those candidates selected in the screening and declared medically fit will be permitted to appear in
the written examination which will be conducted at HQ Recruiting Zone/ IRO Delhi Cantt on 25 Nov
2012. The written examination will consist of one composite paper of 3 hours duration, composed of
the following parts :- (a) Part I (Compulsory for all candidates) It will consist of Section A and Section
B. Section A will have questions on General English of 10+2 level. Section B will have questions
on General Knowledge of appropriate standard. (Max Marks for each section is 25, Pass Marks for
each section is 10). (b) Part II (Science of B.Sc Standard) Compulsory for M.Sc/B.Sc/MCA/BCA

Interview The candidates declared successful in the above written examination and placed in the
merit list will appear for Teaching Aptitude Test and Interview to be conducted at AEC Training
College & Centre Pachmarhi (MP). Candidates qualifying in the Written Test, Teaching Aptitude
Test and Interview and placed in the merit list will be enrolled in the Army Educational Corps. 11.
Conveyance The candidates will be issued with free railway warrants for their journey from recruiting
offices (where they took the written examination) to Pipariya (MP) and road journey warrant from
Pipariya to Pachmarhi. The candidates not found suitable for recruitment will be issued with a return
journey warrant to their home station or recruiting office whichever is nearer, by the Commandant
AEC Training College & Centre, Pachmarhi (MP). 12. Messing & Accommodation: The candidates
will be provided with free messing and accommodation during their stay at Pachmarhi for the
Teaching Aptitude Test and Interview. 13. Travelling Allowance / Daily Allowance. No travelling

1. Applications are invited from unmarried male Indian nationals possessing educational qualification
and age, as prescribed below, for recruitment to the post of Yantrik in the Indian Coast Guard, an
Armed Force of the Union. ELIGIBILITY - Educational Qualification: Matriculate and three years
Diploma in Mechanical / Electrical / Electronic Engg. recognised by AICTE with 60% marks in
aggregate. Age: Born between 01 Feb 91 to 31 Jan 95. (Upper age relaxation of 5 years for SC/ST
and 3 years for OBC candidates. 2. How to apply:- Applications will be accepted 'Online only' from
03 Sep to 17 Sep 12. To do so, the candi dates need to l og i n to the Website
www.joincoastguard.org. The important instructions for filling of online application:- (i) The
guidelines to fill the application will be displayed and must be read by the candidates. Click on the
'I Agree' button and the 'Online Application' will be displayed. Select the 'Yantrik' entry button and
fill all the particulars for the desired branch i.e. Mechanical/Electrical/Electronic. Candidates can
apply for one branch only. Multiple applications by the same candidate will be rejected. (ii) After
submitting the form an acknowledgement with a Registration number, venue and date of test will be
provided to the candidate. The filled Application Form, with the number generated will be available

4. Selection Procedure:- (a) Candidates are required to appear at the Venue with the following

also apply. 3.0. RECRUITMENT PROCESS: 3.1 The recruitment process consists of a Written
Examination followed by Physical Efficiency Test (PET) and Medical Examination. 3.2 The
candidates, whoever fulfils all the eligible conditions will be called for Written Test. Call Letter,
indicating Date, Time & Venue will be issued to all the eligible candidates separately, for Written
Test & PET. 3.3 WRITTEN EXAMINATION: The duration of the Written Examination shall be 2 (TWO)
Hours. The Question Paper for the Written Examination shall be based on Class-X level consisting of
150 Multiple Choice objective type questions aimed to assess the General Knowledge / Awareness,
Mathematics, Reasoning, etc. 3.3.1 The question paper shall be printed in Hindi, Urdu & English
and in the Regional Languages, viz. Tamil, Malayalam, Telugu and Kannada only. 3.3.2 Negative
marking: There will be negative marking for wrong answers. 1/3rd mark shall be deducted for each
wrong answer i.e. one mark shall be deducted for every 3 wrong answers. 3.4 PHYSICAL EFFICIENCY
TEST(PET): 3.4.1 Based on performance in the Written Examination, eligible candidates equal to
three times the number of vacancies, in the order of merit, will be called for PET. A separate advice,
indicating Date, Time and Venue for PET will be communicated to the eligible candidates. 3.4.2
Passing the Physical Efficiency Test is mandatory and the same will be qualifying in nature. The
criterion for the PET will be as under: For Male Candidates: Should be able to run for a distance of
1500 metres in 6 minutes in one chance. For Female Candidates: Should be able to run for a
distance of 400 metres in 3 minutes in one chance. 3.5 Selection is made strictly based on merit.
Shortlisted candidates will be called for Document Verification based on their merit position, availability
of vacancies and reservation rules. The candidates may note that qualifying in Written Examination
and PET does not automatically entitle them for appointment in Railways. 3.6 Only those candidates
who submit the original Certificates / Documents in support of their eligibility will be directed for
Medical Examination. 3.7 MEDICAL EXAMINATION: 3.7.1 MEDICAL CLASSIFICATION STANDARDS:
A-2 : Physically fit in all respects. Visual Standards - Distant Vision: 6/9, 6/9 without glasses (no

