Jerry Tufaro, Manager Ramada Hotel & Conference Center 10300 Hotel Ave. NE Albuquerque, NM 87123 Dear Mr. Tufaro: The Mayor has received an e-mail from a concerned constituent regarding the Fourth Annual Conference of a group that calls themselves Reform Sex Offender Laws (RSOL). The conference will reportedly be held at the Ramada Hotel & Conference Center (Hotel) from September 6 through September 9, 2012. The e-mail states that RSOL was founded by members of the North American Man/Boy Love Association. The City Attorneys Office has confirmed the link between the two associations. According to the Tenth Circuit Court of Appeals, the North American Man/Boy Love Association (NAMBLA) is a pedophile and pederasty advocacy organization in the United States that works to abolish age of consent laws criminalizing adult sexual contact with minors. [emphasis added] Efagene v. Holder 642 F.3d 918, 926, f.n.1 (10th Cir. 2011). The conference raises public safety concerns which are the subject of this letter. We urge you to contact corporate counsel regarding the liability associated with the conference. We also urge you to notify other guests staying in the Hotel that there is a conference in the Hotel and some of the attendees advocate legal sexual contact between adults and minors. Your website states that the Hotel has a 24-hour guest laundry and fitness center, the largest outdoor seasonal hotel pool in the NE Heights, hot tub, complimentary airport/train station shuttle service from 7a to 10p daily, and plenty of parking for large vehicles (motorcoaches and trucks). We recommend beefed up security and warning signs, particularly in secluded areas. Furthermore, the Hotel is near Tomasita Elementary School and Kennedy Middle School. The Hotel website lists local attractions including Manzano High School and the New Mexico State Fairgrounds. The Hotel advertises nearby attractions such as Explora Science Center and Childrens Museum and the New Mexico Museum of Natural History and Science. We are concerned that there is a convention of persons who advocate sex between adults and minors so near locations where minors can be found outside the veil of parental protection.

While the City is required by the United States Constitution to recognize RSOL members first amendment rights to freedom of association and expression, the City is also required to protect the public. At the direction of the Mayor, police presence will be enhanced in the area during the convention and public safety personnel will schedule a town hall meeting at one of the nearby schools to meet with neighborhood associations, share information and answer questions about the conference. You will be invited to the meetings. The City will notify nearby safety sensitive properties. We hope you can assure your neighbors that the Hotel is taking the appropriate precautions. Sex offender registries commonly known as Megans Laws registries are available on line to notify parents and others regarding the location of registered sex offenders. We urge you to take advantage of the information that is available on the subject. We do not presently know whether any RSOL conventioneers are registered sex offenders, but we assume you would want to know if registered sex offenders are staying in the Hotel to avoid placing, for example, a tender age preferential pedophile in a room adjacent to or near a family with young children etc. The City of Albuquerque Sex Offender Registry is www.cabq.gov/police/asorna.
