At12:00amonJanuary1st,2007DCCstaffingjumpedfromtwoemployeestosixtyfourwhen thedispatchstafffromAppleValley,Burnsville,DakotaCounty,EaganandLakevilleunitedas DakotaCommunicationsCenteremployees.Althoughtheunificationwasfairlytransparentat thebeginning,workingoutofsixdifferentlocationsprovedtobequiteachallenge.Both dispatchandadministrativestaffmetthischallengeheadonwiththeireffortstostart streamliningprocessesinanticipationofrelocationtothenewDCCfacility. InMayandJune,theAppleValleyandBurnsvilledispatchcentersconvertedtothePrintrak ComputerAidedDispatchsystem,suppliedbyLOGIS,alreadyinuseattheotherthreecenters. ThistransitionplacedallofourcentersonacommonCADplatformandassuredthatallDCC dispatcherswouldbetrainedandfamiliarwithPrintrakintheireventualmovetothenew PSAP. Duringthefirstfewmonthsof2007,whilestaffwasworkingtoimplementprocedures, familiarizethemselveswiththeirnewcoworkersandpreparefortheimminentrelocation, constructionofthe$7,700,00025,000squarefootDCCfacilitywaswellunderway.TheFacility frameworkwascomplete,andeffortsweredirectedtotheinteriorascrewswereworkingto frameoffices,pourcementfloorsandinstallstateoftheartairventilation,redundancy,fire suppressionandbackuppowersystems. Duringthesecondquarterof2007theOperationsCommittees,DakotaCountyRadioServices andDCCStaffworkeddiligentlytodevelop policiesandproceduresthatwouldassistDCC staffinaccomodatingtheneedsofall23 agencies.WhileDakotaCountyCapital Projectsworkedtokeeptheconstructionof thenewDCCfacilityontimeandwithin budget,theyalsobeganaccommodatingtours forDCCstaffandmemberagencies.DCC facilityofficesweretakingshape,Windows werebeinginstalled,subflooringandcarpetwasbeingplacedandlandscapingwasbeing planted. Technologyinstallationsbeganmidyear,2007withthearrivaloftwentythreeworkstations purchasedfromXybixSystems,Inc.ofLittleton,Colorado.Onceworkstationinstallationwas complete,Motorola,Inc.beganinstalling21GoldElitedispatchradioconsoleswhichconnect dispatcherstofieldusersaswellasdispatchcentersandfieldusersthroughtouttheregion.The thirdandfinalmajorinstallation,thetelephonesystem,waspurchasedfromIndependent

EmergencyServicesofHutchinson,MN.Theintegrated911andadministrativephonesystem isdesignedtohandlehighcallvolumesaswellaspreparetheDCCforthemetropolitanareas transitiontothenextlevelof911technology. DCCstaff,DakotaCountyRadioServicesandPSC Alliancebeganmeetingonaweeklybasisto reviewinstallationtimelinesandimplementation issuesinanefforttobetterdetermineiftheGo LivedateofNovember14thwasstillfeasible. Appliances,furniture,lockersandfitnesscenter equipmentwerearrivingonadailybasis.On August24th,2007administrativestaffrelocated fromtheirtemporaryofficesatRosemountFire th Station#1totheDCCFacility,2860,160 StreetW.DCCBoard,ExecutiveCommitteeand OperationsCommitteemeetingswererelocatedtothenewDCCtrainingroomshortlythere after. Transitioneffortsbecameevenmoreintenseformemberagencyandstaffduringthefourth quarterof2007.AlthoughTechnologyissuesandstafftrainingneedsdelayedcutoverdatesto theendofDecember,thefacilityandstaffwerebothveryreadyforthetransitiontoone consolidatedcenter.Memberagencieswerealsoequippingandtrainingtheirstaffsonthe new800MHzradioequipmentwhichwouldbeplacedinservicewiththeopeningoftheDCC. At5:00AMonDecember27thwithalarge contingencyofvendorsupportonsite,thestaffof theformerDakotaCountyPSAPstartedtheirday shiftatthenewDCCfacility.AppleValleyand EaganPSAPsfollowedonDecember28thand finallyBurnsvilleandLakevillePSAPSonDecember 29th. AftertwoyearsofintenseeffortbytheDCCandourmemberagencies,thevisionofthe consolidatedPSAPwasreality.

