationor approvedtraining

WewillpayChildBenefitforayoungpersonupuntiltheageof20 aslongas: theystayinfulltimenonadvancededucationorapproved trainingand noneofthechangeslistedunderChangesthatcanaffectthe amountofChildBenefitwepayhappen.Seepage9. Iftheyoungpersonis19,theymusthavebeenincontinuous fulltimenonadvancededucationorapprovedtrainingormusthave beenacceptedorenrolledonthecoursebeforetheageof19.

Whathappens whenayoung personleaves fulltime nonadvanced educationor approvedtraining

Whenayoungpersonaged16,17,18or19leavesfulltime nonadvancededucationorapprovedtraining,weusuallystop payingChildBenefitafewweekslater,butseeChangesthatcan affecttheamountofChildBenefitwepayonpage9.Youmusttell usstraightawayifanyofthesechangeshappen. Ifnoneofthese changeshappen,wewillpayChildBenefituptoandincluding thesedates: iffulltimenonadvancededucationorapprovedtrainingfinishes inJune,JulyorAugust,thelastMondayinAugust iffulltimenonadvancededucationorapprovedtrainingfinishes inSeptember,OctoberorNovember,thelastMondayinNovember iffulltimenonadvancededucationorapprovedtrainingfinishes inDecember,JanuaryorFebruary,thelastMondayinFebruary iffulltimenonadvancededucationorapprovedtrainingfinishes inMarch,AprilorMay,thelastMondayinMay iftheyoungpersonisinScotlandtakingahighercertificateor advancedhighercertificateandenteredforexamsthatfinish beforetheendofMay,wecancontinuetopayChildBenefituntil thelastMondayinAugust. Butiftheyoungpersonreachesage20beforeoneofthedates shownabovewewillstoppayingChildBenefitstraightaway. IfyouarealsogettingChildTaxCredit,theamountoftaxcredit yougetmaychangewhenyourchildleavesfulltimenonadvanced educationorapprovedtraining.Makesureyoutellthe TaxCreditOfficeassoonaspossiblebyphoningtheirHelpline on08453003900.Ifyouhavespeechorhearingdifficultiesand useatextphone,thephonenumberis08453003909.

Thedatefulltimenonadvancededucationorapprovedtraining endsistheofficialdatetheschool,collegeortrainingprovidersays itends.Theonlyexceptiontothisiswhereayoungpersonintends toreturntofulltimenonadvancededucationorapprovedtraining butchangestheirmindbetweencoursesorterms.Inthese circumstancesyouareaskedtogivethedatetheyoungperson changedtheirmind.

ChildBenefitextensionperiod
ChildBenefitcancontinuetobepaidforupto20weeksfromthe dateayoungpersonleavesfulltimenonadvancededucationor approvedtrainingiftheyoungperson: isaged16or17and hasnotstartedpaidworkfor24hoursormoreaweekforwhich paymentisexpectedorreceivedand within20weeksoftheyoungpersonleavingfulltimenon advancededucationorapprovedtrainingtheyhaveregisteredfor furthereducation,workortrainingwith theCareersServiceorConnexionsService(inNorthernIreland, theDepartmentforEmploymentandLearningoranEducation andLibraryBoard)or anycorrespondingbodyinanotherEuropeanUnionmember State,or hasbeenacceptedtojointhearmedforcesandisawaiting placement.

Ifyouwanttoapplyforthispayment,pleasecontactus.Youmusthave beenentitledtoChildBenefitfortheyoungpersonimmediatelybefore theextensionperiodbeganandmakeyourapplicationwithinthree monthsoftheyoungpersonleavingfulltimenonadvancededucation orapprovedtraining. Changesthatcanaffectthe amountofChildBenefitwepay
Youmusttellusstraightawayifayoungperson: staysoninfulltimenonadvancededucationorapproved trainingafterthedateyoutoldustheyweregoingtoleave leavesfulltimenonadvancededucationorapprovedtraining earlierthanthedateyoutoldus reducesthetimetheygetsupervisedstudytoanaverageof 12hoursaweekorless startstrainingwhichisnotapprovedorapprovedtraining providedbyacontractofemployment.Foralistofapproved trainingseeAboutapprovedtrainingonpage5 leavesfulltimenonadvancededucationorapprovedtraining andstartsworkingfor24hoursormoreaweekforwhich paymentisreceivedorexpected startstogetataxcredit,IncapacityBenefit,Employmentand SupportAllowance,IncomeSupportorIncomebasedJobseekers Allowance startsnonadvancededucationprovidedbyanemployer startsbeingeducatedsomewhereotherthanaschoolorcollege, forexample,athome marries,formsacivilpartnership,orstartstolivewithsomeone asiftheyaremarriedorasacivilpartner.

Aboutadvanced education

Youmustalsotellusstraightawayifayoungpersonstartsacourse ofadvancededucation.WecannotpayChildBenefitforyoung peopleaged16,17,18and19whoareinadvancededucation. Examplesofadvancededucationare: anycourseinpreparationforadegree NVQlevel4orabove teachertraining. Thisisnotacompletelist.

Youngpeoplewho cannotattend fulltime nonadvanced educationor approvedtraining

WemaybeabletopayChildBenefitforuptosixmonthsforayoung personwhoisunabletogotoschool,collegeortrainingbutthere mustbeagoodreasonfortheirbreakinattendance. Forexample: theyareill theschool,collegeortrainingestablishmentistemporarilyclosed theyaremovingfromoneschool,collegeortraining establishmenttoanother someoneclosetothemisillorhasdied theyarepregnant. Ifthereasonisattributedtoillnessordisability,wecanconsider payingChildBenefitforalongerperiod. Youmusttellusstraightawayifayoungpersonaged16oroveris unabletoattendfulltimenonadvancededucationorapprovedtraining.

ChildBenefitfor youngpeople educatedathome

Wemay be able to payChild Benefitforayoungpersonifthey continuetheirnonadvancedfurthereducation athome.However, education at homemust havestarted before the young person reached age 16. Please contact us for more information. Remember, you must also tell us straight away if any of the other changes happen that arelisted in thePaymentAdvice Notes. If you are also getting Child Tax Credit, the amount of tax credit you getmay change when your child leaves fulltime nonadvanced education or approved training. Make sure you tell the Tax Credit Office as soon as possible by phoning their Helpline on 0845 300 3900. If you have speech or hearing difficulties and use a text phone, thephonenumberis 0845 300 3909.
