Hello to everyone. I hope this past week has been good for you all. I noticed with the weather changes that people are getting sick, so please stay indoors so not to spread the virus. During this winter season I have been making new contacts and meeting plenty of new people from around our area. It looks like another busy summer with my planning calendar filling up ever so quickly. I do appreciate all the e-mails as of late encouraging me to continue on with this newspaper. This past week I heard so many people talking about the bridge and highway widening. From the letter sent in last edition to the talk on the town. So many opinions. I do think that almost all of the people do realize the choices we are faced with as of late are very important. I figure a vote by the people of Walton county will be taking place soon. As a homeowner, I too am concerned about our taxes being the highest in the state. I mean we have it good but not that good compared to the rest of the cities in the state. I figure as long as our home life and peacefulness to ensure such desired changes doesnt cause any hardships for any resident near the expansions. I understand the fear from those of us who do work across the bridge for work and the expenses it will burden us down with. Sometimes I too am across that bridge 3x a day or more. Even if there were a discounted pass of some sort I would have to alter the way I work due to the costs of driving over there. Many of you may have heard that the Destin bridge was to be tolled until it was paid for and look at it still tolling many years later. Think it has been paid for yet? Of course it has, once in place the revenue cannot be discarded from a local or state level. Several if not all of our tax money gets matched by state funds to assist in the needs of the county. If it were school funding the state dictates where and how the money will be spent or it will be lost from use by us at that time. Whether we see it may be better a different way or not. The fact remains. No different from any other state funded program we now face a serious vote that will impact our lives here for many years to come. Not just four years like a candidate. We must think of all the benefits that this widening will allow for our area. Growth of business/jobs is a top priority nowadays for us all. Many of you will have opportunities to work near where you live, all along Hwy. 331 due to the widening of it. Our school numbers have increased and with several new renovations and new facilities to accommodate the ever growing number of students coming to our area. I have recently been informed of and met a few businessmen looking for land and checking resources the area has to offer, to bring their business to Walton county. Lets hope they decide to bring it here. I do want to add this note: This newspaper has and always will allow the reader to write in and comment on stories or ideas. Most all of your letters are printed. You can remain anonymous. From your letters to the editor to Aunt Ruby and the infamous Spout-off columns, those have kept us apart from the standard newspaper. I try my best to let this newspaper be informative yet comfortable as a read. I hope you all dont mind but if space allows I will sneak a joke or two in when I can. Crack a smile:) Please support those businesses who continue to advertise with us for they are the reason you have this in your hand. I sincerely hope you all enjoy what I put together for you each edition, for it has been and will continue to be a pleasure. Tell everyone you know about this newspaper. I could use some help if any of you know of anyone who want to help getting this newspaper out. Just have them call. Thanks for reading the Emerald Star. I hope you all have a wonderful week. Frank