Facility
ConstructionofthenewDCCfacilityinEmpireTownship,whichbeganinmid2006 continuedthroughout2007.Constructionofthe25,000footstateoftheartfacilitywas managedbyDakotaCountyCapitalPlanningandProjectManagementonbehalfofthe DCCconsortium,whowillrepaythe$7.7millionconstructioncostthrougha15year leasewithDakotaCounty,whoownsthebuilding. ThefinalapprovedfacilitydesignandbudgetwasapprovedbytheDakotaCountyBoard aftertheyreceivedrecommendationsfromtheDesignAdvisoryCommittee(DAC), comprisedofthreeDakotaCountyCommissionersandthreelocalelectedofficials.A coredesignteamconsistingofCPPMstaff,dispatchstaff,arepresentativefromtheDCC ExecutiveCommitteeandWoldArchitectsandEngineersmetregularlytodevelop designrecommendationsfortheDACsconsideration,includingsitevisitstoseveral similarlysizedPSAPsintheNorthwestU.S.andVancouver,BritishColumbia.

Duetothespecializenatureoftheconstructionproject,leadarchitectsWoldArchitects andEngineersengagedtheservicesofChuckDrulis,withRoss,DrulisandCusenbery ArchitectsofSonoma,California.Mr.Drulishasbeeninvolvedinthedesignof25new PSAPs,mostlyonthewestcoast. TheguidingprincipalsoftheCoreDesignTeamandDesignAdvisoryCommittee included;creationofahighlevelofservice,designastateoftheartfacility, accommodatefuturegrowth,provideforsafetyandsecurityofstaffandkeepthe projectontimeandwithinbudget. As2007began,constructioneffortsmovedtothe interiorofthenowcompletedshell.Mechanical andelectricalcomponentsweredeliveredand installedaswellasinteriorfinishes.Theventilation system,designedtoallowforcontinuedfacility

operationduringviolentweatherorhazardousmaterialsincidentswasinstalledand tested.Communicationsconnectionsforradio,telephoneandavarietyofcomputer systemwereinstalledaswerefacilityalarmsandsecuritysystems. Asconstructionnearedcompletion,theDCCbegantoequipthefacilitywiththe equipmentandtechnologynecessarytooperateasa911center.Theconsortiumsold publicsafetyrevenuebondsfor$7.3milliontofinancethenecessaryequipmentand technology.Dispatchworkstations,radioconsoles,911andadministrativephone systems,loggingrecordersandthecomputeraideddispatchsystemwerethecore technologiesrequiredtobeinstalledbeforethecentercouldbeginoperations. Inadditiontothedispatchfloorandserverroom,thefacility alsoincludesadministrativeoffices,radioandtechnicalsupport, breakroom,exerciseroomandalargeclassroomforstaff trainingsessions. Inmidyear,DCCstafffromthefiveexistingPSAPsbegan familiarizationtoursofthenewfacility.InAugust,theDCC administrativestaffmovedfromtheirtemporaryofficesat RosemountFireStation#1,followedshortlybyournewly appointedtechnicalsupportspecialists.Dispatcher trainingwasheldonsiteforthe1sttimeinSeptember.A publicopenhouseandbuildingdedicationwasheldon October27thwithaturnoutofseveralhundredcitizens whojoinedtheirlocalelectedofficialsandpublicsafety stafffortheir1stlookatthenewfacility.

DCCdispatchersfromthescatteredlocationsbegantechnicaltraininginthenewcenter inNovemberandbeganliveoperationsonDecember27thwithour1stcutovertolive service.At5:00AMonDecember29th,alldispatchershadbeenrelocatedtoEmpire andthelightswentoffinthefivepriorcenters.

Training
Dispatchtrainingin2007focusedonthetransitiontoasingledispatchcenter.Priortothe DCC,mostdispatchcentersinDakotaCountydidnotprovideEmergencyMedicalDispatch (EMD),butinsteadtransferred911callerstoaprivateagencyforEMDinstruction.The BurnsvilledispatchcenteraloneprovidedEMDonsite.DispatchersfromAppleValley,Dakota County,EaganandLakevilleattendedCPRclassesinJulyasaprerequisitetotheirEmergency MedicalDispatchtraining.CPRtrainingwasprovidedatAppleValleyFireStationOnebyPatti McCauleywithALFAmbulance,andBillDAgostinowithBurnsvilleFire.Dispatcherslearnedto doCPRandtheHeimlichmaneuvertobetterunderstandwhattheywouldbeaskingpeopleto dowhengivingprearrivalinstructions.

FallbroughtmostofthedispatcherstothenewDCCbuildingtomakeuseofthetrainingroom forthefirsttime.InOctober,dispatchersattendedEMDtrainingatthenewfacility.Training wasprovidedbyPriorityDispatchfromSaltLakeCity,UT.Dispatchersspentthreedays learningEMDprotocolwhichincludesaskingappropriatequestionsforvaryingmedical complaints,understandinghowtocodethecomplaintscorrectly,learninghowtoprovidepre arrivalinformationtocallers,andbeingtaughtpostdispatchinstructionstohelpthecaller prepareforthearrivaloffirstresponders.Supervisorswerealsotrainedinhowtoevaluate EMDforqualityassurance.

