Tropical Storm "LAWIN" has maintained its strength and now threatens the Samar-Bicol Area.

Residents living in low lying and mountainous areas under public storm warning signal #2 and #1 are alerted against possible flashfloods and landslides. Likewise, those living in coastal areas under public storm warning signal #2 are alerted against big waves or storm surges generated by this tropical storm. Estimated rainfall amount is from 10- 25 mm per hour (heavy- intense) within the 600 km diameter of the Tropical Storm. Fishing boats and other small seacrafts are advised not to venture out into the eastern seaboard of Southern Luzon, Visayas and Mindanao due to big waves generated by Tropical Storm "Lawin".

Ill. ACTIONS TAKEN EMERGENCY PREPAREDNESS AND RESPONSE: NDRRMC NDRRMC-OPCEN was upgraded from "Blue Alert" to "Red Alert" status as of 08:00 AM, 21 September 2012. Disseminated NDRRMC Advisories on Severe Weather Bulletin to all regions affected through SMS and facsimile, uploaded the same at the NDRRMC Website, Facebook, and Twitter accounts for further dissemination to their respective Local Disaster Risk Reduction and Management Councils (LDRRMCs) from the provincial down to the municipal levels. Directed RDRRMCs concerned through the OCD Regional Centers to undertake precautionary measures in their respective areas of responsibility (AOR) and subsequently advised local DRRMCs to initiate pre-emptive evacuation of families in low-lying and mountainous areas if situation warrants. Disseminated the Commencement of Preparatory Phase of Flood Warning Operation for Angat Dam from PAGASA dated 21 September 2012 8:00 AM and Report on Commencement of Preparatory Phase of Flood Warning Operation for Angat Dam from NPC dated 21 September 2012 9:40AM and 5:15PM to OCDRC Ill. PAGASA issued Commencement of Preparatory Phase of Flood warning Operation for Angat Dam at 8:00AM 21 September because of an approaching tropical cyclone ; Dissemination of Weather Advisories, provided media interviews re weather update and continuous monitoring. NPC submitted a Report on Commencement of Preparatory Phase of Flood Warning Operation for Angat Dam at 9:40 AM 21 August. The Angat FFWS Dam Office

confirmed that all the equipment of the FFWS Dam Office and Warning Stations are in normal condition. Submitted a Report on Commencement of Preparatory Phase of Flood Warning Operation at 5:15 PM 21 September 2012 informing that Angat FFWS Dam Office is ready for the Flood Warning Phase of the Flood Warning Operation. PIA CAR assists OCD in the dissemination of warning advisories to the general public to prepare for the possible effects of TS "LAWIN". DPWH CAR monitors road network in their region ; heavy equipment for clearing operations are positioned strategically for faster mobilization. DILG CAR assists OCD in the dissemination of Weather and Warning Advisories to all LGUs and to issue a Memorandum for the activation of all LDRRMCs. CHD CAR assists OCD in the disseminatin of weather and warning advisories to local HEMS. Prepositioned medicines and other health-concerned logistics and is on Alert Status. CHD II prepositioned medicines and closely monitoring health centers in the region . DSWD CAR is on Alert Status SWAD and Quart teams are all alerted. DSWD NCR has a stand-by relief goods and family packs. AFP alerted PAF TOG 1, PMA-DRTG, 503rd BDE, 502nd BDE and 501st BDE. Joint Task Force (JTF) NCR prepositioned their response assets specifically in CAMANAVA area. 910 PA 901BDE (Aibay and Catanduanes) had their 3 trucks and 1 platoon personnel on standby alert for ORO; 903BDE (Masbate and Sorsogon) had 7 vehicles and 3 platoons on standby alert. PAF TOG V alerted 1 DRU Team and 1 Troop Carrier vehicle. NFSL Disaster Response Teams (3 teams composed of 2 Officers and 10 EPs per team) on stan by alert. PNP PRO II, BFP-RII, 17th 18 and 502nd BDE are on Alert Status and ready "ON CALL" for any emergencies. NCRPO is on Alert for the development of TS "LAWIN". BFP V 16 SRU personnel ready for possible deployment; 1 team on standby for possible augmentation; and Water rescue equipment on standby. PCG V 24/7 manning of respective command centers and close monitoring of maritime incidents; directed all coast guard stations/detachments to closely coordinate with coastal barangays, ship mater/owners and operators to be guided accordingly on the memo circular regarding movement of vessel during heavy weather; and Deployable Response Group (DRG) is on standby alert ready for deployment as the need arises.

REGIONAL PREPAREDNESS MEASURES: RDRRMC II, III,IV-A,V,VIII NCR and CAR Alerted Local DRRMCs for possible occurrence of any emergency in their AOR. Alerted residents living in low lying areas and mountainous slopes against possible flashfloods and landslides. Coordinated with RDRRMCs and local DRRMCs and regarding situation in their AOR and preparedness activities to be undertaken. Disseminated Advisories and Updates on Severe Weather Bulletins and General Flood Bulletin to all concerned LDRRMCs and RDRRMC member agencies for information and warning and uploaded to social media network. Continuously monitoring the regional situation. RDRRMC II All PDRRMCs are on Alert Status and continuously monitor AOR. PDRRMC of Cagayan conducted Emergency meeting on 21 Septem ber 2012 in preparation forTS "Lawin". RDRRMC Ill Continuous monitoring level of major dams and rivers in our AOR for possible flashfloods and landslides caused by occasional moderate to heavy rains. Continuous monitoring of roads and bridges going to Aurora province and Cagayan Valley Region .

RDRRMC IV-A Alerted residents living in coastal areas for big waves or storm surges. RDRRMC V Maintains 24/7 duty personnel to monitor LDRRMCs and concerned agencies re any untoward incidents and actions taken. Disseminated weather updates/gale warning/flood advisory for Bicol region to all RDRRMC members/Support agencies, LDRRMCs and local media and uploaded same to OCD-RDRRMC Facebook page to effectively ensure public safety and achieve zero casualty. Continuous coordination with PDRRMCs re weather situation and advised to closely monitor situation especially in low-lying areas and report any untoward incident ICOW latest weather disturbance. Accomodated media inquiries re preparations or incidents w/in the region. Preparation of relief goods (none food items) for possible distribution to families affected by TS "Lawin". Coordination with AFP (ARMY, NAVY, AIRFORCE), CGDBCL, BFP re assets on standby for possible ORR operations. PDRRMCs Catanduanes, Albay, Camarines Norte, Camarines Sur, Masbate and Sorsogon continuously disseminating Weather Advisories thru (broadcast media DZBC AM and PADABA FM, and SMS). RDRRMC VIII PCG Eastern Visayas District to alert all PCG stations to advise fishing boats and other small seacrafts not to venture out into the sea especially in the eastern seaboard of Visayas. NCR All LDRRMOs and MDRRMCs including CDAG (volunteer group) are on alert status and prepositioned their response assets and rescue teams. Instructed Outdoor Advertising Association of the Phils. (OAAP) to roll down their billboards as precautionary measures re possible effects of TS Lawin. Prepared/Submitted reports to NDRRMC OPCEN for information.

CAR Advised all LDRRMCs to be on Blue Alert Status. For the information of the SND and Chairperson, NDRRMC.