Vision: Sn. 0.6, 0.6 with or without glasses. B - 1: Physically fit in all respects. Visual Standards -
Distant Vision: 6/9, 6/12 with or without glasses. Power of lenses not to exceed 4D. Near Vision: Sn.
0.6, 0.6 with or without glasses when reading or close work is required. C - 1: Physically fit in all
respects. Visual Standards - Distant Vision: 6/12, 6/18 with or without glasses. Near Vision: Sn. 0.6,
0.6 with or without glasses when reading or close work is required. 3.7.2 The candidate should be
found FIT in the Medical Examination conducted by Railway Medical authorities in the above
medical standards, prescribed for various posts. Only those candidates, who are found fit will be
considered for inclusion in the Final Merit List (with communal break-up), in the order of merit, to the
extent of vacancies available, under different categories. Note: Details and criteria given above are
indicative and not exhaustive. Other Medical Tests as required will also be included/conducted. 4.0
EXAMINATION FEE: Rs. 40/- (Rupees Forty only). 4.1 Mode of Payment: The fee shall be paid in the
form of Crossed Demand Draft from any Nationalised Bank or Crossed Indian Postal Order from any
Post Office drawn in favour of "The Assistant Personnel Officer/Recruitment, RRC, Chennai-600 008"
and payable at Chennai. 4.2 The DD/IPO should have been obtained on or after the date of issue
of this Employment Notification and not before the date of issue. 4.3 In the space provided for
Sender's Name in the Postal Order or on the back side of the Demand Draft, the following details
should be written:- 'Employment Notice No.RRC 01/2012 and Name and Postal address of the
candidate'. 4.4 Applications without Examination Fee will be summarily rejected. 4.5 The amount
remitted as Examination Fee will not be refunded under any circumstances. 4.6 Money Orders,
Cheques, Cash and Central Recruitment Fee Stamps issued by Post Office or any other mode of
payment will not be accepted and the applications will be rejected. 4.7 FEE CONCESSIONS:
Candidates belonging to SC/ST, Ex-Servicemen, Persons with Disabilities, Women, Minority*
communities and Economically Backward Classes** are exempted from payment of Examination
Fee. Note: * Minority communities will mean Muslims, Christians, Sikhs, Buddhists and Zorastrians
(Parsis). ** Economically Backward Classes will mean the candidates whose family income is less
than Rs. 50,000/- per annum. Authorities competent to issue income certificates for the purpose of
identifying Economically Backward Classes- (i) District Magistrate or any other Revenue Officer upto
the level of Tehsildar. (ii) Sitting Member of Parliament of Lok Sabha for persons of their own
constituency. (iii) Below Poverty Line (BPL) Card or any other certificate issued by Central Government
under a recognised poverty alleviation programme of Izzat MST issued by Railways. (iv) Union
Minister may also recommend for any persons from anywhere in the country. (v) Sitting Member of
Parliament of Rajya Sabha for persons of the district in which these MPs normally reside. Note:
Candidates claiming 'Fee exemptions' shall submit the certificate in the prescribed format and
enclose copy of the same along with the Application Form, failing which, his / her candidature will
be rejected (Annexure-V) ('Proforma' is available in the website also). 5.0 COMMUNITY CERTIFICATE:
5.1 SC/ST Candidates: Candidates claiming to belong to SC/ST communities are required to
submit Community Certificates from the Competent Authority in the prescribed format (Annexure-I)
('Proforma' is available in the website also) and enclose a copy of the same with the Application
Form. 5.2 OBC Candidates: Candidates claiming to belong to Other Backward Classes are required
to submit Community Certificates from the Competent Authority in the prescribed format (Annexure-
ll) ('Proforma' is available in the website also) and submit a copy of the same with the Application
Form. Further, Community Certificates of candidates belonging to OBC should specifically indicate
that the candidate does not belong to persons / sections (Creamy Layer), as per Annexure-ll. 6.0
PERSONS WITH DISABILITIES: 6.1 DEFINITIONS OF DISABILITIES: Definitions of categories of
disabilities for the purpose of recruitment are given below: 6.1.1 VISUALLY HANDICAPPED: (a)
Blindness: "Blindness" refers to a condition where a person suffers from any of the following conditions,
namely:- (i) total absence of sight, or (ii) visual acuity not exceeding 6/60 or 20/200 (Snellen) in the
better eye with correcting lenses; or (Mi) limitation of the field of vision subtending an angle of 20
degrees or worse; (b) Low Vision: "Persons with Low Vision" means a person with impairment of
visual functioning even after treatment or standard refractive correction but who uses or is potentially
capable of using vision for the planning or execution or a task with appropriate assistive device. 6.1.2
HEARING HANDICAPPED: Hearing Impairment: "Hearing Impairment" means loss of 60 decibels or
more in the better ear in the conversational range of frequencies. 6.1.3 ORTHOPAEDICALLY
HANDICAPPED (a) Locomotor disability: "Locomotor disability" means disability of the bones,
joints or muscles leading to substantial restriction of the movement of the limbs or any form of
cerebral palsy. (b) Cerebral Palsy: "Cerebral Palsy" means a group of non-progressive conditions of
a person characterised by abnormal motor control posture resulting from brain insult or injuries
occurring in the pre-natal, peri-natal or infant period of development. (c) All the cases of
orthopaedically handicapped persons would be covered under the category of "Locomotor disability"
or "Cerebral Palsy". 6.2 DEGREE OF DISABILITY FOR RESERVATION: Only such persons would be
eligible for reservation in services/posts who suffer from not less than 40 percent of relevant disability.
Candidates should submit a Disability Certificate in the prescribed format (Annexure-lll) ('Proforma'
is available in the website also) issued by the Competent Authority and submit a copy of the same
with the Application Form. 6.3 COMPETENT AUTHORITY TO ISSUE DISABILITY CERTIFICATE: The
Competent Authority to issue Disability Certificate shall be a MEDICAL BOARD duly constituted by
the Central or State Government. The Medical Board shall consist of at least three members out of
which at least one shall be a Specialist in the particular field for assessing locomotor / cerebral /
visual / hearing disability, as the case may be. 6.4 SCRIBE FOR VISUALLY HANDICAPPED
CANDIDATES: Visually Impaired candidates/those candidates whose writing speed is affected by
Cerebral Palsy can avail the assistance of SCRIBE for writing answers on their behalf. For engaging
the SCRIBE, the candidate will have to suitably inform the RRC in advance as per Annexure-IV
('Proforma' is available in the website also). The engagement of SCRIBE will be subject to the
following conditions: (a) The candidates will have to arrange their own SCRIBES at their own cost
during the examination. Separate Admit Cards will be issued to the SCRIBES accompanying the
Visually Handicapped candidates. Admit Card should contain the particulars and photograph of the
SCRIBE duly signed by him/her. (b) The academic qualification of the SCRIBE should be one grade
below the qualification prescribed for the post for which recruitment is being made. (c) The SCRIBE
can be from any academic discipline if the recruitment is for general post. If the recruitment is for a
Specialist post, he/she should be from a discipline different from that of the candidate. (d) The
candidates as well as the SCRIBE will have to give a suitable undertaking (Annexure-IV) ('Proforma'
is available in the website also) confirming that the SCRIBE fulfils all the stipulated eligibility criteria
for a Scribe as mentioned above. In case, it transpires later that he / she did not fulfil any of the laid
down eligibility criteria, there has been suppression of material facts, the candidature of the applicant
will stand cancelled irrespective of the result of the examination. The visually handicapped candidates
shall be responsible for any misconduct on the part of SCRIBE brought by him/her. The undertaking,
as given in the Annexure-IV, should be submitted by the visually handicapped candidates / candidate
whose writing speed is affected by Cerebral Palsy, along with his / her Application Form. (e) Candidates
availing the assistance of a SCRIBE shall be eligible for extra time of 20 minutes for every hour of
the examination. 6.5 All one-eyed candidates and VH candidates whose visual degree of disability
is less than 40% shall not be considered as visually handicapped person and the provision of
engaging SCRIBE shall not be applicable to them. 6.6 For those, whose disabilities is "Temporary",
the disability certificate should be valid for a period of 5 years. The Medical Board should indicate
the period of validity of the certificate, where there are chances of variation in the degree of
disability. For those with permanent disability, the disability can be shown as "Permanent". 6.7
Persons with Disabilities are exempted from PET for recruitment to the posts identified suitable for
them and be allowed to appear directly in the Written Examination. After qualifying in the Written
Examination, such candidates will have to pass the Medical Examination prescribed for persons with
Disabilities before empanelment. 7.0 EX-SERVICEMEN CANDIDATES: 7.1 The term 'Ex-Serviceman'
means, "a person who has served in any rank (whether as a combatant or non-combatant) in the
regular Army, Navy or Air Force of the Indian Union but does not include a person who has served in
the Defence Security Corps, the General Reserved Engineering Force, The Lok Sahayak Sena and
the Para Military Forces; and (i) who retired from such service after earning his/her pension; or (ii)
who has been released from such service on medical grounds attributable to Military Service or
circumstances beyond his control and awarded medical or other disability pension; or (iii) who has
been released, otherwise than on his own request, from such service as a result of reduction in
establishment; or (iv) who has been released from such service after completing the specific period
of engagement, otherwise than at his own request or by way of dismissal or discharge on account of
misconduct or inefficiency, and has been given a gratuity; and includes personnel of the Territorial
Army of the following categories, namely:- a) Pension holders for continuous embodied service b)
Persons with disability attributable to military service and c) Gallantry award winners. Explanation:
The persons serving in the Armed Forces of the Union, who on retirement from service, would come
under the category of 'Ex-Servicemen', may be permitted to apply for re-employment one year
before the completion of the specific terms of engagement and avail themselves of all concessions
available to Ex-Servicemen, but shall not be permitted to leave the uniform until they complete the
specified terms of engagement in the Armed Forces of the Union. 7.2 Service Personnel who are
likely to be discharged from military service on or before 25-09-2013 are also eligible to apply
against this notification. 7.3 Ex-Servicemen are required to clearly indicate all required particulars
including Community in the Application Form. 7.4 Ex-Servicemen candidates who have already
secured employment under Ex-Servicemen Quota in Central / State Government in Group 'C or 'D'
categories will be given only age relaxation. 7.5 DISCHARGE CERTIFICATE FOR EX-SERVICEMEN:
Candidates claiming the upper age relaxation under the category of Ex-Servicemen shall enclose a
copy of Discharge Certificate issued by Competent Authority along with the Application Form. 8.0
SERVICING EMPLOYEES OF GOVERNMENT/PUBLIC SECTOR UNDERTAKING: 8.1 A candidate
serving under any Government or Public Sector Enterprise/Undertaking, including Railways should
either apply through proper channel or directly to Railway Recruitment Cell, duly enclosing the "NO
OBJECTION CERTIFICATE" from the employer. 8.2 An advance copy of such application, complete
in all respects may also be sent superscribing on the top of the envelope & application "ADVANCE
COPY" so as to reach the RRC, Chennai before the closing date and time specified. However, the

