SPP ADOPTION
If Shelby County Board of Education (BOE) were to adopt my Scholarship Payroll Plan
(SPP), then Dr. Webb may find it favorable to adopt my book-drive to raise funds.
PLANNING STAGE
My planning stage has been divided into six parts (i.e. I-VI). Each part is listed below:
Shelby County Board of Education (BOE) is in pursuit of a worthy cause. Our mission
objective is to educate the residents of Shelby County to become familiar with our
Tennessee Codes. Please, make a $40 or $75 donation to our Shelby County BOE.

CLOSING REMARKS
To my knowledge there may not have been a single Board of Education in the State of
Tennessee to distribute TCA Volume 6A or 7. My idea has the potential to raise millions
of dollars overnight. Our total population may range well over a million residents.
My key is planning. It is imperative for Dr. Bobby G. Webb to invite our local talk show
directors to join our plan. Word-of-mouth is the best type of advertisement. If TCA
Volume 6A or 7 becomes a daily conversation piece, then a public demand may ensue.
My business proposal contains the necessary details of how to market and/or promote my
book-drive. My innovative idea may not require much start up capital from the BOE.
The only thing that Dr. Web may need is his letterhead or stationary. The Shelby County
government seal will notify each recipient that he is on official business. Chris Peck,
editor of the Commercial Appeal may publicize his PSA free of charge to the BOE.
Each talk show director (i.e. T. V. or radio) would most likely welcome an opportunity to
stir up a little hometown gossip surrounding TCA Volume 6A or 7. Folks may decide to
call our local broadcast stations to find out what our hometown gossip is all about.
Shelby County Mayor A. C. Wharton, Jr. may become pleased to see that our local
residents have taken interest to discuss legal matters as a daily conversation piece.
Pursuant our Freedom of Information Act citizens have a right to know public business!