331 Bridge/Highway Expansion

What promises were made, what is the FDOT saying they will do and what are others doing. Some are also saying the FDOT wants a match to build the bridge or they will pull all highway funds. While Walton County has been working to see U.S. 331 widened for around 50 years now, the FDOT is widening some parts of the road and have plans for other parts. They also want the bridge widened sooner than later and have told Walton County they will expedite funds for a second bridge if the county comes up with a $75 million match. The state transportation only gave Walton until May to decide if they want the bridge widened sooner or want to wait until future funds are available. The FDOT says budgeting has changed and the days of full funding are gone. Local governments are now asked to participate in funding some projects. Since the FDOT has to turn in a budget by June, the decision has to be made now. The state and district three secretaries said the match is required for funds to stay on the project in Walton and they do not tell the local government where to get the money from. If the new bridge is wanted sooner than later, the state says it needs the $75 million or an agreement to allow them to place a toll. The Walton Commissioners tasked a group of residents with making a recommendation on how to fund the project. The committee, administered by Walton TDC Director Dawn Moliterno who did not vote, agreed to recommend the commissioners take the funding question to the voters. The exact question will be if the voters want to increase the sales tax in Walton up to 1 cent. Commissioners will have to decide if they want to take the question to the voters and at what percentage. If Walton uses the full one cent, it will make the county the highest sales tax county in the state. If the commissioners do not take the question to the polls, or the voters say no, then they will have to decide of they want the toll or not. If there is no toll, if there is not sales tax approved, and if there is no $75 million match, then the FDOT says it will use the funds designated for the bridge elsewhere. At a meeting with the state and local transportation secretaries, the Walton Commissioners were told the state wants to see U.S. 331 widened to I-10. They also said the bridge is part of that widening and there are funds available, but Walton will have to have the $75 million match. A sales tax or toll can be used as a dedicated source for a bond or loan. The commissioners were told they need Walton to show them and others wanting to invest that the county is serious about seeing the road widened. The section south of the bridge is already at four lanes. The section north of the bridge to Highway 20 is funded and currently in the process of being made four lanes. The bridge needs to be made four lanes to make the road wider all the way to Highway 20. The section near Freeport has a new two lane road and is ready for an additional two lanes. A small section just north of that is being worked on now through a joint County/State project. The rest has some plans, but the funds are not currently in the short term budgeting. Walton was told by the state that if they help with the bridge, then the state will find more funds quicker to complete the widening to I-10. No guarantee was made funds will come, only that the state knows the need and wants to see the project move quicker than what is in the current budgeting and work plan. The FDOT says the bridge is needed now to take advantage of the lower construction costs currently available. Walton Commissioner Sara Comander told WZEP she understands the FDOT is asking for the $75 million match and will pull money from the bridge portion if it is not met. She also says she has the impression the state saying the funds will be taken elsewhere likely also means any other attempts to fund the remaining portion could be delayed. The state has indicated it has funds to complete the second bridge so there will be four lanes to Highway 20. At Highway 20 travelers can go east, west or north. At this point there are two north routs to I10, U.S. 331 and Highway 81. Walton was told the bridge and commitment by Walton is needed to keep them working on expediting the funds for further expansion. In several meetings, many in the public have said there is a need and they are willing to add up to the one cent to the sales tax. This would be paid off in about 10 years for a penny or just over 20 years with half a cent. Half a cent would not make Walton the highest sale tax county. Over half the sales tax is paid by the tourist industry sales. A lot less say there should be a user fee, rather a toll. It is pointed out a toll would be operated by the state, would be at least 30 years with no guarantee it would ever come off and could increase. Quite a few have also said the county should not fund the bridge at all. Some say that Walton has been asking for years and surrounding counties have had projects paid for with no match. Other question the very need for an additional two lanes right now. Recently Escambia County, Waltons neighbor to the west, was also asked to pay a match for a new Pensacola Bay Bridge. The Pensacola News Journal reports the Escambia Commissioners approved a resolution opposing the state toll to help pay for replacing the structurally deficient bridge. They also plan to ask local cities and the local TPO to also approve resolutions. The Escambia commissioners say, The bridge has been a free connection and is the only connection between South Escambia and South Santa Rosa counties. The Escambia Commissioners say the public should not have to pay to cross the bridge. Like Walton, the bridge is the only connection. Other local toll bridges have been built, but they offer a quicker connection and a second connection. Tuesday afternoon, when the Walton Commissioners meet, they will have to decide what to tell the voters, taxpayers, visitors and the state.

Bill would give loose change left at airports to USO not TSA
Every year, passengers leave behind hundreds of thousands of dollars in spare change at airport checkpoints. In 2010, the TSA's most recent count, it amounted to $409,085. Passengers at New York's John F. Kennedy International Airport left the most loose change, $46,918.06, with Los Angeles International Airport passengers leaving $19,110.83 and $16,523.83 by those at Atlanta's HartsfieldJackson. Rep. Jeff Miller, R-Fla., says that money could be better used by the USO to support troops than by the TSA, and has a bill that would do that. "I think the taxpayers and travelers would think it's more appropriate that that extra change be donated to a group like the USO," he says.

'Miss' officially banned in France

"Miss" is officially out in France. The office of French Prime Minister Francois Fillon said Tuesday the term would be struck from official documents, along with that of "maiden name" or "married name" for women. The prime minister's office said it would be writing to all ministries and regional senior officials to ask them to ban such wording. Instead, authorities are to use the term "Madame" (Madam), equivalent to the male "Monsieur" (Sir), and drop all reference to the husband's name unless it is that officially adopted by the woman. A number of women's organisations last year launched a campaign to do away with "Miss" in official documents, arguing that it was discriminatory to force women to state their marital status. Solidarity Minister Roselyne Bachelot, responsible for women's rights, welcomed the move which she said "ends a form of discrimination."