sufficient number of eligible candidates have applied from these islands. 10.0 GENERAL
INSTRUCTIONS: 10.1 The candidates should carefully read all the instructions before applying for
the post. 10.2 The candidates applying in response to this Notification shall ensure that he / she

Examination Fee will be made. 10.10 Candidates must return the Question Paper and OMR Answer
Sheet (both Original and Duplicate). 10.11 The candidates are advised to ensure in their own
interest to have adequate practice in running 1500 (Male)/400 (Female) metres before coming for
PET. 10.12 The candidate shall attend the Written Examination and PET at the Date, Time &
Venue specified by Railway Recruitment Cell. Any request for change of date, time & venue will not
be entertained. 10.13 Travel Expenses: SC/ST candidates alone will be issued with ll-Class Free
Travel authority for their journey from their nearest Railway Station to the venue of Written
Examination and PET. Others will have to make their own arrangements for coming to the venue of
Written Examination, PET, Medical Examination, etc. No reimbursement of travel expenses will be
made on any account. 10.14 Accommodation: All the candidates will have to make their own
arrangements for their accommodation while coming for Written Examination, PET, Medical
Examination and other stages of recruitment process. They must also come prepared to stay for 2 /
3 days. RRC will not make any arrangement for providing accommodation. 10.15 Change of address:
If there is any change in the address of the candidate, the candidate should ensure in his / her own

MISCONDUCT: 11.1 Candidates are warned that they should not furnish any particulars that are false

upper age limit of 38 years. 5.5 For widows and Divorced Women who have judicially separated from

(HH):- Hard of hearing candidate are those who are abnormal in hearing. In this category those HH
are coming whose conversation range of frequencies as in better ear has been lost 60 decibel or
more. 2) Orthopedically Handicapped (OH):- Disability of the bones, Joints muscles leading to
substantial restriction of the movement of the limbs or any form the cerebral palsy such as a group of
non-progressive condition of a person characterized by abnormal motor control posture resulting
from brain insult or injuries occurring in the prenatal, peri-natal or infant period of development. (3)
Visually Handicapped (VH):- Candidates having following discrepancies will be eligible for recruitment
under VH. (i) Good vision with corrective lens should be accepted not more than 6/60 or 20/200
(Snellen). (ii) Limitation of extent of vision should be on minimum 20 degree angle. Visually
Handicapped candidates/those candidates whose writing speed is affected by Cerebral palsy can
avail the assistance of SCRIBE for writing answers on their behalf. For engaging the SCRIBE, the
candidate will have to suitably inform the RAILWAY administration in advance as per Annexure-IX.
The engagement of SCRIBE will be subject to the following conditions: i. The candidates will have
to arrange their own SCRIBES at their own cost during examination. Separate Admit Cards will be
issued to the SCRIBES accompanying the Visually Handicapped candidates. Admit cards should
contain the particulars and photograph of the SCRIBE duly signed by him/her. ii. The academic
qualification of the SCRIBE should be one grade below the qualification prescribed for the post for
which recruitment is being made. iii. The SCRIBE can be from any academic discipline different
from that of the candidate. iv. The candidates as well as the SCRIBE will have to give a suitable
undertaking (Annexure-IX) along with the application conforming that the SCRIBE fulfills all the
stipulated eligibility criteria for a SCRIBE as mentioned above. In case it transpires later that he/she
did not fulfill any of the laid down eligibility criteria or there has been suppression of material facts,
the candidature of the applicant will stand cancelled irrespective of the result of the examination.
the visually handicapped candidate shall be responsible for any misconduct on the part of the scribe
brought by him/her. The undertaking, as given in the Annexure-IX, should be submitted by the
visually handicapped candidates/candidates whose writing speed is affected by Cerebral Palsy,

