Aug. 17,2012 85% Of LGUs Now Implement Full Disclosure Policy By Quirico M. Gorpido,.Jr.

Maasin City, Southern Leyte- Eighty five percent (85%) of Local Government Units (LGUs) in various regions and provinces in the country are now implementing President Benigno Simeon Aquinos, 111 full disclosure policy. This was the revelation of Dr. Pedro Noval ,Jr. the new DILG Regional Director for region 8(Leyte and Samar) who was sent on behalf of DILG Secretary Jesse M. Robredo. Robredo was the invited guest speaker during the 12th year Charter Day anniversary of Maasin as a component city. He failed to come on Aug. 10, 2012 due to the flooding in Luzon, particularly in the National Capital Region. Noval claimed that with the implementation of full disclosure policy of all government transactions including projects on infra and some other LGU programs that involve money,it will make government officials less prone to commit corruption. He said the government is now giving cash awards for good housekeeping to LGUs that could meet the standard of good governance. The Regional Director stressed that LGUs that received cash rewards should use their rewards in funding some programs for their respective communities. The LGUs were also urged to have partnership with other LGUs for the improvement and benefits of their neighboring areas like combining their funds for some useful and productive projects. The Cebuano DILG Director, whose birthday coincided with Maasins Charter Day celebration which falls on August 10, strongly admonished the LGU officials to help the National Government in coming up with sustainable programs and prodded them to involve the people in developing of their respective localities. Earlier, Noval told the people of Maasin to look back the past to see how they could improve more their plans for the progress of the city. Todays celebration is the manifestation of the peoples aspiration to achieve your common goals thru unity, cooperation and solidarity, he said. Other speakers were Mayor Samaco, Governor Mercado, Congressman Mercado and Mindoro Oriental Governor Alfonso Umali, Jr.,who is the President of the Governors League of the Philippines. Prior to the anniversary program held at the city gymnasium, there was a long parade participated in by city officials and employees led by Mayor Maloney Samaco and Vice Mayor Effie Abiera-Sabandal, heads of offices, some teachers and students of colleges like SJC,MCC and CM,including barangay officials,Barangay Captains, some Provincial officials led by Congressman Roger Mercado, Governor Damian Mercado, Vice Governor Miguel Maamo,11,municipal Mayors and their Vices,PNP,among others.(Quirico M.
