By Carol Ballard Warren County Report Members of the combined fire departments of Warren County gathered on Aug. 31 for a celebration in the new Public Safety Building to honor volunteer and career firefighters and EMTs for their accomplishments in 011. Awards were presented by Fire Chief Richard E. Mabie, County Administrator Douglas P. Stanley and South River District Supervisor Linda P. Glavis. This is our first event in the new Public Safety Building. Weve moved from 410 square feet to about ,000, noted Chief Mabie. He went on to especially thank Douglas P. Stanley, the Board of Supervisors and Warrens Sheriff Daniel McEathron, for pushing the project forward. He also half-seriously reminded the firefighters present to be ready to take calls if they came in. Some have said Ive started acting like a real fire chief, he joked. He went on to stress that it is very hard to decide who will be chosen to win, then called the firefighters up to received their awards. He recited each mans accomplishments and some of the reasons why they were chosen. Dedication to the departmentmany of them going way beyond the call of duty on and off the job-was high on the list- and he praised them for being very busy people. He also thanked and recognized their families. This job takes a toll in time and effort, sometimes 4 hours at a time, he said. Notable praise went to Fire Marshal Gerry Maiatico, recipient of the Fire Chief s Award for helping gain support to establish the fire marshals position. Others honored at the ceremony along with their companies included: Wyatt Strickland of Shenandoah Shores, volunteer firefighter of the year; Jay Moore of Front Royal, volunteer EMT of the year; Larry Oliver

Three career firefighters promoted to lieutenant were: Zach Burrows of Rivermont Station ; Kermit Gaither of South Warren Station 3 and Mickey Sirna. Chief Mabie ended the meeting by thanking the staff and a asking for a prayer for the members safety. After the meeting, Chief Mabie said how happy he is to have an Emergency Operations Center in the facility a room dedicated to take care of the countys disasters-typically winter weather and floods. The room will be equipped with information boards, televisions and laptops, and in case of extraordinary events, like hazardous material spills or airborne threats, when state or other agencies would be called in, all technology and resources will be available to them as well.

A Celebration of Dogs to formally open dog park on Oct. 21
Midas was quick to find a Town-donated fire hydrant at the dog park, caught in the act by local artist Patty Peeples. Patty and Midas moved to Front Royal last January - and love the dog park.
Kelly Walker, president of the Warren County Dog Park Association, announced Sunday that the new dog parks grand opening event, A Celebration of Dogs, will be held Sunday, Oct. 1 from 3 - 5 p.m. Standing among 0-30 association members and supporters - with about double that number of dogs dashing around separate enclosures for large and small dogs - Walker chose the occasion to re-state dog park rules and dog park etiquette, amid much yapping among dogs charging unleashed - some for the first time in their lives - around the riverside turf. She emphasized the necessity which was apparent, particularly on the pathway approach to the park - to clean up after (your) dogs and properly dispose of waste. Plastic doggie bags are available for the purpose within the park, but not at the parking lot entrance. Some association members commented on this oversight in informal conversations following the half-hour meeting. (Managing dog owners note: actually there is a dog baggie dispenser near the parking lot to the right of the parking lot path intersection with the river trail.) It was humorously noted that a promise by Mayor Tim Darr, made at the ground breaking of the Eastham Park at the foot of Luray Avenue earlier this year, had been fulfilled. Darr said the Town of Front Royal would donate used fire hyrdrants to the park. These were on-site (see photo) and very popular with many of the dogs in attendance.
Set the hounds loose

The Humane Society of Warren County (HSWC) president Denise Eastham announced a parallel event the conclusion of a fundraising dog walk at the park on Oct. 1. Plans have yet to be formalized, but the HSWC chief said in effect to stay tuned. The park has been fenced and in operation for several weeks. Eastham said provision of a safe and happy place for the communitys dogs already had been a joy to see. One reminder, apart from that mentioned earlier, was that all dogs using the park must have a current dog license, be vaccinated and healthy, and be leashed until inside the double-gated entries. Dogs are warned not to dig holes, and if they do owners must fill them in. Dogs also may not take their favorite toys to the park. It was explained that other dogs may take a shine to them, leading to differences between dogs that will be avoided if all leave their play things at home. Dogs must be attended at all times, and no more than three per owner/ handler. Also, it is intimated that the park
is not to be used as a pet-sitting area. All dogs must always have their owner/handler with them - in other words, no dog dumping while going off to shop. Violators of the rules posted at the park will be subject to removal and not allowed back. The Parks and Recreation Department will enforce the rules, and may be contacted at 635-7750. The county sheriff s department Animal Control may be contacted in cases of emergency at 635-418. Echoing throughout the park during Sundays proceedings were the yap-yaps and woof-woofs. Freely translated, according to our pug, Ophelia, and Siberian husky, Lola, these excited cries meant: Thanks Kelly and everybody for doing what you did to give us this

It is indeed frightening that Mr. Thomas can espouse this philosophy to captive college classes. To my knowledge the individuals mentioned are sincere, honest and respected, whose primary concern its to return this country to the principals on which it was founded and restore sanity and fiscal responsibility. Wilson Morrison Elementary School to Town Employees and Town Hall use only? Several E. Wilson teachers and parents used that lot, so as not to have to park on the street, and due to the limited parking available at the school itself. Despite letters to the town explaining the need for that parking, the signs went up anyway. Now, the principal at E. Wilson Morrison is left with the dilemma of removing needed playground space for the children, so that she can add necessary parking for our underpaid and hard working teachers. I realize that tunnel vision and oblivious mentality exist throughout our society, but this decision of the town continues to baffle me, especially given that the town was made aware of these concerns and the results that it would have on the children at E. Wilson Morrison, most of which live at or below the poverty level, and have few means of exercise as it is besides the streets. As a hard working and proud parent of an E. Wilson Morrison Elementary School straight-A student, whom do I thank for this oblivious misuse of taxpayer funds, and complete lack of concern for the young people this wonderful school serves? Schools in and one retired teacher shares some student insight Editor, I am a retired Warren County Life Science teacher. At the beginning of a school year I always presented my students with a few basic classroom rules that were my expectations from them for a successful school year. One year I decided to ask them what their rules would be for me. Their responses were very enlightening. After sharing them with my daughter, she fashioned them into poetic form and had them framed for me. The president is silent for a moment, and shakes his head. Biden, you idiot, someone has stolen our tent! The following morning, the pair are up early to go hunting. Soon they are successful and shoot a huge buck. They slowly, and with great difficulty, begin dragging the animal by its legs back towards their campsite. About an hour later they are still struggling when they meet another hunter. Hello, Mr. President, Mr. Vice President, says the man politely. Please dont be offended if I make a suggestion but wouldnt it be easier for you to drag your deer in the other direction? That way, the antlers wont dig into the ground. Obama and Biden express their gratitude to the man and follow his suggestion. A while later, still puffing and panting, Biden turns to his boss and says, You know, Barack, I really dont think this way is any better. I know what you mean, Joe, agrees Obama. Were getting further and further from our campsite. Several hours elapse, and our brave adventurers are tired and out of water. Fortunately, they come to an old, abandoned well. Curious about how far down the water might be, they throw in a pebble - but they hear nothing. Then, they find a bigger rock and throw it in and wait. Still nothing. They search the area for something larger and come upon a huge boulder with a long rope attached. With great difficulty, the two men carry it to the opening and throw it in. While waiting for it to hit bottom, a man suddenly darts between them and leaps into the well! My goodness! says the stunned president to his buddy. That looked like Bill Clinton! Yes, I believe it was, replies Biden. They are still standing there, stunned, when Hillary Clinton walks up to them. Bill and I are camped over that ridge, near the Girl Guides Fall Camp. Have you gentlemen seen my husband anywhere? she asks. Yes, replies Biden. As a matter of fact, he just ran passed and jumped into the well in front of us! Oh no, that couldnt have been Bill, answers the Secretary of State. I left him tied securely to a big old rock, with a long leash around his neck. More Political Jokes: The Democrats