candidate 13. EXAMINATION FEE: a. The examination fee for unreserved and OBC candidate is Rs.
40/- (Rs. Forty only). All women candidates, SC/ST/Muslims/ Christians/Sikhs Buddhists/Zorastrians
(Parsis) candidates are exempted from payment of examination fees. Economically backward class
candidates whose family income is less than Rs. 50,000 per annum are exempted from examinations
fees (They have to produce income certificate on letter head in prescribed format as shown in
Annexure 'VI & VII ') b. The examination fee should be paid in the form of crossed Demand Draft/
Bank Draft from any Nationalized Bank or IPO from any Post Office in favour of Dy. CPO-Recruitment,
Railway Recruitment Cell, North Central Railway Allahabad payable at Allahabad. Validity of
Demand Draft/Bank Draft/ IPO should be minimum six months. c. Application received with cash/
cheque/Central Recruitment Stamps and Money orders will not be accepted and will be treated as
rejected. d. Indian Postal Orders/Bank Drafts/Demand Draft issued before the date of issue of
Employment Notice will not be accepted and the application form will be treated as rejected. e. The
candidates are advised to write their name and address on the backside of the Bank Draft/DD/IPO
and enclose it with the application form in original on the top. The details of examination fee may
be written in application form. Examination fee is not refundable under any circumstances including
for the rejected applications. 14. ENCLOSURES: The following enclosures are to be firmly stitched

a certificate of their belonging to OBC in format as given in Annexure-III. d. In case of migrated SC/
ST candidates from one state/union territory to another, should enclosed the prescribed caste
certificate as per Annexure IV. e. Only self attested copies of educational qualification certificates,
proof of age and caste certificate for SC/ST/OBC to be enclosed Original certificate /Caste certificate
SHOULD NOT be enclosed with the application. f. No objection certificate' from the employer, if
already employed. g. Any certificate, photograph etc. received separately, subsequent to the receipt
of application will not be entertained. 15. FREE JOURNEY RAILWAYS PASS: A free Second class
journey Railway Pass as and where admissible will be issued to the candidates belonging to SC/ST

examination and Physical efficiency test etc. 16. SELECTION PROCEDURE: i) The selection will
consist of a written examination followed by physical efficiency test to assess the candidate's fitness
for the post(s), Original document verification and Medical Examination. The syllabus for the written
examination will be generally in conformity with the educational standard of 10th class. The written
examination will be of objective type with multiple choices of questions. Candidates to the extent of
03 (Three) times the number of vacancies in order of merit out of those who have obtain the
prescribed minimum pass marks in the written test will be called for physical efficiency test. Physical
Efficiency Test will be of qualifying in nature. There will be no interview. Physically Handicapped
candidates are exempted to appear in PHYSICAL EFFICIENCY TEST. The candidates who qualify

Medical examination of relevant standard of the post. The candidates of all categories shall be
required to appear in prescribed PHYSICAL EFFICIENCY TEST. Male candidates: Should be able
to run a distance of 1500 meter in 6 minutes in one chance. Female Candidates: Should be able to
run a distance of 400 meter in 3 minutes in one chance. Railway administration will not be liable/
responsible for any loss injury/damage. Physical Efficiency Test (PET) will be arranged at Allahabad
or at any other place. Venue and time for Physical Efficiency Test (PET) will be informed through call
letters/ website. ii) For Physical Efficiency Test (PET) candidates have to stay one or two days or more
at their own cost. They have to make their own arrangement for lodging/boarding. iii) Maintaining
discipline by the candidates at the venue of PHYSICAL EFFICIENCY TEST is must. Any act of
indiscipline will debar the candidate from consideration. The decision on this by the Committee at
the venue will be final and binding. iv) The appointment of the candidate will be subject to their
being found suitable after antecedent verification and medically fit as per rules. The selection of

of Misconduct: Candidates are warned that they should not furnish any particulars that are false or

Committing mischief in any other manner in the examination hall, or (ix) Harassing or doing bodily
harm to the staff employed by the RAILWAY RECRUITMENT CELL/NORTH CENTRAL RAILWAY for
the conduct of their test. May, in addition to action under relevant provision of the Rules render
himself liable to criminal prosecution and further (x) be disqualified by the RAILWAY RECRUITMENT
CELL from selection for which he is a candidate, or (xi) be debarred either permanently or for a
period decided by the RAILWAY RECRUITMENT CELL/NORTH CENTRAL RAILWAY from any

disease, surgical deformities like knock knee, flat feet etc. infection of ears, no history of fits or
psychiatric ailment, varicose vein, corrective surgery for eye sight etc. * Visual Standards- 6/12 (Good
Eye) and 6/24 (Bad Eye). * Candidates are advised to get their ears cleaned for wax and tartar
removed from teeth prior to examination. Note: Applicants declared permanent medically unfit by
any Armed Forces Hospital in previous recruitment for the same entry in Coast Guard are advised not
to appear for test. 6. General Guidelines:- (a) Candidates withdrawn on disciplinary grounds from

forwarded only to initial medically qualified candidates in the select list. Such candidates will be

