Double-decker train from Chennai to Bangalore expected soon


seventeen coaches that contains 13-car rake and four spare coaches whereas the standard rake will be having eleven Air-conditioned Double Decker Chair Cars and two Brake Van-cumLuggage-cum power cars. The changes in the brand red-and-yellow stainless steel LHB chassis has been put up on a anti-climbing technology template that would ensure that the crashworthy coaches do not pile up in case of any untoward incident. A reduction in general is also meant to boost fuel efficiency. The ChennaiBangalore Double Decker Express can occupy 120 persons in each coach that is partitioned into upper deck (50), lower deck (48) and normal (22) sections. Passengers whoever enter the coach at normal levels on the platform can carry on as per allotted seats on the upper or lower sections. The capacity of the passenger carriage is approximately 70 per cent higher than that of the seats on a coach of the Shatabdi (78) or the Brindavan Express (73). Though the cost of tickets for the new train has not been fixed, it is expected to cost above Rs 370 in order to make travelling cheaper on the double-decker chair car to Bangalore than the Shatabdi (Rs.510) or the Brindavan (Rs.386). This kind of RCFproduced double-decker trains were first introduced on the Howrah-Dhanbad section and was later followed by Delhi-Jaipur a few days ago.

Brand new CBSE school fee structure


For the first time, the Justice Singaravelu Private Schools Fee Fixation Committee announced the fee structure for CBSE schools in the State, here on Friday. The fee ranges from a minimum of Rs 6,050 for LKG in most schools up to Rs 36,000 for the higher classes in elite schools. The parameters for fixing the fees included the present amenities provided in the school, number of faculty and future development plans submitted to the committee. The lowest fees for LKG in the city has been fixed at Rs 8,200 for the Hindu Colony Chellammal Vidyalaya Senior Secondary School in Nanganallur and the highest for the same class is Rs 29,665 at Vidya Mandir, Mylapore. The highest fee for Class XII was Rs 36,000 fixed for PSBB, K K Nagar, followed by Rs 35,000 each for Vidya Mandir and Nation Public School. In Kancheepuram district, the highest fee stands at Rs 30,000 for class XII in Lalaji Memorial Omega International School. The lowest for class XII was Rs 16,000 at Sree Vatsa Viswanathan Vivekanda Vidyalaya. The lowest for LKG is at Rs 6,300, and the highest is Rs 23,225 at Mayfield Residential School and Good Earth School respectively. Among the three CBSE schools in Tiruvallur district, the lowest fee was fixed at Rs 6,050 for LKG at Vivekananda Vidya Kala Ashram. In a bid to make booking easier, the IRCTC has decided to launch a Rolling Deposit Scheme (RSD), under which anyone can deposit the desired amount in the account to be opened with the service provider. Reject post-construction plan


In Chennai, people first construct illegal and unauthorised buildings and thereafter submit a plan for regularisation. This practice must be deprecated, the Madras High Court observed on Friday and directed the CMDA and the Chennai Corporation not to entertain such requests for regularisation. The first bench comprising Chief Justice MY Eqbal and Justice A Arumughaswamy gave the direction while passing further interim orders on a public interest writ petition seeking action against the management of Padma Seshadri Bala Bhavan Senior Secondary School in KK Nagar, where a student drowned in the swimming pool, a fortnight ago. The bench was informed that the school had not obtained permission from the CMDA for the swimming pool. The CMDA stated that the swimming pool was not shown in the approved site plan while making the construction and that the management had made a deviation in respect of unauthorised building and applied for regularisation, which was rejected in March 2010. The CBSE had submitted that there was no rule or guideline for affiliation of a school, unless it made provision for training of swimming as a subject or extra-curricular activity. The schools senior counsel PS Raman submitted that the school had gone on appeal against the rejection order of the CMDA and that it was pending. The bench said that the swimming pool should remain closed. In the event Ramans submission was found incorrect, then it would pass further orders directing to demolish the swimming pool. Adjourning the matter by four weeks, the bench also said that it was open to the authorities concerned to alter the sections or add more sections under the IPC in respect of the case in hand, if other offences were made out.

Temple fetches Rs 65 lakh in three months


Lord Saneeswara (Saturn) temple at Tirunallar near here had recorded a hundiyal collection of about Rs 65 lakh in cash besides gold and silver ornaments in three months since June. Temple sources said 12 hundiyals were opened on Thursday and besides about Rs 65 lakh, 85 gms of gold and 1.5 kg silver were received. The hundiyals of the ancient temple, believed to be constructed during the 7th century A.D, opens once in three months, the sources said.