Barack Obama and Joe Biden decide to take a break from their hectic Washington schedule and spend some quality time together for a few days. So they send their Secret Service agents away, and head off to the backwoods of Illinois for a quiet weekend of deer hunting and camping. After a good dinner, they climb into their tent together and go to sleep. Some hours later, Obama wakes up and nudges his faithful friend. Joe, look up at the sky and tell me what you see. I see millions and millions of stars, Barack, replies the VP. And what do you deduce from that? Biden ponders along these lines for a minute. Well, astronomically, it tells me that there are millions of galaxies and potentially billions of planets out there. Astrologically, I observe that Mars is in Scorpio. Meteorologically, we should have a beautiful day for deer hunting tomorrow. Philosophically, I can see that we are just a small part of the universe. What does it tell you, Barack?

Front Royal ment hosting yard sales nearly every weekend. Did this citizen first try to contact the tenants or the owner of the property to get this issue resolved peacefully BEFORE deciding to use the violence of the local government to force his/her neighbors into compliance? Did the person who complained about the frequency of these yard sales consider asking WHY so many were being hosted? Considering the terrible condition of the economy, maybe these neighbors were just doing what was necessary to bring in some much needed income. Besides, even if these yard sales were not being hosted due to unfortunate circumstances, yard sales in and of themselves do not automatically create infringements upon neighboring properties. People should really be careful about how and why they use the violence of government against their neighbors as there will likely come a day when the neighbors can turn it around and use government violence against THEM. The article doesnt answer any of my above questions, but it is clear that this is just another case of people using the government as a bludgeon with which to beat their neighbors over the head. If liberty-minded Americans wish to restore some semblance of liberty in this country it will have to start locally. A good start would be to circumvent laws and ordinances like this one. Acts of non-violent civil disobedience on a large scale
can be far more effective in reclaiming stolen liberties than petitioning ones own government for a redress of grievances. If private property rights are the foundation for every other personal liberty, as Ludwig von Mises has written, then ANY law or ordinance that restricts, or otherwise, removes ones right to private property should be considered an infringement upon freedom itself and, henceforth, resisted. I, myself, have never gotten the governments permission before hosting a yard sale and I never will! And I would challenge my libertyminded friends to adopt the same mindset of choosing and exercising private property rights and freedom - with OR WITHOUT the governments permission! drift for some time. Andy, the most non-partisan Democrat Ive ever met, has lifted my spirits and I believe he will lift yours as well. The country is sliding in an historically unprecedented direction. Ten years ago the middle class comprised more than 60 percent of our countrys population. Now it comprises less than 50 percent on whose shoulders more taxes are heaped while the rich are paying less. But there are other critical issues threatening who and what we are as a nation. Editor: This letter is in response to the article Town Council discusses frequent yard sales in the Early September edition. I am well aware that local yard sale ordinances are nothing new but there is absolutely no way in which yard sale ordinances are compatible with the principles of liberty. Yard sale ordinances are nothing more than gross violations of each individuals private property rights. In this so-called free country of ours, should we REALLY be expected to have to trudge into the local bureaucrats office in order to get the local governments permission to sell our own stuff in our own yards? Regardless of the number of yard sales one wishes to have, should people REALLY be forced to pay the $5 extortion to their local overlords for their grant of permission? When the American Revolutionaries fought for independence from England, did they REALLY envision a new America where people had to get the permission of their local rulers before they could utilize their own property in a peaceful and economic way? Remount Cavalry Depot Open House announced

Step back in time to the first half of the 0th Century and meet the staff of Front Royals Remount Depot. Listen to stories as they bring back to life a portion of the depot from days that have long been forgotten. Uniformed interpreters will conduct living history impressions that will portray both military and civilians from the 1911 to 1945 time period. This will include military, civilians, Prisoners of War, and of course there will be horses. Remount is the term that was used to describe the purchase, training, and delivery of horses and mules used by the U.S. military. Today the 4-H Center is available to youth and adults throughout Northern Virginia for camping, conferences, retreats, educational and recreational programs, and hands-on experience. The 4-H Center plans to restore and refurbish the historic US Cavalry buildings and stables, create a Cavalry Museum and modern-day equestrian and public use facility. Riding mower death ruled accidental

On September 10, 01 at 4:43 p.m. the Warren County Sheriff s office responded to the 6000 block of Browntown Road for a reported tractor accident. Sheriff s office deputies arrived at the scene to find a male pinned under a mower. Warren County Fire & Rescue units arrived and the victim, 83-year-old Donald Allen Bohlmann, was pronounced dead at the scene. The preliminary investigation is being worked as an accident by the Warren County Sheriff s Office. The cause of death is pending the results from the Northern Virginia Medical Examiners Office.

Intimidating dog ordinance passed that clears it up(?)