not be intimated separately. (I) The application will be further scrutinised for eligibility and may be
rejected if found not eligible in any respect. (m) Having detected not meeting any of the above
laid down criteria / conditions of education qualification, age, submission of wrong information in
the application or false certificates etc, the candidates may be rejected at any stage. (n) Indiscipline
activities including copying/malpractice etc. during the testing procedures will also result in
disqualification. (p) Candidates are to choose two centers for examination. However, due to
administrative reasons, Coast Guard may allot any suitable centre. Further, Coast Guard will not be
responsible for any postal delay/loss of any documents during transit. (q) In case of more number
of candidates applying for one centre, a few candidates may be allotted the second choice /any
other centre. Candidates with higher marks will be allotted there first choice only. (r) It may also be
noted that minimum percentage of marks for eligibility at Para 1 may be increased depending
upon number of candidates applying and ensure efficient conduct of examination. Note: Attesting
Officer's name with office address and seal should be clearly visible. 7. Final Medical Examination:
All shortlisted candidates will have to undergo Final Medical Examination at INS Chilka prior to
getting enrolled in the service. Candidates found 'unfit' during this medical examination will not
be considered as selected and will be returned home at their own expense. 8. Training: The basic
training will commence in Feb 2013 at INS Chilka followed by sea training and professional
training. Yantriks are liable to be discharged as UNSUITABLE due to unsatisfactory performance at
any time during the training. 9. Travel Expenses: SC/ST candidates, who are not employed by
the Central/State Government, will be reimbursed 2nd class fare by train/ Govt bus/steamer
charges by the shortest route if the home station is beyond 30 kms from the place of examination

to be approx Rs. 17,000/- including Dearness Allowance, Kit Maintenance Allowance and other
liberal allowances as admissible. In addition there is free ration/clothing/medical treatment for
self and family and Govt, accommodation. (ii) 45 days E/L & 08 days C/L every year with LTC, as
per Govt, rules. Insurance cover of Rs.20 Lakhs, Contributory Pension Scheme & Gratuity on
retirement. 11. Promotion: * Promotion prospects exists up to the rank of Pradhan Sahayak
Engineer with pay scale Rs. 9300-34800 plus Grade pay @ Rs. 4800/-. * Promotion to the officer

Chhattisgarh invites applications in prescribed format on A-4 size bond paper of 80 GSM using one
side only from eligible Indian Nationals and such other candidates declared eligible by the Ministry
of Home Affairs, Government of India to fill up the following posts in Pay Band-1 of Rs. 5200-20200
+ Grade Pay of Rs. 1800 in the Raipur, Bilaspur and Nagpur Divisions and workshops of South East
Central Railway. Applications complete in all respects along with required enclosures should be sent
by ordinary post to the Railway Recruitment Cell, South East Central Railway, RTS Colony, Near
Kendriya Vidyalaya , Bilaspur 495004, Chhattisgarh so as to reach on or before the above mentioned
date & time . Applications can also be dropped in the Box kept at the premises of Railway Recruitment
Cell, South East Central Railway, RTS Colony, Near Kendriya Vidyalaya , Bilaspur 495004,
Chhattisgarh till the closing date and time. IMPORTANT: Candidates to note that all the Zonal
Railways are likely to issue separate Notifications for recruitment to the posts. The Written Test will be
held by all the Railways during the same period simultaneously. Similarly, the Physical Efficiency
Test for those who qualify in the written examination will be held on the same day, simultaneously
by all the Railways. Candidates should keep this in mind before applying in response to any
particular Notification.

