e-tickets through Mobile
The railways are
introducing another
system to book
e-tickets.
This will involve
the Interbank Mobile
Payment Service,
railway sources said
Friday.
Even if one does
not have a credit
or debit card or net
banking facility, he
may still be able to
book a rail e-ticket
making the payment
through IMPS, an Indian
Railway Catering and
Tourism Corp official said.
The IRCTC books more
than four lakh e-tickets a
day.
According to the officials,
until now passengers used to
pay for their e-tickets through

credit cards, debit cards or


net banking facilites.
Now they will have
IMPS as one more option,
an official said.
H o w e v e r, i n i t i a l l y,
IMPS users can make
the payment only through
internet in the IRCTCs
e-ticketing website.
Later, the facility will

be available through
mobile phone, officials
said, adding that the
IMPS allows instant
interbank fund transfer
and 247 availability.
He said IMPS would
save time and also
provide security.
The IRCTC is also
planning to launch
another system in
which a user will be
able to book tickets
against advance
money kept with the
corporation.
Under the new scheme,
called Rolling Deposit
Scheme (RDS), a user can
deposit money in advance
with IRCTC and use it as
a payment option amongst
other payment options for
paying money at the time
of booking tickets.

The State Election


Commission will kickstart
the next round of special
summary revision of electoral
rolls on October 1, Chief
Electoral Officer (CEO),
Praveen Kumar, said here
on Friday.Sept. 14.
Addressing a press
conference, he said all those
whose names are yet to be
included on the rolls and
those who are reaching the
age of 18 before Jan 1, 2013
can apply for inclusion and
voter identity card. He said
the publication of draft rolls,
which would contain all names
included in the list till date,
would be done on October
1. All those who wish to file
claims and objections to the
rolls, and those who wish to
be included in it, could do so
before October 31.
On October 6 and 9, all
gram sabhas in rural areas
will undertake a reading
of the relevant parts/photo
electoral rolls. While online

facility would be available


for applications, voters could
also approach booth-level
officers, taluk offices and all
other notified centres for their
inclusion or revision.
On October 7, 14 and 21,
(Sundays) a special campaign
would be undertaken where
the booth-level officers would
be present in all designated
polling stations through the
day. People can approach
them with the forms and for
any clarification regarding
inclusion and deletion from
the electoral rolls, he said.
This apart, he said voters
could call 1950 during
working hours to clarify any
doubts they have regarding
the process.
The final publication of
electoral rolls will be done on
January 5. The voters can log
on to http://elections.tn.nic.in/
In this regard, there
has been a tie up with over
20 NGOs in the State, he
pointed out.

Celebrates historic milestone

United Amateur Artistes, the popular


Tamil theatre group founded by Late Sri Y. G.
Parthasarathy, has completed 60 years. UAA
founded in Sept. 1952 is headed by Y.Gee.
Mahendra, the man who took on the mantle
from YGP.following his legacy.
The occasion will be celebrated with fanfare
from September 23 30, when eight of the
troupes most successful plays will be staged.
The week-long drama fest will be held at Narada
Gana Sabha Auditorium, TTK Road, Alwarpet.

Name nominee in bank form

Have you filled the nomination form for


your bank accounts and safe deposit locker?
If so, have you got an acknowledgement
from the bank confirming registration of the
nomination?
If your answer to either or both of these
questions is in the negative, I would suggest
that you complete these essential formalities
without any delay. While doing so, I would
suggest that you also take your bank to task
because it is their duty to get every customer
to fill up the nomination form, register it and give
you an acknowledgement for it.
The banking regulator has been asking
banks to comply with these legal formalities,
but banks often ignore this important advisory.
In some cases, they may get new customers to
fill up the forms, but not bother to ensure that
old customers also follow suit.
In fact, in its latest master circular on
customer service, released in July this year, the
Reserve Bank refers to an observation made
by the Allahabad High Court, wherein it said:
"It will be most appropriate that the Reserve
Bank of India issues guidelines to the effect
that no savings account or fixed deposit in a
single name be accepted unless the name of
the nominee is given by the depositor. It will go
a long way to protect the interests of innocent
widows and children, who are dragged in longdrawn proceedings in the court for claiming the
amount, which lawfully belongs to them."