By Roger Bianchini Warren County Report After a delay from its previous meeting, on Sept. 4, the Warren County Board of Supervisors unanimously approved an ordinance placing specific parameters under which a dog can be declared intimidating. The designation requires that owners of dogs declared intimidating muzzle and leash them when they are in a public place or a private place to which the general public has access. The earlier hesitation to approve the ordinance revolved around exactly how the designation intimidating would be defined. The ordinance approved defines an intimidating dog as, A canine or canine crossbreed that attacks, charges or approaches or attempts to attack, charge or approach a person or animal while barking, growling or behaving in any other threatening manner and under such circumstance that a court would determine a reasonable person would be afraid or in fear of harm. Throw it to the legal system to define reasonable thatll clear everything up. In prefacing his positive vote Shenandoah District Supervisor Richard Traczyk said he thought the new wording cleared up in my mind under what parameters the definition intimidating could be placed on an animal. However after adding that the new proposed ordinance was better than previously offered, Traczyk admitted there was still some vagueness involved that could lead to differences of opinion. The ordinance also lists circumstances where such behavior defined above would NOT lead to the determination a dog is intimidating. Those include: Incidents in which the involved animals are owned by the same person; situations where the owner could (justifiably) use force against a person or animal in the same circumstance; a dog engaged in legal hunting or dog handling event; a dog that has been provoked, tormented, abused or assaulted; a police dog on the job; a dog responding to its own injury or engaged in protecting itself, its offspring or kennel; incidents occurring on private property not open to public; and finally, any other circumstance determined in a court of law. Well, that clears it all up. The owner of a dog declared intimidating who fails to follow the prescribed means of restraining the dog leash and muzzle in public can be charged with a misdemeanor criminal offense. It is not clear if the impetus for the ordinance was the recent opening of the county dog park. But from our visits, other than some overly aggressive sniffing and a territorial give me some personal space alerts, all dogs and most owners have been very well behaved.

By Carol Ballard Warren County Report The Front Royal Karate Club, just off East Main Street and down a little brick-paved alley at 7 Kidd Lane, has been the site for countless promotions over the years, showcasing students who started out with white belts, progressed upward through the levels and eventually received hardearned black belts. But on the Saturday night of Aug. 5, its mirrored walls reflected an unprecedented sight for the club. On the same night, Michele Vaughan and Charmel Krueger became two of only four females to make 4th Dan (degree) Black Belt in the school, whose instructors teach and practice the Okinawan Shorinryu, or Young Forest system. Both women are students of 7th Dan Black Belt Instructor Carolyn (Carol) Corbin. They dont know it, but they will be punching back tonight, which is only done in 4th Dan promotions or higher. Theyve never done that before, except in class, Corbin confided at the beginning of the event. The serenity of the family-friendly dojo, which is surrounded by flowers and a vegetable garden, gives no hint of the extreme efforts and challenges faced by the students who seek promotion testing. The women themselves also took the time to talk about the reasons behind their journey toward the nights accomplishment. Michele has lived in Front Royal for 10 years and said she first got interested about six years ago when she brought her three children to the school to start them in the junior classes. It looked like fun and wanted to do it myself, so I started in Carols classes, she said. Even after getting her first black belt, she wanted to continue training and still does. Michele also likes how the class workout and practice relieves stress. She also believes it helps her to be more patient and keeps her from selling herself short in other areas of her life. Its something I know is just for me. I learn so much about myself and inner strength and abilities didnt know I had. Its so great to see that and say, Did I do that? Its an empowering thing, she said. When asked about how it feels to face the men during the promotion,

The Tests To an observer much of what goes on inside the circle may not seem like it requires as much effort as it actually does, but it is an indescribable experience to be on the floor and face the intensity and focused energy of the instructors and designated sparring partners. Sen-sei Drago calls this deceptive dynamics. If eight seconds is a long time on the back of a bull, 10 minutes in a dojo promotion can seem like a lifetime. Krueger was first up for the 10minute round that included blocking, kicking and punching and then Vaughan took her turn. After going against Corbin and Fenimo, Daniels, a powerfully built 7th degree Black Belt holder, was sent in against the women, both of whom were more slightly built, weighing in around 115-0 pounds each. confidence, their training allowing them to fall without being hurt. Each woman went through the all the katas (a Japanese word meaning form- detailed choreographed patterns of movements practiced either solo or in pairs) after the sparring sessions. The participants Its the best promotion in 39 years in the dojo for two people going at the same time. Both women are mothers; have kids running around, both are 45 years old. Do you realize they did the equivalent of a 40-mile run? Sensei Drago said at the end of it. And their instructor Carolyn Corbin, who has been with the school for 3 of its 39 years, also had nothing but praise for their effort. Theyre both remarkable. AMP presents new member-generated solar power plan

However: two council legal inquiries (Holloway & Lauder); one council leak (still anonymous) to a regional daily media outlet of the resultant confidential memo from then Town Attorney Tom Robinett to the mayor and council; and several highly public council calls (Sayre, Holloway) for criminal investigations of the town managers office and SolAVerde principals based on the notion that jobs and economic benefit promised to the community from solar energy development might be bribes a later abandoned notion; and solar energy development wasnt only DOA here, but eventually on hold throughout the 30-plus community AMP network. Domino theory The consequences of those political and legal dominoes, at least in part since other factors are involved, surrounding the idea to add solar power generation to the towns energy production grid included: the 010 defeat at the polls of Mayor Eugene Tewalt and Vice-Mayor Bret Hrbek, two of then Town Manager Michael Graham and the solar ideas biggest supporters; Grahams firing by a newly-aligned council sub-majority (HollowayLauder-Tharpe, with Sayre absent); the town attorneys sudden resignation for greener, or at least more lowlying coastal, pastures; the filing of a $30-million defamation and interference in a business contract negotiation lawsuit against three sitting councilmen Chris Holloway, Carson Lauder and Tom Sayre by local SolAVerde principals Greg Horton and Donnie Poe (depositions for which are underway); the 01 defeat at the polls of Holloway and Lauder; and the 01 re-election of Tewalt and Hrbek to council. PHEW!!! But that was then, this is now. And that now includes AMPs decision to proceed with a member-generated solar energy plan despite the departure of SolAVerde corporate offshoot Standard Energy from its effort to develop and fund an AMP solar power network. By Roger Bianchini Warren County Report AMP-Ohio, the municipal energy cooperative the Town of Front Royal became part of in an effort to diversify its energy portfolio and safeguard its energy purchase costs from the type of wild upward fluctuations experienced in 005-006, pitched its newest sustainable energy project at a Sept. 4 town council work session. That pitch by the Ohio-based American Municipal Power (AMP) resurrected what was once the most volatile political and legal word inside the Front Royal town limits SOLAR. A plan to develop a solar energy array here, potentially on at least 6 acres of the Royal Phoenix Business Park site, put Front Royal at ground zero of AMPs initial 009 plans to include solar energy generation as part of its move to more sustainable energy sources, including hydro and wind.