What Are the Symptoms of Back Pain?

Most people have experienced back pain sometime in their life. The causes of back pain are numerous; some are self -inflicted due to a lifetime of bad habits. Other back pain causes include accidents, muscle strains, and sports injuries. Although the causes may be different, most often they share the same symptoms. The symptoms for back pain are: Persistent aching or stiffness anywhere along your spine, from the base of the neck to the hips. Sharp, localized pain in the neck, upper back, or lower back -- especially after lifting heavy objects or engaging in other strenuous activity. Chronic ache in the middle or lower back, especially after sitting or standing for extended periods. Back pain that radiates from the low back to the buttock, down the back of the thigh, and into the calf and toes. Inability to stand straight without having severe muscle spasms in the low back. Call Your Doctor About Back Pain If: You feel numbness, tingling, or loss of control in your arms or legs. This may signal damage to the spinal cord. The pain in your back extends downward along the back of the leg. You may be suffering from sciatica. The pain increases when you cough or bend forward at the waist. This can be the sign of a herniated disc. The pain is accompanied by fever, burning during urination, or strong-smelling urine. You may have a bacterial urinary tract infection. You have urine or fecal incontinence. You have dull pain in one area of your spine when lying in or getting out of bed. If you are over 50 you may be suffering from osteoarthritis.

Walton County wants to place a communications tower on the back corner of Freeport Highs property. The tower and wires required a resolution to get the property released for the easement. The construction management contract for the eight classroom additions to Walton Middle was approved. The Board also approved a number of student expulsions.

High School Student Arrested for Battery on a Law Enforcement Officer

The Walton County Sheriff's Office (WCSO) arrested Justin Ray Loving, 19, of Miramar Beach, Fla., for battery on a law enforcement officer. School Resource Deputy (SRD) William McCormick observed Loving, a senior, enter the South Walton High School gymnasium during a basketball game and yell an obscenity. Loving left the gym and re-entered without paying admission to observe the sporting event. Deputy McCormick and a school administrator confronted Loving and asked him to leave the gym. Loving became irate and shouted obscenities. During the verbal exchange, SRD McCormick smelled alcohol and determined that Loving was possibly intoxicated. Loving refused SRD McCormick's offer to transport him home and began walking toward the school parking lot as Deputy Eric Traugott and Deputy Chad Bernacki arrived to the scene. Loving informed the deputies that he intended to re-enter the gym. He then spit on Deputy Traugott. Loving was immediately placed into custody. While inside a patrol vehicle, Loving repeatedly kicked the door and window. Loving was placed into leg shackles to prevent injuring himself and others. He was booked into the Walton County Jail.

"Tax Collectors were selected as the office to transition driver license services to since we are already providing Department of Highway Safety and Motor Vehicle services. Our employees are excited about providing these new services in a manner that is efficient and convenient for our customers," said Tax Collector Rhonda Skipper. The services will be expanded within six months to the Santa Rosa Beach office once renovations are complete to allow for more space to accommodate the anticipated lobby traffic. In 2010, Florida became a Real ID state that requires customers to verify identity prior to renewing or being issued a Florida driver license or identification card. These requirements have frustrated many Florida residents and led to longer wait times at Driver License Offices. "Due to the new requirements for issuing driver licenses, we do anticipate longer wait times in our office, especially during the first few weeks of providing the service. However, our office is committed to providing top notch customer service and we have a plan in place so those renewing a tag or making a tax payment will not have to wait for lengthy periods," said Skipper. The office will also offer appointments for all driver license transactions. Appointments will be available beginning March 19 and can be made online at waltontaxcollector.com or by calling the office. Individuals planning to renew their driver license or making application for a driver license or identification card are strongly encouraged to visit gathergoget.com to learn about the documents needed for renewal or issuance. "We're in a small community and at least one member of our team probably knows each person who comes in to complete a transaction, however, it is important for citizens to understand that even though I may know you personally, our office must comply with the REAL ID act when issuing a driver license. Compliance is making sure the required documents are presented," said Skipper. Driver license services will be provided Monday through Friday from 8:30 am to 3:00 pm. Appointments are encouraged. The Tax Collector's Office welcomes opportunities to speak to community groups and educate them on the new driver license and identification card requirements. For additional information, please visit waltontaxcollector.com or call (850) 892-8121.

