Ms. Zohra Chatterji, IAS, Additional Secretary to Government of India, Ministry of Coal, has assumed additional charge as Chairman-cum-Managing Director of Coal India Limited on 1 February 2012. Ms. Chatterji succeeds Mr. N C Jha, who relinquished his office on 31 January 2012 on attaining superannuation. Ms. Zohra Chatterji, is an Indian Administrative Services Officer of 1979 batch from UP Cadre. She has over three decades of rich varied administrative experience serving in various government departments in U.P and in the Central Government. She has served over ten years in various positions related to Industry and Labour. Important positions held by her include Commissioner & Director Industries, Labour Commissioner U.P, Secretary Industries U.P and Joint Secretary, Information & Broadcasting, Government of India. Ms. Chatterji was awarded the Prime Ministers Award for Excellence in Public Administration for implementing an egovernance project Lokvani for redressal of public grievances in UP. She also set up E-Suvidha an e-governance project in Lucknow and the UP Trade Promotion Authority as its first Member Secretary. Ms. Chatterji is a First Class Post Graduate in English Literature and a graduate of B.Sc. Hons. (Physics). Mr. S. Narsing Rao took over as Chairman, Coal India Limited, the largest coal producing company in the world, on and from 24 April 2012. Prior to the top post in the state owned Maharatna coal mining monolith, Mr. Rao an IAS officer of 1986 batch from Andhra Pradesh Cadre, was Chairman of Singareni Collieries Company Limited (SCCL), the AP based coal mining company since September 2006. Mr. Narsing Rao as CMD of SCCL, a joint venture between Government of AP and Central Government, took the company up from a production of 36 Million Tonnes in 2006 to 53 MTs in 2011-12. Mr. Rao had taken SCCL to a higher growth trajectory of 9%-10% from that of 2% to 3%. During his tenure at the helm of SCCL the company experience the first ever strike free year (2007-08). Singareni has witnessed substantial productivity gains during his tenure. A post-graduate in Chemistry and Economics he also holds a post-graduate higher diploma in forestry. Before joining the IAS, he had undergone training in Forestry and Rural Development sectors. After joining the IAS, he had held various positions in the Government of Andhra Pradesh, both at the District Administration level and State Administration. Mr. Rao has wide international exposure and his expertise includes consultant to the International Fund for Agriculture Development (IFAD), Rome, Italy and Chief Technical Adviser, United Nations Office of Project Services, Asia & Pacific regions, Asia & Pacific region. He has extensive international experience in poverty alleviation and rural development in South and South East Asia. He rendered technical advise to the Governments of Bangladesh, Nepal, Bhutan, Maldives and Myanmar. He lived and functioned out of Rome (Italy), Yangon (Myanmar) Kuala Lumpur (Malaysia) and Bangkok (Thailand). Mr. Raos areas of interests include rural development, poverty alleviation, environment and ecology. He passionately worked for reforms in administration to make it responsive to the needs and aspirations of the communities.

Coal India Ltd today got a full time Chairman and Managing Director. According to sources, the appointments committee of the Union Cabinet has cleared appointment of Mr S. Narsing Rao as CMD of CIL for a five-year term.

The 53-year, 1986-batch IAS (Indian Administrative Services), is currently the Chairman and Managing Director of Andhra Pradesh Government-controlled Singareni Collieries Company Ltd (SCCL). Mr Rao will be the first non-CIL nominee to assume the top job of the company since July 1983. Sources told Business Line that the Union Ministry of coal, the nodal Ministry for CIL, has received the appointment order this evening. A formal announcement in this regard is expected on Thursday. The coal monopoly remained head-less since the superannuation of Mr Partha S. Bhattacharyya as in February 2011. Following Mr Bhattacharyya's exit, former director technical Mr N. C. Jha, handled the additional charge of CMD till January 2011. For last two months, Ms Zohra Chatterji, Additional Secretary of coal ministry, was the part-time CMD of CIL.
OPENCAST PRODUCTION

In an interview to Business Line in February soon after his short-listing for the CIL top job, Mr Rao said opencast production should hold key for stepping up of CIL's production in the immediate term. One should look at implementation of opencast projects of over 10 million tonne each at Northern Coalfiedls, South Eastern Coalfields and Mahanadi Coalfields for posting a production growth in 18-24 months, he said. The Public Enterprises Selection Board (PESB), which handles hiring for the public sector firms, came out with an advertisement earlier this month inviting applications from suitable candidates for the top post. The Public Enterprises Selection Board is seeking qualified candidates for the post of Chairman and Managing Director, Coal India, PESB said on its website. It is requested that names of candidates...who are found suitable for the said post as per the requirements...alongwith their up-to-date biodata...may kindly be forwarded to PESB by 23rd January, 2012, the PESB said. After receiving applications, PESB would scrutinise them and shortlist the candidates for an interview for the top job, a top official in the coal ministry said. Mr Jha will continue as the acting CMD of the PSU till his retirement on January 31, next year. Mr Jha, Director, Technical, with CIL was given the additional charge of Chairman and Managing Director after the PSUs former chief Mr Partha S Bhattcharyya retired in February, 2011. Earlier, PESB had recommended Bharat Coking Coal Ltd chief Mr Tapas Lahiri as the first choice and Western Coalfields Ltd head Mr D C Garg as the second choice for the top post in CIL. However, both the shortlisted candidates failed to get vigilance clearances.