production beginning in the City of Napoleon, Ohio. A solar array that will produce 3.5 megawatts of power in Napoleon was commissioned on Aug. 8, and AMP is seeking a commitment to more such solar production sites at other member locations. Phase One of the project is forecast to produce a total of 30 megawatts for distribution among participating AMP members. If one were to project the Napoleon solar production as an average output for initial municipal site production that would mean AMP is looking for 8 or 9 municipalities committing to solar array development. After its initial reality TV experience flirting with solar energy production, could Front Royal be expected to seriously consider becoming one of those AMP solar production sites? Who knows? At issue are per MW hour costs estimated at $85 versus a current average cost of $68 to $69 in its current portfolio combining coal, hydro and wind-generated power. But as Mayor Tim Darr acknowledged during discussion, there are other peripheral benefits to embracing solar as a clean, sustainable, and one would anticipate a low-maintenance cost energy production source. It was also explained that none of the solar power generated by AMP members would be distributed through regional power company grids, like PJM (Pennsylvania-Jersey-Maryland) here, thus eliminating congestion and transmission fees and market fluctuations. AMP is looking for a 35-year commitment to its solar power production and purchase plan. Town Energy Director Joe Waltz
said it is recommended Front Royal include solar to account for .5 percent of its energy portfolio. However, Waltz admitted the initial $85 MW hourly cost was hard to swallow. AMP plans to apply to have Clean Renewable Energy Bond discounts carried over from previous wind and hydro projects carried over to its solar project. That will help bring costs down an estimated $59 million. But will it be enough to bring costs in line with other power sources. Waltz also told council 30 AMP localities had submitted applications to be solar host sites, a factor that could further reduce a localitys costs. However, a decision on Front Royals participation will likely not come until further information is accumulated by Waltz, who is part of AMPs membership board. That board is meeting in coming weeks on the status of its plan and membership participation.

Town looks reality in the eye on utility rates

What is the true cost of providing and maintaining water-sewer service?
By Roger Bianchini Warren County Report The Front Royal Town Council got an update on details of a consultant report on water-sewer utility rate hikes that will be necessary to cover infrastructure costs in coming years. The initial report from Burton & Associates came in 010. Chief among the towns concerns are the costs of the federally-mandated upgrades to wastewater disposal related to preservation of the Chesapeake Bay and its billion-dollar fishing industry. Municipalities in the Bays watershed, which includes the Shenandoah River where processed town wastewater is disposed of, have been given a timetable to upgrade wastewater disposal systems to account for pharmaceuticals and other wastes aging systems are not designed to eliminate. Those wastes have been linked to disease and sexual mutations in the fish population of various rivers, including the Shenandoah and Potomac. The cost estimate for the towns wastewater upgrades is currently at $40-million. Initial estimates made about five years ago when the mandate and timetable were first announced was $30-$3 million. But Front Royal, like many of its neighbors, has chosen to delay implementation. Whether the decision to delay is based on political hope costs will decrease or perhaps that the mandate itself will disappear, is an ongoing matter of speculative parlor talk. Whatever the case, with their backs against the timetable wall those municipalities now have to deal with reality. That reality is that despite the ongoing national recession, costs are up and the clock is ticking toward a deadline that includes significant financial penalties for a failure to implement on schedule. The news, good and bad, was brought to council by Michael Burton, president of Burton & Associates at an eventful Sept. 4 work session (see AMP solar power story). Among the bad news is that while four-plus years into the recession the economy hasnt brought construction costs down, it has decreased water-sewer utility demand. That reduction in its customer base for water-sewer service was estimated at 5 percent by Burton. Another downer for council was the fact that related costs of providing its utility service have continued to climb. Those costs include electric rates, fuel and chemical costs and climbing health insurance costs for staff.

Charts provided put Front Royal water-sewer rates in the lower third of municipalities included in Burtons rate studies. In fact at 3,000 gallons per month, Front Royals combined monthly water-sewer rate was lowest among 16 municipalities at about $1. Both water and sewer rate hikes would begin in the next fiscal year, 014. The suggested water rate hikes would be 8.5 percent in FY 014 and FY 015. The suggested sewer rate hikes would be 14 percent in FY 014 and FY 015. And heres where it gets interesting those hikes to water rates would increase to 35 percent in FY 016 before falling to additional hikes of 3.5 percent in FY 017 and FY 018; and facing the $40-million in mandated wastewater treatment upgrades, town sewer rates would climb another 30 percent in FY 016, before falling to the same 3.5 percent rate in FY 017 and FY 018. Okay, lets take off our shoes and calculate the total rate increases over five years 59 percent for water; and 65 percent for sewer. Real numbers Okay, that sounds horrible; but working from the 3,000 gallon per month average residential usage that would raise a residential water-sewer bill from $1 to around $34 per month. For larger households using 5,000 gallons a month, that would increase an average monthly bill from $56 to around $90. Perhaps a bitter, but likely non-fatal pill to swallow for average households. In fact, in response to a question about why Woodstocks rates were so much higher water/sewer at 3,000 gallons per month currently at $63 monthly and at 5,000 gallons monthly, $98 it was explained Woodstock had already implemented its new rates on the mandated upgrades and other infrastructure expenses. Welcome to the future and reality, sports (and municipal utility) fans. The Dominion variable But hold on kids, I forgot the REALLY GOOD NEWS the impact of water and sewer use of town water-sewer by Dominions gas-fired, billion-dollar power plant currently under construction in the countys northside 5 corridor. If as projected, the Dominion power plant comes on line in 016 and is tied into the towns water-sewer system all the backside increases (after FY 015) disappear almost. The sewer rate hike for FY 016 would decrease from 30 percent to 14 percent before disappearing entirely. The water hikes would disappear a year earlier than the sewer hikes, falling to zero in FY 016 after the two 8.5 percent hikes. That reduces the total water rate hike from 59 percent to 17 percent;
and the sewer rate hike from 65 percent to 4 percent. HOORAY Dominion!!! But not so fast sports fans. Burton continues to present the without Dominion variable in its rate studies even though the plant is under construction and scheduled to come on line to send additional power to the eastern urban corridor in 016. Is it possible Dominion might not tie into the town watersewer system?!!? Town Manager Steve Burke assured us that to his knowledge that is not on the table and that the without Dominion scenario is simply included to account for any situation in which Dominion might delay or abandon construction of the power plant due to unforeseen economic variables (what could that be? the total collapse of U.S. and Western economies under the weight of the systematic destruction of the world middle class; or perhaps all-out war in the Middle East launched by nuclear-armed Israel against non-nuclear Iran, perhaps around December 01 or so? Nah, Im just getting paranoid again.)

