About PPM Consulting Limited PPM Consulting is a management and development consulting firm created out of over 20 years of audit and professional advisory experience. The firm, though only 5 years old has created a niche for itself in the area of management and development consulting. With diversified projects in the area of corporate governance particularly in the area related to finance, project management, systems, research and strategic management. PPM Consulting is currently attracting clients from different parts of the country, the region and overseas. Our assignments have been funded by the Government of Rwanda (ordinary budget), World Bank, USAID, IFAD etc and have involved project development and implementation support, investment appraisal and business plan development, company valuation and due diligence, field research and external audit. Recently the firm undertook a review of the privatization program funded by the Government of Rwanda, in addition to policy and program governance review, we assessed assets and liabilities of the program and, advised on the conduct of future privatizations in the country. We also, conducted a study on the labor market and youth employment in Rwanda for the International Youth Foundation, funded by USAID. Apart from organizing high level stakeholders consultations, value chain analysis was conducted on select crops with presumed high impact on youth employment. PMM Consulting has been extensively involved in areas related to project management, economics, finance and accounting. The consultants in PPM Consulting have exposure to review, design, supervise and implement various manuals in the areas related to project management, finance and accounting: project implementation manuals, financial policies and procedures manuals, accounting policies and procedures manuals, procurement policies and procedures manuals, and human resource management manuals.

Vision PPM Consulting Limited (hereinafter referred to as PPM Consulting) provides expert inputs to clientele in the areas relating to Management and Development Consultancy and, various value added services in project management, finance and accounting. PPM Consulting started in January 2007 in Kigali, the capital of Rwanda. Since its inception, the firm has formed a pool of associate consultants with diverse skills and expertise acquired in different sectors that is critical in delivering quality results to our clients.

Mission Value beyond consulting is overriding principle of PPM Consulting. To our clients, the value added by PPM Consulting does not stop just with assignments and, to our experts and staff, professional and ethical values move beyond the consulting assignments. Focus of the assignments is not conceptualization, but implementation. The strength of the team lies in design, development and handholding until complete implementation is assured. Our goal is to provide services that improve governance and accountability across sectors through the application of management science tools and processes. We understand governance as directing a business entity (private, public or not-for profit) to realize its business aims while respecting the rights of those with rights but also the interests of those with interests (stakeholders). On the other hand, by definition, accountability is accounting: to someone, for something, with an instrument, and for a reason/motivation. Hence, we believe theres not a major difference between private business and public agencies as relates to accountability. The principal distinction for accountability is in the motivation; for profit, to account through an instrument (report) to subjects (shareholders), on value and to some extent social responsibility as well. For public administration is to provide a legitimization of the results (socially satisfactory products). Therefore, at PPM consulting we endeavor to develop the tools and/or instruments that encourage innovation in governance and accountability. Our Team Strength Sudadi Kayitana Senganda is the Managing Director of PPM Consulting and, is a senior management consultant with over 10 years of working experience, 5 years as a consultant. Sudadi has extensive experience in designing solutions for industries and government departments with focus on financial systems and controls. His areas of specialization include finance, accounting and insurance. He has evaluated companies, developed business plans, drafted and successfully implemented various manuals: accounting, financial and procurement manuals of various organizations. Sudadi has audited extensively projects associated with the World Bank, UNDP, IFAD and OPEC. His core area is in the conceptualization, design and implementation of oversight and control systems, having specialized in the area of audit and accounting. Sudadi is a qualified Chartered Accountant, with basic Associate degree in Accounting from the National University of Rwanda. He is one of the few Certified Chartered Accountants in Rwanda and, a founder member of the Institute of Certified Public Accountants of Rwanda (ICPAR). He is a Supply Chain Management professional and a member of the Chartered Institute of Purchasing and Supply (MCIPS), and also holds a certificate in Technical Reinsurance from Kenya. Sudadi is a board member of three reputable institutions in the country, Bank of Kigali, the Rwanda Utilities Regulatory Agency and Rwandair. Sulaiman Kyambadde, Deputy Managing Director and Senior Executive Consultant in PPM Consulting is an economist and a specialist in investment and project management with over 10 years of service in Rwanda and, 5 years overseas (with over 6 years of consulting and advisory experience). Sulaiman has extensive experience in designing solutions for industries and government departments with focus on project integrated management, institutional economics and development. His areas of specialization include international financing, portfolio management, economic planning and strategy development, decision support systems design, service delivery and costing, budgeting and cost management. He has planned, developed and assessed projects, valuated companies, developed business plans, appraised investment portfolios, drafted and successfully implemented various manuals: project implementation, investment appraisal, earned value management, financial, procurement, human resource and corporate governance of various organizations and, also trained relevant staff for implementation and compliance monitoring purposes. Sulaiman has worked extensively on projects associated with the World Bank, UNDP, IFAD, USAID and ADB. His earlier position was in the Ministry of Finance and Economic Planning, Government of Rwanda, for the national central projects and external finance bureau (CEPEX). He has Masters Degree in Project Management from the George Washington University and a Bachelors Degree in Economics from the National University of Rwanda. He has conducted extensive studies on the application of project management processes and aspects of international development financing. He is a member of the International as well as the Africa Project Management Group and the Society for International Development. He is an alumnus

of George Washington University and a member of the University project management network. He is an excellent writer and a teacher/trainer. He has also done extensive research in the area of governance, micro-financing and foreign direct investment. He is a board member of Lifemate Coffee Limited, a reputable coffee processing company in the country and, also serves as the Technical Adviser in-charge of program management, capacity building, business development and communication outreach to YES Rwanda, an advocacy institution (NGO) promoting youth employment through training, business incubation and entrepreneurial support. Bruno Pambu Villa is a Senior Consultant in PPM Consulting in the area of corporate finance and audit, with over two decades of experience. He joined PPM Consulting after a long stint with Somerdale Management Limited, Deloitte and Touche and Coge Banque. He was also Audit Manager with Deloitte and Touche Rwanda. His expertise is in the area of corporate finance and economics. He has audited different institutions, including projects associated with the World Bank, UNDP, DFID, BTC, Care International and World Relief. Bruno has also drafted procedural manuals and developed programs for PSI Rwanda, UNDP Rwanda, BNR, BRD and RIAM. He has a Masters degree in Finance, Investment and Securities from the University of London, a Masters degree in Economics from Universit Paris 1 Sorbonne, and Bachelors degree in Economics from Universit Paris 1 Sorbonne. Bruno Kabaja Musinguzi is a Senior Consultant in PPM Consulting in the areas of business development, organizational studies and general research. With over 6 years of experience in the academia and consulting. He is a visiting Lecturer of Strategic Management at Kampala International University and, was a tutor at the Kigali Institute of Education and a member of the Textbook Approval Committee of the Ministry of Education. Bruno is also an active core trainer for the SMASSE-RWANDA project. He has a Bachelors degree in Education from Mbarara University of Science and Technology with MBA from Uganda Martyrs University, and a Postgraduate Certificate in Research Methods and Writing Skills from the Centre for Basic Research, Kampala.