UF Extension Service Donates Oak Tree to ECMS

It was an economic update as the DeFuniak Springs City Council met Monday evening. Scarlet Phaneuf, with the Walton County Economic Development Alliance, gave an update. Co-vice chairman Mayor Mickey Marse brought the inter-local agreement for economic development services. The Council approved the agreement and funding. Kitty Whitney said there is a company interested in renting space from the airport and then manufacturing space. The company works with UAVs. Whitney also talked about the Marvel of Flight. Last year the Leadership Walton Class helped put the event together. This is the community event May 19th. Whitney says, she feels the Chamber and others can still pull this off and make it even bigger and better. Sponsors and vendors are needed. The DeFuniak Springs Little League has over 425 kids signed up. They will have the annual parade as the Council gave permission. Opening Day is March 17th. Mayor Carpenter says the city has been working with Amtrack since 2006. CSX has already given permission and the city has been trying to get Amtrack to respond. Several local cities are getting together to send in resolutions support Amtrack coming through again. DeFuniak Springs would also like a flag stop at their restored depot. City Marshall Mark Weeks asked to move money into a line item for a vehicle that was in an accident. The city shop has been helping to restore and the insurance money has to be moved. The Council set a public hearing date for March 23rd for a construction request for Thriftway Supermarket. The Council also agreed to refund the application fee. The Council approved a temporary hire for the Water Department and appointed Terry Dawkins to the Economic Development Tourism Committee. The Planning Board asked to hold a workshop with the Council to discuss notification and distances. The effort is to streamline and make all the requests under the same requirements. The Council said they do not feel the workshop is needed and the Planning Board should make their decision and send it to the Council. Council was told the request was to have the Council weigh in on the issue. The Council said they will weigh in when they get the recommendation and make a decision. City Manager Sara Bowers passed around information that Back Lake was originally called Lake Victoria.

The University of Florida Extension Service donated an oak tree to Emerald Coast Middle School on Friday, February 10th in honor of Arbor Day and as a thank you for participating in the Chautauqua Assembly in January. Mrs. Morreale and students who participated in the Chautauqua Assembly project joined Master Gardener Eddie Powell in planting the tree.

TDC Board Member Removed by BCC

At the end of the last Walton County Commissioner meeting, Commissioner Scott Brannon asked to have Suzanne Harris removed from the TDC Board. In an email sent to WZEP, Harris says, This is most likely the reason Scott wanted me off the TDC. Harris is referring to a court request for a Plaintiffs for Contempt and Show Cause Order filed February 9th. In the complaint, Harris says Brannon conducted county business from a personal computer. The complaint says Brannon maintains a computer in his office separate from the county equipment. The complaint also notes an order that the commissioners only use their official email accounts to conduct county business. This after a previous court action over public disclosure. In the court paper, Harris says she believes Brannon maintains the computer and uses it to conduct county business through personnel email in violation of the court order. She says Brannon has demonstrated a lack of compliance with the courts previous order. The complaint and an email copy released shows emails between Brannon and others discussing county business through emails with an aol.com email address. This would not be the official county email address. It is unknown if Brannon also copied the emails to his county address for record keeping. Harris complaint states the previous court order requires only the county email to be used. During the commissioner meeting, Brannon said he has received comments from others who have questioned why Harris was still on the countys TDC Board. Brannon asked to have her removed. He stated there is a clear violation of the TDC Boards Code of Conduct. Brannon is also the TDC Chairman. As the BCC Chairman, Brannon passed the gavel and made a motion to immediately remove Harris from the TDC Council based on her opposition to the commission and what he says is a violation of the code of conduct. With an ethics complaint against commissioner Larry Jones by Harris, he excused himself from the discussion. The commissioners discussed the motion and questioned if they were asking Harris to step down or asking that she be removed. They questioned if a vote was needed. The attorney said a vote was needed to remove Harris. The commissioners voted to appoint people to the TDC Board. Eventually Brannon said his motion was clear, he was asking for Harris removal. The motion carried 4-0.