November 2013 General Election set for election to fill out Smedley term
ter a county staff meeting with Warren County Circuit Court Judge Dennis L. Hupp later the day of the board vote, the November 013 general election date was approved. Judge Hupp then swore Sours in as Commissioner of Revenue, retroactive to Aug. 4, pending the 013 election to fill out Smedleys four-year term. Smedley was elected to a sixth term November 011. The judges agreement to wait until the next available general election date is estimated by County Registrar Carol Tobin to save the county $16,000 to $16,500: the cost of a stand-alone special election. The board of supervisors included an earlier second choice date, April , 013, as a hedge against the eventuality the judge might decide against the later date in favor of a quicker move to an elected replacement. However the fact Sours has worked in the Commissioner of the Revenue Office for 34 years, the last nine as chief deputy, may have eased the courts mind that the office will continue to function smoothly toward an elected replacement. The county had 15 days from the date of Smedleys death to petition the court to set a date for an election to fill out Smedleys term. On Sept. 4, County Attorney Mitchell explained to the board as he had to us, that the coming November election is too close to be considered because a special election cannot be held sooner than 90 days of the office becoming vacant. The November 6, 01 election is 74 days after Smedleys death. Mitchell said a date must be set between the minimum 90-day timeframe and the following November general election. Another factor against a late spring or early summer date is the possibility a partisan primary could be held in June 013 in the run up to the November 013 election. A special election cannot occur on a primary day or within 55 days of a primary. Reassessment contract In a slightly related matter, the county supervisors also unanimously approved a contract with Wingate & Associates to conduct the countys 015 General Reassessment. Wingate, who conducted the 008 reassessment for Warren as well as Page and Rappahannock Counties, received high marks for their work. They were also the recommendation of the Reassessment Advisory Committee. The estimated cost to the county of the reassessment is $438,11, plus related office and staffing expenses. Staff said that a total of $499,500 has been set aside or planned to cover total costs. Those funding streams include $15,000 set aside in each budget from FY 013 through 015, and $14,500 available from the countys Special Projects fund. WCGC renovation costs The board tabled a motion authorizing up to $19,787 to be spent on renovations at the WCGC in the wake of the recent move of County Fire & Rescue Administration to the new County Public Safety Building, and consequent plans to utilize that and other underused space in the Commerce Avenue government building. The board agreed with Chairman Archie Foxs request for a more definitive number on costs for the renovations in what was cited as 900 cubic feet of space in the building. The matter was tabled to the next building committee meeting. Moseley Architects is forecast to prepare the construction documentation, oversee the bidding process on work and construction services. The reorganization plan under consideration includes: moving the Finance Department into the vacated Fire & Rescue space and some available annex space adjacent to the Building Inspections Department; move the Assistant Town Attorney from the back of the building near planning and zoning into the current Human Resource Directors office adjacent to the County Attorneys office; and relocate the Human Resources Director and Grants-Special Projects Coordinators offices into the existing Finance Department space. Liaison topics During a work session following the Sept. 4 morning meeting, the board pondered the Sept. 0 towncounty Liaison Committee agenda. Chairman Fox suggested an update from the town on what its current water policy regarding extension re-
quests into the county, particularly the 5 Commercial Corridor. Is this going to be an adversarial relationship for all eternity? Shenandoah District Supervisor Richard Traczyk thought aloud. Do you want to light that fuse? South River Supervisor Linda Glavis half joked in reply. The board then moved into related topics including the potential impact on county taxpayers in or out of town limits on costs for the upcoming wastewater treatment plant upgrades. It was commented that the town was looking into the availability of as much as $8 million in state grants funds. Town Manager Steve Burke later told us that the $8 million figure is what the town is eligible to apply for but not guaranteed to get. Burke estimated that depending on the number of applicants also eligible, a municipality might actually receive 40 percent to 50 percent of what it applies for. Burke also agreed that outof-town county residents or customers could contribute to a portion of the wastewater upgrade that would service customers outside the town limits. The supervisors conversation then moved on, but not out of the 5 Corridor. Supervisors sought more information on exactly what the town wanted the county to request from the state in additional county meals taxes above the current 4-percent level. Any extra revenue from the additional meals tax would be given to the town to compensate it for lost corridor PILOT fee revenues following the lost lawsuit challenge of the towns meals-tax-based PILOT fee on county corridor restaurants. Staff commented that a letter from town staff essentially said whatever amount was necessary to make them whole regarding that lost meals-tax PILOT fee revenue. Thats kind of vague, isnt it? Chairman Fox observed. At the time of the 009-10 court decisions upholding the big three corridor restaurants challenge of the meals tax PILOT fees, town officials estimated around $600,000 to $700,000 in lost annual revenue, with the potential that number would go higher as more commercial corridor development occurred. However, anticipated corridor growth has been largely stymied by the ongoing national recession.

WCGC pipe break open the flood gates

County Administrator Doug Stanley confirmed a water pipe break to a toilet in a womens bathroom in the Warren County Government Center the evening of Thursday, Sept. 13. There was a significant amount of water that leaked into the building, requiring an outside contractor to be brought in overnight to deal with carpet damage. County maintenance and custodial staff dealt with the immediate ramifications of the leak and were able to initially bring it under control.