Sir The Madras High Court Bench is reported to have observed while dealing with the petition relating to the drowning of a class IV student in the swimming pool of Padma Seshadri Bala Bhavan Senior Secondary School in K K Nagar, that in the City of Chennai, persons first construct illegal and unauthorized buildings first and thereafter submit a plan for regularization. The Bench has further warned both the CMDA and the Chennai Corporation against entertaining requests for regularization of illegal and unauthorized constructions in the city. Indeed a damning indictment of both CMDA and the civic body by the Madras High Court. Yes; the court is very correct in its observations. The problem with the CMDA/ Chennai Corporation is that the officials do not visit the site to ensure that the construction is as per the permissions granted to the builders. Had the officials visit on a regular basis to oversee the constructions at every stage, they could very well prevent illegal constructions. As a result of their negligence, the city has now more Alpha Mail Box illegal buildings than the legal ones. In fact, the regularization is no solution to the problem to the illegal constructions, as, it only provides tacit approval to the illegal buildings. Unless the practice of granting permission under the regularization is stopped, the city will definitely witness many buildings being constructed with blatant violations. national commission disagreed and said the institute had to abide by the directions of AICTE in the matter and return the fee (Shri Saravpreet Singh vs the Principal, Lala Lajpat Rai Institute of Engineering and Technology, Moga, and Registrar, Punjab Technical University, RP No 343 of 2009). Earlier in the year, in the case of the Registrar, Andhra University, vs Janjanam Jagdeesh (RP No 3926 of 2009, decided on July 6, 2010), the national commission had referred to the UGC directive on the subject and asked the college to retain Rs 1000 and refund the rest of the fee collected from the student along with 6 per cent interest. Similarly, in 2008, in the case of Nipun Nagar vs the Symbiosis Institute of International Business, too, the commission had quoted the UGC directive and asked the institute to refund Rs 1 lakh along with 6 per cent interest( RP No 1336 of 2008, decided on 7-11-2008). So the courts are there to help students in such situations, but parents and students should ensure that an application for a refund is made without any delay. - Pushpa G, TNS

Students have right to fee refund


IF you are having trouble getting a refund from an educational institution, then this is for you. In an order delivered on November 10, the highest consumer court in the country has made it clear that educational institutions and universities cannot take shelter under the terms and conditions that run contrary to the regulators instructions on the subject and deny fee refund to students. In this particular case, Punjab Technical University had taken the stand that as per the conditions laid down by it, the student in this case had no right to seek a refund and that he had to forfeit the entire fee deposited with the first institute if he moved to another. The national consumer disputes redressal commission, however, dismissed this argument on the ground that the directions of the All India Council for Technical Education (AICTE) on the issue were supreme and the institution has to refund the fee paid by the student. This order should help all those students who are denied a refund on the basis of unfair terms and conditions drawn up by the colleges themselves or by the university. In fact following a large number of complaints pertaining to non-refund of fees, AICTE issued a public notice in June 2009, saying that in the event of a student withdrawing before the starting of the courses, the entire fee collected from the student, after a deduction of the processing fee of not more than Rs 1000, shall be refunded to the student. AICTE also said that should a student leave after joining the course, and if the seat consequently falling vacant has been filled by another candidate by the last date of admission, the institution must return the fee collected with proportionate deductions of monthly fee and proportionate hostel rent, wherever applicable. It also warned institutions that any violation of these instructions shall call for punitive action, including withdrawal of approval and recognition of the erring institutions. Thus students can complain to AICTE or the University Grants Commission (which has issued more or less similar instructions on fee refund). If even after that, they fail to get the refund, then they can seek redress before the court. In the case decided on November 10, for example, the student had cleared the CET 2001 test conducted by Punjab Technical University, and through counselling conducted by it, got admission to the Lala Lajpat Rai Institute of Engineering and Technology, Moga, and paid on August 16, 2001, Rs 80,820 towards the fee. Subsequently, he participated in a special counselling held on August 29, and this time, was granted admission to REC, Jalandhar. The very next day, he informed the first college of his decision to join REC and sought a refund of the fee paid. The contention of the college as well as PTU here was that in its advertisement announcing the special counselling, PTU had made it clear that if the students who had already got admission through the earlier counselling participated in this and wished to change the college, they had to forfeit the entire fee paid to the first college. In view of this, the student cannot claim a refund, they argued. While the courts at the district and state levels agreed with this point of view, the

Income ceiling limit for education assistance increased


Tamil Nadu Government on Friday announced an increase in the ceiling limit of certain communities, including Scheduled Tribes (ST), to avail education assistance. Chief Minister Jayalalithaa directed to increase the annual income ceiling limit of parents and guardians of students of Adi Dravida and Adi Dravida converted Christians and ST students from Rs one lakh to Rs two lakh. This move would benefit those seeking education assistance after Class X and would be implemented in the current academic year itself, a state government release here said. The government would incur an additional expense of Rs 34.83 lakh annually for this, it said. Further, Jayalalithaa also recommended to the Centre to shift the 'Nari Kurava'(Gypsies) to ST from Most Backward Class (MBC) since they share similarities to the community in terms of education, economic and other characteristics.

When you were learning to ride a bike, didnt you always get back up when you fell? Werent you determined to ride all the way down the street without help from mom or dad?
