2009 2005-2008 Roberto Snchez Ramos Law Office Representing and advising private clients in
various corporate, administrative, civil litigation, and appellate matters.

Department of Justice, Commonwealth of Puerto Rico Secretary of Justice (Appointed by Governor and confirmed by Senate)

Led agency with 2,500 employees (including over 500 attorneys) in charge of representing the Commonwealth and its agencies in all civil and criminal litigation. The agency is also entrusted by law with various other duties, such as providing legal advice to agencies and submitting comments on proposed legislation both to the Governor and the Commonwealths Legislative Assembly. Representative duties included: Led and supervised more than 500 attorneys in the representation of the Commonwealth, its agencies and officials in matters that included commercial, contract, tax, bankruptcy, civil rights and matters challenging the validity of Commonwealth laws and regulations. Created and implemented successful administrative measures to cut costs and improve the Departments efficiency, morale and performance. Supervised more than 200 Department criminal prosecutors (identified as Fiscales), appointed by the Governor for 12-year terms, across thirteen regional offices and the Departments headquarters office. Testified frequently before the Commonwealths legislature to comment on proposed legislation; provided advice to the Governor on decisions to sign or veto pending legislation and drafted bills for submission to the Commonwealths legislature. Provided legal advice and counsel to the Commonwealths agencies, including analysis and challenges to issues of constitutional law in a very challenging political environment. Issued and reported (Westlaw) formal legal opinions to the Commonwealths agencies related to complex constitutional issues in addition to establishing and implementing policies with the advice and counsel of staff members in a challenging political and fiscal environment.

Department of Justice, Commonwealth of Puerto Rico Solicitor General

Led office in charge of representing the Commonwealth and its agencies in all civil and criminal appellate litigation; the office is also in charge of investigating and prosecuting complaints of ethics violations against attorneys. Representative duties included: Arguments before U.S. Court of Appeals for the First Circuit and local intermediate court of appeals. Reviewed and analyzed intermediate appellate court decisions to determine whether appeals would be taken to the Commonwealth Supreme Court. Coordinated, reviewed and filed appellate briefs while assigning new appellate matters to office attorneys.