Wagner Animal Shelter horses adopted on Labor Day

tory. Seventy-five miles and 90-minutes later, Kathy, along for the ride, helped deliver them to their adoptive parents. Carolyn Flowers of TICA Farm took Shahlaine, 9, while Lalique, 0, off-loaded at the nearby farm of Mary Beth Chapman who rescues only older horses and cares for them until the end of their lives. The trio was brought together by the Central Virginia Horse Rescue organization which had posted the plight of the Arabian mares on its Facebook pages. The Warren County Report last month published the last of several articles about the Arabian mares. In response to a plea for a round pen for the shelters large animal pasture, Debbie Wingate came forward with the training pen which will help future equine residents to settle and be gentled while they await permanent homes. The saga of the two mares began in July 010, and I was part of it. As president of the Humane Society of Warren County (HSWC), I approved, at the urging of the then shelter executive director, the acceptance of the horses from, ironically, a farm in Orange County. They were what remained of a herd of Arabians that were left for dispersal, along with the sale of the farm, following the death of their owner. Lalique and Shahlaine were dropped off into HSWC custody the day they were to be euthanized. The Warren County Sheriff s Department animal control had urged HSWC to provide for larger animals and, with the help of the Cedarville Ruritan Club and individual volunteers, a pasture was set aside and fenced. It was immediately occupied by horses, a mule, goats, and a Shetland pony. Adoptions were quickly forthcoming until the nationwide recession took effect. As

By Malcolm Barr Sr. Warren County Report Labor Day, Sept. 3, was bittersweet for some at the Julia Wagner Animal Shelter in Front Royal, but for most it was a joyous occasion upon which two of the shelters longest residents - Arabian mares Lalique and Shahlaine - departed for forever homes in Orange, VA. They had been at the shelter for 6 months. The horses had become an attraction for many visitors to the shelter; some came after hours to treat and commune with them. One, Kathy Brugh, a retired Front Royal elementary school teacher, was their constant companion and volunteer caregiver for more than a year. Kathy found it difficult to give them up but shed tears of joy as they were driven away by Warren County horse trainer George Lewis, owner of Deerfield Farm, and his son, Jared. The entire shelter staff momentarily left their posts in the shelter to wave a fond goodbye to probably the two longest residents in shelter his-

USO Dance, Mustangs highlight FRR Air Show

Despite threatening weather, an overwhelmed website a wild, blue time
forecast and the website being down, attendance was approximately down about 1,500 from last years over 4,000 spectators. Attendees to the first ever Air Show Week USO Show & Dance Friday night were treated to a fabulous show including a hot air balloon glow provided by State Farm, 40s style dance music supplied by Jump Alley, a show from the Hub City Lindy Hop troupe, food & drink from McAlisters, beer from the American Legion, and even an air raid staged by the Intermont Military Vehicle Club. Dance cards were even provided for the ladies by Media Bee Design. Everyone had a phenomenal time and asked if we could do the period USO Show again. Attendance was estimated at 300 for this first time event, again despite a bad weather forecast. From the beginning in 008, the Virginia Air Show has tried to remember 9/11, promote aviation, and support our military veterans and those still serving. Through their efforts Warren County supports aviation scholarships, the Drug Abuse Resistance Education (D.A.R.E.) program, and this year through our USO Show/Dance we are supporting our troops by donating half of all ticket proceeds from the dance to the Metropolitan Washington USO.

The 01 air show featured the renowned Flying Circus from Bealton, military aircraft, a hot air balloon, gyro copter, glider, a helicopter, barn storming, wing walker, and biplane performances, multiple acrobatic aircraft performances, and a host of aircraft flights. there were antique autos, aircraft displays, food, and just plain fun for the whole family. New for 01 was a WWII P-51 Mustang plus the Air Care helicopter (our newly based air rescue service). The P-51 Mustang aircraft is how the Ford Mustang car got its name. Also present were several Mustang cars including a Roush P-51 Mustang derivative. People lined up to get photos with and of this unique combination of cars and plane. Despite doom and gloom reports from the weatherman it was a perfect night for the USO Show & Dance on Friday (Sept. 7) and all scheduled flying on Saturday (September 8) was completed before the angry storm front moved through. The organizers apologize to anyone attempting to find out about the Air Show on Saturday using our website. Traffic was so overwhelming that the site went down. The organizers reported that they have taken several measures to prevent this in the future and will provide a phone number to call for future shows in addition to updates on the website. was succinctly stated by a volunteer at the shelter in July, people who own horses can barely afford to keep them, and there were, in effect, no rooms at the inn for these two orphans. Nor were there trained staff to take care of them. A volunteer, whose name escapes me, and her daughter were the first to offer help. Then came Christy Hartman, a trained horse woman, while for about six months I mucked out and delivered donated hay bales (from Butch Eastham, Thomas McGeath, Maurice Bowen and others). Kathy Brugh stepped forward in the summer of 011 to be joined by Deb Passwaters, a fellow horse owner and friend, Tina Anderson, plus George Lewis. The rest, as they say, is history. Over the months, then years, several horse enthusiasts inquired, inspiring hopes of rescue for the girls but each petered out and Kathy soldiered on, averaging four mornings a week at the shelter. She enlisted George Lewis to help train Shahlaine and gentle Lalique. She developed her own rapport with the two horses, convinced that, one day, they would be adopted and thrive. She hoped they would stay together, but it was not to be - the next best thing was theyd be neighbors. Lalique was greeted by two other oldsters, the geldings Elvis and Stormy. No problem there. At TICA (Things I Cant Af-
ford) farm, a 501-K non-profit, which with Mary Beth Chapmans adjoining pastures were inspected for suitability by shelter Executive Director Lavenda Denny and Kathy Brugh, great things are in store for Shahlaine who has been given what all younger horses need and want - a real job to do. Given a good vet report, which she got (100 percent healthy), Carolyn will train Shahlaine to a level that could take her to the Horse Expo, held annually in Maryland, to demonstrate what can be done with a rescue horse who just happens to be blind in one eye, Kathy said. With the horses gone to their forever homes, the animal shelter pasture empty for the first time in almost three years, Kathy says she will never forget Lalique and Shahlaine. The girls will always be in my thoughts and I shall look forward to seeing them from time to time. Meanwhile, Id like to thank all those who helped; all those people who donated to the shelter, specifically ear-marking their checks to help with the expenses of Lalique and Shay. Southern States also were most generous. I want to particularly thank Lavenda Denny for her support, and also the shelter staff for theirs. Its been a great ride with a fairytale ending, Kathy said. Indeed, it was a fairytale ending: when Lavenda Denny and Kathy Brugh set out on their inspection tour of the girls new homes, they found both the TICA Farm and the property where Mary Beth Chapman lives are part of a 10,000-acre estate of beautiful pastures and rolling hills that was deeded by Englands queen in the 1700s. Not a bad spot for two equine orphans from Front Royal to settle into and enjoy the rest of their lives. McClosky-WCDSS lawsuit settled or is it?