Different Strokes

The regulator also points out that some


banks do not have a system of acknowledging
the receipt of the duly completed nomination
form and giving it to the customer. Saying that
this did not meet with the legal requirements, the
RBI says that banks should strictly comply with
the provisions of the Banking Regulation Act,
1949, and the Banking Companies (Nomination)
Rules, 1985, and devise a proper system of
acknowledging the receipt of the duly completed
form of nomination, cancellation and or variation
of the nomination. Such acknowledgement
should be given to all the customers, irrespective
of whether the same is demanded by them.
The regulator also emphasises that banks
are required to promptly register in their books,
the nomination, cancellation or`A0changes in
the nomination.
The Reserve Bank also advises banks to
indicate on the passbook, whether the account
holder has availed the nomination facility and
whether it has been duly registered, by stamping
the inscription "Nomination registered" on the
face of the passbook. In fact, emphasising the
need for nomination, the regulator has asked
banks to educate consumers on it and give the
subject wide publicity, even`A0put reminders in
chequebooks, the regulator says. But not every
bank follows this mandate.
A recent case that came up before the national
consumer disputes redressal commission
underscores the problem that one may face in

the absence of such nominations. The case


here pertains to a safe deposit locker hired
by Jaiswal in Central Bank of India, for which
no nomination was done. This resulted in his
wife waging a long legal battle lasting over
10 years before the consumer courts and
eventually losing the case.
Her contention was that she had hired
the locker in 1984 with her husband and it
was in their joint name and on the death of
her husband, she became the sole owner
of the contents. By refusing to give her that
access, the bank was guilty of deficiency in
service, she argued.
The bank, however, pointed out that even
though Jaiswal asked for the locker to be in
their joint name and the application was filled
accordingly, she had never signed the form
nor furnished her specimen signature. Nor
had she ever operated the locker, either alone
or with her husband. Now following his death,
another woman, claiming to be his wife, was
seeking access to the locker. The bank,
therefore, had asked for succession certificate
from a court of competent jurisdiction.
The consumer courts agreed with the
bank and held that there was no deficiency
on the part of the bank in refusing her access
to the locker (RP No 3977 of 2006, decided
on 14-10-2011).

they realise that the newly-introduced person
doesnt represent any kind of threat and can,
after getting to know them, turn out to be a
wonderful friend.
There are, however, other children who
are always extremely wary of meeting new
people, especially children of their own age
group, due to the fact that they have certain
problems which make them feel very different
from those around them. Such children are
just the same as others on the inside where it
counts but, because they look or act differently
than those around them, they tend to be extra
sensitive and so are easily hurt.
Some children and adults have certain
disabilities, such as difficulty in hearing or
seeing, walking properly or a learning disability.
It is not something to be pointed out and made
much of it is just something for others to
accept and understand.
Such people have often been given other
gifts, to compensate for any physical or mental
disabilities they may have and it can take time,
even years, for their full potential and abilities
to be recognised by a society which considers
itself to be normal, when nobody knows for
sure what normal actually is!
One of the biggest heartbreaks a person
with a disability faces is when others stare at
them for no other reason than that they happen
to be different from those around them. And,
as very few people actually enjoy being stared
at, they often find the experience upsetting in

the extreme.
Life can be problematic enough without
people staring or whispering about someone
else while they are in the same room, same
class or in the same playground. The one on
whom all this unwarranted attention is focussed
inevitably knows exactly what is going on and is
really hurt deep down inside even though they
might not show it.
A child with a disability is sometimes left out
of games and fun activities that others enjoy
when, in some cases, they are perfectly capable
of joining in. And, if they cant play one kind of
game there is usually an alternative game which
they can and, if it happens to be some kind of
competitive sport, they can win and surprise
everyone around them into paying them the kind
of positive attention they so rightly deserve.
Deciding to exclude them from games and
sports is a thoughtlessly selfish thing to do when
all it takes is a little consideration to make them
a part of the gang. And, if there are doubts
about this, all one needs to do is think about
Paralympics in which people with a disability
from all over the world compete to achieve
stunning successes that people without such a
disability can rarely dream of.
Learning how to cope in the big wide world
is a major achievement for children with obvious
problems and, aside from being stared at and
otherwise ridiculed, a major hurdle to overcome
is that of people who presume that they cannot
do anything for themselves so must be assisted
in performing even the simplest task. This
assistance may be necessary at times, even
welcomed, but should not be loudly forced on
someone who doesnt want it yet, and possibly
finds it difficult to make this known. It is satisfying
to help someone when they obviously need it,
but not a good thing to insist on if they can
manage perfectly well on their own.
Knowing when and how to assist a child or