InDecember,alldispatchersagainwerebroughttothenewbuildingfortraininginpreparation forthetransition.Theadministrativeclassesincludedfiretraining,andgeneralinformationon DCCpoliciesandprocedures.Dispatchersweregivenalistofpasswords,andtrainingonhow toaccesssoftwaretheymightnotbefamiliarwithattheirformerPSAPs.Dispatchersalso attendedaclassonthenew800MHzradiosystem,whichincludedbackgroundinformation, operationoftheconsoles,andproceduresforuseoftalkgroups.PriortotheDCCopening, dispatcherswerealsotrainedontheuseofthenew911/telephoneequipmentbyPlantCML trainers.

Duringthefall,staffandsupervisorsalsoattendedclasseswithmanagementconsultantSusan Mackayonteambuilding,andwithformerStPaulPoliceOfficerandconsultantJackSerierwho ledthegroupinasessiononteamwork.InDecember,supervisorsattendedtrainingatthe PrairieIslandnuclearfacilityonthenuclearpowerplantpublicwarningsystemandthe responsibilitiesoftheDCCasitrelatestotheprocess.

Budget/Fiscal
InJuneof2006,theDCCBoardofDirectorsapprovedthe2007budgetfortheDCC.The approvedbudgetprovidedforthestaffingnecessarytomaintaindispatchservicesatthe 5existingcentersduring2007,fundingfortheequipmentandtechnologyrequiredin thenewfacilityunderconstruction,andotherstartupcostsrequiredtoestablishthe consolidatedPSAPtoopeninlate2007. Theapprovedbudgetprovidedfor$6.3millioninoperatingcostsand$1.2millionfor debtserviceaspartofa$7.3millionPublicSafetyRevenueBondusedtofundpurchase oftheequipmentandtechnologyrequiredforthenewcenter. FundingfortheDCCbudgetisderivedprimarilyfromassessmentstotheMembersof theDCCconsortium.Costallocationisbaseduponafundingformulacontainedinthe DCCJointPowersagreement,whichdistributescostsinaccordancewithmember agencyactivity.Thestartupallocation,shownbelowwillbeadjustedannuallyafterour 1stfullyearofoperationsintheconsolidatedCenter. 2007MemberFees

OtherRevenues DakotaCountyStartupSubsidy ToassisttheconsortiumintheestablishmentoftheconsolidatedPSAP,theDakota CountyBoardofCommissionersapprovedtheprovisionofastartupsubsidyinthe amountof$3.563milliontobepaidindecreasinginstallmentsfrom20072010.In2007 thesubsidywas$1,750,000.Thisamountdecreasesoverthenext3budgetyearstothe finalpaymentof$163,250in2010.

Annual911Fees UnderMinnesotalaw,allwirelineandwirelessphoneprovidersarerequiredto collecta911Feeforeachlineofservice.Aportionofthefeecollectedunderthis lawmustbeusedtofundimplementation,operation,maintenance,enhancement, andexpansionofenhanced911serviceincludingacquisitionofnecessary equipment.For2007theDCCreceived$562,093,or8.8%ofouroperatingbudget. EmergencyMedicalDispatchGrant DuringplanningfortheconsolidatedPSAP,theDCCExecutiveCommitteeapproved therecommendationoftheOperationsCommitteetoadopttheuseofEmergency MedicalDispatch(EMD)fortheDCC.EMDprovidesdispatcherswitha standardizedcalltakingprotocolusedtoevaluateandprioritizemedical emergencies.Thisassuresthedispatchingofappropriateresourcesbaseduponthe severityofthecallandavailabilityofresourceswithinthecommunity.EMDalso providesdispatcheswiththeabilitytoprovideprearrivalinstructionstopersons presentatthesceneofanemergency. TheCityofHastings,actingonbehalfofallfireagenciesinDakotaCountysubmitted agrantrequesttotheDepartmentofHomelandSecurity/AssistancetoFirefighters grantprogram,requestingfundingassistanceforimplementationofEMD. Ultimately,thegrantwasawarded,whichpaid80%ofthe$115,095EMD implementationcosts. CapitalProjectsFund InMayof2007,theDCCissued$7.315millioninPublicSafetyRevenueBondstoprovide thefinancingfortheacquisitionoftheequipmentandtechnologyrequiredtooperate thedispatchfacility,aswellascertaindataconversioncoststohelpourmembers migratetotheLOGISdispatch,mobiledataandrecordssystem.Assesmentofthe Membersfortheirproportionateshareofthedebtservicebeganin2007andwill continuethrough2013. Majorexpendituresfromthisfundincludethe23dispatchradioconsoles,911and administrativephonesystem,radioandphoneloggingrecorder,dispatchconsole furnitureandfacilityfurniture,fixturesandequipment.Theconsortiumwillconsider enhancedfeaturessuchasAutomaticVehicleLocationandarapidoutboundtelephone communitynotificationsystemasfundsfromthisbudgetallow.