By Roger Bianchini Warren County Report We had rearranged our schedule to accommodate three days taken up totally to sitting in Warren County Circuit Court listening to testimony in Judy McCloskys $600,000 wrongful termination lawsuit against the Warren County Department of Social Services and its then Director Ron King. Our anticipation to hearing heretofore unreleased information on departmental procedures, the former part-time employees job performance, relationship to her superiors, co-workers and clients was running high. HISSSSSS that was the sound of our balloon being deflated after being told the case in the making for 3-1/ years, nearly 5-1/ if you date its lead up from McCloskys April 6, 007 firing from her part-time job as a fraud investigator for WCDSS had been settled out of court; and worse, with a non-disclosure agreement prior to its scheduled Sept. 10 start following jury selection. We checked at the clerks office after courthouse security bailiffs told us presiding Judge Dennis L. Hupp had just left the courthouse and that the circuit court agenda that trial for the day had been cancelled. I do it, but only when Im by myself, or when Im sure no one else can hear me, like when Im in the car. Thats typically when I throw out ideas for articles, like this one, or go over my schedule, including my weekly appointments with my psychologist, my psychiatrist and my psychic. Being the self-conscious person I am, I dont dare talk to myself in front of others. People who spend any amount of time around me already suspect Ive got issues. I start talking to myself in front of them and theyll have proof. I used to sit beside a coworker who chatted with herself a lot. I wasnt sure if I was supposed to ignore her, or join in on the conversation. I ignored her. Of course, I ignored her most of the time but thats another story. The woman who sits beside me now does the same thing. I ignore her too, but only when shes carrying on her own conversation. I typically talk to her otherwise. And the coworker behind me does it as well. Im not sure what it means, if anything, but all three are women. Surely they know what theyre doing. All three are reasonably

ment on the settlement on Sept. 13, she told us nothing had yet been signed regarding the supposed agreement and there were still issues to be resolved surrounding any settlement agreement. Uh oh, maybe this particular never-ending legal story has, in fact, yet to end. McClosky suggested we call her attorney for further information. So, we dialed up Tim Cupp at his Harrisonburg office and he told us he didnt feel comfortable commenting at this time. We renewed efforts to contact the countys lead attorney contracted through the countys Virginia Association of Counties (VACO) insurance carrier, Jim Guynn of Salem, who was again out of his office. We left a voice message and were awaiting a call back as our deadline approached. Back we went to County Attorney Blair Mitchell, also involved directly on the countys behalf, who had told us Sept. 10 that his understanding was, yes, there had been a settlement agreement reached about 10 days earlier leading to cancellation of the trial. We told Mitchell of our conversation with both McClosky and her attorney, and the information from the plaintiff herself that there may still be unresolved issues regarding any planned settlement. Why didnt we go to trial then? Mitchell wondered aloud. He promised to contact us if he got further detail from Guynn before we did. Background McClosky filed suit seeking $50,000 in compensatory and $350,000 in punitive damages against WCDSS and its Director Ron King in Feb. 009. The suit was based on her April 6, 007 firing by King. In an 18-page, 65-count complaint, McClosky contended her firing after 0 months on the job as a part-time fraud investigator was retaliation for a series of complaints she made over changes in departmental procedures that exerted increased oversight of her job performance. The friction between King and McClosky escalated when the departments director ordered McClosky to bring all fraud allegations she generated to his office for review prior to further action. During the publicity surrounding McCloskys initial charges against the department, which centered on King and the departments failure to send every fraud allegation she brought forward to the commonwealths attorneys office, then DSS Board Chair Prudence Matthews indicated the department tried to resolve cases that were either honest mistakes or correctable by compensation payments internally, without court action. Were here to help people, not turn them into criminals, Mathews said at the time.
County Attorney Mitchell said prior to McCloskys employment, WCDSS had an informal verbal agreement on handling fraud cases that carried over from Ed Hibbards tenure as county commonwealths attorney. That agreement was that DSS try and resolve all fraud cases under $1000 internally without moves to prosecute legally that might needlessly clog up the CAs office. Mitchell said he believed that arrangement was formalized as part of a Memorandum of Understanding between DSS and Brian Maddens CAs Office on how such cases would be dealt with within the framework of state codes in the wake of the special grand jury investigation. That special grand jury investigation was convened, after first being rejected by Judge Hupp, following earlier grand jury testimony believed to largely have originated with McClosky during routine testimony on cases she was handling. The special grand jury reviewed allegations of criminal behavior by King and his department centering on McCloskys assertions about flaws in departmental policies. Other than suggesting some procedural changes to address methods that needed to be brought into compliance with state guidelines, no charges or other action resulted from the grand jury investigation. McClosky was also granted a grievance hearing by the social services department and a special arbitration board appointed to review the circumstances of her termination. No announcement was made following that review and neither side publicly commented on it.

An old problem county street signs going missing

Warren County is offering $100 for information leading to the arrest and conviction of persons for stealing or possessing stolen Warren County street signs. Warren County continues to have problems with stolen street signs. According to County Administrator Doug Stanley, Over the past year the number of stolen, missing and damaged street signs has increased. In calendar year 011 we ordered a total of 15 signs. So far this year (through August 8th) we have ordered 163 signs. The theft of street signs is a serious matter and represents a threat to the Countys ability to protect the publics health, safety, and welfare. It costs the County $151.35 to replace an intersection sign. Stanley indicated that in some cases signs have been stolen within 4 hours of being replaced. Board Chairman Archie Fox stated that, Given the potential of impacting the ability of the County to provide emergency services to residents the issue is a serious matter and the County is not taking it lightly. We encourage residents to call the Sheriff s Office if they have any information on missing or stolen signs. Deputy County Administrator Robert Childress added that, Properly posted (visible) street signs allow several very important functions in Warren County to occur, including prompt responses from law enforcement, fire departments, and rescue services, as well as deliveries from private delivery services such as UPS

According to Fire Chief Richard Mabie, In a case of a medical emergency, a life and death situation may arise if one or more road signs are missing due to vandalism and life support services are unable to locate the source of the emergency. County signs have highly reflective lettering for night vision illumination requirements but, if missing, may cause a deadly time delay due to poor weather conditions or very dark nights. When I was first elected Supervisor of the Shenandoah District a number of years ago, I was made aware by Dick Magnifico, then the Assistant County Administrator, of a problem issue of road signs being stolen in my district, and most especially in the Shenandoah Farms area. At that time the County was spending $6000 to $7000 a year replacing the missing signs. In order to try to remedy the situation and prevent the senseless stealing of the signs, I suggested we begin bolting the signs to the poles. Our installers began the process and the theft rate dropped significantly, for awhile, and then unfortunately in some areas, the persistent thieves removed the whole metal pole with the signs. The theft and the replacement of the road signs not only is significantly costly to Warren County citizens, but poses a major problem to our citizens safety with regard to emergency services, Shenandoah District Supervisor Richard Traczyk added. According to the County, when a sign is reported missing