1. ELIGIBILITY CRITERIA: 1.1 MINIMUM EDUCATIONAL QUALIFICATIONS: Candidates should
possess qualification of 10th Pass or ITI or equivalent. Candidates appearing at and/or awaiting
results of the final examinations of 10th /ITI or equivalent on the date of application are not eligible
to apply. ITI qualification includes National Trade Certificate/BBBT as well as Advanced Modules
awarded to successful trainees under Multi Skill Training Pattern of the craftsmen Training Scheme
of Directorate General of Employment & Training (DGET) (Ministry of Labour & Employment,
Government of India) being implemented through it is upgraded as Center of Excellence (COE) /
Model IITs in relevant trades. 2. AGE LIMIT: The normal age (in completed years) for the recruitment
is 18-33 years reckoned as on 01.01.2013. The upper age is relaxable for the following specified
categories to the extent indicated: (i) By 5 years for candidates belonging to SC/ST communities (ii)
By 3 years for candidates belonging to OBC communities (iii) By five years to candidates who have
originally been domiciled in the State of Jammu & Kashmir during the period from 01.01.1980 to
31.12.1989 subject to the benefit being continued. (iv) For Persons with Disabilities (PWD) 10 years
for UR, 13 years for OBC and 15 years for SC/ST candidates. (v) For serving Railway Staff the
relaxation in upper age limits will be up to 40 years for Unreserved candidates, 45 years for SC/ST
candidates and 43 years for OBC candidates, provided they have put in a minimum of 3 years service
(continuous or in broken spells for substitutes). (vi) For those working in Quasi-Administrative offices
of the Railway organization, the relaxation will be up to the length of service rendered subject to a
maximum of 5 years. (vii) Upper age limit in case of widows, divorced women and women judicially
separated from their husbands but not remarried shall be 35 years for Unreserved, 38 years for OBC
and 40 years for SC/ST candidates. (viii) The upper age limit in case of course completed Act
Apprentices applying for those posts whose minimum qualification is Course completed Act apprentice
shall be relaxed to the extent of apprentice training undergone by them under the Apprenticeship
Act 1961. (ix) For ex-serviceman, to the extent permitted under the Rules. (x) The date of birth for
candidates for different age groups should be between the dates given below (Both date inclusive).
2. Examination Fee: (i) Rs. 40/- (Rupees forty only) payable in a form of a crossed Demand Draft (DD)
valid for not less than three (03) months from any Nationalized Bank or crossed Indian Postal Order
(IPO) drawn in favour of Assistant Personnel Officer, Railway Recruitment Cell, South East Central
Railway, Bilaspur - 495004, Chhattisgarh. Remittance of examination fee in any other form will not
be accepted. These instruments should not have been issued earlier to 25.08.2012. (ii) Candidate
should write his/her name and postal address at the back of the Indian Postal Order/Demand Draft
2.1 The following categories are exempted from payment of examination fee: (i) Candidates belonging
to SC/ST communities (ii) Women candidates (iii) Candidates belonging to minority communities
(iv) Candidates belonging to economically backward classes having annual family income of less
than ` 50,000/-.(v) Persons with Disabilities (vi) Ex-servicemen 2.2 Minorities means Muslims, Christians,
Sikhs, Buddhists and Zorastrians (Parsis). For claiming waiver of examination fee, minorities candidates
should furnish self declaration as mentioned in Annexure- II along with application in the format at
Annexure I. At the time of document verification such candidates claiming waiver of examination
fee will be required to furnish minority communities declaration affidavit on non-judicial stamp
paper that he/she belongs to any of the above minority community. If the affidavit is not produced
during document verification, the candidature will be rejected. 2.3 Economically backward classes
means the candidates whose annual family income is less than Rs. 50,000/-. Such candidates have
to submit Income Certificate in the format at Annexure- III on the letter head of the issuing authority
and enclose with the application. 2.4 PERSONS WITH DISABILITES (PWD): The suitability of a post
for persons with disabilities has been indicated against each post. In case of some posts, certain
vacancies are specifically reserved for them. Such candidates can also apply as normal candidates
against the vacancies earmarked for their respective community, i.e. UR/SC/ST/OBC, for those posts
which have been identified suitable for persons with disabilities even if no separate vacancies are
earmarked for them. 2.5 Definitions of Disabilities: (a) Blindness: Blindness refers to a condition
where a person suffers from any of the following conditions, namely: (i) total absence of sight; or (ii)
visual acuity not exceeding 6/60 or 20/200 (snellen) in the better eye with correcting lenses; or (iii)
limitation of the field of vision subtending an angle of 20 degree or worse; (b) Low vision: Person
with low vision means a person with impairment of visual functioning even after treatment or
standard refractive correction but who uses or is potentially capable of using vision for the planning
or executions of a task with appropriate assistive device. (c) Hearing Impairment: Hearing Impairment
means loss of sixty decibels or more in the better ear in the conversational range of frequencies. (d)
(i) Locomotor disability: Locomotor disability means disability of the bones, joints or muscles
leading to substantial restriction of the movement of the limbs or any form of cerebral palsy. (ii)
Cerebral Palsy: Cerebral Palsy means a group of non-progressive condition of a person characterized
by abnormal motor control posture resulting from brain insult or injuries occurring in the pre-natal or
infant period of development. (iii) All the cases of orthopedically handicapped persons would be
covered under the category of locomotor disability or cerebral palsy (e) DEGREE OF DISABILITY
FOR RESERVATION: Only such persons would be eligible for reservation in services/posts who suffer
from not less than 40 per cent of relevant disability. A person who wants to avail of benefit of
reservation would have to submit a Disability Certificate issued by a competent authority in the
format given in Annexure IV. (f) COMPETENT AUTHORITY TO ISSUE A DISABILITY CERTIFICATE:
The competent authority to issue a disability certificate shall be a medical Board duly constituted by
Central or State Government consisting of at least three members out of which at least one shall be
a specialist in the particular field for assessing locomotor/cerebral/ visual/ hearing disability, as the
case may be. (g) Visually Handicapped candidates/those candidates whose writing speed is affected
by cerebral palsy can avail the assistance of scribe for writing answers on their behalf. For engaging
