BOOK-DRIVE
PROBLEM
A vast percentage of residents in Shelby County may have never been exposed to TCA
Volume 6A or 7. The contents of each volume contains valuable legal information that
each local resident should have knowledge of. Lack of a public education, in respect to
Tennessee Codes, may have an adverse side affect to exacerbate our rising crime rate.

SPP ADOPTION
If Shelby County Board of Education (BOE) were to adopt my Scholarship Payroll Plan
(SPP), then Dr. Webb may find it favorable to adopt my book-drive to raise funds.

TCA Volume 6A or 7 Book-Drive

The BOE may request each resident to donate $40 to $75. He or she will receive either
Volume 6A or 7. Each volume has been selected for the purpose to lower our crime rate.

MATTHEW BENDER (800) 225-1940

The Matthew Bender Division of Lexis Nexus is the world largest distributor of legal text
books. The company has contracted a local wholesale price for the State of Tennessee.
Our local price is $17 per volume. Each has been printed in 2006 with an attached 2007
supplement. The retail price for either volume is $78 for out of state residents.

PLANNING STAGE
My planning stage has been divided into six parts (i.e. I-VI). Each part is listed below:

PART I: T.V. RADIO TALK SHOW DIRECTORS

Dr. Bobby G. Webb Shelby County Superintendent may draft a memo to each T.V. and/or
radio talk show director. His memo may seek to advise each talk show director to
introduce TCA volume 6A or 7 as a daily conversation piece.
PART II: PUBLIC SERVICE ANNOUNCEMENT
Dr. Bobby G. Webb may schedule on a regular basis the following public service
announcement (PSA) in our Sunday Commercial Appeal (CA) newspaper:

Shelby County Board of Education (BOE) is in pursuit of a worthy cause. Our mission
objective is to educate the residents of Shelby County to become familiar with our
Tennessee Codes. Please, make a $40 or $75 donation to our Shelby County BOE.

Volume 6A contains codes that relate to Domestic Relations or Juveniles

Volume 7 contains codes that relate to Criminal Offenses

PART III: COLLECTION

The BOE may utilize the form in its CA PSA to collect each donation from our local
Shelby County residents in advance prior to placing any order with Matthew Bender.

PART IV: ORDERING

The BOE may fill each order request in accordance to each order form.

PART V: FREE SHIPPING

The BOE will utilize its donation to pay for each shipping or handling fee.
PART VI: DEPOSIT PROCEEDS
Shelby County Superintendent may deposit the proceeds into Stanley Green’s
Scholarship Payroll Plan Trust Fund Account if such SPP has been adopted.

CLOSING REMARKS

Shelby County Board of Education TCA Volume 6A or 7 Book-drive may foster a

positive image. Major corporations place heavy weight to measure our public school
system. The reason is that many employees may be raising children that may attend
public schools. As such, executive officers may add points for progressive thinking.

To my knowledge there may not have been a single Board of Education in the State of
Tennessee to distribute TCA Volume 6A or 7. My idea has the potential to raise millions
of dollars overnight. Our total population may range well over a million residents.

My key is planning. It is imperative for Dr. Bobby G. Webb to invite our local talk show
directors to join our plan. Word-of-mouth is the best type of advertisement. If TCA
Volume 6A or 7 becomes a daily conversation piece, then a public demand may ensue.

My business proposal contains the necessary details of how to market and/or promote my
book-drive. My innovative idea may not require much start up capital from the BOE.

The only thing that Dr. Web may need is his letterhead or stationary. The Shelby County
government seal will notify each recipient that he is on official business. Chris Peck,
editor of the Commercial Appeal may publicize his PSA free of charge to the BOE.

Each talk show director (i.e. T. V. or radio) would most likely welcome an opportunity to
stir up a little hometown gossip surrounding TCA Volume 6A or 7. Folks may decide to
call our local broadcast stations to find out what our hometown gossip is all about.

Shelby County Mayor A. C. Wharton, Jr. may become pleased to see that our local
residents have taken interest to discuss legal matters as a daily conversation piece.
