INTRODUCTION
The Ministry of Rural Development has been conducting

a Below Poverty Line (BPL) Census since 1992 which is done through State Governments/UT Administration generally at the beginning of Five year Plan. The basic objective of this Census is to identify the families living Below Poverty Line in rural areas of the country, who could be assisted under various poverty alleviation programs being implemented by the ministry.
Now the Government of India has decided to conduct the

Socio Economic Census for rural & urban areas along with Caste Census during 2011.
Government has appointed 3 CPSUs, ITI, BEL and ECIL

for the data collection of entire country covering a population of 1.2 billion.

SECC PROJECT
The project is being monitored by three ministries namely :

Ministry of Rural Development (MoRD), Ministry of Housing & Urban Poverty Alleviation(HUPA) and Office of the Registrar General of India (ORGI) under Ministry of Home Affairs (MHA)
The time line of the Project is from June 2011 to December

2011
The work has already started and is in progress in Tripura,

Chandigarh, Chattisgarh, Pondicherry, Dadra & Nagar Haveli, Daman & Diu.

SECC PROJECT

ACTIVITIES at the Charge Centers (Data Centers)


The work allocation is State / District / Tahsil (Charge) There will be 5 to 10 charges in each Districts The data management will be done at the Charge Centers The Master Table and catalogue preparation will be done

at Charge Centers The NPR data image received from the DCO will be converted to jpg files and a portion of the data will be loaded to the Tablet PC used for the direct data entry at the charge centers with the help of a server PC. At a time one Tablet PC will be loaded with the data of one EB. The tablet PC after the completion of data entry of each EB will be loaded to the server at the center. This data will be then loaded to the central server with the help of NIC.

Server for processing the tiff image data to jpeg and loading to

the tablet pc. Operating system Linux (Cent OS version 5.2/5.3/5.5)


TCP/IP switches for simultaneous data transfer to multiple tablet

pcs
Power back up including the generators Printer for printing the draft and final list Extension boards for charging the tablet pc Connectivity for uploading the data Required furniture All hardware required at the center will be provided by the state

government. The manpower required to manage the center has to be provided by the Service Provider

REQUIREMENT OF MAN POWER AT THE CHARGE CENTERS (DATA CENTER) AND STATE LEVEL BY THE SERVICE PROVIDER
One State in charge to overall supervise the State. CPSU will train the master trainer of the service Provider and

they in turn train the Charge center In charge and the Data entry operator
One District coordinator at each District 2 DBAs to manage the server and loading of the tablet PCs at

the charge centers.


One Charge Center Administrator at each charge center. One supervisor for quality checks for Data entry for every 15

DATA ENTRY STRATEGY


The door to door data entry will be done in State language or English by using Tablet PC provided by MoRD. The OS for Table PC is SECC PROJECT Android. SECC PROJECT One team consists of one enumerator appointed by State and one data entry operator provided by the service provider appointed by CPSU. There will be one supervisor for every six enumerator appointed by the State and every supervisor is provided with a data entry operator. Each team has to finish 4 Ebs and each EB will take 6 to 8 days and the data entry work of a State shall be finished with in 30 days. Maximum period of data entry is 45 days. One EB consists of about 120 house hold with a total population of 600 people.

DATA ENTRY STRATEGY Contd..


During the data entry operation, if the enumerator is not satisfied with the respondent data, then there is a provision to mark the disagreement. At the end of each day the enumerator shall discuss all such cases with their supervisor and the supervisor shall cross check all such cases independently with the help of another data entry operator in the subsequent days. Based on his judgment, the supervisor can correct the status. If the Supervisor also agrees with the enumerator, then the case has to be referred to Tehsil-In charge for his decision.

PRINTING OF DRAFT LIST AND FINAL LIST


Once the data of a charge is completed, then the soft copy of

the pdf file for the draft list will be prepared by the DBA and hand over to the State. The State will take the print of draft list (5 copies) and publish it on prominent places Any corrections will be incorporated by the data entry operator and the final list will be published. The time gap between the draft list and final list will be 31 days. All the consumables required for the printing will be provided by the State. Though the State will provide all the requirement of the Charge centers, managing the center is the responsibility of the Service Provider It is the responsibility of the Service Provider to inspect the centers in advance and project the requirement to the CPSU/State for the smooth functioning of the Project.

SECC PROJECT
State Coordinator of each State shall meet the Rural

Development Secretary of the State and State Administration along with the CPSUs officials and apprise the Project and chalk out the time line of the state as per the schedule given by the MoRD.
The team has to asses the infrastructure requirement at the

charge centers and project any additional requirement to the State in advance .
The team has to apprise the MoRD regarding the

preparedness of the State in line with the MoRD Schedule