the scribe the candidate will have to suitably inform the Railway Recruitment Cell in advance as per
Annexure- V. The engagement of scribe will be subject to the following conditions:- (i) The candidates
will have to arrange their own scribes at their own cost during examination. Separate admit cards will
be issued to the scribes accompanying the visually handicapped candidates. Admit card should
contain the particulars and photograph of the scribe duly signed by him/her. (ii) The academic
qualification of the scribe should be one grade below the qualification prescribed (i.e. below 10th
standard) for the post for which recruitment is made. (iii) The candidates as well as the scribe will
have to give a suitable undertaking (Annexure - V) along with the application confirming that scribe
fulfills all the stipulated eligibility criteria mentioned above. In case it transpires later, that he/she did
not fulfill any of the laid down eligibility criteria or there has been suppression of material facts the
candidature of the applicant will stand cancelled irrespective of the result of the examination. The
visually handicapped candidates shall be responsible for any mis-conduct on the part of the scribe
brought by him/her. (h) All one eyed candidates and VH candidates whose visual degree of disability
is less than 40% shall not be considered as visually handicapped persons and the provision of
engaging scribe shall not be applicable to them. (i) All selected candidates will be subjected to
medical examination by Railway Medical Authorities at the time of appointment and only those
confirming to the medical standards as laid down in the Indian Railway Medical Manual and other
extant provisions as the case may be will only be eligible for appointment. [NOTE:- The visually
impaired applicants (who have opted for scribe) will be allowed one additional chance to change
the scribe ten (10) days prior to the date of written examination by placing his/her request with the
Railway Recruitment Cell/South East Central Railway/Bilaspur in writing, so that necessary formalities
are completed in time. Even if due to certain unseen circumstances like postal delays etc., the
communication between the Railway Recruitment Cell/South East Central Railway/Bilaspur and
applicants get affected, then these formalities will be completed one day before at Railway
Recruitment Cell/South East Central Railway/Bilaspur. 3. MODE OF APPLICATION: 3.1 Candidates
should submit the applications in the format annexed at Annexure - I to this Notification. The
application should be on good quality A-4 size bond paper (80 GSM) using one side only. News
paper cuttings should not be used as applications. Candidates should ensure that application on a
single sheet conforming to the above specifications. The candidates can also download the
application format from the website of SECR http://www.secr.indianrailways.gov.in and Railway
Recruitment Cell website http://www.rrcbilaspur.org Candidates using printed application form from
any other source should ensure that it conforms to the prescribed format and above specification;
otherwise the application is liable to be rejected. 3.2 Candidates should fill up the application form
in his/her own handwriting either in Hindi or in English with blue or black ball point pen only, failing
which applications will be rejected. Only international numbers i.e 1,2,3 ----etc. should be used. 3.3
Candidates should affix one recent (not earlier than three months from the date of application)
colour passport size photograph with clear front view of the candidate without cap and sunglasses on
the application form in the space provided. Photostat/Scanned copy of photograph, Black & White
photograph is not permitted. An extra identical color photograph should be enclosed with the
application indicating candidates name, date of birth and employment notice number on the
reverse of the photograph. Candidate may note that Railway Recruitment Cell at any stage reject the
applications for pasting old/unclear, Black & White photograph on the application or for any significant
variations between photographs pasted in the application form and the actual physical appearance
of the candidate. 3.4 Candidates should also put their specimen signatures in the appropriate boxes
in the application form. They should also affix their clear left hand thumb impression at the space
provided for. The thumb impression must be clear and complete. Ridges of the thumb impression
must be clearly visible. 3.5 Candidates belonging to SC/ST communities should produce a community
certificate in the format given in Annexure - VI of this Notification. 3.6 Candidates belonging to OBC
community should produce a community certificate in the format given in Annexure - VII of this
notification. In addition the OBC candidates should enclose selfdeclaration of non-creamy layer
status in the proforma given in Annexure- VIII. Otherwise, their claim for reserved status will not be
entertained and the candidature/application of such candidates, fulfilling all the eligibility conditions
for General (Un-reserved) category, shall be considered under General (UR) vacancy only. 3.7
Candidates who have already been debarred for life from appearing in all the examinations conducted
by the Railway Recruitment Boards/Railway Recruitment Cells or those who have been debarred for
a specified period which is yet to be over are not eligible to apply. 3.8 Candidates should send their
applications sufficiently in advance to reach this office on or before the closing date. Railway
Recruitment Cell/South East Central Railway will not be responsible for any postal delay or wrong
delivery of applications. 3.9 Candidates name, date of birth, fathers name ( as per 10th certificate/
School Living certificate) address with pin code, and nearest railway station should be written legibly
in English in bold Capital letters, even if candidate fills up the application form in Hindi. 3.10
Candidates should copy the complete Paragraph as indicated in item No. 18 of application in Hindi/
English in their own running handwriting (Not in capital/spaced- out letters) otherwise their application
will be rejected. 3.11 Candidates should indicate, in item number 13 of the application form, any
clear visible marks of identification on their body. For example a mole on the nose, cut-mark on the
forehead or a scar marks below the chin etc. In case there are no visible marks candidates should
write NIL. Applications are liable to be rejected for leaving the column blank. 3.12 Candidates
should copy as much of the paragraph at item number 18 of the application form, as possible so as
to fill the space provided completely, in Hindi/English in their own running handwriting (not in
capital/spaced out letters) otherwise their application will be rejected. 4. WHOM TO APPLY: 4.1 The
filled in application along with the required documents should be addressed to the Assistant Personnel