Sign replacement from the manufacturer takes approximately two weeks to arrive at the County and then a few days to be installed or about three weeks from County notification. With the start of the 01-13 school year Randolph-Macon Academy welcomed its first two Falcon Foundation Scholars. In the late spring of 011, Randolph-Macon was notified that it had been selected as one of only eight Falcon Foundation Prep Schools in the United States, and could begin accepting students for the fall of 01. Each year, the Falcon Foundation works with approximately 100 postgraduate students who desire to attend the Air Force Academy. These high school graduates have the potential to be successful in an Air Force Academy education and desire an Air Force career, but need an additional year of college-prep aca-demics to successfully compete for an Air Force Academy appointment. The Falcon Foundation provides the students financial assistance to attend one of the designated schools. With the enrollment of George Bealls of Englewood, CO, and Carissa Vaccaro of Stafford, VA, the Falcon Foundation Scholar program at Randolph-Macon Academy has a good start, according to R-MA President Maj Gen Henry M. Hobgood, USAF retired. These are two stellar cadets, he said. We are very pleased to have them join us for this school year. Bealls and Vaccaro arrived at the Academy on August 16th, when the students registered for the ten-day Summer Leadership School, which is a training program for the students who will provide leadership to cadets of the Air Force Junior Reserve Officer Training Corps (AFJROTC) throughout the year. While the rest of the students attending the camp were returning students, Bealls and Vaccaro were admitted based on their track records of strong leadership skills and their interest in attending the Air Force Academy. They were each granted the rank of cadet second lieutenant and assigned the position of squadron adjutant, a position created specifically for Falcon Foundation Scholars, in which they can continue to develop their leadership skills. Family of 5 Displaced in Front Royal House Fire

During the early morning hours of Thursday, September 13, 01 the Warren County Department of Fire and Rescue Services responded to a reported fire in the basement of the home located at 416 Manassas Avenue in the Front Royal response area of Warren County. Upon arriving on the scene, fire and rescue crews found moderate fire conditions visible from the basement windows and dense smoke pouring from the rest of the home. The fire was brought under control within 30 minutes and crews remained on the scene throughout the morning assisting in salvage, overhaul and investigation activities. There were no report injuries as a result of this incident. The home, owned by Melvin Baugher of Front Royal, VA and occupied by Mr. Wally Manuel and family, sustained $45,000.00 in property damage and content loss. A single occupant was able to escape from the home before fire conditions became untenable. The remaining occupants were not home at the time of the fire due to being on vacation. Smoke alarms were installed throughout the home, but all were missing the batteries which are required in order for the smoke alarm to be functional. The cause of the fire remains under investigation by the Warren County Fire Marshals Office and the Front Royal Police Department. Any person with information with regards to this fire incident is asked to contact Gerry Maiatico, Fire Marshal of Warren County at 540.636.3830 or Sergeant Jason Ryman, Front Royal Police Department-Criminal Investigations Division at 540.635.111. The Department of Fire and Rescue Services would like to use this incident as a reminder that the installation of a smoke alarms throughout your home is just the first step in protecting your home and family. Once installed, you should ensure the alarms are in proper working condition by testing the alarms on a monthly basis and change the battery every 6 months when your change your clock or as needed. If you or someone you know are without the proper protection of a working smoke alarm, please take advantage of our free program which offers the installation of smoke alarms.

Glory Bea! A Shenandoah Christmas Story coming to Wayside

Wayside Theatre Artistic Director, Warner Crocker announced today that last years smash hit world premiere Christmas musical, Glory Bea! A Shenandoah Christmas Story, will take the stage again on November 4 and run through December 4. There will be a special Christmas Eve matinee on December 4 at 1:30 p.m. Glory Bea! A Shenandoah Christmas Story is an original musical by Wayside Theatre artists Rich Follett and Larry Dahlke with arrangements by Steve Przybylski. It tells the story of a young girl, Glory Bea, and her family as they head towards a Christmas made more challenging by the Great Depression. Glorys story is told through beautifully sung original music that will remind you of times gone by. It is brimming with holiday spirit, in addition to being a celebration of family, community, and all that we love about Christmas in America. According to Crocker, Glory Bea! is coming back to Wayside Theatre by popular demand. This wonderful original musical captured the imaginations of so many during last years holiday season, but we had many who could not get tickets to see the show due to the many sold out performances. So, were bringing Glory Bea! back for another holiday season of theatre magic at Wayside Theatre. Tickets for Wayside Theatre subscribers go on sale on Tuesday, September 4, tickets to the general public go on sale on Monday, September 17. Special Christmas Eve matinee Wayside Theatre has scheduled a special Christmas Eve matinee for Glory Bea! on De-cember 4th at 1:30pm. Dear Stewart: We recently had storm damage to many trees in our area. Is there anything I can do to prevent future damage? Maggie, Front Royal Dear Maggie, I really had to anchor my nest during some of those storms. And, believe me, trying to do that swaying on top of a giant oak tree was no small challenge. The answer to your question is Maybe! Now dont accuse me of going wishy-washy on you. What works as prevention in one storm might not in another. There are a few things you can do and whether it actually prevents damage or only limits it well leave up to Mother Nature. The goal for minimizing storm damage is to maintain healthy and struc-
turally sound trees. A healthy root system, as you might imagine, is critical to holding a tree up during brutal storms. Examine the root collar where the trunk enters the soil. The trunk below this level becomes strong structural roots that anchor the tree. Look for decay in this area and for possible hollowness inside the trunk. The extent of the damage should help you decide what to do. Its good to work with a knowledgeable arborist to get a professional opinion. And its not a bad idea to call in a certified arborist periodically to do a health check on your mature trees. Another problematic root issue is girdling, when roots encircle the tree trunk. Roots growing this way will eventually impede the flow of nutrients into the tree and weaken it. They should be carefully removed. If a girdling root is already embedded into the trunk, professional help is recommended to avoid causing additional damage to the tree. Roots tend to girdle when mulch is piled against the base of the trunk or when the root ball is growing in a confined space. You want to encourage the growth of strong, healthy lateral roots to anchor the tree. Above ground, open the canopy of the tree with structural pruning, being careful to preserve the leader branch, and limiting the foliage removal to about fifteen percent of the canopy. This will relieve some stress on the trunk during severe winds. If planting new trees, plant in groups where you have the space. They can help each other with wind deflection and root anchoring. Remember, Maggie, the goal is to maintain healthy and structurally sound trees. The rest is up to our partner, Mother Nature.
