Manila Administrative Centre (MAC) IOM Manila opened its first formal office in the Philippines in 1981.

As a count ry mission, IOM Manila is responsible for all administrative, financial and oper ational involvement with the Philippines. In 2003 an expanded Memorandum of Unde rstanding was signed with the Government of the Republic of the Philippines allo wing IOM to work in closer collaboration with the Philippine government. Recentl y, IOM Philippines signed bilateral memoranda of understanding with the Overseas Workers Welfare Administration and the Philippine Overseas Employment Administr ation. In the last few years, many global administration responsibilities have been tra nsferred from IOM Headquarters in Geneva to IOM Philippines. The Manila Administ rative Centre (MAC) was developed to complement the expansion of programmes and offices worldwide, providing core support functions in information technology an d administrative services. The move is part of IOMs undertaking to manage the gro wth of the Organization without excessively increasing the need for additional r esources. As IOMs membership and programmes are expected to continue to increase, Administr ative units have either transferred to or added support in Manila. The units who lly present in Manila are: Airline Invoice Settlement Unit (AISU) The Airline Invoice Settlement Unit (AISU) processes the invoices from airlines involved in the movements of missions worldwide. Field Data and Statistics (FDS) Field Data and Statistics (FDS) maintains a database of all international moveme nts for statistical reporting and analysis and the control of international tran sportation payments. Field Procurement Unit The Field Procurement Unit (FPU) promotes best practices in procurement in line with the Field Procurement Manual, assists Field Missions with their procurement needs and provides advice on initiatives related to civil infrastructure. Information Technology and Communications Service Centre (ITSC) The Manila service centre provides assistance, support and solutions to the enti re Organization for its operational and strategic requirements in the various fi elds related to Information Technology and Communications. Its services include (a) support for engineering, coordination and implementation of corporate projec ts to managers; (b) an integrated ITC helpdesk offering remote assistance and tr oubleshooting guidance to all Missions; (c) the production, diffusion and implem entation functions of ITC policies, technical documentation on ITC products, tec hnology and services; and (d) research facilities to develop, test and harden ne w solutions to be adopted in the Organization and insure proper integration with the existing infrastructure. Manila Accounting Services Manila Accounting Services (MAS) receives monthly financial information from all Field Offices and advises missions on accounting issues. Manila Human Resources Operations Manila Human Resources Operations (MHRO) handles personnel files of all official s and Headquarters employees, advises on field personnel issues, supports staff development and learning functions, and processes medical insurance claims. Project Information Unit The Project Information Unit (PIU) assists Headquarters departments and Field Mi ssions by creating and updating project folders on the intranet to store project proposals, donor agreements and reports, undertaking file searches according to specified needs, and reminding sending reminders to project managers as their d onor reports become due. Staff Security Unit The Staff Security Unit (SSU) is responsible for developing staff security measu res and providing related training. It also advises on mission and operational s

ecurity assessments and maintains relations with the United Nations Department o f Safety and Security (UNDSS). In addition, it ensures that the Organizations sec urity arrangements comply with UNDSS requirements. Website, Intranet and Digital Assets Management Website, Intranet and Digital Assets Management (WIDAM) is responsible for meeti ng the Organization s electronic information and communication needs concerning IOM s websites, its intranet and the IOM Image Library. WIDAM, in coordination w ith other departments, takes the lead in developing and managing the Organizatio n s websites, intranet and the enterprise content management system. WIDAM also assists departments and Field Missions in making information available to intern al and external stakeholders in a systematic, coherent and timely fashion. IOM Manila is also one of 16 IOM missions designated as a Mission with Regional Functions (MRF). As such, IOM Manila is tasked with geographic regional administ ration, financial, and, in some cases, operational oversight. Accordingly, IOM P hilippines works very closely with IOM missions in Japan, Hong Kong, Korea and T imor-Leste, and provides additional support to more than 20 other missions.