should be clearly super scribed Application for recruitment to the posts in Pay Band-1 + Grade Pay
Rs. 1800/-, Employment Notification No. SECR/03/2012. 4.3 The applications should be sent by
post so as to reach this Office on or before the closing date and time mentioned above. The filled in
applications can also be dropped in the boxes kept for the purpose in the premises of the Railway
Recruitment Cell at the above mentioned address on or before the closing date and time. 5. ONLY
ONE APPLICATION: Each candidate should send only one application. Candidates submitting
multiple applications will not be considered. Even if such a candidate gets selected inadvertently,
he/she will not be offered appointment later on. 6. MODE OF SELECTION: 1. The recruitment
procedure consists of Written Examination followed by a Physical Efficiency Test (PET) and Medical
Examination. 2. Candidates who fulfill the eligibility conditions will be called for Written examination.
A separate advice indicating date, time and venue will be sent to all the eligible candidates. 3.
Physical Efficiency Test (PET): Passing the Physical Efficiency Test (PET) is mandatory and the
same will be qualifying in nature. The criterion for the PET is as under:- FOR MALE CANDIDATES:
Should be able to run for a distance of 1500 meters in six minutes in one chance. FOR FEMALE
CANDIDATES: Should be able to run for a distance of 400 meters in three minutes in one chance.
4. Only those candidates who qualify in the Written examination will be called for the Physical
Efficiency Test (PET).A separate advise indicating date, time and venue will be sent to the qualified
candidates. 5. Persons with disabilities as defined in Para 2.5 are exempted from the PET. 6. Written
Examination: Written Examination will consists of objective type multiple choice question paper
aiming to assess the general knowledge/awareness/ mathematics/reasoning etc. 7. The duration of
the examination will be 2 hours. Answer script will be Optical Mark Recognition (OMR) type and
valuation will be on computers. 8.There shall be negative marking in written examination and marks
shall be deducted for each wrong answer @ 1/3 of the marks allotted for each question. The
qualifying marks for UR will be 40% and for SC/ST/OBC it will be 30%. 9. Candidates who qualify in
the written examination will be called at 1:3 ratio for Physical Efficiency Test (PET). A separate call
letter indicating date, time and venue will be sent to all the eligible candidates. 10. Question paper
will consist entirely of objective type questions. The question paper will be provided in Hindi,
English, Marathi ,Oriya and Urdu languages. There will be negative marking. 11. Candidates will be
called for the verification of the original certificates based on the merit of the written examination.
At the time of verification of documents, the candidates will be allowed to exercise their choice for
different categories of posts notified and also divisions/workshops for posting. 7. GENERAL
CONDIDTIONS: 1. Candidates applying should carefully read the instructions and ensure that he/she
fulfills all eligibility conditions at the time of submission of applications. 2. The number of vacancies
shown in this notification are provisional and the same is liable to increase or decrease depending
upon the actual needs of the administration. 3. Selected candidates are liable to be posted anywhere
in South East Central Railway. 4. Emoluments on initial appointment will be at the minimum of the
Pay Band + Grade Pay + Other allowances as admissible. 5. Mere selection and empanelment does
not confer any right of appointment to the candidates. Admission of the candidates at all stages of
recruitment will be purely provisional subject to satisfying the prescribed eligibility conditions.
Candidature of candidates can be rejected at any stage without any notice, in case it is found that
the candidate is not fulfilling the prescribed eligibility conditions. 6. Railway Recruitment Cell,
South East Central Railway/Bilaspur reserves the right to alter the modes of examinations or conduct
re-PET/re-examination for all or for a limited number of candidates or cancel part or whole of any
process of recruitment at any stage if considered necessary without assigning any reasons thereof. 7.
Railway Recruitment Cell reserves the right to reject the candidature of any applicant at any stage
of the process of recruitment, if any irregularity/deficiency is noticed in the application. 8. The
decision of Railway Recruitment Cell in all matters relating to eligibility, acceptance or rejection of
applications, issue of free rail passes, penalty for false information, mode of selection, conduct of
written examination, allotment of examination centers, selection, allotment of posts to selected
candidates etc., will be final and binding on the candidates and no enquiry or correspondence will
be entertained by the railway recruitment cell in this regard. 9. Railway Recruitment Cell will not be
responsible for any advertisement errors. 10. Under any circumstances no damage/loss or re-fund of
examination fee will be made. 11. Medical examination: The candidates recommended for
appointment will have to pass the requisite medical fitness test(s) conducted by the Railway
Administration to ensure that the candidates are medically fit to carry out the duties connected with
the post. Only those candidates who are medically fit would be offered appointment. Candidates
qualifying in examination(s) for these posts but failing in prescribed medical examination(s) will not
under any circumstance be considered for any alternative appointment. Candidates who do not
fulfill the prescribed medical standards need not apply. The above medical standards (Criteria) are
indicative and not exhaustive and apply to candidates in general. 12. Candidates recommended for
a particular category of post with a higher medical classification will not be considered for any
alternative posts with a lower medical classification in the event of their medical unfitness. 8.
Enclosures to the Application: (A) Candidates should enclosed self-attested photocopies of the
relevant certificates as mentioned below. Original certificates should not be enclosed. All enclosures
should be either in English/Hindi only. Where certificates are not in English/Hindi, self attested
translated version (in Hindi/English) should be enclosed. Application without the requisite enclosures
will be rejected. Any of the enclosures sent separately will not be entertained. (i) Certificates in proof
of the Date of Birth. Only 10th class or school leaving certificate will be accepted. (ii) Certificates in
proof of educational/technical qualifications (iii) Community certificates for candidates belonging to
SC/ST/OBC communities. (iv) Physical Disability Certificate for candidates applying for quota reserved
for them. (As given in Annexure-IV) (v) Declaration form by the visually handicapped/those whose
writing speed is affected by cerebral Palsy and scribe to be engaged for writing the examination (As
given in Annexure-V) (vi) Copy of decree from the competent court of law for divorced/judicially
separated women candidates claiming age relaxation. (vii) Income certificate for economically
backward class candidates availing fee concession. (viii) Self-declaration for candidates belonging
to minority communities availing fee concession. (ix) No objection certificate from the competent
authority, if already employed in Railways or any Government Department/ Public Sector undertaking.
(x) Photostat copy of requisite certificates in case of candidates claiming any other type of age
relaxation. (xi) Ex-servicemen candidates should submit self attested Photostat copy of the discharge
certificate. They should also enclose the appropriate certificate issued by the competent authority
for the equivalence of their educational/technical qualifications. (B) Valid Indian Postal Order or
the Bank Draft for the amount as prescribed in the employment notification, wherever applicable
in original. 9. INVALID APPLICATIONS: Candidates are requested to read all instructions thoroughly
before sending their applications to Railway Recruitment Cell/South East Central Railway/Bilaspur.
Otherwise, their applications are likely to be rejected on one or more of the following reasons. In case
the application is rejected, candidates will be intimated by business (ordinary) post regarding the
reason/s of rejection (i) Applications received before the date of notification or after the closing date
& time of notification. (ii) Postal orders/Demand Drafts not enclosed wherever required or less fee
enclosed or invalid IPO/DD i.e. IPO/DD purchased before date of issue or after closing date of
notification or Demand Drafts with validity less than three months. (iii) Applications not in the
prescribed format or which are incomplete in any manner. (iv) Candidates not in possession of the
required educational qualifications or are under aged/overaged or date of birth not filled or wrongly
filled. (v) More than one application submitted by the same candidate. (vi) Applications without the
latest colour photo or photo with cap, wearing goggles, disfigured or unrecognizable or scanned or
Photostat copy. (vii) Applications without the declaration being re-produced by the candidates in the
application or written in capital letter. (viii) Applications without signature or with signatures in
capital letters or with different signatures at different placed. (ix) Left hand thumb impression not
affixed in the application or is blurred/smudged. (x) Copies of required enclosures as mentioned in
Para 8 not enclosed. (xi) More than one application submitted in the one envelope. (xii) Applications
which are not addressed to the Assistant Personnel Officer(Recruitment), Railway Recruitment Cell,
RTS Colony, Near Kendriya Vidyalaya,, Bilaspur 495004 (Chhattisgarh) (xiii) Applications which
are filled in a language other than Hindi/English (xiv) Identification marks column not filled up. (xv)
Candidates name is figuring in the debarred list. (xvi) Any other irregularity noticed and considered
invalid by the RRC. Note: The candidates would does not possess left thumb may endorse right
thumb impression or any other finger impression duly indicating the same. 10. MIS CONDUCT: (i)
Candidates are warned that they should not furnish any particulars that are false or suppress any
material information while filling up the Application Form. (ii) Candidates shall not bring or attempt
to bring any political or other influence to further his/her interest in respect of recruitment. (iii)
Misconduct on the part of the candidate at any part of the recruitment process is strictly prohibited.
(iv) Indulgence in the above practices will result in the rejection of the candidature at any time. (v)
Action as deemed fit necessary including criminal action will be taken by the RRC against candidates
found guilty of submitting fabricated/forged/tampered certificates, using unfair means during PET or
written examination, mis-behaviour at venues where PET is conducted or written exam centers, etc.,
(vi)Any material suppression of facts or submitting of forged certificate/caste certificate by a candidate
for securing eligibility and/or obtaining privilege including free travel for appearing in the examination
shall lead to rejection of his/her candidature for the particular recruitment for which he/she will also
be debarred from all examinations conducted by all Railway Recruitment Cell all over the country
for a period of 2 years and legal action can be initiated, if warranted. (vii)A candidate will be
debarred from examination of all Railway Recruitment Cell for a specified period/lifetime if (i) the
candidate submits multiple applications for the same post and category (II) the candidate submits
multiple applications with different community for the same post and category (iii) the candidate
submits multiple applications with different photo (face) for same post and category and (IV) the
candidates submits multiple applications with different documents for the same post and category.
(viii) Any candidate found using unfair means in the examination or sending someone else in his/her
place to appear in the examination will be debarred from appearing in all the examinations of all
the Railway Recruitment Cell for lifetime. He/she will also be debarred from getting any appointment
in the Railways. Such candidates are also liable for prosecution. (ix)Furnishing of any false information
to the Railway Recruitment Cell or deliberate suppression of any information at any stage will render
the candidate disqualified and debarred from appearing at any selection or examination for
appointment on the Railways or to any other Government. Service and if appointed the service of
such candidate is liable to be terminated. 11. CAUTION: (1) Beware of Touts and job racketeers trying