After reading the past few editions of your paper I felt a desire to throw my 2 cents in. Take it or leave it is how I feel about most things. What got me fired-up was the person who feels that toll would be best for this Hwy. 331 bridge. Oh my, what a disaster this would be if it did. What would you tell your children? Even 1520yrs down the road? Do you see the picture? As you must agree that any bridge or road that has been tolled is still as a toll even long after the project has paid itself off. This would be no different. I do feel that the state will try to demand to be tolled and our Commissioners would be helpless The benefits come by way of more travelers stopping and frequenting our businesses. We need the investors to see the upcoming potential of business especially in Freeport.

Potentially even love looks much more exciting! The energy you put out there now comes right back to you, so make it sizzle. A certain situation could be frustrating on Friday or over the weekend. Instead of stewing, find a concrete step to take. You might be sympathetic to what you're hearing, but think carefully about how involved you want to get. Sometimes being a listening ear is plenty. DFS Say the Key Word in Community is Unity

The city of DeFuniak Springs says the key word in Community is Unity. New City Manager and long time city employee (former Finance Director) Sara Bowers says some recent comments by citizens show the city has a great staff. Recently a Magnolia Lake resident was outside and fell in his front yard and broke his hand and a bone in his face. He says the garbage truck guys, (Derrick, CJ and Patrick) were at the house just past him and saw him fall and they rushed over to help. The resident commends the crew for their help and care. Sandra called and said the pastor and church are very appreciative of the citys help in locating their missing water meter. They say this will help the church save money as they can locate a leak. A water customer said she was very pleased and happy that as the crews were working on lines near her home, something caused a leak. She says it was Friday afternoon and the crews took time to assist her with the problem. Another resident extends his gratitude for repairing the sewer problem. He says Kenny Gavins and crew did an outstanding job in a very short period of time. He says his property was left in goof, if not better, shape. He says the guys worked very hard and into the night to complete the job. They came back the next morning to make sure everything was to his satisfaction. A resident says she went to pay her bill and stated that those guys in the gas department were very professional and were concerned about her safety. They made her fell like they cared. The resident says she was very proud to be served by them and could not say enough nice things. And a resident says the city crews did an excellent job on a sidewalk and stormwater drainage at the College Avenue Church of Christ.

Reporting Possible Homestead Exemption Fraud

The Florida Constitution provides the benefit of homestead exemption to reduce the property tax burden of Florida citizens who use their property as their primary residence. In Walton County, the $25,000 homestead exemption saves qualified residents over $400 in taxes per year. Additionally, the cumulative benefits accrued by having assessments capped each year under the provisions of the Save Our Homes Amendment to the Florida Constitution benefits qualified residents by reducing their tax burden by hundreds of dollars more. Walton Property Appraiser Patrick Pilcher says the financial benefits of homestead exemption have grown to the point where some have succumbed to the temptation of filing a false homestead application for the purpose of gaining financial benefits to which they are not entitled. The loss of tax revenue that these cheaters cause is made up by law abiding citizens. Examples of homestead fraud are: 1) The owner(s) claim homestead exemption, but permanent residence is elsewhere. 2) The owner(s) claim homestead exemption, but they rent the property to others for any portion of the year. (The exception is military homesteaders away from home due to orders). 3) The individual or family unit claim homestead exemption on more than one property (including a homestead exemption filed in another state). The penalties for fraudulently claiming exemption are severe. According to Sections 193.155 (9) and 196.161 of the Florida Statutes, owners who intentionally cheat on homestead and other exemptions will have a tax lien placed against their properties, be back taxed for up to 10 years (as applicable), be required to pay a substantial penalty (50% of the unpaid taxes for each year) and pay an interest rate of 15% per year. All of us have an interest in protecting our homestead exemption benefits. All of us should fight any and all instances of homestead exemption fraud. If you suspect a property owner is claiming an exemption when they should not, please let us know. We will investigate your leads and you may remain anonymous. Please call: (850) 892-8123 or (850) 267-4500. Pilcher says his office will investigate your leads and you may remain anonymous. WCSO Sheriffs Deputies Horse Around

Walton County Sheriffs Office (WCSO) deputies today completed a two-day seminar hosted by the University of Floridas College of Veterinary Medicine at the Walton County Fairgrounds.