any person with a disability to do a task is an


art in itself. Announcing to everyone around that
someone needs help usually isnt the correct
way to go about it. It is much better to quietly,
without making any kind of fuss, just help with
whatever needs doing and then let things be,
unless the child indicates otherwise. Everyone
has pride and wants to be capable of doing
things for themselves, if and when they can,
and such people are no different.
Being over-effusive in acknowledging that
a disabled child has succeeded in completing
a task is another mistake often made by
other children and also by adults. Offering
encouragement is perfectly acceptable if the
child is learning how to do something new but
going on and on about it afterwards can be
pretty embarrassing for all concerned.
Just imagine how awful you would feel
yourself if, for instance, years after you leant
how to tie your own shoe laces your family and
friends kept on saying, Well done.
If there is a child with a disability that you
know, perhaps a sibling/relative, a neighbour
or a classmate, some of the most important
things to do include acknowledging them as
an individual person in their own right and
accepting them as such.
Remember to treat them on equal terms as
much as you possibly can whilst still making any
necessary allowances for perceived problems;
to quietly and calmly help when and if help is
required; to respond to their likes, dislikes,
tempers and tantrums just as you would with
anyone else; to treat them the same as you do
the rest of your family and friends and, above
all, to remember that whatever their disability
happens to be, it is not their fault. They have
feelings too and get hurt far more easily than
we do

What is PAN and


what you need to
know about it?
Most of us have a Permanent Account Number
(PAN) card, but not many know it's significance.
Let's try to understand what actually PAN is.
PAN is a ten-digit alphanumeric number,
issued in the form of a laminated card, by the
Income Tax Department, to any person who
applies for it or to whom the department allots
the number without an application.
PAN helps the tax department to identify
the person's transaction include tax payments,
TDS/TCS credits, returns of income/wealth/gift/
FBT, specified transactions, correspondence,
and so on.
Let's understand what the alpha numeric
combinations in a PAN card stand for. Let's say
the PAN card number is AFZPK7190K. First
three characters i.e. AFZ in the above PAN
are alphabetic series running from AAA to ZZZ
Fourth character of PAN i.e. P in the above
PAN represents the status of the PAN holder. P
stands for Individual, F stands for Firm, C stands
for Company, H Stands for HUF, A stands for
AOP, T stands for TRUST etc. Fifth character i.e.
K in the above PAN represents first character
of the PAN holders last name/surname. Next
four characters i.e. 7190 in the above PAN are
sequential number running from 0001 to 9999.
Last character i.e. K in the above PAN is an
alphabetic check digit.
Is it necessary to have a PAN?
Yes, it is mandatory to have PAN and quote
PAN on challans for any payments due to Income
Tax Department and it is also compulsory to
quote PAN in all documents pertaining to some
of the financial transaction.
How to apply for PAN?
PAN should be applied only on Form 49. It
can be downloaded from the website Income
Tax Department or UTIISL or NSDL www.
incometaxindia.gov.in, www.utiisl.co.in or tin-nsdl.
com respctively. This form is also available at IT
PAN Service centers and TIN Facilitation centers.
Once can also make changes in PAN or
check the status of your PAN online by using
the above mentioned sites.
If you already have your PAN and know more
about it you can check a website www.https://
incometaxindiaefiling.gov.in/portal/knowpan.do.
Fill your details and know details of your PAN.
Document required to be submitted as proof of
identity and address by individual who is Citizen of
India located in India at the time of application for
PANLike copy of any of the following:
1. School leaving certificate 2. Matriculation
certificate 3. Bank account statement/ bank pass
book 4. Property tax assessment order 5. Passport
6. Voters Identity Card 7. Driving License
For Proof of Address: Copy of any of the
following 1. Electricity bill* 2. Telephone bill*
3. Depository account statement* 4. Credit card
statement* 5. Bank account statement/bank pass
book* 6. Rent receipt* 7. Employer certificate* 8.
Passport 9. Voters Identity card 10. Property tax
assessment order 11. Driving License
* documents submitted as proof of address
for serial numbers 1 to 7 should not be more than
six months old from the date of application.
If the applicant is a minor (i.e. below 18 years
of age at the time of application), any of the
documents as per the lists specified below of any
of the parents/ guardian of such minor shall be
deemed to be the proof of identity and address
of the applicant.
